:00:31. > :00:33.of a teenage girl near Rotherham. Officers say it

:00:34. > :00:35.is being treated as suspicious because of the nature

:00:36. > :00:38.of the injuries on her body. The girl was discovered by members

:00:39. > :00:42.of the public on a pathway off Lordens Hill in the Dinnington area

:00:43. > :00:47.at just before 11am this morning. Police are deploying extra patrols

:00:48. > :00:50.in the area to reassure the public. A police forensics tent

:00:51. > :00:58.on a secluded pathway, close to homes and shops

:00:59. > :01:00.on Lorden's Hill, where the body

:01:01. > :01:02.of a teenage girl, thought to be 15 or 16,

:01:03. > :01:04.was discovered. Because of the injuries

:01:05. > :01:06.she'd suffered, her death is being

:01:07. > :01:10.treated as suspicious. We're at a very early stage

:01:11. > :01:12.of the investigation to find out exactly

:01:13. > :01:14.what happened to her. So we have dedicated resources

:01:15. > :01:19.deployed now to investigate this. There was a report

:01:20. > :01:24.of a missing episode, but only 20 minutes prior

:01:25. > :01:27.to the finding of the body. However, we have not been able

:01:28. > :01:32.to formally identify the body, and therefore I can't

:01:33. > :01:34.give any details as to who the person

:01:35. > :01:37.is at this stage. and urging anyone

:01:38. > :01:40.who knows anything about this event, and anyone who saw any suspicious

:01:41. > :01:43.behaviour in the area, to please come forward and report it

:01:44. > :01:48.to the police. Through the evening,

:01:49. > :01:50.those who knew the girl brought flowers and paid

:01:51. > :02:10.tribute on social media. People living nearby are really

:02:11. > :02:13.concerned by what's happened here. Many of them are too

:02:14. > :02:15.distressed to be interviewed. One couple told me

:02:16. > :02:17.they've got a teenage daughter, and she won't be walking to school

:02:18. > :02:21.in her own tomorrow. Police have said they'll

:02:22. > :02:24.increase patrols in the area As investigations continue to try

:02:25. > :02:29.and work out what happened here, detectives are asking anyone

:02:30. > :02:38.with information to contact them. that high bed occupancy rates

:02:39. > :02:42.at hospitals across Yorkshire could be putting

:02:43. > :02:44.patient safety at risk. Latest figures from NHS England show

:02:45. > :02:48.that some Trusts have been operating which has led to many

:02:49. > :02:52.operations being cancelled. Our health correspondent,

:02:53. > :02:57.Jamie Coulson, reports. Anna is deaf, registered blind

:02:58. > :03:01.and struggles with her mobility. The 41-year-old was born

:03:02. > :03:07.with a rare genetic disorder which means benign tumours grow

:03:08. > :03:09.throughout her body. Six weeks ago she was due

:03:10. > :03:11.to have a long-awaited operation at Leeds General Infirmary

:03:12. > :03:14.on her lower lip to help with her eating and speech

:03:15. > :03:17.but it was cancelled on the day While Anna's operation

:03:18. > :03:33.is important to her, she admits it's not life and death

:03:34. > :03:37.and, while frustrating, cancelling non-urgent operations

:03:38. > :03:40.is one of the ways hospitals The trust has apologised but says

:03:41. > :03:46.like elsewhere in the NHS they are dealing with

:03:47. > :03:50.unprecedented levels of demand. Hospitals try not to have bed

:03:51. > :03:54.occupancy rates above 85%, otherwise research suggests

:03:55. > :03:56.they can have frequent bed shortages, occasional

:03:57. > :04:01.bed crises and an increase During the first week

:04:02. > :04:07.of January, hospital trusts in Yorkshire had an annual bed

:04:08. > :04:12.occupancy rate of more than 94%. At the Teaching Hospital

:04:13. > :04:16.in Leeds, it was over 97%. We already know that there

:04:17. > :04:28.is a huge shortage We know that there is around 26,000

:04:29. > :04:32.vacancies for nurses throughout the UK, therefore we are absolutely

:04:33. > :04:34.clear that safe patient care cannot be delivered with

:04:35. > :04:51.those kind of occupancy levels. Hospitals say bed shortages mean

