:01:16. > :01:20.Hereford has been chosen as one of 11 new locations across England,

:01:20. > :01:27.but applications from Stoke-on- Trent, Coventry and could Mr have

:01:27. > :01:32.been rejected. -- Kidderminster. Local government secretary Acol

:01:32. > :01:38.Pickles defended the decision, saying and neighbouring zone in the

:01:39. > :01:43.Black Country would have benefits for Stoke.

:01:52. > :01:58.Enterprise Zone, on the outskirts of the Rotherwas industrial estate

:01:58. > :02:04.in Hereford. A huge pile of rubble will be used for the Pat --

:02:04. > :02:10.foundation of the new Business Park. Those behind the bid are predicting

:02:10. > :02:12.about 2000 new jobs by printed 15. We said this would be the biggest

:03:04. > :03:08.an excellent proposal, creation of up to 14,000 jobs, solutions to a

:03:08. > :03:12.serious high weight problem. Stoke-on-Trent, hopes had been

:03:12. > :03:16.raised when David Cameron gave his answer to one of the City's MPs

:03:16. > :03:21.earlier this month. I will certainly ask the Chancellor to

:03:21. > :03:25.look if it will be in the next lot, because we want to help the

:03:25. > :03:31.communities she represents. today, and at the news that this

:03:31. > :03:37.site in the valley will stay empty. I was astonished when I heard the

:03:37. > :03:43.news, not long ago we had the Prime Minister here, promised in that we

:03:43. > :03:46.would get an Enterprise Zone, and this announcement has sneaked out

:03:46. > :03:50.that we haven't got it, it is just incredible. It is really

:03:50. > :03:54.disappointing. Particularly disappointing given previous

:03:54. > :04:00.comment from the current government about how they might support the

:04:00. > :04:03.North Staffordshire area. Overall, from today's announcements, mixed

:04:03. > :04:08.emotions. Hereford alone with cause to celebrate. The losing bidders

:04:08. > :04:14.can only contemplate what might have been.

:04:14. > :04:17.Our political editor joins us now. Let's start with what really is a

:04:17. > :04:21.disappointment in Coventry, Stoke- on-Trent and Kidderminster. All

:04:21. > :04:26.places that have had to jobs problems and could have done with a

:04:26. > :04:34.lift. That is the thing with beauty contests, you get more losers than

:04:34. > :04:44.winners. The government says these stones are particularly targeted. -

:04:44. > :04:44.

:04:44. > :04:48.- these zones. That of course, doesn't convince many Labour MPs.

:04:48. > :04:52.Joan Whalley says that the government had braved this along

:04:52. > :04:58.party-political considerations, which has brought a typically

:04:58. > :05:04.forthright response from the minister in charge of this. That is

:05:04. > :05:10.utterly ridiculous. We are putting these into Labour areas, Lib-Dem

:05:10. > :05:14.areas, Conservative areas, areas I have not got the remotest idea who

:05:14. > :05:20.controls. This is about regeneration. I think that, it says

:05:20. > :05:24.more about the people who says it then government policy. Success by

:05:24. > :05:28.Herod did come as we have been talking about, but they have their

:05:28. > :05:35.critics, haven't they? -- successor for Hereford. The government have

:05:35. > :05:39.been accused of recycling old idea which date back to the 1980s. The

:05:46. > :05:49.Enterprise Zone, under Michael Heseltine. Apart from creating new

:05:49. > :05:52.jobs come but they are accused of destroying jobs, because if you

:05:52. > :06:01.look at the other high streets around the Black Country but have

:06:01. > :06:05.struggled since the shopping centre was built, to compete. Thank you.

:06:05. > :06:08.Unemployment may be up nationally, but here it is falling faster than

:06:08. > :06:14.anywhere else in the country. Figures out today show the jobless

:06:14. > :06:20.total for the region fell by 30,000 over the last quarter, down by 1%,

:06:20. > :06:25.despite this drop, unemployment of regionally is still running at 8.5%,

:06:25. > :06:32.higher than the national average. There are a total of 224,000 people

:06:32. > :06:35.out of work. The level of unemployment among

:06:35. > :06:39.young people in particular remains stubbornly high.

