:01:09. > :01:11.a "powerful and generous appeal for calm." That's how the West Midlands

:01:11. > :01:15.Chief Constable described a grieving father's appeal for an end

:01:15. > :01:18.to the violence, following the killing of his son. He also said he

:01:18. > :01:22.believed Tariq Jahan's dignified call for calm had stopped the

:01:22. > :01:25.tensions escalating. Haroon Jahan was killed in a hit

:01:25. > :01:29.and run along with brothers Shazad Ali and Abdul Musavir in Winson

:01:29. > :01:32.Green in Birmingham early yesterday morning. It was feared their

:01:32. > :01:36.murders - as they tried to protect businesses and properties from

:01:36. > :01:40.looters - could ignite more violence and rioting. Mary Rhodes

:01:40. > :01:43.reports. The tributes keep coming. Members

:01:43. > :01:46.of the community and people from outside the area continue to pay

:01:46. > :01:56.their respects to the three men who lost their lives on Wednesday

:01:56. > :02:04.

:02:04. > :02:09.morning. I feel it bad. Very emotional? I am. We just hope that

:02:09. > :02:13.everybody unites together, it does not matter what colour, whatever.

:02:13. > :02:18.Because this cyst a loss for no reason. Three innocent people, it

:02:18. > :02:21.is amazing this is happening. We have come to show our respect for

:02:21. > :02:25.the family. Two brothers, Shazad Ali and Abdul Musavir, and 21-year-

:02:25. > :02:27.old Haroon Jahan were killed after they were hit by a car. The Chief

:02:27. > :02:31.Constable of West Midlands Police, Chris Sims, met with Haroon's

:02:31. > :02:38.father this lunchtime. Yesterday, Tariq Jahan had appealed

:02:38. > :02:44.for calm. Today, at we stand here to breed

:02:44. > :02:50.with all the youths to remain calm for our communities to stand united

:02:50. > :02:55.-- to plead with a. Those words were so powerful, so hot felt, so

:02:55. > :02:59.spontaneous and generous that I think anyone that occurred them

:02:59. > :03:05.must have been moved it -- so heartfelt. And anyone who thought

:03:05. > :03:08.there was any mileage from continuing his cycle of violence in

:03:08. > :03:12.the name of those young men that died I think we'll have thought

:03:12. > :03:17.twice about it. It seems the call has, so far, been listened to. A

:03:18. > :03:22.vigil held late last night passed off peacefully. Sikhs and Muslims

:03:22. > :03:30.have been branded for many years at extremists and terrorists, yet

:03:30. > :03:33.there were more than 500 people and not one stone throne. The hooligans

:03:33. > :03:39.are no -- the hooliganism and extremism was around the UK. What

:03:39. > :03:44.did you ask the Chief Constable today? I said, how many more people

:03:44. > :03:49.have to die before this hooliganism has to come to an end? He said, we

:03:49. > :03:55.are working hard at this and soon it will come to an end. A brother

:03:55. > :04:01.this afternoon was left grieving. have only -- I am the only some

:04:01. > :04:07.left now, the backbone of the family, so I have to be strong in

:04:07. > :04:17.myself and not break in pieces. I have to clear the pieces there are

:04:17. > :04:17.

:04:17. > :04:19.broken back together again. sense of shock is still very raw in

:04:19. > :04:22.Winson Green, a community united in grief.

:04:29. > :04:33.Winson Green. Mary, what's the scene there tonight?

:04:33. > :04:38.Yes, detectives investigating the deaths of the three men killed here

:04:38. > :04:43.have today arrested three more men on suspicion of murder. And the 32-

:04:43. > :04:46.year-old man previously arrested has been bailed pending further

:04:46. > :04:51.enquiries. The mood all day has been of sorrow and grief and more

:04:51. > :04:56.people have been coming too late weeds and pay their respects.

