:00:09. > :00:11.And claims cuts to funding could have a catastrophic impact

:00:12. > :00:17.And a very windy night developing with a warning

:00:18. > :00:20.from the Met Office for gales, locally severe gales in places.

:00:21. > :00:32.I'll be back later in the programme with your full life forecast.

:00:33. > :00:35.Witnesses have described the moment a distraught mother

:00:36. > :00:39.found her daughter dying on a playing field in York.

:00:40. > :00:42.Seven-year-old Katie Rough was seriously injured

:00:43. > :00:44.following an incident yesterday afternoon and died

:00:45. > :00:48.A 15-year-old girl has been arrested.

:00:49. > :01:06.Tonight, North Yorkshire have continued to question A15 -year-old

:01:07. > :01:11.girl in connection with this incident and sheep remains in

:01:12. > :01:15.custody overnight. Katie Rough's death has left in your community in

:01:16. > :01:19.shock this evening and a family mourning for their beloved daughter

:01:20. > :01:20.feel has been totally and utterly feel has been totally and utterly

:01:21. > :01:24.out of their control. Throughout the day, people

:01:25. > :01:26.paid their respects to the little girl who suffered fatal injuries

:01:27. > :01:29.in the Woodthorpe area of York Seven-year-old Katie Rough was found

:01:30. > :01:34.down a track on Alness Drive. Her distraught mother was seen

:01:35. > :01:37.crying on her knees in the street. Police cordoned off this quiet

:01:38. > :01:40.cul-de-sac while they carried That was obviously

:01:41. > :01:47.the mother of the daughter. So I put my shoes on and went

:01:48. > :01:58.to go up the alleyway. I got halfway up and I could see

:01:59. > :02:02.the body lying on the field but the police were already there,

:02:03. > :02:03.attending. Katie was taken to hospital with

:02:04. > :02:06.serious injuries but later died. Amongst the flowers,

:02:07. > :02:08.which were laid at the scene, "Night night, my darling princess

:02:09. > :02:16.Katie, love Nanna and Grandad." A 15-year-old girl has been arrested

:02:17. > :02:19.in connection with the incident and is being questioned

:02:20. > :02:22.by North Yorkshire Police. Specially trained officers

:02:23. > :02:23.are supporting the victim's family at this extremely difficult

:02:24. > :02:25.time for them. Clearly, the circumstances require

:02:26. > :02:28.the investigation to be conducted The tragic news has been met

:02:29. > :02:33.with shock and disbelief from those She was a very close friend

:02:34. > :02:39.to my daughter and a truly unique, Respect their family,

:02:40. > :02:43.beautiful family. Both involved are so young and it's

:02:44. > :02:46.such a shame because she's not even started her life,

:02:47. > :02:49.really, has she? In a statement tonight,

:02:50. > :02:51.the headteacher of Local churches are being asked

:02:52. > :03:04.to lend their support. Tonight, the teenage girl remains

:03:05. > :03:07.in custody while police continue their investigations

:03:08. > :03:11.and Katie's family and friends desperately try to come to terms

:03:12. > :03:14.with their tragic loss. Michelle Lyons, BBC

:03:15. > :03:18.Look North, York. A BBC Yorkshire investigation has

:03:19. > :03:22.found that schools in our region have lost almost ?9 million

:03:23. > :03:25.from their budgets In some cases, the reduction has

:03:26. > :03:34.lead to redundancies and increased class sizes,

:03:35. > :03:38.as Dave Edwards reports. This thing is to do

:03:39. > :03:40.with linear equations. Silas is 13 and goes to Brickhouse

:03:41. > :03:45.High School in Calderdale. When he started his Year Nine maths

:03:46. > :03:48.lessons, he noticed something It looked more like a university

:03:49. > :03:54.lecture theatre with one It's quite difficult

:03:55. > :03:59.because there are so many people around you and you're distracted

