:01:05. > :01:06.by giving cameras to members of the public to help
:01:07. > :01:12.The first of a series of village camera teams to be set up
:01:13. > :01:14.across North Yorkshire was officially launched tod`y
:01:15. > :01:18.in Pannal on the outskirts of Harrogate.
:01:19. > :01:20.Police say villagers are delanding to join the schemes and that
:01:21. > :01:23.if they help save the life of just one person, they're worthwhhle.
:01:24. > :01:27.Our correspondent John Cundy reports.
:01:28. > :01:29.Over the years, the village of Pannal has become somethhng
:01:30. > :01:33.of a rat run for motorists trying to avoid the busy town
:01:34. > :01:40.Police and residents alike `gree it's time for action here.
:01:41. > :01:43.Howard West, 23 years a resident of Pannal,
:01:44. > :01:47.is one of the volunteers opdrating the new community speed cam.
:01:48. > :01:50.People want to get to where they want to go in the
:01:51. > :01:53.shortest time possible and unfortunately they speed.
:01:54. > :01:57.But since we've been here, there's been a dramatic effect
:01:58. > :02:00.The speed has been reduced dramatically.
:02:01. > :02:03.A full report on anyone spedding will be sent to police HQ.
:02:04. > :02:06.The motorist will first get a warning letter and a posshble
:02:07. > :02:12.prosecution if that driver is caught speeding again.
:02:13. > :02:14.The pilot here, and the first stages of what they've
:02:15. > :02:16.been doing in Pannal, has shown that motorists
:02:17. > :02:18.have reduced their speed and after getting a letter,
:02:19. > :02:22.People have stopped and had conversations and they weren't
:02:23. > :02:27.The Deputy Chief Constable and Police Commissioner,
:02:28. > :02:29.Julia Mulligan, launched thd scheme in Pannal today.
:02:30. > :02:34.Can I put it to you that sole people will say the word vigilantes?
:02:35. > :02:37.This is a community coming together saying we don't like speeding
:02:38. > :02:39.in our village, it's affecting our way of life,
:02:40. > :02:42.we're frightened when we take our kids to school, when we cross
:02:43. > :02:45.the road and we want to try and do something about it.
:02:46. > :02:49.Residents say there have already been clear results from the pilots
:02:50. > :02:52.of this scheme before today's official launch.
:02:53. > :02:59.We've seen a dramatic reduction in the number of speeding vdhicles.
:03:00. > :03:01.When we first started off, we were getting about 20
:03:02. > :03:08.speeding vehicles an hour in one direction only.
:03:09. > :03:11.Now that's flattened out to about one speeding vehicle an hour.
:03:12. > :03:12.So there's been a dramatic reduction.
:03:13. > :03:15.Police claim other villages across North Yorkshire are now keen
:03:16. > :03:19.to adapt the idea themselves of taking up the speed gun
:03:20. > :03:28.to stop motorists who just won't observe the speed limhts.
:03:29. > :03:31.Brian Gregory is from the Alliance of British Drivers.
:03:32. > :03:35.I asked him what he thinks about the idea of the schemd.
:03:36. > :03:39.I think there's a number of issues with it, really.
:03:40. > :03:42.Firstly, there's an underlyhng presumption that all traffic
:03:43. > :03:45.accidents are actually causdd by people breaking speed lilits
:03:46. > :03:48.and nothing can actually be further from the truth.
:03:49. > :03:52.Somewhere around 3% to 5% of road traffic accidents are caused
:03:53. > :03:55.by people breaking the speed limit and invariably,
:03:56. > :04:01.those people are so percepttally impaired by drugs and alcohol that
:04:02. > :04:03.nothing is going to stop thdm, not speed cameras or sometiles
:04:04. > :04:09.There is evidence from Australia, where they are even more kedn
:04:10. > :04:11.on speed limit adherance than we are, that actually
:04:12. > :04:17.This if you force people to drive so that they are so concerndd
:04:18. > :04:22.about going over the speed limit, it introduces almost tunnel vision
:04:23. > :04:25.and they actually then focus only on the speedometer and what's
:04:26. > :04:27.going on inside the car, and they become virtually oblivious
:04:28. > :04:32.to other road users, pedestrians, cyclists and so on
:04:33. > :04:35.It makes conditions more dangerous rather than less.
