:00:08. > :00:13.Hello, are welcome to Midlands Today.
:00:13. > :00:16.A new route is proposed for the controversial aged it -- HS2 rail
:00:16. > :00:20.line. We thought it was more a less
:00:20. > :00:24.planned and in place. It clear we are concerned it is coming nearer
:00:24. > :00:27.to us. No fresh water for months, the
:00:27. > :00:30.villagers having to rely on standpipes.
:00:31. > :00:33.You take it for granted that you turn the tap on and there is water
:00:33. > :00:38.there. But not be a to have a shower, not being able to wash
:00:38. > :00:42.clothes. Police act on new information into
:00:42. > :00:50.corruption at a council. And this Hallowe'en, we meet the
:00:50. > :01:00.Americans get actor who is over here. Why? To frighten a silly!
:01:00. > :01:07.
:01:07. > :01:12.You see people freaking out, you Greeting, welcome to Monday's
:01:12. > :01:17.Midlands Today. Tonight, spreading the plight of further. That is the
:01:17. > :01:24.reaction from some at anti- H has to proposals - hundred campaigners
:01:25. > :01:27.to proposals for alternative route. Labour are proposing a road that
:01:27. > :01:32.follows the child -- Chilton line and would bypass look Leamington
:01:32. > :01:36.Spa and Warwick. They say it would save hundreds of acres of land. But
:01:36. > :01:40.it would also mean trains running much closer to villages previously
:01:40. > :01:45.unaffected. Our transport correspondent has been looking at
:01:45. > :01:49.today's proposals. After months of consultation, those
:01:49. > :01:53.against HS2, like this man, were once again poring over maps in an
:01:53. > :01:57.effort to work out just where the latest proposals could take the
:01:57. > :02:02.controversial line. Although for him, moving the line would be good
:02:02. > :02:07.news, he is still concerned. It is still fairly open. The bridge
:02:07. > :02:11.is not decided. The result at the moment is that Warwickshire is
:02:11. > :02:16.blighted, rather than just the preferred route.
:02:16. > :02:20.It was the Labour Party that proposed the current route, and was
:02:20. > :02:24.to the government is behind the concept, they now that you grow
:02:24. > :02:30.Labour now want the route to be moved. They wanted to follow
:02:30. > :02:34.existing transport corridors like the M40 and the Chiltern Line.
:02:34. > :02:39.This is what it could lot -- this is what it could look like. It
:02:39. > :02:46.could run to Heathrow at - opera Heathrow Airport, as they could
:02:46. > :02:50.take one of several options. So why has Labour done a U-turn?
:02:50. > :02:53.We think it is not sensible to avoid going by your main airport,
:02:53. > :02:57.and so we have suggested that it would be a better idea to do
:02:57. > :03:02.another route. Any change in the alignment could
:03:02. > :03:08.mean misery and bright in places currently unaffected by HS2, like
:03:08. > :03:13.this village near Warwick. Here, up residents are worried.
:03:13. > :03:18.Know. It will ruin a beautiful part of Warwickshire.
:03:18. > :03:24.To bring it so close to a penny populated area, it is very
:03:24. > :03:26.concerning. But so too is Labour's decision to
:03:27. > :03:31.announce his alternative proposals after a major consultation,
:03:31. > :03:36.according to the government. To put forward this route after the
:03:36. > :03:41.consultation, I think it looks suspiciously opportunistic, and it
:03:41. > :03:45.is woefully lacking in detail. Campaigners opposed to be rude say
:03:45. > :03:49.that there will be no business case for us wherever it goes, and they
:03:49. > :03:52.say it still leads to a huge white elephant.
:03:52. > :03:56.This seems to have come out of the blue?
:03:56. > :04:02.It certainly has. I did get quite a lot of annoyance on the path of the
:04:02. > :04:06.government that Labour had chosen to publish this ridge now. They say
:04:07. > :04:11.it is unfair to the 50,000 people who responded to the consultation,
:04:11. > :04:15.as they say it is a big mistake for Labour to leave it so late.
:04:15. > :04:18.So what difference would actually make?
