:01:35. > :01:37.South Yorkshire Police say there will be an independent investigation

:01:38. > :01:41.into the force's handling of child sexual exploitation in the town.

:01:42. > :01:44.The Labour Party has suspended four members in Rotherham,

:01:45. > :01:49.including Roger Stone, who stepped down as council leader last week.

:01:50. > :01:53.Last night's BBC Panorama programme named one of the suspected abusers

:01:54. > :02:00.Emma Glasbey has the first of two reports on

:02:01. > :02:11.It's a town shaken by the revolutions of grooming and abuse of

:02:12. > :02:16.children. Today, there were major developments. A week after the full

:02:17. > :02:19.scale of sexual exploitation in Rotherham was made public. This

:02:20. > :02:24.afternoon, the Home Secretary told the House of Commons it's likely the

:02:25. > :02:28.Council will face an independent inspection. My Right Honourable

:02:29. > :02:34.Secretary of State for Communities and Local

:02:35. > :02:36.Government shares my concerns over the failings by Rotherham

:02:37. > :02:48.This includes the inadequate scrutiny by the Council, and the

:02:49. > :02:58.covering up of the information. And this morning, action from labour. X

:02:59. > :03:01.Rotherham council leader and ex`deputy leader had been suspended

:03:02. > :03:08.by the party. Along with serving counselors Gwendolyn Russell and

:03:09. > :03:14.Allie. Today on look North, it was revealed that the Council would soon

:03:15. > :03:18.be facing more questions. The chief executive of Rotherham council and

:03:19. > :03:23.the director of children's services will be before a committee and we

:03:24. > :03:29.will be asking them what went wrong and why no officer of the Council

:03:30. > :03:34.has been held to account. The Chief Constable for the South Yorkshire

:03:35. > :03:37.Police announced today an independent investigation into how

:03:38. > :03:44.his force handled the grooming scandal. He told the committee that

:03:45. > :03:51.it is has been a huge wake`up call and more are tackling exploitation.

:03:52. > :03:57.In 2010, we had three staff who were dealing with child exploitation. By

:03:58. > :04:03.2012, at the time I appeared before you before, it was eight. In 2013,

:04:04. > :04:08.it was eight and now it is 62. Again, I don't suggest, or even

:04:09. > :04:11.begin to suggest, that we are finished with this but we are

:04:12. > :04:15.treating this as seriously and nobody is complacent. The

:04:16. > :04:21.investigation and suspension was announced today followed last night

:04:22. > :04:28.Panorama. One of the suspected abusers that remains a free man was

:04:29. > :04:32.named. He denies the crimes, he said to the BBC.

:04:33. > :04:34.The Home Secretary has accused the police and council officials

:04:35. > :04:37.in Rotherham of a "complete dereliction of duty"

:04:38. > :04:40.in failing to protect hundreds of children from child abuse.

:04:41. > :04:43.So how is this being viewed in the town?

:04:44. > :04:52.Our reporter Tom Ingall is outside the council offices.

:04:53. > :05:02.Tom, what more can you tell us? This story has moved incredibly quickly.

:05:03. > :05:04.We asked this morning the Rotherham council and South Yorkshire Police

:05:05. > :05:06.if they would give us a new interview a new interview we gone

:05:07. > :05:11.from the release of this report. Both organisations to client, but as

:05:12. > :05:16.was said before, both organisations have come under plenty of pressure.

:05:17. > :05:19.Many in the town have said the victims are not being listened to

:05:20. > :05:23.and in the years to come, there may not be enough support for them.

:05:24. > :05:26.It's been a week since the breadth of this scandal was revealed.

:05:27. > :05:29.In this town of 250,000 people are 1400 young

:05:30. > :05:31.Contrasting the silence of officials and stakeholders,

:05:32. > :05:37.On occasions, you've got to remember there could

:05:38. > :05:44.It's still having an effect on my life even now.

:05:45. > :05:55.It's hard, having to walk around your local

:05:56. > :05:58.town and to see faces that you recognise, and getting taxis

:05:59. > :06:03.Charities have warned of the dangers, providing educational

:06:04. > :06:07.resources, but now a member of the original South Yorkshire Police team

:06:08. > :06:12.who investigated the grooming of children says it was not a priority.

:06:13. > :06:15.I don't think they were sufficiently organised to deal with the scale

:06:16. > :06:18.Was child sexual exportation a priority?

:06:19. > :06:24.No, it just wasn't treated seriously.

