:09:41. > :09:46.about how we can do that anx sensible way. You had the
:09:47. > :09:53.campaigners previously sounding very angry and upset. One of the Brits

:10:07. > :10:12.challenge to the way the decision was made. I also spoke to Kdn

:10:52. > :10:55.from a Tory Government. We didn t get it from the Labour Government
:10:56. > :11:03.either. We have to remember that. Whether Jeremy Corbyn would do so if

:11:44. > :11:55.I did support the mining industry all through my political career and
:11:56. > :12:00.I don't support them now. I don t think that 32 years later it would
:12:01. > :12:06.do any good to anybody have the public enquirer. We have to remember
:12:07. > :12:12.that the strike was not abott the coal industry, it was about Arthur
:12:13. > :12:17.Scargill tractable down a Conservative Government. -- trying
:12:18. > :12:22.to bring down. I think that it gets lost. There was no authoritx or
:12:23. > :12:26.private or anything. They lots of people, both miners and polhcemen,
:12:27. > :12:34.got seriously injured. Quitd a lot and not know around. They c`n still
:12:35. > :12:40.do stories because they are not here. I spoke earlier today to a
:12:41. > :12:45.miner who went to the pits when he was 50. He said, no, it shotld not
:12:46. > :12:50.be brought up again. He said, V have tried to settle down over the years.
:12:51. > :12:55.He is a strong Labour man btt that it would not help anybody as the
:12:56. > :13:03.trusted everybody up against such other again. Is it not posshble that
:13:04. > :13:08.this contains a hint of a cover up? I know that is being said, H don't
:13:09. > :13:15.believe that. If you come b`ck as Ken Capstick said, the game Labour
:13:16. > :13:21.Government themselves recognised what a hornets nest it was. I think
:13:22. > :13:27.it is not managed to say th`t this is a Conservative Government
:13:28. > :13:30.cover-up. I don't think that -- I think that Amber Rudd is correct in
:13:31. > :13:34.what she was doing. It would be quite wrong to drag it up again You
:13:35. > :13:38.were there at the time and close to Margaret Thatcher. Is it trte that
:13:39. > :13:44.she made these changes to police tactics? Not to my knowledgd. We had
:13:45. > :13:50.lots of meetings with her and she was concerned about the mindrs who
:13:51. > :13:54.wanted to go to work and whose houses were being demolished, they
:13:55. > :14:00.couldn't buy food because the food shops wouldn't sell them food and
:14:01. > :14:06.her call minister asked me to help home bring some working men's ways
:14:07. > :14:12.to Westminster is of the grdat tell them what the was going on. She was
:14:13. > :14:18.concerned about how the comlunities were surviving. The police has a
:14:19. > :14:22.battered reputation and written in acquiring up then? I don't think
:14:23. > :14:28.this would be the thing to help them restored. I haven't been thhnking
:14:29. > :14:36.about the other position. They have two out of that on other thhngs --
:14:37. > :14:39.about their reputation. I think that the Government is doing this because
:14:40. > :14:41.they believe it is the right thing to do.
:14:42. > :14:44.Major changes to major investigations -
:14:45. > :14:46.North Yorkshire Police begins working with a neighbouring force
:14:47. > :14:57.to tackle some of the countx's most serious crimes.
:14:58. > :15:00.It's an issue which always provokes debate - does the need
:15:01. > :15:04.for new homes outweigh the need to protect the countryside?
:15:05. > :15:07.Figures from the Campaign to Protect Rural England show that
:15:08. > :15:11.in Yorkshire 46,900 homes are proposed for green belt land.
:15:12. > :15:13.Several schemes are being considering
:15:14. > :15:19.in the Leeds area, including one where the council
:15:20. > :15:22.is consulting on proposals to build up to 5,000 houses on the P`rlington
:15:23. > :15:29.The Parlington Estate, green belt land in north-east Leeds, close to
:15:30. > :15:31.Aberford, Garforth and Barwhck, that could have up to
:15:32. > :15:36.It could help Leeds City Cotncil tackle a housing crisis, but many
:15:37. > :15:40.people who already live here are not happy.
:15:41. > :15:44.We understand that Leeds needs homes.
:15:45. > :15:48.Our big issue with Parlington is that 5000 homes between an dxisting
:15:49. > :15:51.town and two villages that have stood for getting on for 1000 years
:15:52. > :15:55.apiece is just the wrong place to put it.
:15:56. > :15:59.Although privately owned, the estate is used as an amdnity,
:16:00. > :16:07.popular with cyclists, walkers and nature lovers.
:16:08. > :16:10.This would all disappear to be replaced by homes and all
:16:11. > :16:21.If you add another 10,000 c`rs, making up to about 25,000
:16:22. > :16:24.journeys a day from the devdlopment and we are very worried abott what
:16:25. > :16:29.All over this area, posters have been springing
:16:30. > :16:33.up, encouraging residents to take part in the council's consultation.
:16:34. > :16:38.For new homes to spring up here is nothing new.
:16:39. > :16:45.In fact, these homes have bden here just a few years.
:16:46. > :16:47.But it is the scale of the proposed development
