:00:44. > :00:45.a Conservative councillor and a protestor at a hunt

:00:46. > :00:48.Charles Carter - from Birdsall, near York -

:00:49. > :00:51.was caught on camera making sexual comments to Linda Hoggard

:00:52. > :00:53.when she confronted him about fox hunting.

:00:54. > :00:56.He's since resigned his position as a district councillor in Norfolk.

:00:57. > :01:00.Our correspondent John Cundy takes up the story.

:01:01. > :01:02.Excuse me, didn't you know that hunting was banned?

:01:03. > :01:05.The moment when Linda Hoggard approached Charles Carter

:01:06. > :01:10.The hunt protester challenges Mr Carter,

:01:11. > :01:27.Charles Carter has been a district councillor

:01:28. > :01:29.in Norfolk for five years, but he resigned overnight after

:01:30. > :01:34.His council leader said he was appalled.

:01:35. > :01:38.In June 2015, Charles Carter, as Master of the West Norfolk

:01:39. > :01:43.Foxhounds, was interviewed about the ban on fox hunting.

:01:44. > :01:45.Having to look over one's shoulder, all the time, for fear

:01:46. > :01:49.of being in breach of bad law, is not what the country

:01:50. > :01:54.But Charles Carter has now moved his home to Birdsall, near York.

:01:55. > :01:58.And the Middleton Hunt with whom he now rides

:01:59. > :02:01.is described as one of the most historic in North Yorkshire,

:02:02. > :02:06.Now Charles Carter's comments have brought

:02:07. > :02:12.I don't know if it's been blown out of proportion or not.

:02:13. > :02:13.He's defninitely stepped over the line.

:02:14. > :02:17.He made some sexual comments to her...

:02:18. > :02:21.That's not relevant to the situation at all, is it?

:02:22. > :02:27.It's understood Mr Carter has now phoned Mrs Hoggard

:02:28. > :02:33.I know he contacted the protester to apologise to the husband and make

:02:34. > :02:37.it clear it was meant in no way to be rude.

:02:38. > :02:41.This is a problem that is seemingly getting out of control.

:02:42. > :02:44.The problem is that the hunt's lobby organisations refuse pointedly

:02:45. > :02:47.to condemn or apologise for these incidents,

:02:48. > :02:49.and they're just getting worse and worse.

:02:50. > :02:58.North Yorkshire Police have confirmed they are

:02:59. > :03:06.Figures out today reveal the chaos unfolding in prisons in Yorkshire.

:03:07. > :03:10.The number of fights, serious assaults on officers

:03:11. > :03:12.and the number of prisoners self-harming are now

:03:13. > :03:17.In Doncaster, Leeds and Wakefield, the number of fights

:03:18. > :03:20.has more than trebled, climbing from over

:03:21. > :03:24.300 in 2010 to stand now at over a thousand.

:03:25. > :03:27.And five years ago, 11 prison officers were seriously injured.

:03:28. > :03:30.That figure has now more than doubled.

:03:31. > :03:33.And the number of prisoners self-harming has reached

:03:34. > :03:40.I sliced my neck, chopped me ear off.

:03:41. > :03:45.Obviously, at the time, they weren't really

:03:46. > :03:50.John Bedford has been out of prison for almost a year now.

:03:51. > :03:54.He spent most of the previous eight inside.

:03:55. > :03:56.His medical notes detail his mental health struggles during his

:03:57. > :04:03.Page upon page of self-harm incidents and suicide attempts.

:04:04. > :04:09.Nobody was visiting me, I had nothing, do you know what I mean?

:04:10. > :04:12.I was just a little boy stuck in something

:04:13. > :04:18.Were you trying to kill yourself, John?

:04:19. > :04:27.John was often in conflict with prison staff, frustrated

:04:28. > :04:30.by the lack of help and a spell in isolation.

:04:31. > :04:33.This footage from inside HMP Leeds shows an example

:04:34. > :04:41.John bit a member of staff while he was being restrained.

:04:42. > :04:44.He says he'd been denied exercise for two weeks.

:04:45. > :04:47.John is far from being the only prisoner to try

:04:48. > :04:51.There were more than 400 incidents of self-harm at HMP Leeds

:04:52. > :04:55.alone in the last year, and also four suicides.

:04:56. > :04:58.That's the highest the figure has been for almost a decade.

:04:59. > :05:00.It's a problem right across Yorkshire.

