:00:00. > :00:00.amounts of blackcurrant squash. Back in his enclosure,

:00:00. > :00:09.surrounded by his family A week ago Kumbuka was the reason

:00:10. > :00:13.visitors were locked up and armed The 29 stone gorilla had escaped out

:00:14. > :00:18.of his den into a staff only area. Luckily the keeper who found him

:00:19. > :00:22.knew him well enough to keep calm. Kumbuka pottered out of a door that

:00:23. > :00:25.had not been secured. The keeper just turned to Kumbuka,

:00:26. > :00:28.started chatting calmly, calm down Buki, everything's fine,

:00:29. > :00:31.just as normal, no problem. At that point, Kumbuka was just

:00:32. > :00:37.exploring the environment. And just pottered in to a store room

:00:38. > :00:41.next to his dens and was quite He did take five litres

:00:42. > :00:46.of blackcurrant squash but he's a big lad, 29 stone gorilla,

:00:47. > :00:49.he can cope with five litres The zoo insists members of

:00:50. > :00:57.the public were never in any danger. Thirst satisfied, Kumbuka

:00:58. > :00:58.was tranquillised and Sarah Campbell, BBC News,

:00:59. > :01:19.London Zoo. Good evening everyone, the weather

:01:20. > :01:25.are stuck in repeat at the moment but like a classic BBC comedy with

:01:26. > :01:27.scenes like this we will take it every day won't we? Unfortunately it

:01:28. > :01:32.does look as though we have seen quite a bit more cloud further east,

:01:33. > :01:35.yet again the winds whipping up the sea and some threatening looking

:01:36. > :01:38.skies earlier this afternoon in Norfolk, that is where we have seen

:01:39. > :01:42.a cluster of showers from East Anglia and moving down into the

:01:43. > :01:51.south-east. Those showers will continue to ease through this

:01:52. > :01:54.evening and overnight, dying back to North Sea coasts. Further west,

:01:55. > :01:57.clear skies, at this time of year temperatures will fall away we could

:01:58. > :02:00.see a touch of frost in the countryside as temperatures reach

:02:01. > :02:04.freezing. We could start with mist and fog patches which will slowly

:02:05. > :02:08.lift away and we will see a good slice of sunshine for many of us yet

:02:09. > :02:13.again. A few sharp showers across East Anglia and the south-east which

:02:14. > :02:18.will hopefully be is and the risk of a few nuisance showers up to the far

:02:19. > :02:22.north-west of Scotland. Add on the strength of the winds, temperatures

:02:23. > :02:27.are little on the subdued side, 11-14d. Little change into the

:02:28. > :02:36.weekend, we keep some sunny spells, there will be early fog and frost

:02:37. > :02:40.around. There's not going to be that much in the way of change, winds

:02:41. > :02:44.will start to strengthen down into the South West with the threat of

:02:45. > :02:49.this area of low pressure bringing rain to the south-west by the end of

:02:50. > :02:53.the weekend but generally speaking if you have outdoor plans I don t

:02:54. > :02:58.think you will be too disappointed. A good deal of usable weather out

:02:59. > :03:00.there. Largely dry and sunny at times but the temperatures will

:03:01. > :03:02.struggle from time to time. Enjoy if you can.

:03:03. > :03:27.There are a lot of angry people The - so it's goodbye from me -

:03:28. > :03:33.There are a lot of angry people The do not gear. We will look at the

:03:34. > :03:38.background to this decision. Also on the programme -

:03:39. > :03:40.a murder investigation begins after a father

:03:41. > :03:53.and his eight-year-old daughter die Tens of thousands of people have

:03:54. > :03:57.flocked to the ?165 million Victoria Gate development. It is the number

:03:58. > :04:05.three retail development in the UK. But traders at the market across the

:04:06. > :04:06.road said business has suffdred Join me for the detailed we`ther

:04:07. > :04:26.forecast. Their headline we have just shown

:04:27. > :04:28.you gives you some idea of the passion on display in Huddersfield

:04:29. > :04:35.throughout the course of thd day. This afternoon's meeting was held in

:04:36. > :04:40.an interesting location. It is midway between Huddersfield and

:04:41. > :04:47.Halifax. The travel idea is part of the problem as well. The medting was

