:01:06. > :01:09.Storm Doris came to Halifax. She emerged to find an uprooted tree had

:01:10. > :01:13.pressed down onto the roof of her parked car.

:01:14. > :01:18.As I said to the insurance company, it's a big tree on my little car. At

:01:19. > :01:23.first, it was laughable, because we thought, has this really happened to

:01:24. > :01:30.us? And then I think shortcake then, some of the children got upset. I

:01:31. > :01:35.kept saying, it's OK, Nolan has been hurt, we're OK.

:01:36. > :01:39.Those travelling in the air were OK, despite expensing tricking landings.

:01:40. > :01:43.Pilots flying into Leeds Bradford Airport are used to windy

:01:44. > :01:47.conditions, but today Doris posed a real challenge. Most fights went

:01:48. > :01:52.ahead though. It was a very different situation with rail

:01:53. > :01:58.travel. Virgin East Coast and trans-Pennine express services was a

:01:59. > :02:03.really disrupted. Passengers from Doncaster, Leeds and York were

:02:04. > :02:07.severely disrupted. Services from Sheffield station were severely

:02:08. > :02:11.disrupted. All trains to London some Pancras were cancelled. The

:02:12. > :02:15.situation has improved, and passengers have been told if they

:02:16. > :02:19.couldn't travel today, there are tickets are valid for tomorrow.

:02:20. > :02:24.It's regrettable so much disruption has been caused today. We look all

:02:25. > :02:28.experience of previous events and plan for those, and we've plan that

:02:29. > :02:33.today, but we have seen exceptional events.

:02:34. > :02:38.Wind speeds peaked at High Bradfield, reaching 87mph. A power

:03:54. > :03:55.than 900 people are legally driving on Yorkshire's roads with 12

:03:56. > :03:58.points or more on their licence. One driver in West Yorkshire has 62

:03:59. > :04:01.points and is still allowed behind the wheel, despite being caught

:04:02. > :04:04.speeding dozens of times. Courts can choose not to disqualify

:04:05. > :04:07.drivers if it would cause The Government says in most cases

:04:08. > :04:13.motorists are disqualified, but road safety charity Brake

:04:14. > :04:15.says it's appalled. Here's our data

:05:19. > :05:21.and claim a driving ban would bring exceptional hardship,

:05:22. > :05:25.meaning they would lose their job or be unable to care

:05:26. > :05:27.for their family. There is no definition

:05:28. > :05:30.in law, though, as to So one magistrate may decide that

:05:31. > :05:36.if a driving ban would cause someone to lose their job,

:05:37. > :05:38.that is exceptional hardship. Another magistrate

:05:39. > :05:42.may decide it isn't. Every ban is considered

:05:43. > :05:45.on a case-by-case basis. If you can establish

:05:46. > :05:50.on the balance of probability that exceptional hardship -

:05:51. > :05:52.and it has to be exceptional hardship, not inconvenience

:05:53. > :05:55.and not hardship - but if exceptional hardship would be

:05:56. > :05:58.caused as a consequence of the disqualification

:05:59. > :06:00.either to you, or more persuasively, to other people, then

:06:01. > :06:04.the courts have a discretion. And it's obviously up to them how

:06:05. > :06:10.they exercise that discretion. The Government says the vast

:06:11. > :06:13.majority of drivers with 12 points are automatically disqualified,

:06:14. > :06:16.and only in exceptional circumstances can judges

:06:17. > :06:24.decide not to issue a ban. A year ago, frail pensioner

:06:25. > :06:26.Tommy Ward died in hospital, four months after being viciously