:04:36. > :04:40.Surely you must understand the concerns of local villages.
:04:41. > :04:43.We know of one fatality in that village so they have a right,
:04:44. > :04:46.don't they, to expect drivers to obey speed limits?
:04:47. > :04:49.As long as they are sensibly set, absolutely.
:04:50. > :04:54.The limits need to be set according to the best road safety practice,
:04:55. > :04:57.and that's using the 85th pdrcentile principle where you set the speed
:04:58. > :05:00.limit so that 85% of the tr`ffic travels at or below that spded.
:05:01. > :05:03.But if you set limits away from that, you won't
:05:04. > :05:12.Should we be recalibrating our speed limits in towns and villages,
:05:13. > :05:18.We should be evaluating thel to see whether they are sensible rdlative
:05:19. > :05:27.to the prevailing road configurations, absolutely.
:05:28. > :05:30.But in many cases that would mean speed limits going up rather
:05:31. > :05:32.than down and that does not necessarily mean
:05:33. > :05:35.There are many examples of speed limits being increased
:05:36. > :05:39.OK, thank you very much for coming on today.
:05:40. > :05:42.And we'll have more reaction to that story on the late
:05:43. > :05:48.Next tonight, it was Look North that broke the story about HS2 changing
:05:49. > :05:51.tracks in South Yorkshire and since then, the
:05:52. > :05:53.communities affected have made their anger clear.
:05:54. > :05:58.They've produced their own report which rubbishes claims made by HS2 -
:05:59. > :06:07.The campaigners say the Government has been lied
:06:08. > :06:10.Tom Ingall has followed the story from the start
:06:11. > :06:24.it might be simpler to say what isn't in it? It is absolutely
:06:25. > :06:28.chock-full of arguments campaigners think they can use with the
:06:29. > :06:31.government to derail plans for the high-speed rail link between
:06:32. > :06:37.Sheffield and Leeds. You'll remember earlier this year we broke the news
:06:38. > :06:40.that HS2, rather than putting a station at Meadowhall, would put a
:06:41. > :06:47.branch line to Sheffield city station and go around the shde,
:06:48. > :06:52.closer to Doncaster. This rdport are not related three pages of ht, was
:06:53. > :06:56.unveiled by the communities who have drawn it up-to-date before they take
:06:57. > :07:02.it to the Department for Tr`nsport Secretary Chris Grayling. They say
:07:03. > :07:06.when HS2 said this is our ndw route, HS2 said it would be simpler to
:07:07. > :07:11.build, ?1 billion cheaper and we won't have to knock down so many
:07:12. > :07:15.properties. The campaigners say they reject all of these facts and here's
:07:16. > :07:24.the evidence we've gleaned to prove it. I put it to the campaigners this
:07:25. > :07:24.is just a case of not in my backyard and that's something they
:07:25. > :07:28.strenuously denied. It is going to be four times
:07:29. > :07:31.noisier, it is going to be We are going to have a 50-foot-high
:07:32. > :07:35.wall that will be four times We will have a depot
:07:36. > :07:39.which is two kilometres long. We are not against infrastrtcture,
:07:40. > :07:41.but there are reasons and wd're All those arguments come back to not
:07:42. > :07:45.in my back garden. This is the whole point abott this,
:07:46. > :07:49.is that if Crofton was the only place that HS2 high-speed lhne
:07:50. > :07:51.could go through, we would have to
:07:52. > :08:07.reluctantly accept it. What about HS2? Have we heard what
:08:08. > :08:12.they think about this report? Yes. They've been under pressure since
:08:13. > :08:16.July to come up with facts `nd figures to placate angry residents
:08:17. > :08:19.who quite understandably have had their tempers stoped becausd they
:08:20. > :08:25.were nowhere near this railway line until we broke the news in July
:08:26. > :08:29.there was this change of mood. Today HS2 were repeatedly pressed on BBC
:08:30. > :08:33.Radio Sheffield. He asked them how many houses will be demolished if
:08:34. > :08:38.you choose this new route. They couldn't put down a precise figure.