:04:48. > :04:50.lightly. Both organisations who run Huddersfield and Calderdale

:04:51. > :04:54.hospitals voted unanimously for Huddersfield to lose its A status

:04:55. > :05:00.and much more. We will be hdaring from the protesters who say they

:05:01. > :05:04.will continue their fight and from the local MP Jason McCartnex. We

:05:05. > :05:09.will try to explain the implications for the local community. Whx was the

:05:10. > :05:14.decision taken? The local NHS painting that without changd

:05:15. > :05:18.services will become unsafe. If you facts behind that statement. The

:05:19. > :05:24.number of patients dying in their hospitals is higher than thd average

:05:25. > :05:28.in England. They struggle to recruit staff to meet national guiddlines,

:05:29. > :05:34.especially in A Without change the trust would face a deficit of

:05:35. > :05:40.nearly ?30 million. The public consultation found that 80% of

:05:41. > :05:43.people in Huddersfield thought they had been negatively affected. The

:05:44. > :05:50.body representing front-lind GPs has rejected the proposals on grounds of

:05:51. > :05:54.cost and safety. The report by local authorities identified 19 kdy areas

:05:55. > :06:01.where information is needed. Let us interpret all of us and also look at

:06:02. > :06:15.today's events through the dyes of our health correspondent. Ddcision

:06:16. > :06:26.day and a now familiar chant to the Howard. I am very angry abott it. I

:06:27. > :06:29.hope the change their mind. If they do not change their mind I will

:06:30. > :06:34.carry on the fight. Local pdople realise because of the bottlenecks

:06:35. > :06:39.on the motorway and the byp`ss that there will be fatalities at this

:06:40. > :06:43.goes ahead. At two o'clock the meeting began that they werd not

:06:44. > :06:47.able to film inside. The live stream of the meeting picked up thd

:06:48. > :06:52.frequent interruptions demonstrating the emotionally charged atmosphere.

:06:53. > :06:55.Shall I continue or wait for a quiet. The two hospitals ard five

:06:56. > :07:00.miles apart and currently provide a wide range of services. Unddr the

:07:01. > :07:05.plans Calderdale Royal Hosphtal would become the centre for

:07:06. > :07:09.emergency care including A, and the specialist department for sick

:07:10. > :07:14.children. Huddersfield Royal Infirmary would be demolishdd,

:07:15. > :07:21.replaced by a smaller hospital to deal with Plantier like routine

:07:22. > :07:27.surgery, day cases, and diagnostics. Off centres would have urgent care

:07:28. > :07:32.centres. The plans have been controversial. The NHS has `lways

:07:33. > :07:35.maintained their proposal as the best option to deliver patidnt care

:07:36. > :07:39.and affordability that they have been fiercely criticised by

:07:40. > :07:44.campaigners, local MPs, and front-line GPs over safety `nd cost.

:07:45. > :07:53.In favour of the recommendations, please raise your hands. At half

:07:54. > :07:56.past three, to cries of shale, the commissioning group for a C`lderdale

:07:57. > :07:59.and then a greater Huddersfheld sported unanimously to move the

:08:00. > :08:04.plans forward and develop in greater detail what is called the ftll

:08:05. > :08:07.business case. Neither of these hospitals `re what

:08:08. > :08:11.people believe them to be. They are not fully staffed district general

:08:12. > :08:14.hospitals. They have half the services in one town and half the

:08:15. > :08:18.services and the other. By putting every special together in the same

:08:19. > :08:26.hospital as will mean that hf you are very dangerously ill people to

:08:27. > :08:29.save you will be there. This Dr represents local MPs -- GPs. If they

:08:30. > :08:36.continue not to listen to the membership and the public wd will be

:08:37. > :08:40.seeking a vote of no confiddnce from our members. It is going to cost

:08:41. > :08:49.lives. They might as well btild more cemeteries and be done that. Should

:08:50. > :08:52.all resign. Yes. Today's decision means the plans move forward. The

:08:53. > :09:00.campaigners have already sahd the fight carries on.

:09:01. > :09:03.Then a natural the plan is to demolish Huddersfield Royal

:09:04. > :09:08.Infirmary and centralised elergency care at Calderdale Royal Hospital.

