:00:56. > :00:59.Wednesday's Midlands Today from the BBC. Tonight, the devastated father

:00:59. > :01:04.of one of three men killed on a second night of violence in

:01:04. > :01:07.Birmingham asks, "What's happening to the whole of England?" The men

:01:07. > :01:15.were hit by a car in Winson Green as they protected property shortly

:01:15. > :01:19.after one o'clock this morning. The Prime Minister described it

:01:19. > :01:25.this morning as a truly dreadful incident. They were taken to

:01:25. > :01:31.hospital, where about 200 people gathered outside. The father

:01:31. > :01:34.appealed for calm on the streets tonight.

:01:34. > :01:36.There was violence and looting in Birmingham, Wolverhampton and West

:01:36. > :01:41.Bromwich last night. West Midlands Police made 163 arrests, which

:01:41. > :01:43.takes the total to around 300. Chief Constable Chris Sims said

:01:43. > :01:46.today he has in excess of a thousand public order trained

:01:46. > :01:49.officers at his disposal. Earlier today, Mr Sims said he had

:01:49. > :01:55.no plans to change the tactics his officers were currently using, but

:01:55. > :02:01.said he would like more officers on the streets.

:02:01. > :02:07.Let me reassure people that our tactics are strong, we are putting

:02:07. > :02:12.people before courts and that I do not feel in any mood to ask for a

:02:12. > :02:16.different and additional resource. What I do need is additional police

:02:16. > :02:18.officers because of the geography of what we are dealing with.

:02:18. > :02:21.The violence has led to many Birmingham shops and businesses

:02:21. > :02:27.closing early for a second day. Mary Rhodes is in the city centre

:02:27. > :02:32.now, Mary, this must be having a major economic impact?

:02:32. > :02:39.It certainly is. The Birmingham Chamber of Commerce said this loss

:02:39. > :02:43.of revenue has cost the city to �0.5 million a date. They have

:02:44. > :02:49.reported loss of revenue of 50% and trade is down across pubs,

:02:49. > :02:54.restaurants and shops, as businesses close early to protect

:02:54. > :02:58.staff and property. And it was similar today as shops closed

:02:58. > :03:05.Keighley, including the Birmingham Bull Ring, which closed before 4pm

:03:05. > :03:09.-- closed earlier. Along New Street, signs of shifting

:03:09. > :03:15.up. Word spread from one business to another and they decided to play

:03:15. > :03:21.it safe. We are to close at 4pm on the general advice of people around

:03:21. > :03:25.us. The boring is closing, so it is probably precautionary but we have

:03:25. > :03:30.to -- the Bull Ring shopping centres. Mid-to-late afternoon,

:03:30. > :03:35.people do not want to be around. And it was not just shop owners

:03:35. > :03:40.frustrated. The fact all the shops are closing seems a little dramatic.

:03:40. > :03:45.I would rather get home safely than be in town where it gets nasty.

:03:45. > :03:51.Keep doing what we are doing and living as we are, at no point

:03:51. > :03:55.stopping everything because of the rioters. It was well before 4pm as

:03:55. > :04:00.we headed to the Bull Ring shopping centre and it was closed with

:04:00. > :04:05.barriers inside the doors. A police presence had strengthened on the

:04:05. > :04:10.street and around. Rush hour started early as people headed home

:04:10. > :04:15.to clear the streets of the city's. And this evening, the Institute of

:04:15. > :04:23.Asian Businesses has said that Birmingham's Asian business

:04:23. > :04:26.community condemns unreservedly the action of the rioters. Nasir Aswan,

:04:26. > :04:28.who's president of the institute, said in a statement: "We will unite

:04:28. > :04:30.to eradicate this menace and ensure that Birmingham retains the

:04:30. > :04:35.friendly, open-for-business reputation that it enjoys

:04:35. > :04:40.globally." I can tell you from here that traffic is gridlocked trying

:04:40. > :04:44.to get out of the city. It is free on the way in but a lot of police

:04:44. > :04:50.vans have headed into the city this evening. I will be back later for a

:04:50. > :04:56.further update. News of the death of three men in

:04:56. > :05:00.the Winson Green area of Birmingham. Our reporter has been talking to

:05:00. > :05:04.shocked families. Three young men were not down here

:05:04. > :05:10.by a car that did not stop. They have been named as 31-year-old

:05:10. > :05:18.Abdul Mussavir and his brother Shazad Ali. Also with them at

:05:18. > :05:23.Haroon Jahan, 21. This mobile phone footage captured the moment just

:05:23. > :05:28.after the car sped away. The three friends had been here because they

:05:28. > :05:33.had been worried about security at the businesses along Dudley Road.

