:00:00. > :00:00.Good evening and welcome to the late Look North.

:00:00. > :00:00.Tonight: The villagers clocking speeding drivers on behalf

:00:00. > :00:10.Winners and losers - how Yorkshire's businesses

:00:11. > :00:12.are coping with the falling value of the pound.

:00:13. > :00:28.you have next couple of days. At the challenge of a first step to a

:00:29. > :00:31.forecast. First tonight, police have denied

:00:32. > :00:34.that they're creating vigil`ntes by giving cameras to members

:00:35. > :00:36.of the public to help The first of a series of village

:00:37. > :00:41.camera teams to be set up across North Yorkshire

:00:42. > :00:43.was officially launched tod`y in Pannal, on the

:00:44. > :00:45.outskirts of Harrogate. Police say villagers are delanding

:00:46. > :00:48.to join the schemes and that if they help save the life of just

:00:49. > :00:51.one person, they're worthwhhle. Our correspondent

:00:52. > :00:54.John Cundy reports. Over the years, the village

:00:55. > :00:57.of Pannal has become somethhng of a rat run for motorists trying

:00:58. > :01:00.to avoid the busy town Police and residents alike `gree

:01:01. > :01:08.it's time for action here. Howard West, 23 years

:01:09. > :01:11.a resident of Pannal, is one of the volunteers opdrating

:01:12. > :01:15.the new community speed cam. People want to get to where

:01:16. > :01:18.they want to go in the shortest time possible

:01:19. > :01:21.and unfortunately they speed. But since we've been here,

:01:22. > :01:23.there's been a dramatic effect The speed has been reduced

:01:24. > :01:27.dramatically. A full report on anyone spedding

:01:28. > :01:32.will be sent to police HQ. The motorist will first get

:01:33. > :01:34.a warning letter and a posshble prosecution if that driver

:01:35. > :01:38.is caught speeding again. The pilot here, and the first

:01:39. > :01:41.stages of what they've been doing in Pannal,

:01:42. > :01:43.has shown that motorists have reduced their speed

:01:44. > :01:45.and after getting a letter, People have stopped and had

:01:46. > :01:49.conversations and they weren't The Deputy Chief Constable

:01:50. > :01:53.and Police Commissioner, Julia Mulligan, launched thd scheme

:01:54. > :01:57.in Pannal today. Can I put it to you that sole people

:01:58. > :02:01.will say the word vigilantes? This is a community coming together

:02:02. > :02:06.saying we don't like speeding in our village, it's

:02:07. > :02:09.affecting our way of life, we're frightened when we take our

:02:10. > :02:11.kids to school, when we cross the road and we want to try and do

:02:12. > :02:14.something about it. Residents say there have already

:02:15. > :02:17.been clear results from the pilots of this scheme before

:02:18. > :02:19.today's official launch. We've seen a dramatic reduction

:02:20. > :02:26.in the number of speeding vdhicles. When we first started off,

:02:27. > :02:30.we were getting about 20 speeding vehicles an hour

:02:31. > :02:34.in one direction only. Now that's flattened out to about

:02:35. > :02:37.one speeding vehicle an hour. So there's been a dramatic

:02:38. > :02:40.reduction. Police claim other villages

:02:41. > :02:43.across North Yorkshire are now keen to adapt the idea themselves

:02:44. > :02:47.of taking up the speed gun to stop motorists who just

:02:48. > :02:56.won't observe the speed limhts. Claire Armstrong is from Safespeed,

:02:57. > :02:58.which campaigns on road safdty, She gave me her reaction

:02:59. > :03:05.to the scheme. We really don't see

:03:06. > :03:08.that it adds any benefit With people standing on the side

:03:09. > :03:13.of the road, that's a massive And distracted drivers are really no

:03:14. > :03:19.good for road safety whatsodver A driver needs to concentrate

:03:20. > :03:22.on the road ahead and look People standing on the side

:03:23. > :03:26.of the road simply We heard in John's report that

:03:27. > :03:31.villagers found the cars They were pleased with that

:03:32. > :03:36.result - why aren't you? As much as cars will slow down

:03:37. > :03:40.when they see a camera, it doesn't correlate

:03:41. > :03:44.to when they start to see a hazard. It's when someone slows down

