:00:40. > :00:41.Next tonight - the bells at York Minster have rung

:00:42. > :00:44.out for the first time in nearly three months.

:00:45. > :00:46.They were silenced when the bellringing team

:00:47. > :00:50.was removed in October, after one of them was accused

:00:51. > :00:52.of indecently assaulting young girls, although no charges

:00:53. > :00:56.It is unclear where in Yorkshire the new bellringers have come from.

:00:57. > :01:11.Well, this is a row that has meant the bells in the tower at York

:01:12. > :01:15.Minster have remained silent now for more than two months but it has

:01:16. > :01:21.created a lot of noise here in York. Finally tonight, some progress. This

:01:22. > :01:25.is the sound York has been missing for the last two months. For

:01:26. > :01:32.centuries, the bells of the Minster have chimed out across the city. In

:01:33. > :01:36.October, they stopped, but tonight, a temporary fix. It is exciting. The

:01:37. > :01:40.very thing I said to you two days after the group posted down, that we

:01:41. > :01:44.were hoping before long the bells would win a game and we are very

:01:45. > :01:48.grateful for the courageous and ringers from within the city and

:01:49. > :01:54.across the country who have come forward to help us by ringing over

:01:55. > :02:02.this period of time. There they go again, such a glorious sound,

:02:03. > :02:05.singing the glory of God. The group were dismissed after one of the

:02:06. > :02:14.ringers was accused of indecent assault against a young girl. No

:02:15. > :02:20.charges were ever brought. Since then, the Minster has struggled to

:02:21. > :02:26.find people to ring the bells, citing intimidation toward anyone

:02:27. > :02:30.who tried to step in. The Minster say that they are now working

:02:31. > :02:34.towards a permanent solution with a new team after the original group

:02:35. > :02:38.say they have nothing to do with the intimidation. We will be recruiting

:02:39. > :02:42.a new group in the New Year, so this is a special interim for this

:02:43. > :02:46.festive season to make sure that anyone coming to worship and the

:02:47. > :02:50.citizens of York, they know there is a very special server happening for

:02:51. > :02:53.Christmas tonight. This time, because of the way the process is

:02:54. > :02:59.going to happen, we are looking forward to recruiting a band that

:03:00. > :03:02.will abide by the Church's process. It was great to hear the bells again

:03:03. > :03:10.and be service was wonderful as well. And the row that has been

:03:11. > :03:14.going on? The dispute? I am glad it has finished. It is nice to have

:03:15. > :03:18.them back. I thought it was absolutely wonderful. Wonderful,

:03:19. > :03:22.wonderful news. It makes Christmas, I think. It is the time for

:03:23. > :03:26.forgiveness, so let's hope that is what has happened and they have

:03:27. > :03:29.sorted things out. So, the congregation who were here at -- at

:03:30. > :03:34.the carol service tonight are pleased to have the bells ringing

:03:35. > :03:37.tonight. It has been a difficult journey though. The Minster has

:03:38. > :03:40.faced criticism for how they have dealt with the dispute. A

:03:41. > :03:44.spokesperson for the bell-ringer said they have been advised not to

:03:45. > :03:47.comment any further but at the weekend they put out a statement

:03:48. > :03:53.where they said that the case highlighted by the Minster resulted

:03:54. > :03:57.in no charges and was tantamount to a waste of the court's time. We

:03:58. > :04:01.don't know yet when the bells will ring again. The Dean of the Minster

:04:02. > :04:02.has said she is hopeful they will ring at other Christmas services to

:04:03. > :04:06.come. Thank you. A new report out today says last

:04:07. > :04:09.year's Boxing Day floods cost Yorkshire's economy

:04:10. > :04:11.more than ?500 million. It says 4000 homes and 2000

:04:12. > :04:14.businesses were affected. And a year on, ?207 million has been

:04:15. > :04:20.committed by government and councils towards new flood defences

:04:21. > :04:24.but another ?25 million is needed to accelerate more flood defence

:04:25. > :04:28.schemes - with 90,000 homes and

:04:29. > :04:31.buisnesses still at risk. Well, all week we've been back

:04:32. > :04:34.to those places most badly affected. The town was split in two -

:04:35. > :04:53.after its road bridge over the River The reopening of Tadcaster's Road

:04:54. > :04:56.Bridge was described as a national priority. But, almost a year run,

:04:57. > :05:03.work to repair it still is unfinished. The repercussions of

:05:04. > :05:08.what happened here last December are still being felt. At the town's

:05:09. > :05:15.medical Centre, insurance costs have increased by almost 1000%. There is

:05:16. > :05:24.an annual premium this year of ?39,500, with a ?100,000 excess, as

:05:25. > :05:30.compared to last year where our premium was ?3425 with a ?2500

:05:31. > :05:35.excess. So you can imagine we feel we are being somewhat unfairly

:05:36. > :05:38.punished. In the aftermath of the floods, the town hosted Prince

:05:39. > :05:44.Andrew who saw for himself the devastation. We have been trading

:05:45. > :05:49.since 1851. One of those businesses affected was this iron mongers. How

:05:50. > :05:53.high did the water penetrate last December? It came to about this

:05:54. > :05:59.level here. About three feet deep here and about four foot deep at the

:06:00. > :06:04.bottom level. It has been a tough year for many traders. They hope the

:06:05. > :06:07.bridge reopening will get all businesses back on track. Town seems

:06:08. > :06:11.to be recovering pretty well but the bridge will be the big thing, when

:06:12. > :06:16.the bridge reopens that will reunite the town and hopefully make things

:06:17. > :06:21.busy again. Across the road, the butcher 's estimate trade is down by

:06:22. > :06:25.around 25% because of the bridge closure. But they say they are

:06:26. > :06:31.optimistic for 2017. The bridge will make a massive difference. We will

:06:32. > :06:35.have traffic bags, have people looking into shops and thinking, it

:06:36. > :06:39.is a nice place to visit. It will be a massive difference for us. It has

:06:40. > :06:45.been a turbulent 12 months for Tadcaster but there is a discernible

:06:46. > :06:50.feeling of optimism here. It may have divided the town, but its

:06:51. > :06:53.legacy has only brought the town together properly.

