:00:44. > :00:51.gone. A growing pile of floral tributes to the 16-year-old boy

:00:52. > :00:57.remains. Many have clearly been laid by other young people remembering a

:00:58. > :01:01.close friend. In a series of tweets, Leeds MP Richard Burden sent his

:01:02. > :01:06.condolences to the family -- victim's family and friends. He said

:01:07. > :01:10.it was a shock to a wonderful and strong community. In an unhappy

:01:11. > :01:14.coincidence, another murder investigation has begun just over

:01:15. > :01:18.half a mile away. House-to-house enquiries are under way after police

:01:19. > :01:22.were called here in the early hours of this morning by the ambulance

:01:23. > :01:26.service. They found a man with serious injuries who died a short

:01:27. > :01:30.time later. Four men and a woman have been arrested on suspicion of

:01:31. > :01:33.murder. They are still being questioned. Meanwhile, led this

:01:34. > :01:38.afternoon, police confirmed a 15-year-old boy questioned in

:01:39. > :01:39.relation to the death of the 16-year-old on Harehills Lane has

:02:35. > :02:39.the broken housing market. They say England needs 250,000 new homes a

:02:40. > :02:43.year. And we aren't building nearly enough. So how will the government

:02:44. > :02:48.kick-start a house-building revolution? It requires all local

:02:49. > :02:53.authorities to be a lot more realistic about local need. To

:02:54. > :02:56.assess that properly and honestly. Secondly, it diversifies the market.

:02:57. > :03:02.We need a lot more smaller independent builders. We also need

:03:03. > :03:06.new methods of construction. We also need to make sure that where local

:03:07. > :03:10.authorities do give planning permission, that planning permission

:03:11. > :03:13.actually turns into homes. Sajid Javid says he will keep protection

:03:14. > :03:18.on green belt land except where there are no other options for a

:03:19. > :03:22.house-building. But not everybody is convinced. Here in Sheffield, there

:03:23. > :03:25.is no local plan for how land can be used. It means developers can put in

:03:26. > :03:32.applications like on this land on the outskirts of the village of deep

:03:33. > :03:36.car. The green belt is up for review as part of the local planning

:03:37. > :03:41.process, and we don't yet know which areas will be proposed to be taken

:03:42. > :03:47.out of it. Sheffield should only grow outwards. That is our argument.

:03:48. > :03:53.If it is making the most use of its inner urban areas. Developers have

:03:54. > :03:56.problems, too. We have had issues with skills shortages. The hardest

:03:57. > :04:00.thing is getting young guys interested in coming into the