:08:39. > :08:45.They say that information whll become public wants the change of
:08:46. > :08:48.route has been decided upon. They are still adamant this new proposal
:08:49. > :08:50.is far better than the Meadowhall route.
:08:51. > :08:51.This M18 route proposal provides better connectivitx
:08:52. > :08:55.Leeds city centre to Sheffidld city centre fast route
:08:56. > :08:58.But that also then allows us to start freeing up capacitx
:08:59. > :09:01.on the existing network as lore of the longer distance journeys go
:09:02. > :09:04.to HS2and therefore it gives the best mix of connectivitx
:09:05. > :09:23.When do we find out which routes are government have chosen? Fairly soon,
:09:24. > :09:27.we understand. Chris Grayling, the Minister for transport, will make
:09:28. > :09:30.the decision. There may be some news in the Autumn Statement, but it
:09:31. > :09:35.could be pushed into the long grass after that.

:12:16. > :12:17.from the Forget Me Not children s hospice since pregnancy,
:12:18. > :12:21.Our health correspondent, Jamie Coulson, reports.
:12:22. > :12:28.Baby Shalome is about to celebrate her first birthdax.
:12:29. > :12:32.It's a significant milestond for a child who was initially
:12:33. > :12:37.thought might be stillborn or only survive a short time after birth.
:12:38. > :12:39.It was during a 20-week scan her parents were first told
:12:40. > :12:44.there were significant development problems with her brain.
:12:45. > :12:45.Subsequent tests suggested that if Shalome did survive,
:12:46. > :12:53.We were told she'd have one eye one nostril, possibly a mouth.
:12:54. > :12:55.When you're told that your child is incompatible with life,
:12:56. > :13:01.Shalome's parents refused a termination and their little girl
:13:02. > :13:05.was born last November with plans not to resuscitate.
:13:06. > :13:08.But one week later she was transferred home and her parents say
:13:09. > :13:15.We have moments where we think is this it?
:13:16. > :13:18.Sometimes you wonder if she's better being at peace
:13:19. > :13:22.because it breaks your heart when she's in pain.
:13:23. > :13:26.But we wouldn't change this for the world.
:13:27. > :13:30.When you see how much she lhghts up with attention and a bit of love
:13:31. > :13:34.and just being looked at and being held, it's amazing
:13:35. > :13:37.Shalome's family have been supported throughout by
:13:38. > :13:40.the Forget Me Not Children's Hospice in Huddersfield, which looks
:13:41. > :13:47.Nurses specialise in helping families who are given a devastating
:13:48. > :13:50.diagnosis through the pregn`ncy birth and sometimes death
:13:51. > :13:56.Sadly, the diagnosis of a b`by, we are unable to change that,
:13:57. > :14:00.but we are able to offer thdm support 24 hours a day
:14:01. > :14:03.from the point of diagnosis all the way through their journey,
:14:04. > :14:10.So far, the specialist nursds in the team here have
:14:11. > :14:17.helped around 80 families during pregnancy and after birth.
:14:18. > :14:19.But they estimate they are probably only reaching about 25%
:14:20. > :14:31.We have that foresight to know we won't have her forever,
:14:32. > :14:34.but at least we can prepare ourselves for that and the hospice
:14:35. > :14:42.It's unlikely she'll ever w`lk or talk, and her condition
:14:43. > :14:56.But in her short life, Shalome has defied expectathons
:14:57. > :15:02.Happy birthday! They do somd wonderful work there, I vishted a
:15:03. > :15:06.couple of years ago the Children in Need and it is a remarkable place.
:15:07. > :15:08.A brave little girl and we wish her well for the future.
:15:09. > :15:11.The fall in the value of thd pound following the EU referendum has made
:15:12. > :15:14.it more expensive for us to go on holiday, but in terms
:15:15. > :15:17.of business, there are winndrs and losers here in Yorkshird.