:04:56. > :05:00.Family members have been down here this afternoon and gathering a lot

:05:00. > :05:04.of support from members of the community. Today, and was struck

:05:04. > :05:09.people were coming from outside Winson Green. And that sense of

:05:09. > :05:16.shock and grief and wanting to unite as a community. And it seems

:05:16. > :05:20.that call for calm from Tariq Jahan has been heeded and the hope here

:05:20. > :05:25.and in the wider community is that will also be apparent tonight, and

:05:25. > :05:30.there will be a second night of calm. The community is still deeply

:05:30. > :05:33.united in grief. Thank you from Winson Green.

:05:33. > :05:36.A quiet night on our streets, but a busy one in court. Magistrates sat

:05:36. > :05:39.throughout the night to deal with dozens of people accused of looting

:05:39. > :05:45.and violence during two nights of rioting across Birmingham and the

:05:45. > :05:48.Black Country. Almost a quarter of the cases involved children. Some

:05:48. > :05:51.offenders have already been jailed and sentenced. Let's go live now to

:05:51. > :05:54.Ben Godfrey at Solihull Magistrates Court, where the all-night sessions

:05:54. > :05:56.were held. Ben, this is very unusual to have an all-night

:05:57. > :06:01.sitting like this, isn't it? It is, what we saw overnight last

:06:01. > :06:07.night started at about 7:30pm and finishing at 6am today was a

:06:07. > :06:11.conveyor-belt of alleged criminality come -- or, at some

:06:11. > :06:16.admitted it and some did not. 20 people have been remanded in

:06:16. > :06:22.custody and some sentenced and some two told to come back. We are

:06:22. > :06:27.talking about burglary, theft, arson, between the ages of 14 and

:06:27. > :06:33.Tell us about some of those people that have been dealt with.

:06:33. > :06:38.Some of the cases include that of a 24-year-old man from Newtown in

:06:38. > :06:44.Birmingham who admitted handling stolen goods almost �5,000 worth of

:06:44. > :06:49.perfume from House of Fraser. He is awaiting sentence.

:06:49. > :06:54.Next, a man jailed for six months for looting a Birmingham newsagent

:06:54. > :06:59.of more than �3,500 worth of cigarettes. And a 15-year-old boy

:06:59. > :07:06.who cannot be identified for legal reasons charged with burglary, at

:07:06. > :07:10.items worth �20, he has been remanded in customer -- in custody.

:07:10. > :07:13.And I understand a 14-year-old girl has been arrested by police in

:07:13. > :07:17.Wolverhampton, she is being questioned and has been escorted by

:07:17. > :07:22.a family member to the police station he suspected her of

:07:22. > :07:27.stealing clothes. David Cameron once tough sentences,

:07:27. > :07:32.are magistrates responding? -- he wants. I have been to a

:07:32. > :07:37.number of cases where teenagers have been sent away with probation

:07:37. > :07:41.orders. One remanded in custody today. It is not just young people

:07:41. > :07:46.involved, through the courts over the last day, a 44-year-old man was

:07:46. > :07:50.charged with possession of a gas spray. Another look special court

:07:50. > :07:55.is sitting this evening in Birmingham, it is under way now and

:07:55. > :07:58.should finish by 9:30pm. Thank you very much indeed.

:07:58. > :08:00.On the day MPs were recalled to Westminster to debate the riots,

:08:01. > :08:03.politicians from our worst-affected areas have clashed over the

:08:03. > :08:05.Government's plans to cut police budgets. Our political editor,

:08:05. > :08:08.Patrick Burns, joins us from Westminster. Patrick, a lot of

:08:08. > :08:14.people saying tonight that it seems like madness to cut police numbers

:08:14. > :08:17.after these riots. Mr Cameron's reply is that if the

:08:17. > :08:26.police were thin on the ground, it's because they began by treating

:08:26. > :08:28.it as a public order issue rather than one of criminality. He

:08:28. > :08:32.promised the Commons that even after these economies, the police

:08:32. > :08:38.would be able to muster the sort of surge in numbers which we saw on

:08:38. > :08:45.the streets last night. But I put it to one of his Cabinet colleagues

:08:45. > :08:49.that this is a funny time to be cutting the police.

