:00:09. > :00:10.Hospitals in Yorkshire are paying out more than ever

:00:11. > :00:13.on temporary health care staff, despite the introduction

:00:14. > :00:17.of a Government cap on how much they can spend.

:00:18. > :00:22.is spending three times the amount it was five years ago.

:00:23. > :00:28.Mealtime at Harrogate District Hospital, but is this kind of

:00:29. > :00:31.familiarity becoming a thing of the past?

:00:32. > :00:34.The trust which runs the hospital is one of many in the

:00:35. > :00:36.region to see an increase in spending

:00:37. > :00:40.Harrogate and District NHS trusts on increase in spending on

:00:41. > :00:44.agency staff of around 42% over five years.

:00:45. > :00:48.But even that was one of the smaller increases.

:00:49. > :00:50.Freedom of information requests submitted by the BBC

:00:51. > :00:53.show that some trusts have seen huge rises in temporary staff

:00:54. > :00:59.Calderdale and Huddersfield NHS Trust has seen its spend

:01:00. > :01:05.on agency medical staff rise by 212% to more than ?19 million.

:01:06. > :01:07.The Mid Yorkshire trust, one of the region's biggest,

:01:08. > :01:12.has seen the total rise 235% to ?29 million.

:01:13. > :01:15.The NHS introduced caps in late 2015 not only the amount

:01:16. > :01:19.hospitals could spend on agency health care staff but also on the

:01:20. > :01:21.amount agencies were allowed to charge the NHS for

:01:22. > :01:26.A move welcomed by the Harrogate trust.

:01:27. > :01:28.We've got a real focus on recruitment of staff to

:01:29. > :01:31.make sure we're filling up our establishment and also we have

:01:32. > :01:34.less reliance on temporary and agency staff.

:01:35. > :01:37.But some think the cap is nothing more than a sticking plaster

:01:38. > :01:40.that doesn't address deeper problems within NHS staffing.

:01:41. > :01:45.They don't deal with the underlying issue, which is around the retention

:01:46. > :01:52.The only reason we have agency staff in the first place

:01:53. > :01:56.is because we don't have enough permanent staff.

:01:57. > :01:59.The NHS says agency spending has fallen in three quarters

:02:00. > :02:03.of hospital trusts and that that's saved ?600 million

:02:04. > :02:05.nationally, however as our research has shown, in Yorkshire

:02:06. > :02:11.the spending for many of temporary staff is still far too high.

:02:12. > :02:15.Police are investigating the death of a man whose body was found

:02:16. > :02:19.Officers were called to the property in the Quarmby Road

:02:20. > :02:24.The house is sealed off but it's not known at this stage whether

:02:25. > :02:31.Today was the deadline to apply to be the new head of York Minster's

:02:32. > :02:33.bell tower following a row last year.

:02:34. > :02:35.Bosses at the Minster sacked the team of bell ringers

:02:36. > :02:39.after a disagreement about how to keep staff safe.

:02:40. > :02:42.The row meant the bells were silent over Christmas

:02:43. > :02:46.for the first time in 600 years.

:02:47. > :02:49.Relatives have launched a campaign to try to stop the closure

:02:50. > :02:52.of a council-run care home in Bradford.

:02:53. > :02:57.at the specialist Holme View dementia unit because the authority

:02:58. > :03:03.But hundreds have signed a petition to keep it open.

:03:04. > :03:10.A bitterly cold Bradford day, leaden skies and biting winds.

:03:11. > :03:13.Inside Holme View care home, it's warm and comfortable,

:03:14. > :03:16.but this specialist dementia unit could be closed down

:03:17. > :03:22.It's a frightening prospect for the families of those who use it.

:03:23. > :03:25.Here we've got a fine home, everybody's settled,

:03:26. > :03:30.If there's any thought of moving,

:03:31. > :03:33.which none of them really are aware of, I really don't know

:03:34. > :03:39.To even begin to think about what might happen if the

:03:40. > :03:43.likes of my cousin and some of the other residents,

:03:44. > :03:45.our loved ones, are moved from here, the consequences

:03:46. > :03:50.A petition against the closure has so far

:03:51. > :03:55.It was set up by relatives of people in the home

:03:56. > :03:59.who have also started an action group to fight the plans.

:04:00. > :04:03.It's people out there that have also got relatives

:04:04. > :04:06.with dementia that would possibly be looking for care.

:04:07. > :04:09.22 people currently call this place home with another ten using its

:04:10. > :04:14.services and it's been rated good by the Care Quality Commission.

:04:15. > :04:15.But the issue isn't its performance,

:04:16. > :04:21.Bradford Councillor Val Slater told us today

:04:22. > :04:23.that when this home was originally constructed, building specification

:04:24. > :04:26.standards were quite different and that to

:04:27. > :04:30.upgrade it now would cost a lot of money and inconvenience.

:04:31. > :04:32.What will actually happen to Holme View care home

:04:33. > :04:40.in the future will be decided on in the summer.