:03:45. > :03:47.when they see a hazard that All road safety must always be

:03:48. > :03:53.about the prevention of acchdents, not about merely the number

:03:54. > :03:56.on the speedo. How would you suggest that police

:03:57. > :03:59.encourage drivers to slow down What we should do is put up one

:04:00. > :04:05.of the vehicle-activated signs. They're quite cheap,

:04:06. > :04:09.they only cost around ?2,000. There is no potential of anx people

:04:10. > :04:12.getting injured or damaged, there's no chance of any vigilante

:04:13. > :04:15.behaviour from people standhng at the side of the road who don t

:04:16. > :04:18.like Mr Jones down By putting a vehicle-activated sign

:04:19. > :04:22.up, it guides, it tells road users exactly what they're doing

:04:23. > :04:26.and in a way it embarrasses them. Other traffic around them,

:04:27. > :04:29.and other people and other homes, can see what their speed

:04:30. > :04:33.was and it's a good reminder. Reminding drivers how they drive

:04:34. > :04:41.is very, very good for road safety. Let's get a round-up

:04:42. > :04:43.of the news now. A new report into the latest

:04:44. > :04:47.proposed route for HS2 through Yorkshire says

:04:48. > :04:50.the government's being misldd. The Yorkshire HS2 Community s report

:04:51. > :04:54.was presented today. It was compiled by residents

:04:55. > :04:57.in affected areas and claims that current plans will result in more

:04:58. > :05:00.houses being demolished It is going to be four times

:05:01. > :05:08.noisier, it is going to be We are going to have a 50-foot-high

:05:09. > :05:13.wall that will be four times We will have a depot

:05:14. > :05:21.which is two kilometres long. This M18 route proposal provides

:05:22. > :05:25.better connectivity around the region because we can provide

:05:26. > :05:28.that Leeds city centre to Sheffield city centre fast, frequent route

:05:29. > :05:33.in a cost-effective way. West Yorkshire is finally gdtting

:05:34. > :05:36.a permanent chief constable. The Police and Crime Commissioner,

:05:37. > :05:39.Mark Burns-Williamson, has `nnounced it will be Dee Collins,

:05:40. > :05:42.who was temporarily appointdd to the role after Mark Gilmore

:05:43. > :05:46.was suspended in 2014. The appointment of Dee Collhns

:05:47. > :05:50.will be confirmed at The Batley and Spen MP,

:05:51. > :05:56.Tracy Brabin, has been appl`uded in Parliament after using hdr maiden

:05:57. > :05:59.speech to pay tribute to her friend The former Coronation Street

:06:00. > :06:05.and EastEnders actress She said the killing of Mrs Cox

:06:06. > :06:10.would "stay with everyone" in the constituency for the rest

:06:11. > :06:14.of their lives. And she praised local peopld

:06:15. > :06:16.who live by Mrs Cox's values, It was in her maiden speech that Jo

:06:17. > :06:25.said what surprises me time and time again as I travel around

:06:26. > :06:28.the constituency is that we are far more united and have far

:06:29. > :06:30.more in common than that It was true then and it is

:06:31. > :06:38.even more the case now. We'll never forget the diffdrence Jo

:06:39. > :06:41.has made and through her The fall in the value of thd pound

:06:42. > :06:52.following the EU referendum has made it more expensive for us to go

:06:53. > :06:56.on holiday, but in terms of business, there are winndrs

:06:57. > :07:00.and losers here in Yorkshird. Companies that sell

:07:01. > :07:02.abroad are benefiting because their products have become

:07:03. > :07:05.cheaper to buy, but anyone hmporting Our business correspondent,

:07:06. > :07:10.Danni Hewson, has Andy doesn't claim he makes

:07:11. > :07:16.the perfect brownie, His Rotherham-based business started

:07:17. > :07:23.as a kitchen table enterprise, but soon expanded to keep

:07:24. > :07:26.up with demand. He believes quality is everxthing

:07:27. > :07:30.for a small company, The problem is, since June,

:07:31. > :07:37.costs have been going up. A lot of our manufactured stppliers

:07:38. > :07:41.are blaming it on the Obviously Belgian chocolate,

:07:42. > :07:48.a box of eggs, for example, the reason they'll say it's gone up

:07:49. > :07:51.is because packaging is imported, hence the price increase regardless

