:01:07. > :01:09.abused and the authorities have done It's now a fortnight
:01:10. > :01:15.since we learnt that 1,400 children Now, care home staff from m`ny other
:01:16. > :01:21.parts of Yorkshire have contacted Look North to say children there
:01:22. > :01:24.have also been picked up late at Jane ` not her real name `
:01:25. > :01:31.lived in a children's home Her official notes show staff there
:01:32. > :01:36.knew she was in contact with a "known groomer", but her `buse
:01:37. > :01:40.went on for over four years. Everything that's happened,
:01:41. > :01:54.it all just comes back to you. From 13,
:01:55. > :01:57.she lived at a Bradford card home. It was supposed to be her rdfuge
:01:58. > :02:00.from a violent home life, but instead led to her being
:02:01. > :02:05.targeted by groomers. We were 13 years old, we were easily
:02:06. > :02:09.led, no`one had ever explained to us They'd give you as much drugs
:02:10. > :02:15.and drink as they could so you wouldn't know what you were
:02:16. > :02:20.doing, then do stuff with you Abuse of the most horrific kind
:02:21. > :02:28.carried out by gangs of Pakhstani And Jane says
:02:29. > :02:34.the people who should have been They used to see
:02:35. > :02:40.the people that picked us up, they could clearly see what race
:02:41. > :02:45.they were and how old they were They'd come during
:02:46. > :02:47.the daytime outside the card home. They used to come and say somebody
:02:48. > :02:52.is outside for you, go and see them. The care workers would let xou know,
:02:53. > :02:56.just to be clear about this? That there were people
:02:57. > :02:59.waiting outside for us. And these people were
:03:00. > :03:02.24 or 25`year`old men? Yeah, you could clearly
:03:03. > :03:04.tell how old they were. It's a version
:03:05. > :03:07.of events backed up by her care records, as far back as 2008,
:03:08. > :03:11.when she was just 14 years old. There are explicit referencds
:03:12. > :03:24.to her being groomed. Care reports said she was spending
:03:25. > :03:32.time with a known groomer. It's down in the reports th`t I was
:03:33. > :03:38.spending time with a known groomer. How can someone be a known groomer
:03:39. > :03:43.but not be prosecuted for it? How can they know someone is abusing
:03:44. > :03:45.children and just have But, according to Jane,
:03:46. > :03:56.she was far from alone. At my care home,
:03:57. > :03:58.there was at least four othdr girls In the whole care system, there
:03:59. > :04:07.was a lot more girls being `bused. We'd meet them at parties
:04:08. > :04:11.and stuff like that, the other people would bring girls
:04:12. > :04:15.with them and you'd meet thdm. They'd be like, I'm in so and
:04:16. > :04:19.so care home and stuff like that. Most of
:04:20. > :04:21.the people that were getting abused were involved with social sdrvices
:04:22. > :04:26.at some point in their life. Jane says she knows she was
:04:27. > :04:29.challenging and that care workers face a difficult task, but that
:04:30. > :04:32.the price she paid for the failure I had my child taken off me
:04:33. > :04:41.because of the lifestyle I led. Instead
:04:42. > :04:43.of them trying to help me gdt away from it, they took my child from me
:04:44. > :04:47.and left me to deal with it all Every little aspect
:04:48. > :04:49.of my life is affected. I can't even walk
:04:50. > :04:52.on the streets without having panic attacks, thinking I'll see
:04:53. > :04:55.the people that did it to md. Eventually, Jane managed to escape
:04:56. > :04:58.the cycle of abuse, but it was her Succeeding where, she says,
:04:59. > :05:21.the authorities had failed. Quite alarming that the authorities
:05:22. > :05:25.appeared to know about this in 008, has there been a reaction from
:05:26. > :05:30.Bradford Council? They asked us not to name the care home in qudstion
:05:31. > :05:34.and we've respected that. They say there's a new regime in place there
:05:35. > :05:40.and things have improved and the children are currently not hn
:05:41. > :05:44.danger. These care homes ard not secure unit so staff can't forcibly
:05:45. > :05:50.restrain the children in qudstion. They say they did try and g`ther
:05:51. > :05:53.information, although this hsn't the version of events Jane recognises,
:05:54. > :05:58.and they say she was not encouraged to speak to men. She would contest
:05:59. > :06:03.this. They have been to see her today to find out exactly what she
:06:04. > :06:09.felt went on and are now investigating her case. What have
:06:10. > :06:14.the police said? Much the s`me. The police went to see Jane on Friday
:06:15. > :06:18.and they are investigating. They say they are unaware of the concerns
:06:19. > :06:22.raised and they have spoken to her so they can fully investigate. They
:06:23. > :06:27.say they were slow to a knowledge such crimes in the past, but have
:06:28. > :06:28.made vast steps forward and hope people will feel confident coming
:06:29. > :06:30.forward to them now. Now let's talk to
:06:31. > :06:32.Mark Burns`Williamson, who's the Police and Crime
:06:33. > :06:44.Commissioner for West Yorkshire We heard James say she knew lots of
:06:45. > :06:49.other girls known to social services who were also being groomed. How
:06:50. > :06:53.widespread was this problem within the care system? Clearly shocking
:06:54. > :06:58.and worrying to hear about these cases. The victims are the lost
:06:59. > :07:02.important people, very vulndrable young victims, and I would dncourage
:07:03. > :07:06.anybody to come forward with any information they have about this
:07:07. > :07:12.type of behaviour. I can't comment on the specifics of this case, the
:07:13. > :07:17.police are investigating, along with the council, and it's important to
:07:18. > :08:08.say that what we do now in times of joint working with all
:08:09. > :08:11.being investigated. I asked if they could be more cases and he said he
:08:12. > :08:14.didn't know because a lot of cases could be unreported, it could be the
:08:15. > :09:17.tip of the iceberg. I been put in place that have
:09:18. > :09:23.unearthed that number of investigations. Jane's storx dates
:09:24. > :09:28.back to 2008. A lot of the officers who worked back then we'll still be
:09:29. > :09:31.working for West Coast ` West Yorkshire Police. How do yot break
:09:32. > :09:40.down the culture that these officers need re`educating? Absolutely. Very
:09:41. > :09:44.vulnerable young victims, the sock ` the shocking things we've rdad, the
:09:45. > :09:50.worrying thing is we've heard tonight, what I can say is that the
:09:51. > :09:55.joint working that now goes on is a priority. I've set it out as a
:09:56. > :10:00.priority. I've called a round table meeting for this Friday, brhnging
:10:01. > :10:03.together all the heads of safeguarding, directors of
:10:04. > :10:08.children's services, the police to look collectively as the thhngs we
:10:09. > :10:13.have in place and what we mhght need to put in place in addition to that
:10:14. > :10:18.and I've made an extra ?3.5 million available to West Yorkshire Police
:10:19. > :10:22.to invest in this. This will now be your priority as Police
:10:23. > :10:27.Commissioner? It already was a priority, but we are reviewhng the
:10:28. > :10:33.resources and the measures we have in place. Your counterpart Sean has
:10:34. > :10:38.come under increasing presstre to stand down. What would you do if you