:04:18. > :04:22.Them or be more uncertainty as a direct result of this. The route
:04:22. > :04:26.has already been looked at and dismissed, hence the reason they
:04:26. > :04:30.publish the other route. Labour had already said that to this proposal
:04:30. > :04:33.does not get the backing of the government, then they will still
:04:33. > :04:38.effectively back the existing proposals, so we could be back to
:04:38. > :04:42.square one within weeks. What will happen next? What about
:04:42. > :04:46.the result of the consultation? The consultation took place earlier
:04:46. > :04:52.in the year. Date -- it is unlikely there will be any further delay in
:04:52. > :04:55.the consultation. The government seems likely to give HS2 the go-
:04:55. > :05:00.ahead, and on the existing route that we have been talking about for
:05:00. > :05:04.many months. It seems that even with these new proposals, it is
:05:04. > :05:10.unlikely we will see that much of a delay or that much of a change with
:05:10. > :05:14.the decision to go ahead with it. Later in tonight's programme,
:05:14. > :05:21.reunited at last, the cat at the heart of the MP love triangle court
:05:21. > :05:25.case is found safe and well. But first, families living in a
:05:25. > :05:29.rural part of South Shropshire are suffering drought as their wells
:05:29. > :05:34.and boreholes run dry. Thousands of homes are not connected to the
:05:34. > :05:38.mains water supply, and rely on nature to provide them with water.
:05:38. > :05:43.But with the country experiencing a very dry year, many are being
:05:43. > :05:46.forced to rely on family and friends for water.
:05:46. > :05:51.David and Coraine Oakley have come a mile and a half to get water. The
:05:51. > :05:54.well that supplies their home near Clunton it dried out 12 months ago
:05:55. > :05:59.-- 12 weeks ago. We have been fetching water from
:05:59. > :06:03.our wonderful friends all over the place. We've been as far as
:06:03. > :06:07.Birmingham. All the way to Birmingham.
:06:07. > :06:11.They are filling up at a tank donated by Severn Trent, which is
:06:11. > :06:15.stationed at a nearby farm which has also run dry. The water supply
:06:15. > :06:22.from his farm normally comes from a spring in those hills. But it is
:06:22. > :06:25.running dry, as they have been out of water here for two weeks.
:06:25. > :06:32.The dry ground beans Falmer Jonathan Griffiths is having to
:06:32. > :06:36.feed his sheep with a winter food. -- the dry ground means.
:06:36. > :06:41.It has never happened, had I have been here all my life. It is a
:06:41. > :06:45.whole new experience. Others are warning this localised
:06:45. > :06:50.to drought could jeopardise next year's harvest.
:06:51. > :06:56.At this time, it should be green it now, and you should be able to see
:06:56. > :07:01.rows of seats coming up. The 10,000 people in Shropshire rely on wells
:07:01. > :07:05.and springs for their water. Legally, it is their responsibility,
:07:06. > :07:10.but talks are under way. This area is under stress for water
:07:10. > :07:13.supply, so as part of the planning and development we are trying to
:07:13. > :07:18.restrict development to areas where there are enough water, and then to
:07:18. > :07:22.work with people to try and recycle things like either winter reservoir
:07:22. > :07:26.as all things like rainwater harvesting to make things like
:07:26. > :07:30.washing and washing-machines work. Meanwhile, everyday life is
:07:30. > :07:34.revolving around water. The you take it for granted that you turn
:07:34. > :07:38.the tap on and water is there, but does not appear to have a shower,
:07:38. > :07:44.not being added to wash cloud that proper wash clothes.
:07:44. > :07:48.Many here are praying for rain. Thousands of jobs in the region
:07:48. > :07:52.will be either created or protected by the government's Regional Growth
:07:52. > :07:57.Fund, according to ministers who have been setting out the plans.
