:00:38. > :00:39.who've previously fallen victim to scammers.
:00:40. > :00:41.The details are often sold on by criminals who target
:00:42. > :00:47.vulnerable people repeatedly by letter, e-mail or telephone,
:00:48. > :00:49.taking money from bogus products or prizes.
:00:50. > :01:06.Elsie Ferguson and her son Paul bought bogus vitamin pills
:01:07. > :01:08.from a firm claiming to be the real deal.
:01:09. > :01:11.But the company sold on Elsie's details,
:01:12. > :01:17.Each envelope aimed at getting her to send more money for a chance
:01:18. > :01:33.I am coming up to 83 and I'm not a well person,
:01:34. > :01:41.so if it doesn't stop I would say I will get very angry
:01:42. > :01:45.Elsie, who wears a special hearing aid, stopped entering
:01:46. > :01:50.the competitions months ago and yet she still gets the letters
:01:51. > :01:53.and all because in the past she bought lamps, vitamins,
:01:54. > :01:57.My name's Andy Fox from North Yorkshire Trading Standards
:01:58. > :02:01.and I've come here to talk to you today about scam mail.
:02:02. > :02:04.Trading Standards say her case is typical.
:02:05. > :02:06.We see a lot of this in Trading Standards
:02:07. > :02:16.homes who are answering scam mail where we will go into and the a lot
:02:17. > :02:19.homes who are answering scam mail where we will go into and see a lot
:02:20. > :02:23.of scam mail throughout the house and the victim is keen to answer it,
:02:24. > :02:24.genuinely believing they've won a prize.
:02:25. > :02:27.Elsie learned the hard way that there is no prize.
:02:28. > :02:29.In my experience, whether you win or not, it makes no difference,
:02:30. > :02:36.The only winner is the company that gets Elsie's money and address.
:02:37. > :02:39.In North Yorkshire, there are 2000 names on the Suckers' List and not
:02:40. > :02:44.There's another lady as well who lives in a different part
:02:45. > :02:47.of North Yorkshire but we believe she has actually sold her house
:02:48. > :02:52.When I've been round to see her I've been told that she's actually
:02:53. > :02:55.going to her neighbours because she can't afford to feed
:02:56. > :02:59.herself because all the money she has is going on answering scam mail.
:03:00. > :03:04.Trading Standards say the only advice in this situation
:03:05. > :03:07.is if a letter like this looks too good to be true, it
:03:08. > :03:19.In West Yorkshire, there are around 4000 people on the scammers list.
:03:20. > :03:21.David Lodge is from Trading Standards.
:03:22. > :03:24.Dave, so we saw hundreds of letters there in Elsie's home but this
:03:25. > :03:27.goes beyond just postal scams, doesn't it?
:03:28. > :03:30.It can do and that is the worrying thing.
:03:31. > :03:33.What tends to happen is these details are passed around,
:03:34. > :03:36.not just to mail scammers, they can end up with the rogue
:03:37. > :03:39.traders, these are the people that might come and knock on your door
:03:40. > :03:41.and by the time they have arrived at your door,
:03:42. > :03:48.they have a complete profile of the person living in that house,
:03:49. > :03:51.so they know that they may be elderly, they may know
:03:52. > :03:53.that they keep money in the house, they may live alone,
:03:54. > :03:56.so they are an actual real vulnerable victim at that time.
:03:57. > :03:58.There are 8000 names on this suckers list in Yorkshire.
:03:59. > :04:00.Why is it useful to you at trading standards?
:04:01. > :04:03.This is part of a national initiative and what we are able
:04:04. > :04:06.to do is use it as a sort of proactive and preventative
:04:07. > :04:09.measure, so we are trying to get to people not necessary before
:04:10. > :04:11.they are victims but before they can become continually
:04:12. > :04:13.abused and they could even be repeat victims.
:04:14. > :04:15.So how can we avoid being on the suckers
:04:16. > :04:20.The best advice is don't respond at all because of the first time
:04:21. > :04:23.you respond, you kind of go up the hierarchy and the more times
:04:24. > :04:25.that happens, you know, you move up that list.
:04:26. > :04:28.Don't respond and the chances are that that number will decrease.

:04:32. > :04:34.Millions of pounds of extra government cash has been promised
:04:35. > :04:38.It's intended to boost Yorkshire's economy and help create new jobs.
:04:39. > :04:41.The deal has been welcome by local authorities,
:04:42. > :04:44.but they say it's just a fraction of what they have lost
:04:45. > :04:50.Our political editor Len Tingle explains.
:04:51. > :04:52.Since last year's floods in central Leeds, the multi-million pound
:04:53. > :04:57.project to ensure they don't happen again has been well underway.