:09:09. > :09:13.One of the architects of thd plan is BGP in Huddersfield. He is the cheer

:09:14. > :09:18.of the greater Huddersfield clinical commissioning group. I asked him a

:09:19. > :09:23.couple of hours ago if thesd plans actually put lives at risk? I do not

:09:24. > :09:27.think the threat to people's lives would be worse and that was the case

:09:28. > :09:31.he would not be doing it. These proposals are designed to s`ve lives

:09:32. > :09:41.by offering higher quality care in an emergency centre that is staffed

:09:42. > :09:44.24 - seven. Not for that re`son some people say, financial decishons I

:09:45. > :09:49.would agree this is financi`l, we have to live within our means. We

:09:50. > :09:58.have the PFI hospital and cost the deal -- at Calderdale. Yet xou need

:09:59. > :10:02.?291 million to bring about this transformation. It is a gamble going

:10:03. > :10:08.to the Government cap in hand saying, can I have ?300 million

:10:09. > :10:11.Yes, it is a gamble, but it is a gamble ready to take becausd if we

:10:12. > :10:16.carry on we will have not only a healthy economy was to ?30 lillion

:10:17. > :10:19.per year but also ones have few problems with safety. What what

:10:20. > :10:23.about that safety issue? We are talking about the travel tile from

:10:24. > :10:27.Huddersfield to Halifax and that terrible roads. The transport

:10:28. > :10:31.problem is a major one is it? We have heard that light and clear from

:10:32. > :10:34.the people that this is a m`jor problem. We have been working with

:10:35. > :10:39.the Ambulance Service and whll continue to work with them. They are

:10:40. > :10:42.sure that they will get the ambulances through and we do know

:10:43. > :10:46.there are going to be improvements to the Lord as well. That'll only

:10:47. > :10:52.benefit this model. You are a GP and is there to say that most GPs in

:10:53. > :10:55.Huddersfield think this is not the right move to take? There are also a

:10:56. > :10:59.great number that go along with that as well. I have spoken to over 00

:11:00. > :11:04.of our local Huddersfield GPs to explain these proposals and the

:11:05. > :11:08.majority of them do underst`nd. How do you react to that media lade it

:11:09. > :11:12.quite clear about the way that she felt. She said what you need to do

:11:13. > :11:16.now is build more cemeteries. That is a damning indictment of the

:11:17. > :11:21.decision taken by people who say they have got the best interests of

:11:22. > :11:25.the people of Huddersfield `t heart. This is not about people dyhng

:11:26. > :11:29.because they cannot get the clear. Our hospitals struggle even now Our

:11:30. > :11:34.proposals are for higher qu`lity and safer clear. The idea is fewer

:11:35. > :11:40.people will die soon we will need less cemeteries. I enjoyed by Jason

:11:41. > :11:44.McCartney, this is the heart of your constituency, when the meethng

:11:45. > :11:49.started you looks to me as hf you were quite confident it would go the

:11:50. > :11:53.way you wanted to? Yes, you were there, and we were hearing `ll these

:11:54. > :11:57.big concerns about ambulancd times, travel times, what an urgent care

:11:58. > :12:01.centre would be, how they would find the money to increase the shze of

:12:02. > :12:05.Calderdale, and suddenly thdy came to this conclusion to continue with

:12:06. > :12:10.the plans. And the fourth closed unanimously for it and as you saw,

:12:11. > :12:16.people felt distraught and leg bone. What is there one thing that annoys

:12:17. > :12:20.you about this decision? It is the fact they are not considered all the

:12:21. > :12:23.options. In your introduction you thought of it concerns about

:12:24. > :12:27.staffing and mortality rates. Let us look at all the options. Invest in

:12:28. > :12:35.the two sites. Invest in new consultants. At this plan w`nts to

:12:36. > :12:39.go ahead it will require a cash injection of ?291 million to pay for

:12:40. > :12:43.the new hospital. Surely th`t's about the money would better

:12:44. > :12:49.invested in this current wonderful hospital. That's what a lot -- that

:12:50. > :12:56.is what a lot of local GPs say. What is the focus of your attenthon now?

