:01:03. > :01:05.And how a brother and sister saved Good evening. Tonight, the Chief

:01:05. > :01:09.Constable of the West Midlands steps into the political row over

:01:09. > :01:13.the policing of the riots. Chris Sims said he had been overwhelmed

:01:13. > :01:17.by public support for his officers, which he contrasted with the

:01:17. > :01:22.criticism coming from Westminster. He also attacked what he called the

:01:22. > :01:26.empty slogans of some politicians. His comments come as the Government

:01:26. > :01:30.reiterated its commitment to cutting police numbers despite the

:01:30. > :01:34.rioting. The first night of looting in

:01:34. > :01:39.Birmingham and riot police appear ready to tackle the troublemakers

:01:39. > :01:43.at this electrical shop. The only they do not. It was scenes like

:01:43. > :01:50.that on this very street with looting under way and riot police

:01:50. > :01:58.seemingly holding back that it sparked political debate. Was the

:01:58. > :02:03.robust action on the second night police as a politician led?

:02:03. > :02:08.Politicians flew back and reflected the public's mood and anger. That

:02:08. > :02:14.has incensed the Chief Constable. Very quickly into this event we

:02:14. > :02:19.needed to adjust from what I characterised as a public order

:02:19. > :02:24.response into something that was appropriate for offending that was

:02:24. > :02:34.far more fragmented and the disperse. In a statement he went

:02:34. > :02:41.

:02:41. > :02:45.One Midlands MP has come to Chris Sims' defence and says the Prime

:02:45. > :02:48.Minister is on dangerous territory. I think it is a misjudgment because

:02:48. > :02:54.he is picking a fight with the police before we have got to the

:02:54. > :02:58.bottom of the issue. Also, I think it is deeply unfair, you cannot

:02:58. > :03:03.behave as an armchair constable. He needs to show some leadership as a

:03:03. > :03:07.prime minister. At the electrical shop where �25,000 worth of stock

:03:07. > :03:10.was looted, more sympathy for the police. The general feeling on

:03:10. > :03:14.Monday was there was going to be trouble in the city centre. Again,

:03:14. > :03:22.it was the scale of it, I do not think anyone could have foreseen

:03:22. > :03:26.how much trouble there was going to Still the issue, a week on, is how

:03:26. > :03:31.the tax payers in the police handled the riots. A good job,

:03:31. > :03:35.considering what was going on. Personally, not brilliantly.

:03:35. > :03:40.think they did really well. Judging by what was happening in the rest

:03:40. > :03:43.of the country I would have thought they would have been up on the ball.

:03:43. > :03:47.The West Midlands force still stands to lose over 1000 to

:03:48. > :03:52.officers through cuts. Nationally the Police Federation has urged

:03:52. > :03:56.politicians to rethink the cuts saying that they could be a

:03:56. > :04:01.potential catastrophe if riots erupt again.

:04:01. > :04:06.Our political editor joins us now from outside West Midlands Police

:04:06. > :04:10.headquarters. The Government say that the police were slow off the

:04:10. > :04:13.mark, the police say they were as robust as they possibly could have

:04:13. > :04:18.been. The argument is escalating all the time.

:04:18. > :04:22.It does seem to be getting sharper with every passing day. One of the

:04:22. > :04:26.things that the Chief Constable has also said is that he answers above

:04:27. > :04:34.all to the people of the West Midlands. He has said that so far

:04:35. > :04:37.as the robustness of the police response is concerned, the 500 plus

:04:37. > :04:41.arrests that his force has made speak volumes more than anything

:04:41. > :04:45.else. On the other side of this argument, from the Prime Minister,

:04:45. > :04:50.David Cameron today has said that we do need to see a bigger response

:04:50. > :04:55.on the streets, more officers on the beat, the ability to regroup

:04:55. > :05:00.and as he put it, to crack down on the first sign of trouble. But when

:05:00. > :05:05.I remind you that of all the police officers in the West Midlands, 20%

:05:05. > :05:09.of riot trained, a new factory in things like leave, rotas, in-

:05:09. > :05:13.service training, you can see why it would take three days or so to

:05:13. > :05:17.scale up their presence and their response on the streets.

:05:17. > :05:22.We have got the cuts, we know that Labour won the Government to

:05:23. > :05:26.reverse the proposed cuts in police numbers. We are talking 1,200

:05:26. > :05:31.officers in the West Midlands force. Is there any sign that Westminster

:05:31. > :05:33.are going to think again about this? On the contrary. When you

:05:33. > :05:39.talk to ministers they are absolutely adamant that they are

:05:39. > :05:44.not going to reopen this debate. David Cameron himself has said that

:05:44. > :05:47.even if there were a repeat of the events of last week after the

:05:47. > :05:51.economies have been brought through, they would still be able to surge

:05:51. > :05:56.it onto the streets in the sorts of numbers we saw in the West Midlands

:05:56. > :05:59.last Wednesday evening. One former Midlands Chief Constable, now an

:05:59. > :06:05.academic at Cardiff University, says local forces in regions like

:06:05. > :06:10.ours are bound to bear the brunt of these police cuts. An awful lot is

:06:10. > :06:13.going to come out of local policing. It does not mean that police cannot

:06:13. > :06:18.respond to be incidents like we have seen over the last fortnight,

:06:18. > :06:21.it means that local day-in day-out policing will be less than it is

:06:21. > :06:26.now. We will see some withdrawal from the current neighbourhood

:06:26. > :06:28.policing that we now have. Birmingham City Council have been

:06:28. > :06:33.meeting in an emergency session this evening, have you picked up

:06:33. > :06:41.anything that has come out of the meeting so far? We know that Chris

:06:41. > :06:46.Sims is attending it. He has said there will be a debate about its --

:06:46. > :06:53.about this. We have heard a lot about tragic victims of this, he

:06:53. > :06:58.says they're attracted -- tragic offenders as well. �40,000 for the

:06:58. > :07:01.clean-up so far. We want to know what you think

:07:46. > :07:50.pray. A grieving father finding comfort

:07:50. > :07:55.in the kind Mr of strangers. Tariq Jahan invited me into his family

:07:55. > :08:00.home to show me some of the piles of letters he has received from

:08:00. > :08:04.around the world offering sympathy for the death of his son Haroon.

