:00:41. > :00:43.seeking a judicial review. Yesterday the Home Secretarx ruled

:00:44. > :00:47.out a public enquiry because there'd been no deaths

:01:43. > :01:46.of the year-long industrial dispute. Who signed off on the changd

:01:49. > :01:55.orchestrate these events? Questions often raised

:01:56. > :01:57.by campaigners. Why did the Home Secretary

:01:58. > :02:03.refuse an inquiry? Labour MPs asked for more ddtail

:02:37. > :02:41.It is not good enough to sax that it was a long time ago and that

:02:42. > :02:59.There is the importance of accountability.

:03:45. > :03:48.run-up to this. What's disctssions were hard about policing thd miners

:03:49. > :03:51.strike and who were they talking to. Campaigners had hoped that kind of

:03:52. > :03:55.information would come out hn an enquiry. Obviously that is not now

:03:56. > :03:58.going to happen. Campaigners say they will fight on but the

:04:01. > :04:02.enquiry. Proposals to build thousands of

:04:03. > :04:05.new homes on the outskirts of Leeds have been met by hundreds

:04:06. > :04:07.of objections from people Across Yorkshire the

:04:08. > :04:11.Campaign to Protect Rural England claims around

:04:12. > :04:14.47,000 homes could be And the plans for

:04:15. > :04:18.the Parlington estate near Garforth are one of several

:04:19. > :04:20.schemes being considered The Parlington Estate,

:04:21. > :04:29.green belt land in north-east Leeds, close to Aberford, Garforth

:04:30. > :04:31.and Barwick, that could havd up It could help Leeds City Cotncil

:04:32. > :04:36.tackle a housing crisis, but many people who already

:04:37. > :04:39.live here are not happy. We understand that

:04:40. > :04:42.Leeds needs homes. Our big issue with Parlington

:04:43. > :04:47.is that 5000 homes between an existing town and two villages

:04:48. > :04:51.that have stood for getting on for 1000 years apiece is just

:04:52. > :04:56.the wrong place to put it. Although privately owned,

:04:57. > :04:58.the estate is used as an amdnity, popular with cyclists,

:04:59. > :05:02.walkers and nature lovers. This would all disappear

:05:03. > :05:09.to be replaced by homes For new homes to spring up

:05:10. > :05:25.here is nothing new. In fact, these homes have bden

:05:26. > :05:27.here just a few years. But it is the scale

:05:28. > :05:30.of the proposed development Six local councillors have put

:05:31. > :05:33.in writing they would prefer one large development rather

:05:34. > :05:35.than many smaller ones. Forcing 5000 houses on a rural area

:05:36. > :05:38.like this in the outer north-east tacitly approves the building

:05:39. > :05:41.on green field and green belt land, which is very hard to stomach

:05:42. > :05:44.when we know that there is brown field land in the city that

:05:45. > :05:46.will remain unbuilt on. We have a housing

:05:47. > :05:48.crisis in this country. We only built about

:05:49. > :05:51.175,000 last year. We should be building a quarter

:05:52. > :05:53.of a million. The problem is where do

:05:54. > :05:56.we place all these homes? We need to actually build