:05:33. > :05:37.The father of Haroon Jahan spoke of his family's last. I cannot

:05:37. > :05:41.describe to anyone what it feels like to lose your son. He was

:05:42. > :05:51.working with me at one time recently and he left, he got a job

:05:52. > :05:52.

:05:52. > :05:57.as a mechanic. Just down the road. I miss him. I miss him deeply. But

:05:57. > :06:02.like I said before, a day from now, maybe two days, the whole world

:06:02. > :06:06.will forget him and nobody will care. There was solidarity and

:06:06. > :06:11.sympathy for the family last night. Outside the City Hospital. Then

:06:11. > :06:17.next door neighbour expressed her support. A fine young man, trying

:06:17. > :06:22.to just protect our homes. Just to protect our homes, it is just, this

:06:22. > :06:27.journey people have taken his mindless and. Us. It is mindless

:06:27. > :06:32.and pointless and is getting beyond a joke. We need to stand together

:06:32. > :06:37.and fight for peace, because this is England. Forensics experts have

:06:37. > :06:42.spent all day at the scene as police appealed for calm. Police

:06:42. > :06:45.say this is a complicated inquiry and facts are still emerging. They

:06:45. > :06:50.say communities should trust police to protect them and have asked

:06:50. > :06:56.people to act with a sense of cool calculation. A police car was used

:06:56. > :07:01.today to carry out skit tests. It came as community workers awake for

:07:01. > :07:05.hours in tribute. We just need to give families time to grieve and

:07:05. > :07:10.communities time to heal and hopefully people empowered to stand

:07:10. > :07:19.back and listen. Tonight, as a community Greaves, there were

:07:19. > :07:23.renewed calls for restraint and, reflection. -- and reflection. And

:07:23. > :07:30.our reporter is at the scene in Winson Green. How have the wider

:07:30. > :07:35.community reacted today? There has been the universal shock

:07:35. > :07:43.and sympathy and degrees felt hurt on behalf of the family, expressed

:07:44. > :07:48.by friends, and family members. And exasperation also at the violence

:07:48. > :07:54.and disorder in Birmingham and elsewhere, and the atmosphere in

:07:54. > :07:59.the city in the last few days. And I think we cannot get away from the

:07:59. > :08:03.fact there is also trepidation about what the future might hold,

:08:03. > :08:07.and those very strongly worded pleas for calm.

:08:07. > :08:11.They have been meetings held in the area, what happened? -- there have

:08:11. > :08:16.been. Meetings have been held throughout

:08:16. > :08:22.the day and attended by politicians, faith leaders, community leaders,

:08:23. > :08:27.the police. We were at one of those meetings held at a school down the

:08:27. > :08:33.road and the feelings were running very high. Their work and passion

:08:33. > :08:39.speeches. The hope is people will have listened to those speeches and

:08:39. > :08:43.there will be calm not just tonight but also over the forthcoming days.

:08:43. > :08:46.Thank you very much indeed. Shopkeepers in the Black Country

:08:46. > :08:48.say they've lost hundreds of thousands of pounds after mobs

:08:48. > :08:50.rampaged through the streets of Wolverhampton and West Bromwich

:08:50. > :08:53.last night. Businesses were attacked with hammers, and then

:08:53. > :09:03.looted. A clean-up operation involving young people from the

:09:03. > :09:07.community got underway today, as Bob Hockenhull reports. The

:09:07. > :09:10.disorder is another blow for small business -- for small businesses

:09:10. > :09:13.struggling to survive. Shops like this jewellers in

:09:13. > :09:15.Wolverhampton -established for 40 years - bore the brunt when a crowd

:09:15. > :09:23.went on the rampage smashing windows with hammers and stealing

:09:23. > :09:27.merchandise. We are trying to help as soon as possible. I just do not

:09:27. > :09:34.know, I honestly do not know what we will do. There is no money

:09:34. > :09:37.coming in. I have got to pay wages, staff. It might be the end of us.