:06:25. > :06:27.I've got to say that, it wasn't treated seriously enough.

:06:28. > :06:31.The Rotherham Women's Counselling Service provides invaluable support

:06:32. > :06:34.for victims of rape, sexual or domestic abuse.

:06:35. > :06:38.They already have a waiting list of six months.

:06:39. > :06:43.The impact of picking up additional referrals with all of the media

:06:44. > :06:46.attention, that's simply going to extend the six`month waiting list to

:06:47. > :06:51.Our attention needs to be 110% with the victims or, as we prefer

:06:52. > :06:58.There is report after report after report,

:06:59. > :07:02.there's suggestions about having reports based on other reports.

:07:03. > :07:05.What I have yet to see is someone actually saying, this is what we're

:07:06. > :07:09.going to do and we're going to fund services that support survivors

:07:10. > :07:16.Seven days since the report, but it could be years before victim

:07:17. > :07:23.feel that they can even start to deal with their experiences.

:07:24. > :07:30.! Tomorrow the focus will come back to Rotherham council. For the first

:07:31. > :07:36.time since the report was released, there is a full cabinet meeting.

:07:37. > :07:41.Many directors will be meeting, with one item on the agenda and that is

:07:42. > :07:46.to discuss the reaction to the report released. The public will

:07:47. > :07:53.also be allowed in the meeting, so it will be interesting. Other public

:07:54. > :07:59.figures have been called to come before the committee and the former

:08:00. > :08:02.Chief Constable of South Yorkshire Police will be headed back to the

:08:03. > :08:05.committee next week. There are three MPs

:08:06. > :08:07.for the Rotherham area. One is Labour's John Healey,

:08:08. > :08:11.who has represented Wentworth I asked him if he was ever aware

:08:12. > :08:17.of the level of child abuse being No, I had no idea and the Council

:08:18. > :08:23.didn't brief us on this as MPs and the police certainly didn't talk

:08:24. > :08:28.to us about it. As some

:08:29. > :08:32.of the recent programmes have shown, the police were a big part of

:08:33. > :08:36.the problem in those early years. Extraordinary, isn't it,

:08:37. > :08:39.that it was open knowledge among the taxi drivers and hotel owners but

:08:40. > :08:42.local politicians and even Labour That is what you are paid to do,

:08:43. > :08:46.isn't it? I am a Labour MP, I am proud to

:08:47. > :08:50.be the Labour MP for this area. If I had had an inkling or

:08:51. > :08:53.an idea of the scale and the seriousness of this, I tell

:08:54. > :08:57.you, I would not have let it rest. But there were warnings as early

:08:58. > :09:00.as 2002 and 2003, right under the noses of local officials

:09:01. > :09:05.and indeed the police, yet nothing was done under the tenure of Labour

:09:06. > :09:09.Home Secretary David Blunkett. It says the problem was downplayed,

:09:10. > :09:18.people believed or said that they The police, it was quite clear that

:09:19. > :09:24.they treated the victims as responsible for their own actions

:09:25. > :09:27.when these were children being raped and having illegal sex and they just

:09:28. > :09:32.didn't treat these victims and these Do you think

:09:33. > :09:37.the Labour councillors and The report does not say that is

:09:38. > :09:44.the case. Questions for some of those Labour

:09:45. > :09:52.politicians in leading positions, including those who have been

:09:53. > :09:56.suspended by the party today for investigation, and it raises serious

:09:57. > :09:59.questions about senior council management and very serious

:10:00. > :10:01.questions for the police as well, Only one resignation so far, the

:10:02. > :10:07.former leader of Rotherham Council. Tell me, how can anyone have faith

:10:08. > :10:10.in the integrity of the local politicians and council officials

:10:11. > :10:12.if they are unwilling to take I think what that Labour councillor

:10:13. > :10:17.did was take responsibility I think that was

:10:18. > :10:23.the right thing to do. We've got to rebuild that sense

:10:24. > :10:29.of public confidence in the council, in politics more generally and

:10:30. > :10:31.in the actions of the police. That confidence is most important

:10:32. > :10:35.for the victims of child exploitation and sex abuse

:10:36. > :10:38.is going on still in Rotherham As we said in the House of Commons,

:10:39. > :10:45.we've got to make sure those victims get the support and a long`term help

:10:46. > :10:48.that they will need in the future, The teenager hoping

:12:11. > :12:17.a vigil for Isaac, the children able to grieve in their own way

:12:18. > :12:21.and a chance for Isaac's parents to see the community support mobilized