:08:49. > :08:53.The chief constable in them West Midlands has made it clear that he

:08:53. > :08:57.has adequate resources for policing -- the West Midlands. And there is

:08:57. > :09:02.no question, the Prime Minister has made clear he will reopen this

:09:02. > :09:05.issue. The key point here is to catch and prosecute those who have

:09:06. > :09:10.been involved in outrageous and discussed in the offences in

:09:11. > :09:15.Birmingham and across Britain. is the sort of strength of feeling

:09:15. > :09:17.on the opposition benches? Very strong indeed.

:09:17. > :09:20.Six local MPs - David Winnick, Richard Burden, Tom Watson, Pat

:09:20. > :09:24.McFadden and Rob Flello - lined up behind Labour's demands for the

:09:24. > :09:27.Government to reverse the cuts. And one MP whose constituency saw some

:09:27. > :09:30.of the most serious disorder told me Government promises to transfer

:09:30. > :09:39.police officers from the back office to the front line would be

:09:39. > :09:44.counter-productive. I think that is just absolutely

:09:44. > :09:49.unbelievable. And indeed, there has been a memorandum from the

:09:49. > :09:54.Warwickshire police League today inviting backroom staff to take

:09:54. > :09:58.voluntary redundancies with the clear indication that they will be

:09:58. > :10:03.replaced by police there are currently on frontline duties -- a

:10:03. > :10:06.leak. That to me demonstrates the fallacious nest of the Prime

:10:06. > :10:08.Minister's position. Is this one of those issues that

:10:08. > :10:12.could drive a wedge between the Coalition partners?

:10:12. > :10:15.No sign of any great splits on this so far. Most Liberal Democrats

:10:15. > :10:25.challenging Labour to spell out what they'd cut instead to stave

:10:25. > :10:31.

:10:31. > :10:35.off cuts to the police. There is a question of deployment. We have two

:10:35. > :10:43.statements today, one is about the finances. We know the government

:10:43. > :10:46.plan to have about 40% of the GDP spent on public services, more than

:10:46. > :10:50.in the first Tony Blair government. If you do not get your deficit

:10:50. > :10:54.under control, you have a higher deficit and more cuts. Labour have

:10:54. > :11:00.to have more cuts or they have to tell us whether money is coming

:11:00. > :11:04.from. -- where the money. And such is the demand for MPs to

:11:04. > :11:06.speak in this debate that it's been extended by an extra hour and will

:11:06. > :11:09.now continue until 8 o'clock. Back to you.

:11:09. > :11:16.Well, we're joined now by the Chief Constable of West Midlands Police,

:11:16. > :11:21.Chris Sims. Good evening. Thankfully, a quiet night last

:11:21. > :11:26.night. Monday and Tuesday, sickening scenes of the violence

:11:26. > :11:31.and looting, are do not worried as we have heard MPs are that if these

:11:31. > :11:35.police cuts are planned and, you will not cope with future

:11:35. > :11:39.situations like this? -- are you not worried. I am not here to talk

:11:39. > :11:43.about cuts and budgets, I do not think the people of West Midlands

:11:43. > :11:47.would want me talking about that sort of thing when we are still in

:11:47. > :11:52.the middle of dealing with an operational set of challenges.

:11:52. > :11:57.she would not be able to cope. have come to talk about the

:11:57. > :12:01.operational challenges we face now. It is the politicians who would

:12:01. > :12:05.think about budgets. We saw breathtaking scenes on Monday and

:12:05. > :12:12.Tuesday, people looting brazenly and police seemed to be holding

:12:12. > :12:20.back. No, what you have seen is almost 400 people arrested in those

:12:20. > :12:26.two days. More arrested, that will follow. My officers doing fantastic

:12:26. > :12:31.work. Brave work, in order to bring the situation under control to get

:12:31. > :12:35.a climate of deterrents back so people do not think they can commit

:12:36. > :12:40.offences with impunity and to get control back on the streets, and

:12:40. > :12:45.that is what you are seeing now and what she will continue to see.

