:01:04. > :01:06.Among them, officers from the Illegal Money Lending Team,

:01:07. > :01:07.who have got an early morning surprise

:01:08. > :01:12.for a man suspected of being a local loan shark.

:01:13. > :01:14.With police back-up, the team arrive at his house in Shirebrook.

:01:15. > :01:20.After a call from his son, he returns,

:01:21. > :01:23.not impressed to see his house being raided.

:01:24. > :01:39.There has been a big effort to crack down on loan sharks -

:01:40. > :01:41.the illegal moneylenders who charge extortionate rates of interest

:01:42. > :01:44.and use violence and intimidation on vulnerable people,

:01:45. > :01:49.This is the start of the investigation.

:01:50. > :01:52.The warrant we conducted this morning will be used

:01:53. > :01:55.to carry out a search, which will help us to

:01:56. > :02:02.At this advice centre in Leeds, they have helped 1,300

:02:03. > :02:05.people in two years, who have found themselves in debt.

:02:06. > :02:07.Many of those are struggling to pay bills or buy food

:02:08. > :02:12.and have become victims of loan sharks out of desperation.

:02:13. > :02:16.Loan sharks are the lowest of the low, they destroy lives.

:02:17. > :02:25.They will trap for life or as long as possible,

:02:26. > :02:31.We had a case recently where the APR we calculated to be

:02:32. > :02:36.In those circumstances, you will never get out of debt,

:02:37. > :02:40.From that perspective, when we are dealing with these

:02:41. > :02:46.illegal lenders, we have seen some of the tactics they use to enforce

:02:47. > :02:48.the debts because we know that those debts are illegal.

:02:49. > :02:53.We have charged people with wounding, with kidnapping

:02:54. > :02:59.This is not a community service, I cannot say that enough.

:03:00. > :03:04.After this morning's raid, the police arrested a man

:03:05. > :03:06.and he was taken away for questioning.

:03:07. > :03:10.Officers seized several bags of evidence, and asked anyone

:03:11. > :03:17.who has been the victim of a loan shark to come forward.

:03:18. > :03:19.South Yorkshire's Police and Crime Commissioner,

:03:20. > :03:22.Dr Allan Billings, is at the High Court tomorrow

:03:23. > :03:25.as his former Chief Constable, David Crompton,

:03:26. > :03:28.asks for a judicial review into whether the decision

:03:29. > :03:31.to remove him from his post was lawful.

:03:32. > :03:35.Tonight, the BBC understands that the Police and Crime Commissioner

:03:36. > :03:38.has already run up a legal bill of ?30,000 ahead of the hearings.

:03:39. > :03:43.From Sheffield, David Rhodes sent us this report.

:03:44. > :03:46.This judicial review is being brought by David Crompton

:03:47. > :03:50.against the Police and Crime Commissioner of South Yorkshire

:03:51. > :03:53.Police, Dr Allan Billings, and it's all to do with what happened

:03:54. > :03:59.in the immediate aftermath of the Hillsborough inquest last year.

:04:00. > :04:01.David Crompton issued two press statements

:04:02. > :04:02.in the immediate aftermath of the inquest.

:04:03. > :04:05.Now, Dr Billings said that both of those statements questioned

:04:06. > :04:10.the behaviour of the Liverpool fans in 1989.

:04:11. > :04:13.He says the two press statements further eroded public confidence

:04:14. > :04:23.he felt he had no option but to ask David Crompton to retire or resign.

:04:24. > :04:27.David Crompton feels, effectively, he was removed from office.

:04:28. > :04:31.He is calling on the High Court to basically overturn

:04:32. > :04:35.Dr Allan Billings' decision and say it was an unlawful move

:04:36. > :04:38.by Dr Billings in relation to the decision he made.

:04:39. > :04:40.Of course, all of this comes with a new legal bill.

:04:41. > :04:43.Look North understands that Dr Alan Billings

:04:44. > :04:46.has already paid out ?30,000 in legal fees

:04:47. > :04:53.in relation to tomorrow's High Court hearing.

:04:54. > :04:56.A pregnant Yorkshire woman jailed in Rwanda for six weeks

:04:57. > :04:58.for allegedly spreading state secrets

:04:59. > :05:00.is due to be released tomorrow.

:05:01. > :05:04.Violette Uwamahoro, from Leeds, was arrested

:05:05. > :05:06.in February after travelling to a family funeral.

:05:07. > :05:08.Abi Jaiyeola has been following the story.

:05:09. > :05:16.Just explain the background to this case.

:05:17. > :05:27.She had troubled for the bureau of her father. It was meant to be a few

:05:28. > :05:38.days. Her husband was phoned and told he was arrested for sharing

:05:39. > :05:40.state secrets. He is a political activist, but says that she has

:05:41. > :05:46.never been involved in any of that. What has been the reaction posted at

:05:47. > :05:52.home? The foreign office have been involved in trying to work towards

:05:53. > :05:58.her release. MP Hilary Benn has been involved as well. Her sons run to

:05:59. > :06:04.the premise that the Rwandan president as well, to help with the

:06:05. > :06:08.release of their mother. A judge ruled she should beware least today,

:06:09. > :06:10.as there was no evidence to support the charges against her.

:06:11. > :06:12.We really need her back, she's innocent.

:06:13. > :06:15.It's a good step, but it's not good enough.

:06:16. > :06:18.You don't need to investigate, there's nothing to investigate here.

:06:19. > :06:21.And I think those that said they are investigating,

:06:22. > :06:23.they know they will not find anything.

:06:24. > :06:37.The family are desperate to get her home. What is likely to happen next?

:06:38. > :06:40.The prosecution have five days to appeal against the decision. She is

:06:41. > :06:45.due to be released tomorrow, but will not be allowed to leave Rwanda

:06:46. > :06:47.until those five days are over. The family will be keen to get a home as

:06:48. > :06:51.soon as possible. A new law has come into effect today

:06:52. > :06:54.to try to prevent scam mail. It follows a campaign by

:06:55. > :06:56.Marilyn Baldwin from Chesterfield, whose mother, Jessica,

:06:57. > :06:58.was conned out of ?50,000. The new law stops people sending

:06:59. > :07:00.anything intended to deceive I think we could probably

:07:01. > :07:08.do more around it - prosecution would be good,

:07:09. > :07:10.rather than just threatening them with getting the mail

:07:11. > :07:13.returned to them. We'd like to see tougher

:07:14. > :07:15.sentencing on that. But, on the whole,

:07:16. > :07:22.I'm pretty pleased. After 70 years of uncertainty

:07:23. > :07:26.the future of one of England's grandest country houses
