:00:35. > :00:38.a 19-year-old man was fatally shot yesterday lunchtime.

:00:39. > :00:41.The victim was named locally as Raheem Wilks,

:00:42. > :00:45.older brother of Leeds United under-23 player Malik Wilks.

:00:46. > :00:49.Today, Mr Wilks' grandparents paid tribute to the teenager.

:00:50. > :00:55.Everybody, yeah, everybody loves him.

:00:56. > :00:59.I was the last person to see him go out, and it really hurt me

:01:00. > :01:03.There are many questions to be answered now, though.

:01:04. > :01:06.That's it, yeah - I want to know who and why and what.

:01:07. > :01:08.Throughout the day, friends and relatives laid flowers

:01:09. > :01:13.One message read simply, to daddy, you were taken too soon.

:01:14. > :01:15.Well, police say that although their inquiries

:01:16. > :01:18.are at an early stage, they believe the victim

:01:19. > :01:22.As a result, they're increasing patrols in the area

:01:23. > :01:28.Police say a 49-year-old man is being held on suspicion of murder.

:01:29. > :01:32.At his weekly press call, Leeds United manager Garry Monk said

:01:33. > :01:36.that the club were offering support to Raheem's brother Malik,

:01:37. > :01:39.who is in the squad for this weekend's FA Cup game

:01:40. > :01:44.Our job is to focus on supporting him and how he feels and how he is,

:01:45. > :01:46.and we are giving him the best support possible,

:01:47. > :01:50.That's what we are as a club, as a staff, and as everyone

:01:51. > :01:54.Specially-trained liaison officers are now supporting the victim's

:01:55. > :01:59.Police say they understand what happened here will cause

:02:00. > :02:04.As more flowers were laid at the scene tonight,

:02:05. > :02:09.additional neighbourhood policing teams will be on the street to

:02:10. > :02:17.People living in a block of flats say they feel "held to ransom"

:02:18. > :02:21.after their flood insurance shot up to more than ?26,000 a year.

:02:22. > :02:25.The insurance is split between 12 flats in Topcliffe near Thirsk

:02:26. > :02:28.that were badly flooded in September 2012.

:02:29. > :02:34.Topcliffe Mill back in 2012, a year that many people

:02:35. > :02:38.More than four years on, and the flood water may have

:02:39. > :02:42.disappeared but the people living here are still paying the price -

:02:43. > :02:47.Back then, the insurance was ?1,500 per year,

:02:48. > :02:53.So it was all throughout all of the flat...

:02:54. > :02:57.For residents like Ruth, the service charge on their homes

:02:58. > :03:02.It's like another mortgage every month, basically.

:03:03. > :03:05.People are struggling and we're all struggling.

:03:06. > :03:10.We're just 12 normal homeowners who have unfortunately been in this

:03:11. > :03:15.position where we've been flooded, but we're still paying the price.

:03:16. > :03:18.Back in September 2012, this entire area was completely underwater,

:03:19. > :03:22.but a lot of people that are affected by flooding are

:03:23. > :03:25.protected under a Government scheme which keeps their insurance low.

:03:26. > :03:28.But because the people living here are leaseholders

:03:29. > :03:30.rather than freeholders, they're not protected

:03:31. > :03:36.Martin lives a few doors down and what bothers him most

:03:37. > :03:41.is the ?75,000 insurance excess he'll have to pay if

:03:42. > :03:49.Not only is the premium extremely high, but with the level

:03:50. > :03:54.of flood excess, it makes the policy valueless, really.

:03:55. > :03:58.It's incredibly frustrating, it's demoralising, and we all dread

:03:59. > :04:01.this time of year when we're looking at renewing our buildings

:04:02. > :04:08.But the local MP says this is one of his top priorities.

:04:09. > :04:10.We were promised a scheme - that scheme hasn't worked.

:04:11. > :04:12.We need to go through that process again.

:04:13. > :04:15.We need to meet with the Secretary of State again -

:04:16. > :04:16.I've requested an interview with Andrea Leadsom,

:04:17. > :04:21.We need to meet with the insurance companies again and the broker

:04:22. > :04:24.networks again to make sure we find a solution.

:04:25. > :04:26.The British Insurance Brokers' Association says they're

:04:27. > :04:29.launching a scheme to help leaseholders get cover.

:04:30. > :04:32.But, in the meantime, people like Ruth and Martin

:04:33. > :04:35.are wondering how they will manage to pay this year's insurance,

:04:36. > :04:39.more than four years since their homes were flooded.

:05:23. > :05:27.Eligible parents will be able to claim up to 30 hours of childcare

:05:28. > :05:31.per week from April, doubling the existing 15 hours

:05:32. > :05:35.Parents in York are already benefiting from the scheme,

:05:36. > :05:38.which is expected to be rolled out nationally next year.

:05:39. > :05:41.The announcement has been welcomed but nursery bosses say the money

:05:42. > :05:46.they receive is unlikely to cover their costs.