:04:52. > :04:53.they have to prioritise those patients whose needs

:04:54. > :04:57.are most urgent. But that means those like Anna

:04:58. > :05:01.must continue to wait. Our health correspondent,

:05:02. > :05:03.Jamie Coulson, joins me now. Why are bed occupancy

:05:04. > :05:15.levels so important? Hospitals need to keep capacity in

:05:16. > :05:20.the system so they can kill with emergencies that come in. Also, if

:05:21. > :05:24.hospitals are to fall, it can be difficult for them to control

:05:25. > :05:29.infection rates. The reasons for high occupancy rates are complex and

:05:30. > :05:32.varied. Essentially, if you have got too many patients coming in through

:05:33. > :05:37.the front door who need to be admitted but not enough leaving who

:05:38. > :05:41.are fit to go, but had me have robins with social care, then that

:05:42. > :05:48.causes problems with the flow of the whole hospital system. Marcus from

:05:49. > :05:51.the Nuffield Trust. We have seen that a third of trusts are declaring

:05:52. > :05:58.that these pressures average the point where they are affecting

:05:59. > :06:05.patient flow. Occupancy levels are very high, often too high to move

:06:06. > :06:09.patients through in a timely way. The statistics are not looking good.

:06:10. > :06:14.What is NHS England say about this? They say it is not uncommon for the

:06:15. > :06:20.hospital trust to be facing winter pressures at this time of year. It

:06:21. > :06:24.is not uncommon for them to have 100% overnight. That you'd be a

:06:25. > :06:28.short period of time. If patients do need care in a hospital, or a

:06:29. > :06:30.similar setting during the winter months, then they will get it. Thank

:06:31. > :06:31.you. Hundreds of people gathered

:06:32. > :06:33.to release balloons near the school that Katie Rough

:06:34. > :06:36.went to in York on what would have Katie died after being found

:06:37. > :06:39.with serious injuries A 15-year-old girl's been

:06:40. > :06:43.charged with her murder. Her family wanted every colour

:06:44. > :06:48.of the rainbow to represent

:06:49. > :06:52.the exuberance of their little Katie and balloons to mark what would have

:06:53. > :06:57.been her eighth birthday today. An invitation on Facebook

:06:58. > :06:59.for anyone to attend touched hundreds of people,

:07:00. > :07:02.who waited quietly in Westfield Park to write a balloon message

:07:03. > :07:06.for Katie with thoughts and prayers

:07:07. > :07:09.or sign a book, not for condolences

:07:10. > :07:30.but to celebrate her life. I was asked if I would consider

:07:31. > :07:33.supplying balloons. I immediately said yes. I was moved by it. I just

:07:34. > :07:34.wanted to help. I think it's nice how

:07:35. > :07:36.the community have come together. I think we need to...everybody show

:07:37. > :07:39.support in circumstances like this and just celebrate

:07:40. > :07:43.Katie's life, really. Especially being a young lass

:07:44. > :07:49.from our area, you don't expect stuff like that to happen

:07:50. > :07:52.in your own area. And I've got a son who's a year

:07:53. > :07:58.older and it just makes you think. Katie was found with knife wounds

:07:59. > :08:00.near a playing field Just two days later,

:08:01. > :08:08.her family had the terrible ordeal of seeing a 15-year-old girl

:08:09. > :08:13.charged with Katie's murder. At the spot where she died,

:08:14. > :08:15.hundreds of flowers have been laid in an expression of the empathy

:08:16. > :08:20.and concern of the wider York community, who supported

:08:21. > :08:23.the family again today. Katie's parents, Alison

:08:24. > :08:26.and Paul Rough, were comforted by the Archbishop of York,

:08:27. > :08:31.who accompanied them. it made a spectacle

:08:32. > :08:53.of extreme poignancy, expressing so much more

:08:54. > :09:00.than words ever could. Two women have been charged

:09:01. > :09:02.with preventing lawful work from being carried out

:09:03. > :09:06.during a protest Jenny Hockey and her friend,

:09:07. > :09:13.Freda Breyshaw, were arrested in November as they demonstrated

:09:14. > :09:18.against the council's decision to cut down a number of trees
