:04:27. > :04:38.Carla, what are the main complaints about the gulls?
:04:39. > :04:42.Scarborough Council say thex are receiving increasing numbers of
:04:43. > :04:52.complaints about seagulls in the town. It is known locally as mugging
:04:53. > :04:57.when a seagulls soapstone and snatches food, and these birds can
:04:58. > :05:06.be intimidating and dangerots. It can also make a mess everywhere The
:05:07. > :05:09.noise they make is year`round. I spoke to one licensee who h`s lived
:05:10. > :05:16.here for 31 years and she told me why she is lobbying the council
:05:17. > :05:23.It is dangerous for children. If they are sat down with an ice cream
:05:24. > :05:31.and a seagull dives, somethhng can happen and it needs to be addressed
:05:32. > :05:32.straightaway. It has to happen so that by next summer people can feel
:05:33. > :05:34.comfortable. This is not a new problem though,
:05:35. > :05:45.is it? At today's meeting, the council
:05:46. > :05:51.looked back over decades of trying to deal with the issue. Over the
:05:52. > :05:56.years various remedies have been tried including playing tapd
:05:57. > :05:58.recordings. They have also wrapped buildings in netting, which has been
:05:59. > :06:13.partially successful. They had any difficult position
:06:14. > :06:17.because all sea birds are protected. All they can do is apply for a
:06:18. > :06:21.special license to remove the eggs or the nest but only after they have
:06:22. > :06:31.exhausted all other possibld methods of intervention. That is wh`t the
:06:32. > :06:37.scrutiny task force will look at today, and we spoke to the chairman
:06:38. > :06:42.error. We will find solutions to the problem which is significant in
:06:43. > :06:48.Scarborough, but this can bd in the way of controlling the food which is
:06:49. > :06:55.available. We can introduce special bins and control waste. We can
:06:56. > :07:00.introduce... The big problel is in similar parts of the countrx, waste
:07:01. > :07:03.can go into bags that is naturally seagull proof.
:07:04. > :07:05.The gull problem has certainly got you squawking on social medha.

:09:41. > :09:42.of causing environmental dalage while trying to produce gredner
:09:43. > :09:47.It's converting part of its operation from burning coal
:09:48. > :09:50.to burning trees or biomass, because it says it causes less pollttion.
:09:51. > :09:52.But some campaigners say it's damaging woodland.
:09:53. > :10:10.As one of the biggest coal burning plants in Europe, this plant is a
:10:11. > :10:17.Pulitzer but it is trying to change. It is hoping to reduce the `mount of
:10:18. > :10:22.carbon dioxide it emits. Thd theory is that these wooden pellets come
:10:23. > :10:28.from forests that regrow so they can absorb the carbon dioxide pollution.
:10:29. > :10:32.By turning this into a renewable power station it gives us a
:10:33. > :10:38.long`term future. It preserves jobs in Yorkshire and is a reallx good
:10:39. > :10:42.renewable. The biomass is shipped from the United States, one of the
:10:43. > :10:48.few countries was in a forest to supply the operation. Drax says it
:10:49. > :10:51.only uses trees which are not good enough for furniture or construction
:10:52. > :10:55.and it ensures trees are grown to replace them, but some questioned
:10:56. > :11:00.the wisdom of burning trees in the first place. Carbon dioxide goes
:11:01. > :11:05.straight out the chimney and into the atmosphere and five a long time
:11:06. > :11:10.we have been told, don't worry about that because the forest will redraw,
:11:11. > :11:16.but it is common sense that trees take a bit of time to legal, it can
:11:17. > :11:21.take decades to neutralise the carbon dioxide. And there are
:11:22. > :11:25.further concerns. Environmentalists in the United States claim some of
:11:26. > :11:31.the trees being burnt are from sensitive habitats. The wood pellet
:11:32. > :11:40.industry and the biomass industry want you to see and artifichal
:11:41. > :11:47.planted area, that is a monoculture. They do not want to see nattral
:11:48. > :11:52.forest like this. That is in part because anyone can look arotnd here
:11:53. > :11:57.and see that there is a law that will be lost. Drax says all of its
:11:58. > :12:03.biomass is carefully policed to ensure habitats are protectdd. We
:12:04. > :12:07.will only deal with pale producers who deliver biomass from ardas that
:12:08. > :12:13.are not protected, not defined as special habitats. The company is
:12:14. > :12:18.confident that biomass is bdtter than call for the environment. We
:12:19. > :12:24.can deliver 80% savings rel`tive to call. That is why we believd it is
:12:25. > :12:29.good for us. The government is spending millions of pounds of
:12:30. > :12:34.taxpayer money subsidising the conversion to wood, but despite the
:12:35. > :12:37.concerns being raised, the linister responsible declined an intdrview.
:12:38. > :12:39.And you can see more on that on tonight's Inside Out programme
:12:40. > :12:43.But for many householders though, the primary concern is not how
:12:44. > :12:46.green our power is, but if we can afford it.
:12:47. > :12:48.Here in Sheffield, not worrying about heating bills
:12:49. > :12:52.and energy prices will be a reality at these so called passive houses.
:12:53. > :12:55.More than 100 of them are being built in the city,
:12:56. > :12:57.the biggest development of its kind in the country.
:12:58. > :13:00.They're heated by the warmth given off by people and appliances,
:13:01. > :13:15.It might not like it, but this building site is green. These are
:13:16. > :13:19.passive houses and they are seated in an unusual way. The horns are
:13:20. > :13:24.essentially airtight and super insulated. Heat generated bx people
:13:25. > :13:29.and household appliances st`ys inside. The technology is not new
:13:30. > :13:35.and is widely used abroad btt has only been used in smaller projects
:13:36. > :13:40.in the UK. This is the first development entirely made in this
:13:41. > :13:46.way. The walls are very thick and insulated. An average new home has
:13:47. > :13:55.walls about their spec but these walls are about double. There's this
:13:56. > :14:00.solid form and these beads, then this is the normal once you wishing
:14:01. > :14:07.you might find in your loft. They keep things very warm easilx.
:14:08. > :14:13.It is hoped the project will rejuvenate an area rich in
:14:14. > :14:17.industrial heritage. Most pdople in Sheffield are familiar with this
:14:18. > :14:20.area and it was originally ` steelworks. We got it from `nother
:14:21. > :14:27.developer who had planning permission for 300 apartments and we
:14:28. > :14:34.felt that to build a communhty, we designed it with Emacs of up to four
:14:35. > :14:42.bedroom houses. And it is proving popular. We have seen developments
:14:43. > :14:49.like this in North America. It really appealed to us, especially
:14:50. > :14:52.the community feel. An area once at the forefront of the Industrial
:14:53. > :15:07.Revolution now finds itself at the heart of an eco`revolution.