:07:52. > :07:54.of the fact that the chickens Some costs have risen by 30$,

:07:55. > :08:01.leaving him in a very stickx A lot of our products are sold

:08:02. > :08:06.in coffee shops, bars, delis, and there's a certain pricing point

:08:07. > :08:09.people would pay for a piecd of cake So we have to do pretty much bite

:08:10. > :08:17.the bullet for now and wait and see if there's any more increasds in any

:08:18. > :08:20.more ingredients before we lake a decision of pretty much how much

:08:21. > :08:23.of our profit margin Of course, where there have been

:08:24. > :08:29.losers, there have also been winners, primarily for people

:08:30. > :08:31.exporting, and that includes 38% of British sheep meat

:08:32. > :08:45.is exported to Europe. The weakness of the pound

:08:46. > :08:50.against the euro is having a benefit, as well as there's been

:08:51. > :08:54.some good promotions in the UK this Will is a pragmatist,

:08:55. > :09:00.though he himself believes the new landscape will benefit

:09:01. > :09:02.farmers in the long run, but he does acknowledge

:09:03. > :09:07.the short-term could still be bumpy. All I'm doing at the moment

:09:08. > :09:09.is consolidating my business and trying to future proof

:09:10. > :09:11.it against volatility Two sides of the same pound coin,

:09:12. > :09:18.a coin valued at a 30-year low, with no guarantees

:09:19. > :09:31.of what happens next. Let's get the weather

:09:32. > :09:34.now with Owain. It was a pretty chilly day xet

:09:35. > :09:37.again across Yorkshire. The temperatures didn't get past

:09:38. > :09:40.eight or nince Celsius. The temperatures didn't get past

:09:41. > :09:42.eight or nine Celsius. This is going to lead

:09:43. > :09:45.us into a cold night. Clear spells across the board,

:09:46. > :09:47.across Yorkshire and North Derbyshire as well and that,

:09:48. > :09:50.yet again, is going to allow for all of the heat to rise, escape,

:09:51. > :09:52.and those temperatures Probably talking lows

:09:53. > :09:55.tonight of two or three However, across rural parts

:09:56. > :10:00.of North Yorkshire, for exalple maybe the North York Moors,

:10:01. > :10:04.temperatures dipping below freezing. That leads us into a cold start

:10:05. > :10:07.to the day tomorrow morning, There's a weather front that

:10:08. > :10:12.will interrupt things. That's slowly making its wax down

:10:13. > :10:15.towards south-eastern parts. Some of this rain a touch

:10:16. > :10:18.on the heavy side, but rain confined to high ground

:10:19. > :10:20.and tomorrow's temperatures, as today, not getting higher

:10:21. > :10:24.than around eight or nine Cdlsius. These are south-westerly winds

:10:25. > :10:28.so we won't have as much The winds aren't coming str`ight

:10:29. > :10:33.down from the north, Over the next couple of days,

:10:34. > :10:39.we'll see an area of low prdssure driving our weather as opposed

:10:40. > :10:43.to an area of high pressure. That moves away across the continent

:10:44. > :10:46.and there's a weather front swirling They will introduce outbreaks

:10:47. > :10:50.of rain, some showers as well, so generally it will

:10:51. > :10:53.be quite unsettled. I think we'll see fairly brdezy

:10:54. > :10:55.conditions as well, but certainly From us on the Look North

:10:56. > :11:04.team, it's goodnight. up to around 12. Mick Miller has the

:11:05. > :11:15.national picture. The weather may have turned colder

:11:16. > :11:19.but for many of us today there was abundant sunshine. This is from the

:11:20. > :11:25.end of the day from Oxfordshire Cold and clear by day and clear and

:11:26. > :11:30.even colder overnight. That is the recipe at this time of year.

:11:31. > :11:35.Widespread ground frost setting in. Parts of East Anglia already below

:11:36. > :11:39.freezing. In western Scotland, temperatures may stabilise. It could

:11:40. > :11:41.even go up a feud degrees with thickening cloud, outbreaks of rain

:11:42. > :11:42.and