:12:57. > :13:02.I have already spoken to thd cheer of the local scrutiny committee

:13:03. > :13:07.They have 19 concerns. They have not been answered. I hope as thdy would

:13:08. > :13:10.get then they will repair to The Independent review panel and

:13:11. > :13:13.eventually it will go on to the Secretary of State. We have had a

:13:14. > :13:17.bad day today but this fight is not over. It does not make sensd. I does

:13:18. > :13:21.not say stop their money is better for it. The battle to maint`in

:13:22. > :13:30.front-line emergency servicds has been a ferocious well at tiles. We

:13:31. > :13:33.look back at its short history. Huddersfield or Halifax? Two very

:13:34. > :13:39.similar towns but for the l`st two years the prospect of then shearling

:13:40. > :13:43.eh Andy has wounds on the horizon. 2014 at the click it would be

:13:44. > :13:46.Huddersfield would retain its facilities. Campaigners marched to

:13:47. > :13:56.the Royal Infirmary to make the point that this would be a long way

:13:57. > :14:01.from an a and E bed. One ye`r later the unexpected proposal to retain a

:14:02. > :14:06.and Halifax was Mac new hospital. Now it was Huddersfield people

:14:07. > :14:10.rooted to the streets. The lead A consultant for both hospitals said

:14:11. > :14:13.he thought the idea makes sdnse I would not support these changes as I

:14:14. > :14:18.did not think they would be better for the people of Huddersfidld and

:14:19. > :14:21.Halifax. I cannot be guarantees in individual patients but as ` service

:14:22. > :14:27.that will be a higher quality and safer service. Angry public meetings

:14:28. > :14:31.where held and a campaigner who owed his life to Huddersfield Roxal

:14:32. > :14:38.Infirmary emerged. He survived a heart attack after collapsing close

:14:39. > :14:46.to the hospital last night on a run. I should have died. I got the new

:14:47. > :14:51.medical man for a reason. One of the things was the location of the

:14:52. > :14:55.hospital in my case. Specifhcally so close to where my incident happened

:14:56. > :14:59.and where I collapsed. Todax's announcement brings an end to the

:15:00. > :15:07.consultation stage but many will feel their voices have gone unheard.

:15:08. > :15:10.There was plenty of passion on display at that meeting this

:15:11. > :15:15.afternoon. Does this mean that that is the first step towards that the

:15:16. > :15:19.situation behind as not existing anymore?

:15:20. > :15:22.Let us be clear about what happens today. It was a big decision that

:15:23. > :15:27.does not mean that the bulldozers are going to come and next week

:15:28. > :15:34.What they have to do this btt this out for a full business casd. They

:15:35. > :15:37.will look in minute detail `t putting these plans into pl`ce and

:15:38. > :15:41.that it is possible. That could take around six months or so. Evdn at

:15:42. > :15:46.that point. It would have to be agreed further down the lind.

:15:47. > :15:50.Meanwhile the local authority does still have the option to refer this

:15:51. > :15:54.matter to the Health Secret`ry Jeremy Hunt if they are not

:15:55. > :15:58.satisfied. They are meeting in the middle of November to decidd the

:15:59. > :16:01.next debts. At the same timd the campaigners who we have been talking

:16:02. > :16:06.to today say they are taking legal advice with a view to taking this to

:16:07. > :16:11.judicial review. We are one stage closer perhaps to a big change in

:16:12. > :16:17.the way local hospital servhces are provided but the overall fight is by

:16:18. > :16:23.no means over. The passion that has been onshore, a lot of people are so

:16:24. > :16:27.angry and upset about this, apparently? It is extraordinary You

:16:28. > :16:32.can never make any big changes to hospital services without a lot of

:16:33. > :16:36.emotion and controversy. It is fair to say what we have seen in

:16:37. > :16:43.Huddersfield at the plans ptt forward proves that. It has been

:16:44. > :16:44.impassioned. That is the update from Huddersfield Royal Infirmarx. It is

:16:45. > :16:54.a story which is not over ydt. In other news, police believe that

:16:55. > :16:56.a fire which caused the death of eight-year-old Kiera Bro`dhead

:16:57. > :16:58.and her father, Andrew, Kiera's sister and mother,

:16:59. > :17:17.Sara, were treated in The faces of Andrew Broadhe`d and

:17:18. > :17:21.his eight-year-old daughter, killed in a house fire yesterday. To date

:17:22. > :17:25.detectives revealed they had been murdered. It has been established

