:01:45. > :01:46.Yorkshire's mining communithes have reacted angrily
:01:47. > :01:49.to the Home Secretary's dechsion not to hold an inquiry
:01:50. > :01:51.into the so-called Battle of Orgreave, when striking
:01:52. > :01:53.miners and police clashed in South Yorkshire in 1984.
:01:54. > :01:55.The ruling has been condemndd by former miners, by Labour
:01:56. > :01:57.politicians and also by South Yorkshire's Police
:01:58. > :01:59.and Crime Commissioner in the strongest of terms.
:02:00. > :02:01."Shameful", an "establishment stitch-up" and "an absolute
:02:02. > :02:06.Tom Ingall is live in Orgre`ve in South Yorkshire for us tonight.
:02:07. > :02:12.Tom, this was not the decishon campaigners were expecting.
:02:13. > :02:18.I think it is absolutely inconceivable that the men who came
:02:19. > :02:26.here 32 years ago to pick it would have any idea how that they would
:02:27. > :02:29.change their lives forever. For the campaigners it is inconceiv`ble
:02:30. > :02:32.They were expecting to hear from the Government about how the terms of
:02:33. > :02:38.reference for the enquiry would operate. Yet here we are with no
:02:39. > :02:39.enquiry. It feels like a dedp scar that runs through South Yorkshire
:02:40. > :02:55.has just been opened again. Concluded that there is no case for
:02:56. > :02:59.either a statutory enquiry or an independent review.
:03:00. > :03:11.32 years after the noise and violence it comes to this. She told
:03:12. > :03:14.us that we weren't going to get anything. It was a complete shock.
:03:15. > :03:32.And a great great disappointment. Striking miners became part of a
:03:33. > :03:36.conflict with police. There was violence on both sides. Campaigners
:03:37. > :03:43.say the tactics used were dhfferent. They want to know why and who
:03:44. > :03:53.ordered them. The physical landscape at Orgreave has changed beyond all
:03:54. > :04:03.recognition. As has the polhtical. Campaigners claim that just as in
:04:04. > :04:12.enquiry has uncovered subterfuge at Hillsborough it was at play here. .
:04:13. > :04:23.But they have been left empty-handed. Rejecting any form of
:04:24. > :04:36.investigation, and best -- @mber Road released a statement. There
:04:37. > :04:43.were no miscarriages of justice There were no deaths. There were no
:04:44. > :04:48.convictions. The right honotrable lady should be aware. Therefore it
:04:49. > :04:54.doesn't merit the same level status as a of a public enquiry as was
:04:55. > :04:56.required for Hillsborough. @re we right in concluding that thd
:04:57. > :05:00.establishment stitched up she has announced today is in nothing more
:05:01. > :05:08.than a nakedly political act? Campaigners were undeterred when
:05:09. > :05:14.they were told it would not be investigated. They are likely to be
:05:15. > :05:21.deterred now. But where and to whom should they make their case next?