:04:00. > :04:03.to talk to them a lot more and you're not focusing

:04:04. > :04:06.as much on the lesson, And you've not got much room

:04:07. > :04:11.to put your stuff in front of you, which makes it confusing

:04:12. > :04:14.and dropping things and stuff. Everyone just agrees it's

:04:15. > :04:17.too much for one class. There's no legal limit

:04:18. > :04:20.to the size of the class. Headteacher Liz Creswell says

:04:21. > :04:24.the move was prompted by changes to the GCSE maths exam

:04:25. > :04:27.and difficulties recruiting She says the school,

:04:28. > :04:32.like many others, has had to make Teaching unions are worried cuts

:04:33. > :04:38.across the country will mean more children are taught

:04:39. > :04:42.in super-sized classes. I'm a maths teacher myself,

:04:43. > :04:45.actually, and I would find that I understand that they are the top

:04:46. > :04:49.set of maths but I still think that they would learn an awful lot

:04:50. > :04:52.more if they were in Keeping control of them

:04:53. > :04:55.will be more difficult. There's only one adult

:04:56. > :04:57.in the class with them, is my understanding,

:04:58. > :04:59.so it would be difficult to ensure they're all safe,

:05:00. > :05:03.and the NUT's position is that it's unacceptable to have

:05:04. > :05:05.a class of more than 30. When budgets run low,

:05:06. > :05:09.bigger classes aren't the only thing Other schools have told me

:05:10. > :05:13.they're having to cut back on things like books,

:05:14. > :05:17.equipment and even teachers. Ofsted inspectors say 37 staff have

:05:18. > :05:23.left this school since September 2015 without being replaced

:05:24. > :05:28.because of financial difficulties. Broadly speaking, changes

:05:29. > :05:30.to the Government's funding formula mean rural areas will get slightly

:05:31. > :05:33.more money for schools The Bradford Schools Forum,

:05:34. > :05:38.which includes head teachers Potentially catastrophic

:05:39. > :05:46.impact on certain schools. Immediately, I think just

:05:47. > :05:49.you look at that and think, We asked the Government

:05:50. > :05:53.for an interview but they said They did tell us school funding

:05:54. > :05:57.is at its highest level on record, with over ?40 billion

:05:58. > :05:59.being invested in 2016-17. But the National Audit Office says

:06:00. > :06:06.that isn't keeping up with rising pupil numbers and higher costs

:06:07. > :06:12.of staff pensions and In the end, it's the children

:06:13. > :06:16.who are affected when A number of hospitals in our region

:06:17. > :06:24.are reporting unprecedented levels of demand as they continue to try

:06:25. > :06:29.and cope with winter pressures. While some have been forced

:06:30. > :06:32.to cancel planned operations, others have been placed on a high

:06:33. > :06:34.level of alert, as our health correspondent,

:06:35. > :06:38.Jamie Coulson, reports. On New Year's Day, Pat McIntosh

:06:39. > :06:42.was taken to A in Dewsbury When she and her family arrived,

:06:43. > :06:47.they say that they were confronted with chaotic scenes as staff

:06:48. > :06:51.struggled with demand. The trust say they are doing

:06:52. > :06:54.what they can to relieve pressure, but Pat faced a 19-hour wait before

:06:55. > :07:00.a bed became available. It was just so chaotic,

:07:01. > :07:06.queueing and waiting. And they were trying

:07:07. > :07:11.to do their best but it just... Winter pressures at

:07:12. > :07:16.hospitals are nothing new. Two years ago, Scarborough Hospital

:07:17. > :07:19.was forced to declare a major incident when they were no longer

:07:20. > :07:22.able to cope. This year, many trusts say

:07:23. > :07:24.that they are operating under At these hospitals,

:07:25. > :07:30.like elsewhere in the NHS, they say that they are experiencing

:07:31. > :07:34.unprecedented levels of demand. We understand that last week

:07:35. > :07:37.at St James's Hospital, there were two days when there

:07:38. > :07:41.were no beds available for patients Last week, Rotherham Hospital