:09:37. > :09:40.Youths took to the street both in Wolverhampton and in West Bromwich,

:09:40. > :09:42.causing trouble and forcing shops to shut early and lose trade. But

:09:42. > :09:49.one brave hairdresser in Wolverhampton stood up to the

:09:49. > :09:55.looters - stopping them from attacking her salon.

:09:55. > :09:59.There was a group of 300 or 400 children coming and one girl with a

:09:59. > :10:03.hammer smashing the windows while the guys kicked the windows through,

:10:03. > :10:07.and they were coming here and standing here and swearing. If you

:10:07. > :10:13.are not touching my shop, I said! They were telling me not to swear

:10:13. > :10:20.while they were smashing up the shops, so I did this. Not my shop,

:10:20. > :10:23.please! They were shot and left me alone. -- shocked. It was a very

:10:23. > :10:26.different crowd that took to the streets in Wolverhampton this

:10:26. > :10:29.morning. Armed with only brushes and pans, the group of mainly young

:10:29. > :10:32.people offered to help traders clear up. I felt like doing a nice

:10:32. > :10:38.thing because youths were doing it lasts night writing and being a

:10:38. > :10:43.menace, so we are being the nice side of the youths -- rioting.

:10:43. > :10:48.Everybody on Facebook and Twitter last night were concerned about

:10:48. > :10:53.everybody. Most of the city's streets have been cleaned up, but

:10:53. > :10:56.by coming together like this, young people feel they are giving

:10:56. > :10:59.businesses in the city a sense of reassurance. And reassurance was

:10:59. > :11:02.something the Shadow Home Secretary sought to give the people of West

:11:02. > :11:06.Bromwich, as she came to witness the aftermath of last night's

:11:06. > :11:11.disorder for herself. People are saying, I love Sandwell,

:11:11. > :11:15.that is coming out from people wanting to stand up against this

:11:15. > :11:19.violence, Africa's it is unacceptable. These are criminal

:11:19. > :11:22.elements are damaging the community and also people's livelihoods.

:11:22. > :11:26.trade, damaged shops, stolen stock - but there was one business in the

:11:26. > :11:29.Black Country not worrying about a drop in profits.

:11:29. > :11:36.Obviously, we will wait -- we will make money had a bit but it is

:11:36. > :11:40.still not good, really not good. -- ahead of it. Not a Glaser would

:11:40. > :11:43.wish it to happen. Because, after all, this is an image which surely

:11:43. > :11:45.must be bad for all businesses in the long run.

:11:46. > :11:48.The Prime Minister has been in Wolverhampton and in Birmingham

:11:48. > :11:53.this afternoon, meeting the police, business leaders and residents in

:11:57. > :12:00.what he called the "fightback" begins. Well, our political editor,

:12:00. > :12:09.Patrick Burns was there and he joins us now. Patrick, what did he

:12:09. > :12:13.mean by that? He means by a fight back, the eye-

:12:13. > :12:17.catching elements are that COBRA has given its authority for the use

:12:17. > :12:21.with 24 hours' notice of water cannon for the first time on the

:12:22. > :12:27.streets of mainland UK. It was seen in Northern Ireland last month.

:12:27. > :12:33.Another aspect is a reaffirmation of the police powers, in extreme

:12:34. > :12:37.circumstances, to use baton rounds, formerly known as plastic bullets.

:12:37. > :12:42.Police have been remarkably reluctant to use these two things

:12:42. > :12:46.because they are considered to be only in extreme circumstances, and

:12:46. > :12:50.to change the nature of policing in this country. So it is not

:12:50. > :12:55.something likely taken. Earlier today, the Prime Minister said he

:12:55. > :12:59.did not want to see London lot down. I put it to him that is exactly

:12:59. > :13:03.what has been happening in Birmingham. The first priority is

:13:03. > :13:10.to increase the number of police on the streets to reclaim them for the

:13:10. > :13:13.law abiding and to absolutely make it clear these looters and thieves

:13:13. > :13:20.are arrested and prosecuted and convicted and imprisoned. That

:13:20. > :13:25.needs to happened -- to happen and it will be much easier for up

:13:25. > :13:28.centres to get back to normal and police numbers can come back down

:13:29. > :13:33.and Birmingham will be the great city we want it to be. Parliament

:13:33. > :13:39.has been recalled tomorrow, how significant is that and what can we

:13:39. > :13:43.expect? It is a mark of the extreme gravity of the position we are in.