:07:57. > :08:05.The grants totalling 100 billion to pounds have been awarded to 22
:08:05. > :08:08.successful bids. -- 100 million. One of the most important benefit
:08:08. > :08:13.is looking at the automotive sector, as looking where industries want to
:08:13. > :08:15.come back to the West Midlands. We see with Elonex, they wish to bring
:08:15. > :08:19.back some of their development and production back to the West
:08:20. > :08:24.Midlands from China. The a public meeting is being held for those
:08:24. > :08:28.affected by the August riots. The Riots, Communities and Victims
:08:28. > :08:31.Panel it is in Birmingham to find out why the disturbances happened.
:08:31. > :08:36.It is also hoping to find out how to stop them happening again. They
:08:36. > :08:40.want people to share their experiences of the disturbances.
:08:40. > :08:43.Staffordshire Police say they have received new information about
:08:43. > :08:47.alleged corruption in Stoke-on- Trent and are making fresh
:08:47. > :08:50.inquiries. The it follows an investigation three years ago.
:08:50. > :08:56.Detectives say they are reviewing information passed to them in the
:08:56. > :09:00.last few days. This was an inquiry which saw three
:09:00. > :09:04.of Stoke-on-Trent's most prominent public figures arrested. Councillor
:09:04. > :09:08.Roger Ibbs, the city's elected mayor Mark Meredith, and
:09:08. > :09:12.businessman Mo Chaudry were all questions. All denied any
:09:12. > :09:16.wrongdoing, and all were released without charge. Investigations
:09:16. > :09:20.surrounded the proposed closure of this council-run swimming pool. It
:09:20. > :09:24.didn't shut, but there have been renewed questions after the city
:09:24. > :09:31.council issued an apology over the matter to Mr Chowdhury. It has now
:09:31. > :09:35.been revealed that settlement cost taxpayers 44,000 in legal costs.
:09:35. > :09:39.Also, Staffordshire Police said it had received a complaint and are
:09:39. > :09:43.reviewing this information. Of the inquiries have been welcomed by
:09:43. > :09:47.independent councillors. I am pleased that the police are
:09:47. > :09:51.going to do further inquiries into this matter, because it needs to be
:09:51. > :09:56.done. It is the talk of the Potteries.
:09:56. > :10:00.For his part, Mo Chaudry, who owns what a world, says the matter is
:10:00. > :10:06.done and dusted. He says he is happy to reveal all details of his
:10:06. > :10:09.agreement with the council. Liz joins us now from our studio.
:10:09. > :10:13.What has reaction been to from the council?
:10:13. > :10:18.When I spoke to members after them, their reaction was swift and short.
:10:18. > :10:22.They said they had nothing further to add. There has been an attempt
:10:22. > :10:25.to debate this issue, at that happened at the full council
:10:25. > :10:29.meeting earlier this month. A group of opposition councillors got
:10:29. > :10:34.together and put forward a motion because they said they wanted the
:10:34. > :10:39.big players to be made there public. However, that motion was defeated
:10:39. > :10:44.after 31 of Labour's 34 councillors voted against it. Separately, a
:10:44. > :10:49.number of individuals have also organised -- a number of
:10:49. > :10:52.individuals and other organisations have attempted to use the Freedom
:10:52. > :10:55.of Information Act to get information. We have asked for
:10:55. > :10:59.details of meetings, for correspondence and e-mails, in the
:10:59. > :11:04.last few days, the council has refused our request alongside those
:11:04. > :11:08.of other people. In our case, the council gave his legal reason by
:11:08. > :11:13.saying it would be too disruptive to release that information, and it
:11:14. > :11:18.could not be in the public interest. The council said it signed a
:11:18. > :11:23.confidentially --, the entry -- confidentiality clause, and cannot
:11:23. > :11:28.reveal any more. The tell us more about Mo Chaudry's reaction.
:11:28. > :11:35.He has a rather different view. He said he had no objection at all to
:11:35. > :11:39.all the information being revealed. He said he would be happy for the
:11:39. > :11:43.council to reveal everything, and he felt he had been treated badly,
:11:43. > :11:47.he said he felt aggrieved and let down by what had happened and he
:11:47. > :11:53.said that throughout his position has remained unchanged.