:07:42. > :07:46.spent a day and a half at the highest level of alert,

:07:47. > :07:50.which means there is the potential for some patient

:07:51. > :07:54.care to be compromised. And Airedale Hospital has been

:07:55. > :07:58.cancelling all nonurgent operations Over the past few months,

:07:59. > :08:04.the departments have unfortunately become busier,

:08:05. > :08:09.more overcrowded, and figures are clear that they show that

:08:10. > :08:12.unfortunately our performance is probably the worst

:08:13. > :08:16.in over a decade. Last week, I met a constituent

:08:17. > :08:18.whose husband died... Sheffield MP Louise Hague believes

:08:19. > :08:21.people are being let down by a system in crisis

:08:22. > :08:24.after a constituent died after waiting for an ambulance

:08:25. > :08:29.for two hours and 40 minutes. It is not an exaggeration to say

:08:30. > :08:38.that the NHS is in crisis now. We have heard that from NHS leaders

:08:39. > :08:41.right down to people People are struggling to get

:08:42. > :08:44.the most basic services. Yorkshire Ambulance Service

:08:45. > :08:46.say that they are aware of the incident and are liaising

:08:47. > :08:48.with the patient's family. Meanwhile, the message to patients

:08:49. > :08:51.who do not need urgent hospital treatment remains

:08:52. > :08:54.to seek help elsewhere. The pressure on hospitals

:08:55. > :08:57.remains intense and winter Bradford-based supermarket Morrisons

:08:58. > :09:11.has posted an almost 3% rise The supermarket had its strongest

:09:12. > :09:20.festive sales growth for seven years but today announced it was pulling

:09:21. > :09:23.out of plans to build a new store Five Yorkshire post offices

:09:24. > :09:26.are among 300 nationally Branches in Huddersfield,

:09:27. > :09:28.Rotherham, Pontefract, Pudsey and Ossett may be franchised

:09:29. > :09:31.in order to maintain services. The Post Office blames the high cost

:09:32. > :09:50.of prime high street Very windy overnight and it will be

:09:51. > :09:55.increasingly cold and wintry. We have a warning in force, the risk of

:09:56. > :10:00.gales developing overnight. And also to the east of high ground as well.

:10:01. > :10:08.I imagine, through the last part of the night and into tomorrow morning,

:10:09. > :10:11.the Pennine chain may well have disruption. A bit patchy rain

:10:12. > :10:17.through the second half of the night as well. Temperatures falling back

:10:18. > :10:22.to five or 6 degrees. A very windy rush-hour. That warning still in

:10:23. > :10:26.force. As we head to the day, it will remain blustery. Not too many

:10:27. > :10:32.showers. Most focused in the Northwest. But for many parts away

:10:33. > :10:36.from the hills, a good deal of dry and bright weather with some

:10:37. > :10:43.sunshine. Temperatures lifting the seven or 8 degrees. Getting colder

:10:44. > :10:50.from Thursday onwards. A very frosty start to Thursday. Some is both

:10:51. > :10:55.scattered showers. A strong north, north-westerly wind on Friday. That

:10:56. > :10:59.wind driving in snow showers to eastern parts. Remaining cold

:11:00. > :11:02.throughout the weekend and then quietening down.

:11:03. > :11:06.of the week, and to start the weekend as well. For more on that

:11:07. > :11:15.snow situation, over to Jay Wynne now.

:11:16. > :11:22.Quite a lot going on over the next few days. The strong north-westerly

:11:23. > :11:27.wind will drag some really cold Arctic air across our shores full

:11:28. > :11:31.stop that will be with us for the next few days. And there will be

:11:32. > :11:35.some wintry weather and it will be a cold end to the week. In the

:11:36. > :11:39.short-term, the strong winds pushing the rain away from Scotland. The

:11:40. > :11:43.winds really picking up in the north and west with frequent showers

:11:44. > :11:49.following into Scotland and Northern Ireland, some of them wintry over

:11:50. > :11:53.the higher ground. It will be particularly cold in the wind, which

:11:54. > :11:54.will be a key feature of things