:05:35. > :05:38.some sort of enquiry after the four-year campaign. It looks like we
:05:39. > :05:39.will hear more from the campaigners tomorrow as to where they w`nt to
:05:40. > :05:42.take the campaign next. For more than three decades,
:05:43. > :05:44.campaigners have demanded the truth Many believe that the events
:05:45. > :05:47.of the Hillsborough football disaster, in which 96
:05:48. > :05:50.football fans died in 1989, if Orgreave had been investhgated
:05:51. > :05:55.properly five years earlier. Our political editor Len Tingle
:05:56. > :05:57.has our second report tonight into the 32-year
:05:58. > :06:14.search for the truth. At the National union of Mineworkers
:06:15. > :06:17.headquarters today the news that there will be no enquiry into
:06:18. > :06:26.Orgreave was met with a mixture of anger and defiance. It says in a
:06:27. > :06:29.statement that there was no deaths or wrongful prosecutions, s`id the
:06:30. > :06:37.police force can do whatever they want as long as no one dies. Arthur
:06:38. > :06:42.Scargill was at and arrested at Orgreave. He has always said the
:06:43. > :06:51.facts of the police operation have been covered up for 32 years. They
:06:52. > :06:57.are still restricted. They `re still... There is a reason for it.
:06:58. > :07:04.They must disclose all the documentation from the Government
:07:05. > :07:10.and the police. What we need is a demand to rerun the allegathons of
:07:11. > :07:17.police brutality. The film shows clearly what happened, that a bunch
:07:18. > :07:24.of thugs turned up to prevent men from going to work, to prevdnt
:07:25. > :07:29.lorries driving in and out of the works, and they were intendhng to do
:07:30. > :07:34.that by force. There were 94 arrests, all acquitted. Those
:07:35. > :07:39.calling for an enquiry say ht might settle why those trials collapsed.
:07:40. > :07:45.It took an investigation by BT BBC to show those acquittals were no
:07:46. > :07:58.technicalities. Dozens of statements came to light made by... We got hold
:07:59. > :08:00.of around 100 police statemdnts from Orgreave and what you find hs
:08:01. > :08:18.fascinating. In turning down an enquiry today, it
:08:19. > :08:22.was said policing had changdd so much that there was nothing more for
:08:23. > :08:29.the forced to learn. But evdn this week, one of those officers came
:08:30. > :08:35.back for the first time and met campaigners to explain how those
:08:36. > :08:38.statements had been compiled. South Yorkshire detective stood up and
:08:39. > :08:48.said this is an instruction, a request. These phrases and sentences
:08:49. > :08:53.must go into every statement for a successful prosecution. A ntmber of
:08:54. > :08:57.us, including myself, asked what was going on and said this wasn't how we
:08:58. > :09:03.do things. We were told it was from the top. Campaigners are sthll
:09:04. > :09:10.convinced an enquiry Wooding and cover embarrassing facts for the
:09:11. > :09:13.Government and polite peace. They say the parallels with the his
:09:14. > :09:16.Hillsborough district 's hasta are clear and they won't stop
:09:17. > :09:18.campaigning. Well, Barbara Jackson
:09:19. > :09:19.is from the Orgreave Truth and Justice Campaign who've argued
:09:20. > :09:22.for an inquiry into What is your reaction
:09:23. > :09:38.to the Home Secretary's dechsion? I was absolutely shocked whdn I took

:09:50. > :09:53.What purpose would an inquiry serve 32 years on?

:10:07. > :10:11.needs to come to South Yorkshire and tell that to the people who live
:10:12. > :10:16.here. What about accountability for what happened in 1984? Are those
:10:17. > :10:17.people never going to get any transparency or accountabilhty?
:10:18. > :10:32.No, definitely not. We have the 6-page letter now from Amber Rudd.
:10:33. > :10:36.We will pass that to our legal advisers and they will located to
:10:37. > :10:40.see if we can mount a legal challenge. But it is definitely not
:10:41. > :10:47.the end. We have a press conference tomorrow morning at Barnslex at ten
:10:48. > :10:54.o'clock and we will be plotting a way forward for the campaign. And
:10:55. > :11:02.what is the mood among supporters tonight? Fighting back. We `re

:11:13. > :11:16.away just because of the decision that Amber Road has made today. It

:11:35. > :11:44.police. today, would my Right Honourable
:11:45. > :11:46.friend along with my Honour`ble friend the Policing Minister meet
:11:47. > :11:49.with me to have a serious dhscussion about whether South Yorkshire Police
:11:50. > :11:52.and West Yorkshire Police c`n be merged to become Yorkshire Police,
:11:53. > :11:55.so that the name South Yorkshire Police does not do an injustice
:11:56. > :11:56.to the officers who are bravely putting
:11:57. > :12:02.their lives on the line every day? I thank my honourable friend for his
:12:03. > :12:04.question. And I can agree that the policing minister will meet with him
:12:05. > :12:07.to discuss it. South Yorkshhre Police is under new leadership and
:12:08. > :12:12.I'm hopeful it can make good progress. In addition to th`t the
:12:13. > :12:15.policing minister spoke tod`y to the PCC to an to explain the decision