:12:45. > :12:48.Monday night, pictures were very different. You have to understand

:12:48. > :12:53.that ordinary law-abiding members of the public cannot understand why

:12:53. > :12:59.you did not just moved in and arrest people. There were lines of

:12:59. > :13:04.police and people walking off with TV's. I have been all day receiving

:13:04. > :13:07.support from political leaders, members of the community, I think

:13:08. > :13:12.with respect they seem to have a better understanding of what

:13:12. > :13:17.officers were dealing with then you seem to have from your desk in the

:13:17. > :13:21.studio. Interesting to say that, I have spoken to a Westminster -- a

:13:21. > :13:26.West Midlands police officer and they say that police tactics were

:13:26. > :13:29.pink and fluffy policing. They say officers on the ground know what

:13:29. > :13:35.needs to be done but high-ranking officers do not let them, what do

:13:35. > :13:41.you say? I say 400 people are facing prosecution as a result of

:13:41. > :13:45.the tactics we used. We have gone in the most robust way to protect

:13:45. > :13:51.people in the West Midlands, we will continue to do that. I do not

:13:51. > :13:56.know who that officer is, at a suspect he was probably a long way

:13:56. > :14:01.from the action -- I suspect. And his or her colleagues were probably

:14:01. > :14:05.facing real danger and making snap decisions to do the right thing to

:14:05. > :14:11.protect people in the West Midlands. Nobody is saying your officers were

:14:11. > :14:15.not brave, but I would also like to talk about, you have been to see

:14:15. > :14:19.Tariq Jahan today, the father of one of the men, one of the three

:14:19. > :14:24.men killed in the early hours of yesterday morning. What he had to

:14:24. > :14:29.say was incredibly powerful and she said that, humbling to hear a man

:14:29. > :14:33.grieving coming out with that kind of speech. I was honoured to be

:14:33. > :14:40.invited to the house. It was a private conversation, I wanted to

:14:40. > :14:47.pay my condolences to the family. I wanted to say on behalf of my

:14:47. > :14:52.colleagues and the wider community that we were all astounded at the

:14:52. > :14:56.bravery and frankness of the intervention that he made. At the

:14:56. > :15:02.time that he was suffering as a father, he found it within himself

:15:02. > :15:08.to come forward, it to represent the wishes of the community, and I

:15:08. > :15:12.told him in my view, he made the difference between last night

:15:12. > :15:18.becoming an issue of violence between sections of the community

:15:18. > :15:23.and instead we had a-night of relative calm. And hopefully again

:15:24. > :15:29.tonight. You have six officers on the street, am I correct? Around

:15:29. > :15:32.10pm, we had 6,000 and have a similar pattern tonight. So the

:15:33. > :15:36.people of the West Midlands are safe tonight? With support from

:15:36. > :15:40.colleagues in Scotland and across the region, we will do everything

:15:41. > :15:44.we can to not only make the streets safe but to offer a deterrent to

:15:44. > :15:50.people who want to cause trouble. And you very much indeed for coming

:15:50. > :15:53.to see me. -- thank you. There was no major trouble on the

:15:53. > :15:55.streets of the region last night after two nights of lawlessness,

:15:55. > :15:58.looting and rioting. Birmingham and the Black Country were starting to

:15:58. > :16:01.return to something like normal today, although boarded-up shops

:16:01. > :16:11.and windows betrayed the fact that it's not yet quite business as

:16:11. > :16:15.

:16:15. > :16:17.usual, with trade down by millions Birmingham City centre and West

:16:17. > :16:20.Bromwich were welcoming shoppers back today.

:16:20. > :16:26.In Birmingham, many we spoke to were shocked by the aftermath of

:16:26. > :16:30.the riots. We were not meant to meet -- I came to meet a friend and

:16:30. > :16:36.we were meant to meet on Tuesday and delayed it till today because

:16:36. > :16:41.we feel safer. I am shocked looking around. You carry on, what can you

:16:41. > :16:43.do? Let them stop quite complete the? No! As calm returned to

:16:43. > :16:47.Birmingham city centre, this newsagent, who's spent 26 years

:16:47. > :16:51.building up her business, said she would not be deterred. We have got

:16:51. > :17:01.to compensate losses and pay my staff and pay the bills. Somebody

:17:01. > :17:03.

