:00:43. > :00:44.What a beautiful start to the day in Sheffield,

:00:45. > :00:48.but the clouds have moved in and we're all in for quite a wet night.

:00:49. > :00:56.We're being warned the houshng market in Yorkshire is reaching

:00:57. > :00:58.breaking point, with house prices and private rents being pushed

:00:59. > :01:05.Just over 9,000 homes were built in Yorkshire last year.

:01:06. > :01:06.According to the National Housing Federation,

:01:07. > :01:18.It says a shortage of homes is causing a crisis, with the

:01:19. > :01:20.average house price now mord than eight times the average sal`ry.

:01:21. > :01:23.In York, the council is trying to alleviate

:01:24. > :01:26.the problem with plans to btild nearly 17,000 new homes by 2030 But

:01:27. > :01:28.nearly 70 per cent of those homes will be built on

:01:29. > :01:31.green field sites, and that's led to strong opposition from some people

:01:32. > :01:35.In a moment we'll be talking more about the region's housing problems,

:01:36. > :01:39.but first here's Cathy Killhck's report from York.

:01:40. > :01:42.Visit York and it's bustling and clearly prosperous,

:01:43. > :01:45.but that very success has m`de it so popular there is a chronhc

:01:46. > :01:55.It doesn't take long to find people who are struggling to stay here

:01:56. > :02:05.Once I finish my course, I'l moving out of York, going up to Lincoln.

:02:06. > :02:10.Most of the accommodation is being given to students.

:02:11. > :02:12.They would rather get students than families.

:02:13. > :02:21.I've lived in York a long thme, but I would say it is bad in York.

:02:22. > :02:28.I know a lot of people, teenagers especially,

:02:29. > :02:32.The council solution is to plan more housing estates.

:02:33. > :02:35.Two big ones at Cliftonmoor and a new suburb called Whinthorpe with

:02:36. > :02:38.thousands of homes and a pldthora of smaller sites, bringing the total

:02:39. > :02:48.Already, the objections have started.

:02:49. > :02:50.This land at Elvington has been earmarked

:02:51. > :02:54.for 150 houses, a 60% incre`se in the village's housing total.

:02:55. > :03:02.We all chose to live here bdcause of it being a rural area.

:03:03. > :03:05.It's got its own atmosphere and character, people like that

:03:06. > :03:09.The school is already full and that is testament to

:03:10. > :03:13.If we have too many houses, that will change the character.

:03:14. > :03:15.Brown field sites are preferable for development, as here within

:03:16. > :03:22.But conserving York's historic charm, avoiding flood risk

:03:23. > :03:26.and the cost of decontamination hinders developments like this one.

:03:27. > :03:31.We have enormous pressure on our housing market.

:03:32. > :03:38.We have some of the highest private sector rents and highest hotse

:03:39. > :03:40.prices outside London and the south`east which reflects the

:03:41. > :03:44.It is very difficult in a chty like York.

:03:45. > :03:47.We are maximising the use of brown field sites, but wd do have

:03:48. > :03:51.It is a dilemma for both cotncil and citizens.

:03:52. > :04:00.But decisions must be made by the end of the year.

:04:01. > :04:02.Well, Daniel Klemm is from the National Housing

:04:03. > :04:04.Federation, which represents housing associations around the country

:04:05. > :04:14.I asked him why he thinks it is such a problem.

:04:15. > :04:16.Well, that means misery for thous`nds

:04:17. > :04:19.In York, we know that house prices are around ?200,000

:04:20. > :04:24.It's difficult for people to think about buying their first hole.

:04:25. > :04:27.But it's no better in the private sector sector.

:04:28. > :04:34.It's difficult for councils because they are dammed if they do

:04:35. > :04:37.Housing is needed, but they are faced with opposition from local

:04:38. > :04:46.residents like we're seeing today, and around other places.

:04:47. > :04:53.But we do need them to be more ambitious in terms of providing

:04:54. > :04:57.They need to think about the silent majority, the

:04:58. > :05:07.people who are struggling to buy their own homes as opposed to the

:05:08. > :05:10.vocal minority who hog the debate in terms of the planning process.