:06:54. > :06:56.So when will the bridge re-open and why the delay?

:06:57. > :06:58.Phil has been speaking to David Bowe from North Yorkshire County Council.

:06:59. > :07:04.There has been a number of issues but I think, as you can see, it's an

:07:05. > :07:07.incredibly complicated structure to rebuild. We are working to the

:07:08. > :07:10.programme that was to effectively not open for Christmas but to open

:07:11. > :07:17.for the end of December. That is what we are working for a year after

:07:18. > :07:23.the collapse. The high river levels and complexities with the National

:07:24. > :07:26.rail bridge further downstream has caused water backing up to Albert

:07:27. > :07:31.and that slowed our operation down and we are where we are. We have the

:07:32. > :07:39.warning of storm is coming over the next few days and people will be

:07:40. > :07:42.nervous about that. Will it have an impact on levels here? It's not.

:07:43. > :07:46.Although there will be some heavy rain, it will be fairly transient

:07:47. > :07:50.and it will not hit the wall, so we have no particular concerns about

:07:51. > :07:57.flooding. One can we expect to see road traffic across this bridge? --

:07:58. > :08:01.when can we? The 27th of January is when we hope to have traffic

:08:02. > :08:05.crossing the bridge again. As I said, a lot of conjugated work on

:08:06. > :08:08.the masonry, particularly on the arch barrels, but the guys who are

:08:09. > :08:10.working on the bridge are throwing everything at it.

:08:11. > :08:13.Network Rail has released astonishing footage to try to warn

:08:14. > :08:19.The pictures show a cyclist coming within inches of being hit

:08:20. > :08:23.The man waited for a train to pass before pushing his bike

:08:24. > :08:25.across the tracks, but then realised, with less

:08:26. > :08:27.than a second to spare, that another train was coming

:08:28. > :08:40.When I saw the video, I was just so shocked at how close they call this

:08:41. > :08:44.one was. It emphasises how tragic these incidents can be. The

:08:45. > :08:48.gentleman in this video got lucky. I have had the heartbreaking task of

:08:49. > :08:51.having to tell families that their loved ones and coming home for the

:08:52. > :08:54.sake of what is essentially a few seconds. It is not worth the risk.

:08:55. > :09:00.Shocking pictures, and they? Yorkshire has taken in more Syrian

:09:01. > :09:03.refugees than any other area in England, according

:09:04. > :09:04.to Home Office figures. 403 came here in the 12

:09:05. > :09:07.months to the end of September under the "vulnerable

:09:08. > :09:08.persons resettlement scheme" - mainly to Leeds,

:09:09. > :09:11.Bradford and Sheffield. The government pays

:09:12. > :09:12.?8,500 per refugee - towards housing, healthcare

:09:13. > :09:14.and other costs for their People who worked in Grimethorpe

:09:15. > :09:17.colliery have gathered in the Barnsley village to pay

:09:18. > :09:20.tribute to miners who died at work. More than 150 miners

:09:21. > :09:23.lost their lives at Grimethorpe between 1894 and when it

:09:24. > :09:25.closed in 1993. More men from the village died

:09:26. > :09:27.in Grimethorpe Colliery A minute's silence was held

:09:28. > :09:48.at the memorial at St Luke's church. A very windy spell of weather, both

:09:49. > :09:51.tomorrow and over the Christmas weekend. Christmas Day itself looks

:09:52. > :09:56.very mild indeed so we are not looking at a white Christmas. But a

:09:57. > :10:01.very windy one. Tomorrow we have a warning font gales if not severe

:10:02. > :10:06.gales in exposure. You can see why. This poorly cold front, very tightly

:10:07. > :10:10.packed isobars. It will bring some heavy rain. That will be later on in

:10:11. > :10:14.the day but it is not the rain we are concerned about. It is the

:10:15. > :10:17.strength of the wind. Through the course of this evening and

:10:18. > :10:23.overnight, the odd shower, but they will fizzle out. A quiet, calm night

:10:24. > :10:28.with a touch of frost in shelter, with temperatures dropping back to

:10:29. > :10:31.one or 2 degrees. A bright start to tomorrow, some sunshine and mainly

:10:32. > :10:35.dry conditions for the morning. Later in the day, we see this

:10:36. > :10:40.squally cold front pushed through very quickly with some very heavy

:10:41. > :10:47.rain, squally winds and gales with gusts of up to 50 mph, possibly even

:10:48. > :10:50.locally 60 or 70 mph. By the end of the day, there will be clear spells

:10:51. > :11:00.and showers. The wind is the worry with the weather, not the rain,

:11:01. > :11:01.although that will make for difficult driving conditions later

:11:02. > :11:02.on. Temperatures getting up to itself, it's not white, but it's

:11:03. > :11:15.warm. Temperatures could reach 15. I suppose you could say today was

:11:16. > :11:16.the calm before the storm. A winter chill,