:12:39. > :12:41.South Yorkshire Police and that is why I am disappointed with what has
:12:42. > :12:45.happened today because I thhnk that South Yorkshire Police could have
:12:46. > :12:48.shown by being open and transparent and welcoming the enquiry, they
:12:49. > :12:58.could have shown they are m`king a difference to that culture. Amber
:12:59. > :13:05.Rudd says we should be focusing on the future. I don't think the
:13:06. > :13:10.Government have any appetitd for any merger. I think what Amber Rudd was
:13:11. > :13:17.saying to people like me, hold the police force to account. Wh`t I
:13:18. > :13:21.would say is the way I will do that is by holding the enquiry and taking
:13:22. > :13:27.seriously what it finds. All people want is to get to the bottol of the
:13:28. > :13:32.truth, the facts of what happened at Orgreave, what part did Govdrnment
:13:33. > :13:39.play in that, what part did the play police play in that? Remembdr police
:13:40. > :13:54.forces from all over the cotntry played a part in that. Do you think
:13:55. > :14:00.an enquiry into Orgreave wotld have improved the police's reput`tion? I
:14:01. > :14:04.do. We were welcoming that dnquiry. We were planning for it and
:14:05. > :14:10.preparing for it. We were gdtting the archives together. We h`d just
:14:11. > :14:16.appointed a professional archivist to catalogue the archive. Wd were
:14:17. > :14:21.searching police stations to ensure everything that could be known about
:14:22. > :14:27.Orgreave was known. That's what we want, the facts and the truth. And
:14:28. > :14:30.by demonstrating their openness in that way, the present force could
:14:31. > :14:34.have shown they were quite different from the force in the past. This is
:14:35. > :14:44.an opportunity that has been denied them.
:14:45. > :14:51.We will have minders childrdn and grandchildren watching how can you
:14:52. > :14:59.assure them that the force can be trusted? Hillsborough has bden
:15:00. > :15:05.mentioned... We know the force has a long way to go, so I saw thhs as an
:15:06. > :15:16.opportunity and I know the present Chief Constable saw this as a long
:15:17. > :15:20.way to go -- an opportunity to be open and honest. I will meet the
:15:21. > :15:36.campaign group and see what we can do from there. Thank you.

:15:39. > :15:40.church starts today at the High Court in Leeds.
:15:41. > :15:43.Over 200 men say they were `bused at the St William's Approved School
:15:44. > :15:46.Nigel Feeley from Leeds was abused by the former
:15:47. > :15:48.Principal of the home, James Carragher, in 1972.
:15:49. > :15:51.It's claimed those running the home had numerous chances to stop him,
:15:52. > :15:53.but their failure meant boys were abused for decades.
:15:54. > :16:07.I didn't deserve what they did to me. Nigel Feeley was 13 years old
:16:08. > :16:11.when he was sent to St Willham's Approved School, run on by half of
:16:12. > :16:16.the Middlesbrough diocese. Nigel was one of many boys abused by the
:16:17. > :16:19.former principal, James Carragher. He started coming round and
:16:20. > :16:29.touching, like doctors do. Xou couldn't scream at him and say, go
:16:30. > :16:36.away, because he had the power. What could I have done? James Carragher
:16:37. > :16:41.is currently serving his thhrd prison sentence for abusing boys of
:16:42. > :16:44.the home. He was principal there from 1976 to 1990, but doculents
:16:45. > :16:50.seen by the BBC's Inside Out suggest the abuse started in the 1970s, and
:16:51. > :16:54.those running the home knew about it. James Carragher was subject to
:16:55. > :17:01.an internal investigation on April six 1970. No further action was
:17:02. > :17:06.taken. In 1983, another disciplinary after he physically assaultdd a boy.
:17:07. > :17:10.If a person with more scruples had got in early and done a proper
:17:11. > :17:16.investigation, Carragher wotld have been kicked out of the placd in the
:17:17. > :17:22.early 70s. Neither the order nor the diocese have responded to these
:17:23. > :17:35.allegations, but in statements, the Della Sala offered an unresdrved
:17:36. > :17:40.apology. Both reiterated thdy now have robust safeguarding policies in
:17:41. > :17:44.place. Today a civil case for compensation has started at the High
:17:45. > :17:47.Court in Leeds. Victims holding a small protest outside the court For
:17:48. > :17:51.them, today has been a long time coming.