:06:39. > :06:47.Learning skills to help them in the future. These young people have

:06:47. > :06:51.taken advantage of opportunities at a charity in Redditch. There are

:06:51. > :06:55.200 of these in Redditch alone, meaning not in education,

:06:55. > :06:59.employment or training. We have yet people up against graduates to have

:06:59. > :07:04.left university, all the people who have been made redundant, they are

:07:05. > :07:10.going for vacancies, it is virtually making it him possible

:07:10. > :07:14.for our 16 and 17-year-olds. These teenagers are due to start college

:07:14. > :07:23.courses in September, but worry about the future. I have tried

:07:23. > :07:28.handing out about 30 C V s back, and it is scary, really. Tim Lowe

:07:28. > :07:31.is one of the lucky ones, he is due to start a motorsport course at

:07:31. > :07:35.Silverstone, with the ambition of becoming a mechanic at a Formula

:07:35. > :07:40.One. He also spent his summer at this centre, learning to cook, as

:07:40. > :07:44.well as confidence and team building skills. More engineers are

:07:44. > :07:48.needed than before, so that is sort of wire went into that line. It he

:07:48. > :07:54.is right about engineering. This charity has been training

:07:54. > :07:58.apprentice engineers since 1969, and has seen the number of

:07:58. > :08:03.vacancies trouble since last year. Its centre in Coventry wasn't big

:08:04. > :08:09.enough to cope with demand, so it is building another in a Quidditch.

:08:09. > :08:15.A 5th of yen people in the West Midlands are unemployed here, let

:08:15. > :08:19.his 83,000 of them. This training charity which supplies ingenious to

:08:19. > :08:24.charities is struggling to fill 24 vacancies locally. We are

:08:24. > :08:27.representing a part of industry which is working pretty well.

:08:28. > :08:33.Undoubtedly there are wide range of industries and sectors that are not

:08:33. > :08:38.performing as well as engineering. Sertec in coal still makes

:08:38. > :08:46.components for the automotive industry. Becky has joined the firm

:08:46. > :08:51.as an apprentice. Obviously, not been in as much debt as going to

:08:51. > :08:56.university. Becky has worked with us on the job and has gained

:08:56. > :08:59.experience. Had graduate that came straight out of university,

:08:59. > :09:03.although they have the qualification, they wouldn't have

:09:03. > :09:07.the practical experience to back that up. So a bright future in

:09:07. > :09:14.engineering, but a challenging time in many other areas the young

:09:14. > :09:20.people in the West Midlands. Now, hospital which cares for

:09:20. > :09:30.adults with learning abilities and mental-health problems is to close

:09:30. > :09:40.

:09:40. > :09:44.next Wednesday. For hospital is run Arden Vale, a purpose-built 25 bed

:09:44. > :09:48.hospital, opened in Meriden near Coventry five years ago. The

:09:48. > :09:52.hospital looks after adults with challenging behaviour, but last

:09:52. > :09:56.month it was revealed it was under police investigation, and staff had

:09:56. > :10:00.been suspended. A review carried out by the Care Quality Commission

:10:00. > :10:04.found that people at the Arden Vale were not protected from physical or

:10:04. > :10:11.emotional harm to stop the management of medicines was unsafe,

:10:11. > :10:16.and does raising concerns were not respected. We have to make sure

:10:16. > :10:21.that residents are looked after and the standards of patient care or

:11:13. > :11:18.going on at Arden Vale which meant you wanted to see it shut?

:11:18. > :11:25.carried out a number of visits in June, and identified issues with

:11:25. > :11:30.inappropriate restraint used, inadequate staffing, staff working

:11:30. > :11:33.odd patterns of hours, medicine management issues, and we made a

:11:33. > :11:39.decision that we would take enforcement action against Arden

:11:39. > :11:45.Vale. Over the last week, people have been working with the Primary

:11:45. > :11:50.Care Trust, they went into Arden Vale and said there were still

:11:50. > :11:57.serious issues around management of medicines. You were taking legal

:11:57. > :12:01.action. Why did this... A why it is this understanding about what has

:12:01. > :12:05.been happening at some of these Castlebeck homes only happening

:12:05. > :12:14.after the Panorama programme? we register at all adult social

:12:14. > :12:18.care providers, so we made an assessment on Arden Vale at that

:12:18. > :12:23.time. There were no problems brought to our attention, it was

:12:23. > :12:26.only in May this year where issues were brought to our attention.