:08:04. > :08:08.have had thousands, I have read three or four but we have not got

:08:08. > :08:12.through to the letters yet. We are still in mourning and preparing for

:08:12. > :08:16.the funeral. But I am overwhelmed by the support nationally and

:08:16. > :08:22.internationally. I cannot thank the people enough for the kind words

:08:22. > :08:25.they have written. 21-year-old Haroon Jahan and

:08:25. > :08:29.brothers Shazad Ali and Abdul Musavir were all hit by a park last

:08:29. > :08:33.Wednesday as they guarded a row of shops. The memorial of flowers at

:08:33. > :08:40.the scene continues to grow and the shock of what happened is still

:08:40. > :08:47.palpable. Zahur Majid met his friend Shazad hours before he died.

:08:47. > :08:52.When I met him he gave me a hug. I do not know if he had a feeling...

:08:53. > :08:58.It is really upsetting. This book of condolences packed

:08:58. > :09:02.with messages of sympathy from family, friends and passers-by. The

:09:02. > :09:10.latest one says, we will pray that she will never be forgotten.

:09:10. > :09:13.Hundreds more joined a police rally in the City yesterday. To see the

:09:13. > :09:18.community together gives me strength in my heart.

:09:18. > :09:28.Two men and a teenager have been charged with murdering the three

:09:28. > :09:30.

:09:30. > :09:37.friends. Adam King appeared at Birmingham Crown Court. All three

:09:37. > :09:41.were remanded in custody. I am grateful to the community for same

:09:41. > :09:45.calm and not escalating the situation any further. Thank you

:09:53. > :09:58.again. Tariq Jahan has been praised for his calls for peace in the wake

:10:07. > :10:11.inquiries. The number of people arrested by

:10:11. > :10:19.West Midlands Police after last week's riots continues to rise. So

:10:19. > :10:29.far a total of 522 people have been upheld as information continues to

:10:29. > :10:34.form -- poor run. 109 people have been charged so far.

:10:34. > :10:38.How has the police investigation gone there? They told me a few

:10:38. > :10:42.hours ago that it is going very well. They are arresting people at

:10:42. > :10:47.the rate of around 10 a day. They expect that to continue. Today a

:10:47. > :10:56.man handed himself in because police published a CCTV image of

:10:56. > :11:04.him. Pictures like those on that day she found behind me. -- on that

:11:04. > :11:11.found behind me. These people are suspected of all sorts of crimes.

:11:11. > :11:15.Earlier I spoke to the Chief Superintendent from Westminster

:11:15. > :11:20.police and he said they need the public's help. We're talking about

:11:20. > :11:26.very serious offences. People whose behaviour was totally unacceptable.

:11:30. > :11:32.somebody, these people are people's are sons, daughters, neighbours,

:11:32. > :11:37.they have been to school with people, they have worked with

:13:13. > :13:18.been told he can have a bypass. Tom Condliff had made a third request

:13:18. > :13:25.of surgery and this time the NHS in North Staffordshire has decided

:13:25. > :13:30.that his case is exceptional. This has been Tom Condliff's live,

:13:30. > :13:35.staring out of the window. The 62- year-old ex-policeman is a diabetic

:13:35. > :13:40.but highly resistant to insulin. Time was running out but the

:13:40. > :13:47.gastric bypass operation could change his future. Quality of life

:13:47. > :13:50.is far or more important than quantity of life. I was looking at

:13:50. > :13:55.a very short life expectancy and hopefully this will give me a few

:13:55. > :13:58.more years with my wife -- with my wife and I am really looking

:13:58. > :14:03.forward to that. Although guidelines suggest that Mr Condliff

:14:03. > :14:08.should have qualified for surgery NHS North Staffordshire set a

:14:50. > :15:00.why it has been granted this time. He takes 28 drugs for 13 illnesses.

:22:53. > :22:58.farm from their late father, they sold enough shares to achieve their

:22:58. > :23:05.�800,000 gold. Five years on, the business is going from strength to

:23:05. > :23:09.strength. They have gone from having just 20 animals to over 400

:23:09. > :23:15.and all the meat is sold in their new butchery and shops. It looks

:23:15. > :23:19.busy? It is all part of a major renovation thanks to a number of

:23:19. > :23:24.grants and fund-raising from shareholders. They have also built

:23:24. > :23:29.a new cafe and employed people and it seems they have hit on the right

:23:29. > :23:33.ingredient with customers. The post offices are going, pubs are closing

:23:33. > :23:37.and where else is there for people to come and meet? It is rebuilding

:23:37. > :23:42.an economy. They have taken an awful lot of business into the area,

:23:42. > :23:45.they are known nationally and I dare say beyond. It is part of our

:23:45. > :23:52.future that these buys managed to keep their businesses going and

:23:52. > :23:57.build on it. Last year, they also received a �60,000 grant from the

:23:57. > :24:01.Big Lottery Fund to start a community garden. The scheme is

:24:01. > :24:06.invaluable to the rural community and these projects often create

:24:06. > :24:09.jobs and skills and may make people happy about their local area. They

:24:09. > :24:12.want to get involved and make it work for the future. Ben and

:24:12. > :24:17.Charlotte Hollins are now giving advice to other Community farms.