:17:26. > :17:29.that the fire began in the front entrance porch to the property. The

:17:30. > :17:33.blaze took hold quickly. Thdy think something like petrol has bden

:17:34. > :17:38.ported a letterbox. It was ` ferocious fire. It's that anybody

:17:39. > :17:41.who has been involved in setting fire to the house could havd

:17:42. > :17:45.significant burn injuries or burnt clothing. If anybody has anx of

:17:46. > :17:51.those injuries you must comd forward and tell us. Fire investigators and

:17:52. > :17:53.police officers were visiting homes in the area checking CCTV and

:17:54. > :18:00.looking for anything of intdrest that may have been thrown into bins

:18:01. > :18:06.and guidance. Kiera Broadhe`d's mother and older sister werd also in

:18:07. > :18:10.the house that managed to escape. We are helping them get through what

:18:11. > :18:16.must be each Matic ordeal for them. As the tributes and flowers outside

:18:17. > :18:20.the house continue to grow ht is still not clear why somebodx would

:18:21. > :18:24.want to target the family, setting fire to their home in the mhddle of

:18:25. > :18:30.the night, leaving a father and his daughter don't. -- a father and his

:18:31. > :18:34.daughter dead. Voting is under way in Batldy

:18:35. > :18:37.and Spen, in the by-election caused Former Coronation Street

:18:38. > :18:40.actress Tracy Brabin was selected as the

:18:41. > :18:42.Labour candidate. The Tories, Lib Dems,

:18:43. > :18:44.and Ukip decided not to put up candidates in the contest as a mark

:18:45. > :18:48.of respect - but a number of fringe Students who apparently posdd

:18:49. > :19:02.as victims of the Alton Towdrs roller coaster crash have

:19:05. > :19:07.were photographed wearing ldgless fancy dress outfits whilst out

:19:08. > :19:10.on a pub crawl. The image was seen by Joe Ptgh

:19:11. > :19:12.and his girlfriend Leah Washington from Barnsley - whose

:19:13. > :19:14.leg was amputated after The students have since

:19:15. > :19:17.apologised to all the victils for any offence caused

:19:18. > :19:20.and the university is investigating. A woman from Fulford near York has

:19:21. > :19:23.been named on a list of the ten most The National Crime Agency h`s

:19:24. > :19:27.released pictures of the crhminals they're trying to find

:19:28. > :19:28.on the continent. Sarah Panitzke is wanted

:19:29. > :19:31.for her part in a She fled the country more

:19:32. > :19:38.than three years ago. Huddersfield Town went down

:19:39. > :19:41.to a second successive leagte defeat with a rather meek performance

:19:42. > :19:44.to lose 3-1 at Preston. There was better news

:19:45. > :19:46.for Sheffield Wednesday who came from a goal down -

:19:47. > :19:49.to draw 1-1 at Cardiff. Daniel Pudil got the goal that moves

:19:50. > :19:54.the Owls up to sixth. More than 8,000 people came

:19:55. > :19:59.through the doors of Leeds' brand new shopping centre

:20:00. > :20:01.in the first hour of business as Victoria Gate

:20:02. > :20:03.opened to the public. Our business correspondent Danni

:20:04. > :20:22.Hewson is there. This place is still absolutdly

:20:23. > :20:25.bustling this evening. 88,000 people have come through the doors of

:20:26. > :20:30.Victoria Gate since it opendd this morning. To give you some context

:20:31. > :20:36.and hundred and 30,000 people came to the opening of Trinity a couple

:20:37. > :20:38.of years ago. But this is a smaller though no less hotly anticipated

:20:39. > :20:44.particularly because it has brought John Lewis to the city. Thex first

:20:45. > :20:45.looked for a venue in Leeds in 998 and now they have found a home in

:20:46. > :20:55.Victoria Gate. Few shopping centres have bden

:20:56. > :20:57.as anticipated as this one and eager shoppers had to sht

:20:58. > :20:59.through an elaborate opening ceremony before they were fhnally

:21:00. > :21:01.allowed through the doors Economically, this is big ndws

:21:02. > :21:09.for the city and it pushes Leeds up the retail rankings to numbdr three

:21:10. > :21:15.behind London and Manchester shopping and it is the only major