:16:48. > :16:50.Six local councillors have put in writing they would prefer one
:16:51. > :16:53.large development rather than many smaller ones.
:16:54. > :16:56.Forcing 5000 houses on a rural area like this in the outer north-east
:16:57. > :16:58.tacitly approves the building on green field
:16:59. > :17:00.and green belt land, which is very hard to stomach
:17:01. > :17:03.when we know that there is brown field land in the city that
:17:04. > :17:08.We have a housing crisis in this country.
:17:09. > :17:22.We only built about 175,000 last year.
:17:23. > :17:25.We should be building a quarter of a million.
:17:26. > :17:27.The problem is where do we place all these homes?
:17:28. > :17:30.We need to actually build somewhere and sometimes green belt
:17:31. > :17:32.This is just one of several schemes under
:17:33. > :17:34.consideration across Leeds at the moment.
:17:35. > :17:35.The council has said it
:17:36. > :17:38.couldn't put up anyone for hnterview today while the consultation
:17:39. > :17:41.process is going on but it says it is taking into account local
:17:42. > :17:43.concerns while also taking into account the needs
:17:44. > :17:46.Long-running unsolved cases and serious crimes in north
:17:47. > :17:49.Yorkshire will now be investigated with the help of Cleveland Police.
:17:50. > :17:50.The two forces have announced a merger,
:17:51. > :17:53.with a combined unit to look at murders, rapes
:17:54. > :17:56.It's the latest sign that otr police forces are working more
:17:57. > :18:04.Sharing resources with neighbouring police forces is not a new concept.
:18:05. > :18:07.For instance a combined unddrwater search unit which covers north,
:18:08. > :18:09.South and West Yorkshire plus the Humber region
:18:10. > :18:15.South Yorkshire and Humbershde combine their human resourcds and
:18:16. > :18:21.They also share a technology department.
:18:22. > :18:26.Many police forces across the country
:18:27. > :18:28.including those in Yorkshird now work routinely together to procure
:18:29. > :18:33.West and South Yorkshire Police recently led a
:18:34. > :18:35.consortium of seven forces in awarding a contract for vehicles
:18:36. > :18:37.involving 11 models from three manufacturers.
:18:38. > :18:40.A mounted section of horses based in West Yorkshire
:18:41. > :18:41.Police's operations complex in Wakefield
:18:42. > :18:42.can provide support in
:18:43. > :18:47.other parts of Yorkshire as and when needed.
:18:48. > :18:56.And the National Police Air Service has a helicopter base in
:18:57. > :18:58.West Yorkshire that can be deployed when called
:18:59. > :18:59.upon by other forces in
:19:00. > :19:02.Today a new partnership as North Yorkshire Police and
:19:03. > :19:06.Cleveland combined to form ` major investigation team to tackld the
:19:07. > :19:11.I've been speaking to Assistant Chief Constable Amanda Olivdr
:19:12. > :19:14.about the thinking behind the new Major Enquiry Team.
:19:15. > :19:16.We've looked really carefully at demand over the last few years.
:19:17. > :19:18.What we've done in the past is pulled in
:19:19. > :19:23.local officers, usually detdctives, at times in those first few days.
:19:24. > :19:29.Now with two teams across the areas operating as one we will be able to
:19:30. > :19:31.secure that local policing footprint but really concentrate that team's
:19:32. > :19:37.Something like the Claudia Lawrence investigation, will this have any
:19:38. > :19:40.impact on that in terms of ` fresh pair of eyes on the investigation?
:19:41. > :19:45.OK, the Claudia Lawrence investigation will continue as is
:19:46. > :19:47.under Detective Superintenddnt Dai Malyn but what we
:19:48. > :19:51.review team, so periodicallx and robustly we will review all
:19:52. > :19:54.outstanding cases between Cleveland and North Yorkshire to look at new
:19:55. > :20:01.So, as DNA techniques improve for instance, we
:20:02. > :20:04.will be able to look again `t all the outstanding cases that dach
:20:05. > :20:08.If this is such a good idea how come we haven't done it
:20:09. > :20:11.OK, it has been done elsewhdre around the country but
:20:12. > :20:13.this is a first for the north-east of England.
:20:14. > :20:17.What we are keen to do across the north-east is to look at
:20:18. > :20:20.Cleveland is ideal because ht is a neighbouring force, a verx similar
:20:21. > :20:22.size to North Yorkshire, with similar demand.
:20:23. > :20:24.So this is a first for the north-east but
:20:25. > :20:29.Where do you draw the line here because the logic
:20:30. > :20:32.in all this is we're moving towards one combined police force,
:20:33. > :20:34.aren't we, rather than separate county police forces?
:20:35. > :20:41.So the local policing footprints in each of the
:20:42. > :20:43.areas will be really focused on delivering just that, local
:20:44. > :20:50.The specialist areas of polhcing that is high demand in the
:20:51. > :20:53.first few days but not high demand on each day of the year, th`t means
:20:54. > :20:56.you can concentrate those specialist resources there but then re`lly
:20:57. > :20:57.secure foundation in relation to local policing.
