:00:21. > :00:23.campaigners have demanded the truth Our political editor

:00:34. > :00:35.of Mineworkers headquarters today, the news that there will be no
:00:36. > :00:38.inquiry into Orgreave was met with a mixture
:00:39. > :00:43.of anger and defiance. It says in the statement
:00:44. > :00:45.that there were no deaths or wrongful prosecutions,
:00:46. > :00:47.so a police force can get away with doing whatever they want
:00:48. > :00:52.as long as nobody loses thehr life. What became known as the Battle
:00:53. > :00:55.of Orgreave was a pivotal moment in a miners' strike that had been
:00:56. > :00:58.going on for four months. On June the 18th, 1984,
:00:59. > :01:04.an estimated 5000 pickets protested to stop anything getting
:01:05. > :01:07.into or out of the giant coking Police were well aware
:01:08. > :01:13.of what was happening, and 6000 uniformed officers
:01:14. > :01:15.were brought in. The clashes that followed over
:01:16. > :01:18.the next few hours had never been seen in an industrial dispute
:01:19. > :01:20.in Britain before. It was later likened
:01:21. > :01:24.to a medieval battle. Arthur Scargill, the miners' leader
:01:25. > :01:26.during that year-long strikd, He's always said the facts
:01:27. > :01:33.of the police operation havd been That reason should be exposdd,
:01:34. > :01:46.and the only way you can do that is to disclose
:01:47. > :01:47.all the documentation both from the Government
:01:48. > :01:52.and from South Yorkshire Police What the demand for an inquhry
:01:53. > :01:55.is is a demand to rerun the allegations of police brutality,
:01:56. > :01:57.but the television film shows That a big bunch of thugs,
:01:58. > :02:07.Scargill's storm pickets, turned up to prevent
:02:08. > :02:10.men from going to work, to prevent lorries driving
:02:11. > :02:13.in and out of the coke works. And they were intending to do
:02:14. > :02:19.that by force. There were 95 arrests
:02:20. > :02:23.of pickets, all acquitted. Those calling for an inquirx said it
:02:24. > :02:26.might finally settle why It took an investigation by the BBC
:02:27. > :02:42.as late as three years ago that those acquittals in 1985
:02:43. > :02:45.were no mere legal technicalities. Dozens of written statements came
:02:46. > :02:47.to light made by arresting officers at the time and presented
:02:48. > :02:49.as evidence at those Reporter Dan Johnson noticed
:02:50. > :02:52.a remarkable similarity. We got hold of around 100 police
:02:53. > :02:54.statements from Orgreave, and what you find in
:02:55. > :02:56.them is fascinating. Eventually the pickets
:02:57. > :03:05.were repelled and they retrdated. In turning down an Orgreave inquiry
:03:06. > :03:08.today, the Government said policing had changed
:03:09. > :03:10.so much in three decades, there was nothing more
:03:11. > :03:13.for the forces to learn. But even this week, Tony Mundy,
:03:14. > :03:16.one of those hundreds of police officers bused into Orgreavd
:03:17. > :03:19.from around the country, came back for the first timd and met
:03:20. > :03:22.campaigners to explain how those A South Yorkshire detective stood up
:03:23. > :03:34.and then said, right, this is an instruction,
:03:35. > :03:37.not a request. These phrases, these sentences,
:03:38. > :03:39.must go into every statement So a number of us, including myself,
:03:40. > :03:44.said, what's going on here? And it came back, no,
:03:45. > :03:48.this is from the top. Campaigners are still convinced
:03:49. > :03:53.that an inquiry would uncover embarrassing facts
:03:54. > :03:57.for the Government and the police, deliberately heavy-handed t`ctics
:03:58. > :03:59.on the day, and a systematic campaign for decades
:04:00. > :04:03.to discredit miners. They say the parallels
:04:04. > :04:05.with the Hillsborough disaster five And they won't stop campaigning
:04:06. > :04:10.for that full inquiry. Today's announcement has rahsed
:04:11. > :04:16.questions about the future In the Commons, there were renewed
:04:17. > :04:25.calls in the Commons for thd force to be merged with West Yorkshire
:04:26. > :04:28.Police. Would my right honourable friend
:04:29. > :04:30.along with my honourable frhend the policing minister meet with me
:04:31. > :04:33.to have a serious discussion about whether South Yorkshire Police
:04:34. > :04:35.and West Yorkshire Police c`n be merged to become Yorkshire Police so
:04:36. > :04:38.that the name South Yorkshire Police does not do an injustice
:04:39. > :04:41.to the officers who are bravely putting their lives
:04:42. > :04:53.on the line every day. I thank my answerable friend for his
:04:54. > :04:58.question, and I can agree that we will meet with him to discuss it.
:04:59. > :05:02.South Yorkshire Police is under new leadership, and I am hopeful it can
:05:03. > :05:06.make progress, and my honourable friend the policing minister spoke
:05:07. > :05:07.today to the PCC in order to explain the decision the Government has come

:05:13. > :05:14.Police and Crime Commissiondr said there was no appetite for a merger,
:05:15. > :05:17.and that he was disappointed about the announcement as hd felt
:05:18. > :05:20.an inquiry could have shown a change I saw this as an opportunitx,
:05:21. > :05:24.and I think the present Chief Constable saw it
:05:25. > :05:26.as an opportunity to show how they were being not defensive,
:05:27. > :05:28.not self-justifying but willing I will meet the campaign group
:05:29. > :05:35.and see where we can go frol there, whether there is anything wd can
:05:36. > :05:53.retrieve from this to show that First of all, how big a surprise was
:05:54. > :05:56.this decision? For the past two years, the Government, firstly David
:05:57. > :05:58.Cameron as Prime Minister and latterly Amber Rudd as Home
:05:59. > :06:03.Secretary, have encouraged the Orgreave activists to sending
:06:04. > :06:07.information about why they think there ought to be an inquirx, so
:06:08. > :06:12.right up until the 11th hour, they thought it wasn't a case of whether
:06:13. > :06:17.there would be an inquiry or what sort of inquiry it would be, say
:06:18. > :06:21.flat refusal was a big shock. And tonight talk of the merger between
:06:22. > :06:22.South and West Yorkshire Police Will we see consequences of
:06:23. > :06:26.Orgreave? It is not the first time Orgreave? It is not the first time
:06:27. > :06:32.that mergers have been menthoned. Alex Schalk broke before today
:06:33. > :06:35.mentioned it. But in 2006, the Labour Government said let's merge
:06:36. > :06:40.or four Yorkshire police authorities. The suggestion then was
:06:41. > :06:45.that that would be too big `nd unwieldy. What the opponents of
:06:46. > :06:48.today's suggestion are saying is that it is South Yorkshire Police
:06:49. > :06:52.they think is the problem, `nd if there is a change, it would be a
:06:53. > :06:55.rebranding exercise, and wotldn t solve any problems at all. Len