:04:58. > :05:00.Today, Northern Powerhouse Minister Andrew Percy came to see what's
:05:01. > :05:03.happening and promised more public cash for a whole range
:05:04. > :05:06.of projects aimed at protecting and boosting local economies,
:05:07. > :05:11.Today's announcement is ?500 billion of new money across the North,
:05:12. > :05:13.more than they will be getting in London, more than
:05:14. > :05:16.they will be getting in any other region of England.
:05:17. > :05:18.I actually think this is a good deal.
:05:19. > :05:20.That ?500 billion funding for the North is shared
:05:21. > :05:32.A total heading our way of ?129 million.
:05:33. > :05:36.This is the sort of area where that money can be spent.
:05:37. > :05:40.This site just south of Leeds is forecast to provide something
:05:41. > :05:43.like 9,000 jobs in the end, a mixture of housing and industry.
:05:44. > :05:47.The government money will be spent to clear the site so that commercial
:05:48. > :05:51.companies can move straight in and get started.
:05:52. > :05:54.We do need more investment in infrastructure.
:05:55. > :05:56.When you look at the North-South divide, you've got seven times
:05:57. > :06:00.as much money is spent on transport in London as you do in Yorkshire.
:06:01. > :06:04.The investment will also cover industrial training -
:06:05. > :06:07.across the whole country, over ?170 million
:06:08. > :06:12.But Labour says all of this new funding is a fraction
:06:13. > :06:16.of what the regions have lost in spending cuts.
:06:17. > :06:18.You look at the adult education budget, you know,
:06:19. > :06:21.it is all right talking about putting ?170 million
:06:22. > :06:26.into skills but they have cut more than ?1 billion to adult services.
:06:27. > :06:30.The Minister's view is clear - the cuts of the past
:06:31. > :06:33.are history and marks the start of rebuilding the future.
:06:34. > :06:41.A report into severe flooding in York during Christmas 2015 has
:06:42. > :06:45.concluded the decision to open the Foss Barrier was correct.
:06:46. > :06:48.More than 600 properties were flooded, but a review
:06:49. > :06:53.panel found the action was the best option available.
:06:54. > :06:55.The report makes 85 recommendations for ways the city can better
:06:56. > :06:58.protect itself in future, including installing sirens
:06:59. > :07:07.The first pollution-related speed limit in the country could be
:07:08. > :07:10.introduced on a section of the M1 in South Yorkshire.
:07:11. > :07:13.If motorists drive over 60 miles an hour in rush hour
:07:14. > :07:15.between junctions 32 and 35a they could be fined.
:07:16. > :07:20.The restrictions would come into effect in March and it's hoped
:07:21. > :07:26.It's a strecth of motorway drivers will know all too well,
:07:27. > :07:29.especially because because it's been roadworks for the last
:07:30. > :07:33.The cones and signs will soon be gone, but a new speed limit
:07:34. > :07:38.120,000 vehicles use the M1 through Sheffield every day.
:07:39. > :07:42.The idea would be to have a 60 mile an hour speed limit at peak times
:07:43. > :07:47.between junctions 32 and 35a, including over the Tinsley Viaduct.
:07:48. > :07:50.This is, of course, Sheffield's and Rotherham's industrial heartland
:07:51. > :07:54.and the amount of traffic on the M1 adds to the air pollution.
:07:55. > :07:58.In fact, Sheffield Council thinks that 500 people die early every year
:07:59. > :08:03.I'm not convinced 60 miles an hour will actually work.
:08:04. > :08:05.I've not seen evidence, I've not seen the calculations
:08:06. > :08:09.to show that that of itself will mean that pollution levels
:08:10. > :08:12.are reduced to levels that are safe for local residents living nearby.
:08:13. > :08:16.There's a brand-new primary school here.
:08:17. > :08:18.It was recently moved partly because of the air
:08:19. > :08:31.You're going to move because it's so bad?
:08:32. > :08:34.I'm 70-years-old this year, I'm quite fit, I don't feel any
:08:35. > :08:38.effect from it but then again, I get out quite regularly
:08:39. > :08:42.It's not just the motorway, Meadowhall is just off junction 34
:08:43. > :08:47.and half a mile down the road, they are flat packing a new IKEA.
:08:48. > :08:50.There will be more cars in this part of Sheffield.
:08:51. > :08:53.The challenge will be to reduce the pollution.
:08:54. > :08:55.If the traffic is going very fast but it's congested,
:08:56. > :09:00.people will break heavily and you get a kind of red
:09:01. > :09:04.All the cars back up and it leads to more congestion
:09:05. > :09:09.The smart motorway opens in March and Sheffield could be the first
:09:10. > :09:11.place in the country to see speed restrictions because of pollution.