:12:26. > :12:31.does say something about checking procedure, you didn't know what was

:12:31. > :12:36.going on. But we are not in and out of place is all the time, we are

:12:36. > :12:40.reliant on other people sharing information with us. Is there any

:12:40. > :12:45.chance of criminal proceedings? couldn't comment at this stage. We

:12:53. > :12:56.Trust, and the police, around this The National Deaf Children's

:12:56. > :13:00.Society says it will take Stoke-on- Trent City Council to court over

:13:00. > :13:03.cuts to educational support. The society says the council is in

:13:03. > :13:07.breach of the law by failing to assess the impact the cuts will

:13:07. > :13:11.have on deaf children. If the cuts are made, there will be just three

:13:11. > :13:14.specialist teachers for the 200 deaf children in the city.

:13:14. > :13:17.Network Rail and a signalman have been ordered to appear in court

:13:17. > :13:21.after a woman was killed on a railway crossing. Jane Harding died

:13:21. > :13:26.last year when her car was hit by a train at a level crossing at

:13:49. > :13:53.Birmingham's biggest shopping centre has reported a huge dip in

:13:53. > :14:00.trade because of last week's riots. Bullring say retailers there have

:14:00. > :14:03.lost up to 50% in takings with official footfall down by 35%.

:14:03. > :14:08.Other businesses say they are struggling to cope with lower than

:14:08. > :14:13.usual cash flow. It was a frenzy of looting caught

:14:13. > :14:22.on the shop's own camera. Some of the teenagers stole just sweets and

:14:23. > :14:27.chocolates. One was just ten-years- old. I really feel sorry for him.

:14:27. > :14:32.This is the sort of training he is getting at that age. I do not know

:14:32. > :14:36.what will happen when he grows up. But what is going to happen in the

:14:36. > :14:45.short term to the family run business he attacked? The cash flow

:14:45. > :14:50.has really gone down because we had low sales and also the stocks have

:14:50. > :14:57.been stolen. It has all gone. big names in the Bullring suffered

:14:57. > :15:02.too albeit indirectly. Our tenant had been telling us that sales are

:15:02. > :15:04.anywhere between 30% and 50% down on last week. At Edmunds in

:15:04. > :15:08.Brindley Place, the Good Food Guide's Midlands restaurant of the

:15:08. > :15:12.year, things are finally picking up. Takings have dropped 80%. There is

:15:12. > :15:19.that fear factor still within Birmingham. People are fawning up

:15:19. > :15:23.to ask if it is safe. -- phoning up. We are just trying to reassure

:15:23. > :15:26.people. The fear factor is still playing a part in Wolverhampton,

:15:26. > :15:29.too. The owners of this antiques shop had their grade two listed

:15:29. > :15:33.window frame put through. And have weeks to wait for a replacement.

:15:33. > :15:37.But almost as bad, they say, is the quiet. I was disappointed more

:15:37. > :15:43.people didn't come to show their support. They did not have to buy

:15:43. > :15:46.things, but shh -- just to show support for the town centre. Around

:15:46. > :15:50.the corner, this mobile phone shop estimates �50,000 worth of damage

:15:50. > :15:53.and lost stock. And the owners couldn't afford insurance. Just

:15:53. > :16:01.over 500 people have now been arrested in connection with the

:16:01. > :16:04.riots. Every day, the number being charge rises. Today, the total

:16:04. > :16:08.stands at 139. Police say the response from the public in

:16:08. > :16:15.identifying the perpetrators has been very positive. And still more

:16:15. > :16:18.faces emerging that police hope you can help identify.

:16:18. > :16:24.A week ago, a corner of Birmingham was propelled into the national

:16:24. > :16:27.headlines, Winson Green. It was of course where three men were killed

:16:27. > :16:32.after being run down by a car as they tried to protect their

:16:32. > :16:35.businesses from looters during the riots. So, how has the community

:16:35. > :16:39.reacted and what is the way forward for them now? Our reporter has been

:16:39. > :16:42.assessing the mood. Three miles out of Birmingham City

:16:42. > :16:45.Centre, in northwest Birmingham, this is Winson Green. Now known for

:16:45. > :16:50.this expanding shrine for 21-year- old Haroon Jahan and brothers

:16:50. > :16:54.Shazad Ali and Abdul Musavir. They were all hit by a car last

:16:54. > :16:57.Wednesday as they guarded a row of shops during riots. Black and Asian

:16:57. > :17:01.people make up 66% of the population here. Businesses are

:17:01. > :17:09.owned by them and cater for them. It is an area that was already

:17:09. > :17:13.being hit by the economic downturn and now this tragedy. Their

:17:13. > :17:20.customers are frightened of coming into the area because there is so

:17:20. > :17:24.much publicity. They are worried things will not be safe for them to

:17:24. > :17:34.come here. All businesses are suffering here. Pinnu Khan has been

:17:34. > :17:41.