:13:43. > :13:48.For the last time Parliament was recalled in the middle of a summer

:13:48. > :13:53.recess, you have to go back to 2002 at the time of the start of the

:13:53. > :13:58.Iraq war. And before that, to the attack on the twin towers and

:13:58. > :14:04.threat of international terrorism after 9/11, so it is a mark of the

:14:04. > :14:08.extreme position we are in. And we can expect a debate about this

:14:08. > :14:13.aspect of the policing side of it, the cost that will attach to it at

:14:13. > :14:18.the time when the government has very little cash to play with, so I

:14:18. > :14:24.expect it to be a very sombre occasion tomorrow. We have heard

:14:24. > :14:31.from some MPs who are concerned, how concerned our MPs and the Black

:14:31. > :14:36.Country? Deep concern. We have used expressions like mindless

:14:36. > :14:42.criminality. Andrew Mitchell, a member of the Cabinet, said, the

:14:42. > :14:45.full force of the law will be brought to bear on this. But we

:14:45. > :14:51.will also hear discussion in the House of Commons about the question

:14:51. > :14:55.of the causes, whether there is an element of a completely

:14:55. > :14:59.disconnected under class here, whether there is any link to the

:14:59. > :15:02.cuts, very contentious and debate of these were some would say on

:15:02. > :15:06.decent people who protest peacefully. Thank you very much

:15:06. > :15:09.indeed. Elsewhere, 12 people were arrested in Worcestershire, after

:15:09. > :15:15.cars were set alight in Redditch and Worcester. In Coventry, nine

:15:15. > :15:17.people were arrested after unrest in the Cheylesmore area of the city.

:15:17. > :15:26.There were also disturbances in Gloucester, where police were

:15:26. > :15:30.attacked with rocks and bottles, as Steve Knibbs reports. And with no

:15:30. > :15:33.apparent shame, some of those in the Gloucester riots last night

:15:33. > :15:39.posed for a camera. Around 50-60 rioters fought running

:15:39. > :15:45.battles with the police along Barton Street. Copycat crimes

:15:45. > :15:53.triggered by disturbances across the UK. Gloucester's Chief

:15:53. > :15:56.Constable cut short his holiday to see the damage for himself. The

:15:56. > :16:00.Chief told me they'll make sure those responsible are brought to

:16:01. > :16:04.justice. These people have come onto the streets and committed

:16:04. > :16:09.criminal acts, and the only people they are hurting of the community,

:16:09. > :16:13.so it is very disappointing. And I am very clear we want to make sure

:16:13. > :16:17.the streets are safe and that people who commit these criminal

:16:17. > :16:22.acts need to understand we will be looking to rest them and put them

:16:22. > :16:27.before the courts. And it has not taken place long. 14 people have

:16:27. > :16:33.been arrested, some as young as 16. This man was taken into custody on

:16:33. > :16:37.suspicion of burglary after this newsagents was broken into, the

:16:37. > :16:41.only incidents of looting related to last night's violence. The clean

:16:42. > :16:45.up this morning was swift. Apart from the burnt-out shell of a

:16:45. > :16:54.disused building, there was little sign of the trouble. But there was

:16:54. > :17:01.anger. Little kids breaking down people businesses. This community

:17:01. > :17:04.is a good community and whoever is doing this, they are sick idiots!

