0:00:02 > 0:00:06Welcome to Look North.

0:00:06 > 0:00:08The main news from around Yorkshire today...

0:00:08 > 0:00:13The Chancellor building on his budget promises in Yorkshire today.

0:00:13 > 0:00:20The Yorkshire farmer warning owners to keep dogs under control

0:00:20 > 0:00:22after her sheep are mauled in a vicious attack.

0:00:33 > 0:00:34Thank you for joining us this lunchtime.

0:00:34 > 0:00:37The Chancellor and the Prime Minister have been in Leeds

0:00:37 > 0:00:39this morning talking up yesterday's budget.

0:00:39 > 0:00:41Phillip Hammond promised the government will build more

0:00:41 > 0:00:43houses, so they came to Leeds College of Building to see

0:00:43 > 0:00:48how that would happen.

0:00:48 > 0:00:58Our political editor James Vincent reports.

0:01:00 > 0:01:03An early start for the Chancellor and Prime Minister today and,

0:01:03 > 0:01:06depending on who you talk to, they were here promoting

0:01:06 > 0:01:11or defending the budget.

0:01:11 > 0:01:13There was a big package yesterday that will

0:01:13 > 0:01:15increase the number of houses being built,

0:01:15 > 0:01:16it will stimulate the

0:01:16 > 0:01:19house-building sector.

0:01:19 > 0:01:21At Leeds College of Building, more houses is

0:01:21 > 0:01:22good news for them.

0:01:22 > 0:01:24They are providing the apprentices that will

0:01:24 > 0:01:25put those houses together.

0:01:25 > 0:01:27There is a commitment behind the changes to

0:01:27 > 0:01:30planning and all the rest of it that the companies we are supporting

0:01:30 > 0:01:34just need the certainty and the clarity

0:01:34 > 0:01:38of what is happening so they have confidence to take on apprentices

0:01:38 > 0:01:41that we can hopefully train and get ready for the future and future

0:01:41 > 0:01:42workforce.

0:01:42 > 0:01:46Philip Hammond also told the press he wasn't punishing

0:01:46 > 0:01:51Yorkshire for not agreeing a devolution deal.

0:01:51 > 0:01:53Half of his new transforming cities fund will be

0:01:53 > 0:01:58available for places that have regional mayors.

0:01:58 > 0:02:00We do not have one but the Chancellor said York, and

0:02:00 > 0:02:04Leeds can bid for some of that money.

0:02:04 > 0:02:07The Chancellor and his boss do not necessarily agree on Brexit but

0:02:07 > 0:02:09she was on hand to help him out this morning.

0:02:09 > 0:02:11That is why we're putting more financing support into the

0:02:11 > 0:02:21housing market.

0:02:24 > 0:02:32Ensure councils will build council homes and we have the brick layers,

0:02:32 > 0:02:34layers, the electricians

0:02:34 > 0:02:43that we need for the future.

0:02:43 > 0:02:44Presumably, built in Yorkshire those

0:02:44 > 0:02:48houses will be both strong and stable.

0:02:48 > 0:02:50It's understood that Leeds' bid to host the European Capital

0:02:50 > 0:02:52of Culture in 2023 has been scuppered.The European Comission has

0:02:52 > 0:02:55written a letter stating that bids from the UK will not be considered.

0:02:55 > 0:02:58Leeds city council says it's aware of the letter

0:02:58 > 0:02:59and is looking into the claims.

0:02:59 > 0:03:02Four other UK cities were in the running and a decision

0:03:02 > 0:03:05had been expected next week.

0:03:05 > 0:03:08A High Court judge has ruled than an injunction obtained

0:03:08 > 0:03:14by energy giant Ineos prohibiting slow walking and other obstruction

0:03:14 > 0:03:18at its shale gas sites can continue.

0:03:18 > 0:03:21The environmental campaigners

0:03:21 > 0:03:24had urged the judge to scrap it, saying it was draconian

0:03:24 > 0:03:27but following a hearing last month the judge has today announced it

0:03:27 > 0:03:29will remain with one change.

0:03:29 > 0:03:32Ineos has put in a planning application to test drill at a site

0:03:32 > 0:03:34at Marsh Lane in North Derbyshire.

0:03:34 > 0:03:38A farmer from Leeds is calling on dog owners to be more responsible

0:03:38 > 0:03:42after seven of her rare breed sheep were mutilated.

0:03:42 > 0:03:45The vicious attack happened on farmland near Adel and four

0:03:45 > 0:03:49of the animals had to be put down.

0:03:49 > 0:03:54The farmer shared the shocking images of the wounded sheep

0:03:54 > 0:03:57on social media, hoping it will make dog owners think before

0:03:57 > 0:03:59they let their pets off the lead around livestock.

0:03:59 > 0:04:02You may find some of the images in this report upsetting.

0:04:02 > 0:04:07Michelle Lyons has more.

0:04:07 > 0:04:09Nicky Burrow's family have been farming here from more

0:04:09 > 0:04:15than half a century.

0:04:15 > 0:04:21Nicky Burrow's family have been farming here for more

0:04:21 > 0:04:25She bought a dozen rare breed sheep six years ago and now has 200.

0:04:25 > 0:04:30Her flock were grazing in a field when a member of the public

0:04:30 > 0:04:31alerted her to a dying ewe.

0:04:31 > 0:04:34Nicky believes the dog strayed off a nearby path

0:04:34 > 0:04:35and attacked seven of her sheep.

0:04:35 > 0:04:38Four were so badly injured they had to be put down.

0:04:38 > 0:04:40We had one ewe with her ear torn off.

0:04:40 > 0:04:43Half of her face was quite badly mangled.