:17:41. > :17:51.running his shop for 35 years. Many have stayed away in the last week.

:17:51. > :17:52.

:17:52. > :17:57.It is a different story. We did not get any problems at all. Down the

:17:57. > :18:06.road at the barbers, an air of disbelief still lingers. We are

:18:06. > :18:12.peaceful community. This negative attention does not help us at all.

:18:12. > :18:16.Sentiments echoed by traders up and down Dudley Road. At the moment, it

:18:16. > :18:20.is quiet and subdued. There are rumours going about about various

:18:20. > :18:25.things. But this is a good community and we are fighting back.

:18:25. > :18:32.But some shoppers are remaining defiant. We have lived here for

:18:32. > :18:37.five years. We mix with everybody, no matter what colour. It is a good

:18:37. > :18:44.community. This is sad. It will be hard for new people coming into the

:18:44. > :18:49.area are. People don't want to be in an area or Cobra they think it

:18:49. > :18:54.is not says. There are independent shops here which rely upon shoppers.

:18:54. > :18:58.Many of them have kept away this week. Businesses here have been

:18:58. > :19:04.telling me the hope that the shoppers will return. For them,

:19:04. > :19:08.testament to the way the whole of the community has come together, in

:19:08. > :19:11.grief and in peace. Meanwhile, the funerals of Shazad

:19:11. > :19:15.Ali, Abdul Musavir and Haroon Jahan are expected to be held tomorrow.

:19:15. > :19:19.It follows a decision to allow their bodies to be released. We can

:19:19. > :19:26.go over to our reporter who is in Winson Green. What can you tell us

:19:26. > :19:31.about the arrangements? Well, I understand the bodies have

:19:32. > :19:35.been held by the coroner up until now, so that the police could carry

:19:35. > :19:39.out their forensic investigations. They are now satisfied with those

:19:39. > :19:44.investigations and have released the bodies to the families, so the

:19:44. > :19:50.funerals can go ahead late tomorrow afternoon. At 2pm, in Summerfield

:19:50. > :19:53.Park, there will be a special ceremony for the three men and all

:19:53. > :19:59.members of the community and all face had been invited by their

:19:59. > :20:07.families. The funerals themselves will take place at Handsworth

:20:07. > :20:10.cemetery. They will be private. What is the latest on the police

:20:10. > :20:16.investigation? One man is being held by police at

:20:16. > :20:20.the moment. They have up until 10pm this evening to release them are

:20:20. > :20:27.charged him. Three other people have also been charged with the

:20:27. > :20:33.murders of these three men. They are 117 year-old youth and two men

:20:33. > :20:36.in their twenties. -- a 17-year-old youth.

:23:36. > :23:40.water. I started the sport when I was 10 years old. My school had a

:23:41. > :23:46.link with the local canoeing club. I was one of the lucky ones that

:23:46. > :23:54.managed to start here. My biggest achievements have been winning a

:23:54. > :24:01.gold medal in the Junior World Championships three times. This

:24:01. > :24:08.year, I won silver at the European Championships. Now I want to win

:24:08. > :24:14.some individual medals. My family have been very supportive. They

:24:14. > :24:19.have had to drive me around the country. They come abroad to what

:24:19. > :24:22.to me as well. We are very proud of them and we follow all of his

:24:22. > :24:28.competitions. We really hope he does well and makes it to the

:24:28. > :24:34.Olympics. Canoeing takes up most of my life, really. I am always

:24:34. > :24:40.thinking about it. I am kind of obsessed. When I first started, I

:24:40. > :24:44.was coached by local coaches who are volunteers. Now I am on the

:24:44. > :24:49.Olympic development programme. I study sports science and management

:24:49. > :24:52.at Nottingham Trent University. I have chosen to do my second year of

:24:52. > :24:58.a two years and then I am moving to London and will be training full-

:24:58. > :25:02.time up until the Games. There is on the one place available in each

:25:02. > :25:11.category for the Olympics. There will be six people at the top

:25:11. > :25:17.fighting it out. The Olympics, for every athlete, is the biggest

:25:17. > :25:25.competition in the world. Everybody wants an Olympic gold. I would give

:25:25. > :25:31.anything to compete in the Olympics. Call for it! We are all rooting for

:25:31. > :25:34.Call for it! We are all rooting for him, not just his grandfather.