:17:03. > :17:08.has to pay for that. Business as usual for a dry cleaners, refusing

:17:08. > :17:12.to close early. We cannot let these people win, we have to make a stand

:17:12. > :17:15.and carry on as normal. gleaming office blocks in the city

:17:15. > :17:18.centre may not be boarded up, but there's a hidden cost. The Chamber

:17:18. > :17:21.of Commerce estimates that sending staff home early in financial and

:17:21. > :17:30.legal firms could have cost �3.5 million. And there's a global

:17:30. > :17:34.reputation to protect too. I do not think it will take as long to

:17:34. > :17:38.forget the riots. It might take a bit longer to recover some of that

:17:38. > :17:41.reputation will damage, pictures that have gone not just across this

:17:41. > :17:47.country but probably more worryingly in overseas markets in

:17:47. > :17:53.China, India, Brazil, Russia. Countries we want to invest in

:17:53. > :17:59.Birmingham because it is a brilliant City to invest in.

:17:59. > :18:02.Bullring said initially it would stay open until 8pm, it has been

:18:02. > :18:07.revised until 6:00pm. A spokeswoman for the Bullring said additional

:18:07. > :18:11.security measures had been put in place, adding that the primary

:18:11. > :18:15.concern is for the safety of shoppers and retailers, and they

:18:15. > :18:20.continue to work closely with the police. In West Bromwich, a vibrant

:18:20. > :18:24.scene. All a far cry from the terror it's suffered. This needs to

:18:25. > :18:32.stop and we are a community, a multicultural community, and people

:18:32. > :18:37.need to work together. They should be dealt with really severely.

:18:37. > :18:40.Birmingham tonight, at a quiet scene outside the usually busy

:18:40. > :18:50.restaurants. Birmingham and West Bromwich is slowly returning to

:18:50. > :18:51.

:18:51. > :18:55.normal, but memories of the last few days are still vivid.

:18:55. > :19:01.So what is the situation now? Much, and more peaceful as people

:19:01. > :19:07.make their way home from work and shopping -- much more, and more

:19:07. > :19:12.peaceful. The newsagents behind me is still open having closed early.

:19:12. > :19:18.It will stay open until 9pm. West Midlands police have the same had

:19:18. > :19:22.the presence, about 1,000 public order trained officers. In the

:19:22. > :19:26.jewellery Quarter, one bar owner said on his Facebook page he is

:19:26. > :19:32.determined it is business as usual tonight and he will not be deterred

:19:32. > :19:35.by the troublemakers. So an air of normality returning to

:19:35. > :19:39.the streets of Birmingham tonight - a huge relief for all those who

:19:39. > :19:41.live, work and care about the city. And joining us now is the Leader of

:19:41. > :19:44.Birmingham City Council, Councillor Mike Whitby. First of all, your

:19:44. > :19:49.reaction to the events of the past few days?

:19:49. > :19:53.It has been terrible and it has been very sad, and something we do

:19:53. > :19:59.not want to experience again it's a black as simple as that? It is a

:19:59. > :20:03.terrible experience and has harmed our reputation. It has dented

:20:03. > :20:09.people's prosperity and has frightened many people. And while

:20:09. > :20:14.we all want normality, we are creeping towards it. So what do we

:20:14. > :20:19.do about it from the City council's point of view? Salford, Greenwich

:20:19. > :20:23.and Nottingham said those found guilty of criminality will be

:20:23. > :20:27.evicted if they are in council houses, is Birmingham doing that?

:20:27. > :20:32.am not sure, but we are working in conjunction with the police and

:20:32. > :20:38.anybody caught will be published. And the you process carried out.

:20:38. > :20:41.Would you be tempted to do that? have seen terrible scenes in

:20:42. > :20:47.Birmingham, at we have three councils acting robustly against

:20:47. > :20:57.people found guilty. What robust action will the council here take?

:20:57. > :20:58.