:17:04. > :17:08.The people here are not complacent but they are hoping that tonight,

:17:08. > :17:15.those intent on causing trouble have got the message and will keep

:17:15. > :17:17.away. Pictures of the riots from a small

:17:17. > :17:23.community television station based in Birmingham have been beamed

:17:23. > :17:26.around the world. Sangat TV, unheard of by most

:17:26. > :17:29.people just a few days ago, has taken viewers right to the heart of

:17:29. > :17:37.the disorder with their own unique style of reporting and message for

:17:37. > :17:40.calm. Joanne Writtle reports. As the full horror of writing unfolded,

:17:40. > :17:46.a little-known TV station followed the action, with reporters

:17:46. > :17:50.expressing their anger. I do not care if I raise my life because it

:17:51. > :17:53.is about humanity! -- will lose my life. It is difficult what is

:17:53. > :17:55.happening! Sangat Television at Edgbaston in

:17:55. > :17:57.Birmingham is a charity-run station which normally broadcasts

:17:58. > :18:03.community-based programmes, often in the Sikh community. When you see

:18:03. > :18:13.some of what was going on, you do get emotional. And you say, this is

:18:13. > :18:14.

:18:14. > :18:19.totally wrong what is happening here. We are helping the community,

:18:19. > :18:23.there you go. As you can see, this is what we need to do for the

:18:23. > :18:28.community. The police are doing their job and protecting us. You

:18:28. > :18:33.can see it live footage, this is another live exclusive footage and

:18:33. > :18:36.Sangat TV. The station normally broadcast community-based

:18:36. > :18:44.programmes. But in a complete departure, it followed the violence

:18:44. > :18:48.live to warn communities. We wanted to bring peace to the community and

:18:48. > :18:55.take misunderstanding out of what was happening. It was mainly just

:18:55. > :18:59.looting happening. This is an emergency radio broadcast.

:18:59. > :19:05.Meanwhile, as writing was breaking out for his second day, a youth

:19:05. > :19:10.radio station here at Highgate in Birmingham broadcast an appeal for

:19:10. > :19:14.calm. We would like to say please, please, stay out of it, stay at

:19:14. > :19:17.home and out of the scenes. Radio Youthology is run by volunteers and

:19:17. > :19:22.aired on the internet, with programmes aimed at 15 to 25 years

:19:22. > :19:29.olds. I am disgusted by it. Birmingham is our home and we live

:19:29. > :19:36.as one and it brings sadness for me personally to see people's homes

:19:36. > :19:40.and buildings being broken into. Back at Sangat TV, their attempts

:19:40. > :19:44.to help sometimes caused frustration. Are you listening to

:19:44. > :19:48.me? They cannot see down the road because you are blocking their

:19:48. > :19:54.vision. What on earth are you trying to do? I know you are trying

:19:54. > :20:01.to help us at... Overall, community television and radio took to the

:20:01. > :20:04.airwaves to appeal for peace. A lot of media interest around the world

:20:04. > :20:06.of what is happening here in the Midlands.

:20:34. > :20:37.Officer has been reassuring people in Birmingham not to be alarmed by

:20:37. > :20:42.a huge plume of smoke which appeared over part of the city

:20:42. > :20:46.today. It was generated by a huge fire at a scrap yard at the

:20:46. > :20:49.Hawksword Metal Recycling Plant in Nechells. The smoke could be seen

:20:49. > :20:55.from several miles away. The fire service wanted to make it clear

:20:56. > :21:00.that it is nothing to do with the current disturbances.

:21:00. > :21:04.The imagery from the Troubles has been a large fires and we are very

:21:04. > :21:08.concerned that people travelling across the M C think a big fire is

:21:08. > :21:13.going on in big -- in Birmingham and there is an issue, but there is

:21:13. > :21:17.not, this is normal business for us and we are putting this fire out.

:21:17. > :21:21.It produces a lot of smoke and a lot of people will see this and

:21:21. > :21:28.think of other connections. But it really is just normal business for

:21:28. > :21:30.Cricket now. Undeterred by the disturbances across Birmingham, the

:21:30. > :21:40.third test between England and India has been taking place at

:21:40. > :21:43.Edgbaston. Nick Clitheroe's there right now.

:21:43. > :21:46.The mood was upbeat around Edgbaston and there were only a few

:21:46. > :21:49.signs that security might have been stepped up for this match.

:21:49. > :21:52.Generally it appeared the fans couldn't wait for the latest

:21:52. > :21:57.chapter in an enthralling test saga. If England win, they'll go to

:21:57. > :22:01.number one in the world. They have played awesome and deserve to be
