:02:47. > :02:50.We need a lot more smaller, independent builders.

:02:51. > :02:54.We also need new methods of construction.

:02:55. > :02:57.Sajid Javid also says he'll keep protections on green belt land,

:02:58. > :03:00.except where there are no other options for house-building.

:03:01. > :03:04.Here in Sheffield, there is no local plan for how lands can be used.

:03:05. > :03:06.It means developers can put in applications

:03:07. > :03:15.for developments like on this land on the outskirts of Deepcar.

:03:16. > :03:18.The green belt in Sheffield is up for review as part

:03:19. > :03:21.of the local plan process, and we don't yet know which areas

:03:22. > :03:24.and which sites will be proposed to be taken out of the green belt.

:03:25. > :03:27.Our issue really here is that Sheffield should really only grow

:03:28. > :03:32.outwards if it's making the most use of its inner urban areas.

:03:33. > :03:35.The Government says its White Paper should clear some of the blockages

:03:36. > :03:38.that prevent homes being built at the rate they're needed.

:03:39. > :03:41.Labour said the White Paper is a damp squib, and will do little

:03:42. > :03:50.Before we get the forecast, snow has caused disruption on higher
