:01:14. > :01:16.in an emergency ambulance to wait ten hours on a trolley before
:01:17. > :01:19.being admitted to a ward and who was then asked to sleep
:01:20. > :01:23.Lynne Dexter from Seacroft in Leeds has asthma and became
:01:24. > :01:30.She's now made an official complaint against St James' Hospital.
:01:31. > :01:33.It comes as figures released today show the pressure is increasing
:01:34. > :01:37.Hospitals aim for bed occupancy rates no higher than 85%,
:01:38. > :01:40.otherwise bed shortages can become regular and patients can be
:01:41. > :01:51.Today's figures show that at the end of last week,
:01:52. > :01:55.five of our 12 trusts exceeded 98% bed occupancy levels
:01:56. > :01:59.with Mid-Yorkshire topping the list at a critical 99.6%.
:02:00. > :02:01.As we reported on Monday, 11 of our 12 trusts
:02:02. > :02:07.Calderdale and Huddersfield has seen the biggest drop
:02:08. > :02:10.compared to the week before, but even they are at 86%.
:02:11. > :02:18.Leeds Teaching Hospitals, which includes St James', were at 98.7%.
:02:19. > :02:20.An increase of 2% on the previous week.
:02:21. > :02:22.Our correspondent Spencer Stokes went to meet the patient asked
:02:23. > :02:41.a private room in hospital, but not the sort patients might expect. On
:02:42. > :02:46.Wednesday night, 16-year-old Lynne Dexter from Leeds would ask -- was
:02:47. > :02:53.asked if she would made her bed being wheeled into a shower room at
:02:54. > :02:57.St James 's Hospital -- 61-year-old. I just started crying and I said no,
:02:58. > :03:05.sorry, I know you're under stress but the answer is no and I couldn't
:03:06. > :03:08.stop crying. Lynne said the ward was full, people were sleeping in the
:03:09. > :03:11.corridor and a shower room was the last bit of space but no place to
:03:12. > :03:16.put someone with asthma and breathing difficulties. It was damp
:03:17. > :03:22.because someone had had a shower in there that evening. She said it was
:03:23. > :03:27.fully cleaned but once somebody has been in a shower, it's not fully
:03:28. > :03:32.cleaned. in recent weeks, Leeds teaching hospital trust which runs
:03:33. > :03:38.St James 's Hospital has struggled with bed availability. Figures show
:03:39. > :03:47.at the start of this week, as a 1692 beds available, 1671 were occupied,
:03:48. > :03:51.meaning 98.7% were full. Tonight, the trust apologised to Lynne Dexter
:03:52. > :03:54.explaining that it was an extremely busy period and that patients
:03:55. > :04:00.sometimes had to be transferred to what is called a non-bedded area.
:04:01. > :04:05.The trust goes on to say that it does not regard a larger shower area
:04:06. > :04:12.as the right accommodation for a patient and they are sorry that this
:04:13. > :04:17.happened. The shower, according to Lynne, ended up being slept in,
:04:18. > :04:20.turned into a temporary room. I walk up and went to the toilet and there
:04:21. > :04:25.was an old lady in the shower room in a bed and a sister said to me I
:04:26. > :04:31.was bullied into putting her in there so I said it's disgusting,
:04:32. > :04:35.absolutely disgusting. Back at home, Lynne says she has no wish to return
:04:36. > :04:38.to Saint James 's and has made a formal complaint about being asked
:04:39. > :04:40.to sleep in the shower room. Well, earlier I spoke
:04:41. > :04:43.to Nigel Edwards, who's chief executive of the Nuffield Trust,
:04:44. > :04:45.an independent charity which does extensive research into improving
:04:46. > :04:47.the quality of health care I asked him why bed occupancy rates
:04:48. > :04:57.are so high. The level of demand we are seeing
:04:58. > :05:00.in the NHS now is up It seems to go up at about three
:05:01. > :05:05.or 4% every year and has been doing Meanwhile, beds have been closing
:05:06. > :05:10.and in particular the resources in social care have been shrinking
:05:11. > :05:14.so it's harder to get people out at the other end so the whole system
:05:15. > :05:18.builds up and you get high occupancy high occupancy rates,
:05:19. > :05:20.which are not good A review of emergency care has been
:05:21. > :05:26.called for by the health committee. Unfortunately is not one of those
:05:27. > :05:32.problems that has easy answers. We've got to do something
:05:33. > :05:41.about the state of general practice so people can get an appointment
:05:42. > :05:44.on the day they are need it. We need to fix social care so that
:05:45. > :05:48.people can get out at the other end and health services
:05:49. > :05:51.in the community have been run down over
:05:52. > :05:53.the last few years. We hear about winter approaches
:05:54. > :05:57.every year but it's really out of the headlines now,
:05:58. > :05:59.is this the toughest one yet? It looks pretty tough
:06:00. > :06:01.by previous standards. We fortunately been spared a very
:06:02. > :06:05.bad flu epidemic which has made previous years worse,
:06:06. > :06:08.but things are bad and are likely to get worse and there is no
:06:09. > :06:12.immediate solution in sight. How can we make those
:06:13. > :06:19.beds more available? Bring patients into appropriate
:06:20. > :06:21.social care and getting Social care is one of the big
:06:22. > :06:26.problems that hospitals face but the other issue is care at home
:06:27. > :06:30.from NHS staff as well. The sheer volume of patients coming
:06:31. > :06:33.out of the system suggests the level of medical staffing we've got,
:06:34. > :06:35.particularly the front door of the hospital,
:06:36. > :06:38.may need attention as well. The level of work that we are asking
:06:39. > :06:41.people do is probably not So what's the answer,
:06:42. > :06:47.is it funding, is it staff, a new system or a whole
:06:48. > :06:50.new way of working? Funding is certainly important
:06:51. > :06:55.but without the staff, We're good at responding
:06:56. > :07:06.to crises, we need to get A 15-year-old boy has been arrested
:07:07. > :07:29.following a stabbing Police were called to an address at
:07:30. > :07:34.Hare Hills Lane at around 3:42pm this afternoon. They found a

:09:33. > :09:34.which maintain their own constabulary or police force
:09:35. > :09:37.in a tradition which can be traced back to the early 13th century.

:09:47. > :09:50.years, they have been guardians of the piece here at York Minster,