0:04:43 > 0:04:45She was still alive and running about.

0:04:45 > 0:04:48We had to load her up on the trailer for when the vet came.

0:04:48 > 0:04:51We had another two with a lot of ripping injuries to the nose.

0:04:51 > 0:04:53The noses had been completely ripped apart.

0:04:53 > 0:05:00Nicky posted images of her mutilated sheep on social media to shame

0:05:00 > 0:05:03the dog owner And to raise awareness just how brutal a dog attack can

0:05:03 > 0:05:04be.

0:05:04 > 0:05:06But she has heard nothing back and is now concerned

0:05:06 > 0:05:07it may happen again.

0:05:07 > 0:05:11We did not see the dog and we have had no contact from the owner.

0:05:11 > 0:05:13They have just literally clipped their dog on the

0:05:13 > 0:05:15lead and walked off.

0:05:15 > 0:05:21There is no way they did not know what this dog has done,

0:05:21 > 0:05:26it was going to be covered in blood and they just walked away from it.

0:05:26 > 0:05:31Last year 1,000 dog worrying incidents were reported.

0:05:31 > 0:05:33to the national farmers' union across the country.

0:05:33 > 0:05:39Costing the industry £1.3 million.

0:05:39 > 0:05:42Such attacks are a criminal offence and dog owners can

0:05:42 > 0:05:43be fined up to £1000.

0:05:43 > 0:05:47We own into the woodland down there which is where the footpath is.

0:05:47 > 0:05:49We believe the dog came up, out of the woodland.

0:05:49 > 0:05:53I will show you the field where it happened.

0:05:53 > 0:05:56They have put years of work into producing the best livestock,

0:05:56 > 0:05:57best breeding quality.

0:05:57 > 0:06:00And obviously attacks like this, they wipe out years worth of work.

0:06:00 > 0:06:01That does have an emotional consequence.

0:06:01 > 0:06:03This is a farmer's livelihood.

0:06:03 > 0:06:07Many of the ewes were pregnant at the time of the attack and Nicky

0:06:07 > 0:06:08won't know until they are scanned in January

0:06:09 > 0:06:10whether the lambs have survived.

0:06:10 > 0:06:13So, the stress continues into the new year and there is always

0:06:13 > 0:06:21the worry the dog may return.

0:06:21 > 0:06:24An exclusive screening of the Doctor Who Christmas episode -

0:06:24 > 0:06:26will be taking place in York and Bradford over the next

0:06:26 > 0:06:34month.

0:06:34 > 0:06:40I am a doctor.I am the doctor.

0:06:40 > 0:06:43The final appearance of Peter Capaldi -

0:06:43 > 0:06:47as the Doctor - will be shown on BBC One on Christmas Day.

0:07:10 > 0:07:11have been announced.

0:07:11 > 0:07:12The Music of Black Origin awards

0:07:12 > 0:07:16is returning to the city for the first time since 2015.

0:07:16 > 0:07:184music presenter Maya Jama will be the youngest person

0:07:18 > 0:07:21ever to host the MOBOs - when she takes to the stage

0:07:21 > 0:07:24alongside former JLS member Marvin Humes.

0:07:24 > 0:07:27A quick look at some of last night's football now.

0:07:27 > 0:07:29I'm afraid Leeds United are licking their wounds today,

0:07:29 > 0:07:32after a heavy four-one defeat, away at Championship leaders

0:07:32 > 0:07:37Wolves.

0:07:37 > 0:07:40The home side powered their way to a 2-0

0:07:40 > 0:07:42half-time advantage, before Leeds really got going.

0:07:42 > 0:07:45Things looked more promising when Alioski struck for Leeds

0:07:45 > 0:07:47with a great volley early in the second half.

0:07:47 > 0:07:52But from 2-1 down, United ended up conceding twice

0:07:52 > 0:07:54again before the end, and slumped to an eigth

0:07:54 > 0:07:56loss of the season.

0:07:56 > 0:08:00At least Sheffield Wednesday managed to grab a 2-2 draw at Ipswich

0:08:00 > 0:08:05and we'll show you their goals on Look North tonight at 6.30.

0:08:05 > 0:08:09I bet you had maximum hairspray on yesterday.

0:08:09 > 0:08:10I bet you had maximum hairspray on yesterday. It is windy out there

0:08:10 > 0:08:20today. Blustery conditions but then it will start coming. There is the

0:08:20 > 0:08:25outlook for this afternoon. Some showers throughout Yorkshire. Mainly

0:08:25 > 0:08:29concentrated in the western parts, the heaviest of them. They are

0:08:29 > 0:08:36moving to parts of north Yorkshire. It better chance of seeing the

0:08:36 > 0:08:41brightness. Still quite breezy and blustery. Temperatures up to eight

0:08:41 > 0:08:47or nine Celsius. Tonight, this is when the story changes. We lose

0:08:47 > 0:08:52those showers, they tend to fizzle out. We may catch a little sweet or

0:08:52 > 0:08:57snow shower on the Pennines. You can see a blue-collar developing. That

0:08:57 > 0:09:01is where we are expecting the temperatures to go down below

0:09:01 > 0:09:08freezing in rural parts. Three Celsius around town. It will be

0:09:08 > 0:09:12bright and plenty of the sunshine. Actually, we should hang onto it

0:09:12 > 0:09:18throughout the day. Feeling cold. Five verse six Celsius our highs.

0:09:18 > 0:09:23Low-pressure heading in here. Cold air from the north. Temperatures go

0:09:23 > 0:09:31down the stairs over the next couple of days. I love that analogy.

0:09:31 > 0:09:33Goodbye.