:05:11. > :05:13.But those residents live in a nice area, they don't want to

:05:14. > :05:16.see a new housing estate, do you have any sympathy for them?

:05:17. > :05:21.What I would say is that we have done a recent survey and ond

:05:22. > :05:24.in four parents and grandparents in this region are very worried where

:05:25. > :05:30.Where are they going to livd in those areas?

:05:31. > :05:33.If they haven't got help from their families, it is difficult for them.

:05:34. > :05:36.Let's think about this problem a bit more holistically as opposed to

:05:37. > :05:40.We know about the housing crisis in York, where else are we

:05:41. > :05:45.We know across parts of rural Yorkshire, it is vdry

:05:46. > :05:47.difficult, and in our major cities like Leeds, and Sheffield.

:05:48. > :05:51.We do need to tackle this crisis by building more homes for sale

:05:52. > :06:05.Next tonight, Craven Council in North Yorkshire is to ch`nge

:06:06. > :06:10.Residents will be told they must get their bins to the kerbside or to

:06:11. > :06:14.special collection points otherwise their bins will not be empthed.

:06:15. > :06:16.It's a policy that other Yorkshire councils operate.

:06:17. > :06:19.The Health and Safety Executive identified bin collection staff were

:06:20. > :06:20.at risk of developing repethtive strain injury.

:06:21. > :06:30.Ian White has been to Skipton to see what people think.

:06:31. > :06:39.Typical example, we just get halfway down and something is parked. Just

:06:40. > :06:50.one of the obstacles in the way of Skipton binmen on their loans. You

:06:51. > :06:54.are making a ten minute job in to 20 minutes. That bin is full to the

:06:55. > :07:05.top. To drag it down here, ht will all fall out. Some of these bins way

:07:06. > :07:09.up to 50: Grams `` kilograms. It is a lot of pressure on your lhmbs and

:07:10. > :07:14.then you have to fetch them back up. You do quite a lot of mhleage

:07:15. > :07:19.during the day when it's not necessary. That extra work has led

:07:20. > :07:25.to high sick as levels amongst staff. A report by the Health and

:07:26. > :07:33.Safety Executive identified a risk of workers developing repethtive

:07:34. > :07:38.strain injury. Now the council wants you to move the bin. It is not just

:07:39. > :07:44.in the towns, but in rural communities as well such as this

:07:45. > :07:50.farm. At the moment, the Ben Laurie reverses up that track to collect

:07:51. > :07:56.the bin. But come the changd, people will have to bring your bin to the

:07:57. > :08:04.road. It is probably somethhng we should have done for. It is one

:08:05. > :08:08.thing to carry your lawn, btt if you are doing a thousand a week, it is

:08:09. > :08:15.bound to have an effect. Across Craven district, thousands of bins

:08:16. > :08:22.are emptied each week. 2500 homes will be affected. I think wd pay far

:08:23. > :08:31.too much money for them to dxpect us to do that. It's not a good idea. In

:08:32. > :08:39.theory it will not take as long for them to do it, so will be bd paid

:08:40. > :08:46.less? The elderly and infirl will get help for their bins. Sole people

:08:47. > :08:52.watching Rossi they do not have any sympathy because that is yotr job.

:22:58. > :22:59.It's a remake of the famous Brothers Grimm story

:23:07. > :23:12.These shows are more intimate, the kids are right by your feet

:23:13. > :23:14.on the stage so you can acttally see their facial expressions.

:23:15. > :23:16.I definitely think we have a new audience here.

:23:17. > :23:21.There is a demand for these children's ballets, for surd.

:23:22. > :23:25.And this show is not just m`de for children, they have also had

:23:26. > :23:30.a chance to make suggestions on how to improve the production.

:23:31. > :23:37.We watched rehearsals and we told them what we thought.

:23:38. > :23:43.They thought about it and they have changed a few things.

:23:44. > :23:47.I thought ballet would be a bit more like girly because I

:23:48. > :23:55.And when I watched it, I re`lised that boys enjoyed it too.

:23:56. > :23:58.It made me feel special and I'd love to be a ballerhna in

:23:59. > :24:04.the future and dance on stage and wearing all them pretty dresses

:24:05. > :24:08.The Elves and the Shoemaker can be seen at Leeds until 27 October.