:05:01. > :05:03.The most high-profile deaths over the last 18 months,

:05:04. > :05:10.Jenny Swift at Doncaster prison and Vikki Thompson at HMP Leeds.

:05:11. > :05:12.The Ministry of Justice admits that violence,

:05:13. > :05:16.self-harm and deaths in prisons are too high.

:05:17. > :05:20.We're investing ?100 million in appointing new officers,

:05:21. > :05:24.2500 officers across the estate, so that offenders have both

:05:25. > :05:30.the support and the challenge, but also safety in place.

:05:31. > :05:33.John says he knows he deserved to be in prison.

:05:34. > :05:36.What he wanted was to break the cycle of reoffending.

:05:37. > :05:38.He says he has now, but it's despite,

:05:39. > :05:46.not because of, his treatment inside.

:05:47. > :05:48.I've been speaking to Dave Todd from the Prison Officers Association.

:05:49. > :05:53.He believes many of the inmates simply shouldn't be in prison.

:05:54. > :05:56.There are limited spaces within secure units in the mental

:05:57. > :06:01.health setting, so unfortunately, prison officers get prisoners

:06:02. > :06:06.They should have better care from mental health

:06:07. > :06:11.Prison officers are very, very good at what they do,

:06:12. > :06:14.and they control a lot of issues, they control a lot of

:06:15. > :06:20.They have small bits of training, but, unfortunately, we are not those

:06:21. > :06:26.The Government, of course, has set out plans to put billions

:06:27. > :06:28.more pounds into this to try and help to get

:06:29. > :06:36.It will help, but, unfortunately, what the Government are proposing

:06:37. > :06:39.at the minute is only to try and stem the flow.

:06:40. > :06:45.Those staff with experience are leaving in their hordes

:06:46. > :06:50.Your prison officers have a role to play within this, don't they?

:06:51. > :06:54.It's difficult for them, their working conditions, but equally,

:06:55. > :06:57.it's difficult for the prisoners inside.

:06:58. > :07:00.Could they perhaps deal with the prisoners in a better,

:07:01. > :07:06.Unfortunately, when you've got learned behaviour

:07:07. > :07:10.in problem-solving, you use violence.

:07:11. > :07:15.You can have two prison officers in charge of upwards of 100

:07:16. > :07:19.prisoners on one landing, or on two landings.

:07:20. > :07:23.I don't know how anybody would expect two prison officers

:07:24. > :07:25.to be able to control that amount of prisoners.

:07:26. > :07:28.Do you think there's some kind of resistance

:07:29. > :07:34.Prison officers want to create a rehabilitative culture.

:07:35. > :07:37.They take pride in not seeing a prisoner come back into prison.

:07:38. > :07:42.But, fortunate, the way the Government and Noms have left

:07:43. > :07:47.prison officers in the absolute mire, prisons at the minute

:07:48. > :07:54.The prosecution case against three people arrested

:07:55. > :07:57.by police in Sheffield for protesting against the felling

:07:58. > :08:03.The three included Jenny Hockey and Freda Brayshaw, a retired

:08:04. > :08:08.They were arrested after a dawn tree-felling operation last year,

:08:09. > :08:12.and were facing charges under the Public Order Act.

:08:13. > :08:16.The Independent Police Complaints Commission says it's found

:08:17. > :08:23."no indication" of potential misconduct by police officers during

:08:24. > :08:28.West Yorkshire Police referred itself to the watchdog

:08:29. > :08:30.following claims that there were a number of fires at businesses

:08:31. > :08:35.The IPPC today confirmed it won't launch a fresh

:08:36. > :08:40.inquiry into the blaze, which killed 56 people in 1985.

:08:41. > :08:43.A woman from Bradford had a very lucky escape this week,

:08:44. > :08:47.surviving what could have been an horrific car crash.

:08:48. > :08:51.CCTV captured the moment Helen Wilson was hit by a car,

:08:52. > :08:55.which lost control in icy conditions on Old Road in Horton Bank Top.

:08:56. > :09:03.Amazingly, she walked away without any injuries.

:09:04. > :09:15.No cuts, no bruises, just my lower back is sore. Down my side and both

:09:16. > :09:18.elbows. I can't even see any bruising at the minute. It must be

:09:19. > :09:23.there somewhere. You tend to go back and think, if I had just been sat

:09:24. > :09:29.there for a few minutes with the car door open, it could have taken my

:09:30. > :09:33.legs of, anything. That's frightening, thinking about stuff

:09:34. > :09:36.like that. I don't, try and focus on the good side, that I'm here.