:20:59. > :21:02.At the moment, we will certainly make sure those people intimidating

:21:02. > :21:07.people utilising our services, there has to be a relationship

:21:07. > :21:12.between that and a penalty. Meaning what? People using it your

:21:13. > :21:17.services... We have not made a decision and I do not want to make

:21:17. > :21:22.that here. We now have the power to affect people, but there are social

:21:22. > :21:27.consequences of course. If you evict people, where do they go? We

:21:27. > :21:31.do not want to just immediate the respond to it. But they should be

:21:32. > :21:37.some fought of punishment and I know viewers are quite rightly

:21:37. > :21:41.saying the action we have taken, the moronic idiocy and criminality

:21:41. > :21:45.needs to be punished, and we will do all we can see. To what extent

:21:45. > :21:51.do you hold with the argument that people are reacting to what they

:21:51. > :21:56.see around, the court and sew one, the difficulties they are facing? -

:21:56. > :22:04.- the cuts and so on. The City council is making cuts in areas

:22:04. > :22:08.where people say it matters. walked a deadly road the morning

:22:08. > :22:14.after the sad death of the three young men and I spoke to a range of

:22:14. > :22:19.people, Muslims, Christians, black, wide, Brown, from all over the

:22:20. > :22:24.world, and every person said those looting and rioting were

:22:24. > :22:29.fundamentally criminals and it was not related to that. But we now see

:22:29. > :22:35.empty streets, this is the office - - this is the image going around

:22:35. > :22:39.the world of Birmingham, is that a problem for you? I have gone to the

:22:39. > :22:43.cricket and it is good, we are winning and doing well. We are

:22:43. > :22:48.carrying out as much as we can in normal conditions. There is a

:22:48. > :22:51.healing process and we have to review what we have learnt, liaise

:22:51. > :23:00.with the police and the community. A lot of work, this is the healing

:23:00. > :23:03.process. Thank you very much indeed. The Home Office is considering

:23:03. > :23:06.banning a demonstration by the English Defence League in Telford

:23:06. > :23:08.on Saturday. The local council has made an application to stop it

:23:08. > :23:11.taking place. It's come too late for Telford

:23:11. > :23:13.United Football Club though - their game against Luton Town has been

:23:13. > :23:16.called off. Ben Sidwell reports. Businesses in Wellington, in

:23:16. > :23:19.Telford, are preparing for the worst on Saturday. Nearly all are

:23:19. > :23:26.closing, many are also boarding up windows for the arrival of the

:23:26. > :23:31.English Defence League. It is a waste of resources and a waste of

:23:31. > :23:36.time, I hated. It is causing us so much heartache wondering if we even

:23:36. > :23:40.have a shock to come back to. would be foolish not to realise the

:23:40. > :23:44.strength of feeling of people around here who do not want this

:23:44. > :23:49.March. If there is nothing good about it. We will just say to them,

:23:49. > :23:52.please leave the March this time? Following the rioting around the

:23:52. > :23:57.country over the past few days, police have asked Telford & Wrekin

:23:57. > :24:01.Council to try and get Saturday's march banned. The police think it

:24:01. > :24:08.is the right thing to do, so do the council and the Muslim business

:24:08. > :24:11.community also stock Mac -- also. At AFC Telford United, that ban

:24:11. > :24:14.will come too late to save their opening game of the season.

:24:14. > :24:17.Everything was ready for the arrival of Luton Town and a crowd

:24:17. > :24:19.of around 5,000 were expected to see the club's first game back in

:24:19. > :24:25.the Football Conference. The court had already moved the fixture twice

:24:25. > :24:30.from its original 3pm start. First took a lunchtime kick-off and then

:24:30. > :24:35.to 7:45pm -- first to a lunch time. But West Murcia Police asked them

:24:35. > :24:39.to call the game off altogether leaving them no choice but to

:24:39. > :24:43.postpone the match. Banning the march does not stop people from

:24:43. > :24:49.gathering on Saturday, but people here hope it will be enough of a

:24:49. > :24:52.deterrent to keep them away. The owner of Birmingham City has

:24:52. > :24:55.been banned from leaving Chinese territory after appearing in a Hong