:11:53. > :11:55.Thank you very much. A cat belonging to the mistress of
:11:55. > :12:00.the Liberal-Democrat MP John Hemming has turned up, safe and
:12:00. > :12:04.well, more than a year after he was stolen -- she was stolen by his
:12:04. > :12:13.wife. The Christine Hemming was given a suspended jail sentence for
:12:13. > :12:17.stealing Beauty. Beauty is back, much to the delight
:12:18. > :12:22.of Emily Cox, a long-term lover of MP John Hemming. The cat belongs to
:12:22. > :12:27.her six-year-old daughter, and she is really delighted.
:12:27. > :12:31.She just smiled and looked so happy, it was the most amazing thing to
:12:31. > :12:36.see her. She knew she had her cat back.
:12:36. > :12:40.And what a journey she has been on. Starting out in the arms of
:12:40. > :12:46.Christine Hemming, wife of John, as she burgled Miss Cox's house in
:12:46. > :12:52.Birmingham -- house in Moseley. Until last week she was missing,
:12:52. > :12:55.feared probably dead. But after Mrs Hemming appeared in court, Miss Cox
:12:55. > :13:00.appeared on Midlands Today. I think it has been worse for my
:13:00. > :13:04.daughter. That has -- she has lost her cat.
:13:04. > :13:07.That reached the ears of a cat lover.
:13:08. > :13:15.My friend said that this cat has not been seen since November, at
:13:15. > :13:19.that rang a bell. That was when she appeared. I thought I should follow
:13:19. > :13:23.this up. A phone call to the Liberal

:14:01. > :14:09.
:14:09. > :14:13.That was a bit scary! Every year, 2000 people receive free care from
:14:13. > :14:17.hospices in rugby, Coventry and Warwick. But they rely on donations
:14:17. > :14:21.and the cost for just one nurses 30,000 a year.
:14:21. > :14:31.Today, BBC Coventry and Warwickshire launched an appeal to
:14:31. > :14:35.
:14:35. > :14:43.help raise money to pay for more We have joined forces to launch the
:14:43. > :14:46.BBC Coventry and Warwickshire Nurse Appeal. 2000 people every year of
:14:47. > :14:53.cared-for by this Hospice, among from Joyce, who died last year.
:14:53. > :14:57.Suddenly, there was help and it is invaluable help. It is stuff that
:14:58. > :15:02.you don't even think about. When somebody is a very her ill, you
:15:02. > :15:04.need help. 30,000 will fund a hospice nurse who in turn can help
:15:04. > :15:07.43 patients this appeal by BBC Coventry and warwickshire aims to
:15:07. > :15:16.increase the number of nurses working at the three centres so
:15:16. > :15:20.that there is no risk of terminally ill patients being turned away.
:15:20. > :15:25.is a great place for end of life care and we are set up with doctors
:15:25. > :15:28.and nurses to what experienced. To turn someone down the field as
:15:28. > :15:33.devastating because we do not know what alternatives are going on out
:15:33. > :15:37.there. Donations of 7 million a year keep Myton hospice running but
:15:37. > :15:47.it also helps famalies such as Meg who was just ten when her dad died

:15:51. > :15:56.two years ago. Myton has helped her come to terms with his death.
:15:56. > :16:01.makes us all feel better to know that we are there for them. Buying
:16:01. > :16:04.items helps to fund this hospice but with more than 600,000 people
:16:04. > :16:10.in their catchment area, if every single one of those people donated
:16:10. > :16:20.just 1, they say they would be able to help you and Yours, at a
:16:20. > :16:23.time when you need it most. Such a worthwhile cause. And you
:16:23. > :16:27.can find more about the Myton Nurse campaign on BBC Coventry &
:16:27. > :16:30.Warwickshire's website. Dan's here with the sport, and not
:16:30. > :16:35.good news tonight for Birmingham City fans.
:16:35. > :16:38.No but exactly how bad remains unclear. A statement has been
:16:38. > :16:40.released to the Hong Kong Stock exchange today by the club's parent
:16:40. > :16:44.company Birmingham International Holdings. It warns that they expect
:16:44. > :16:47.to record a substantial loss for the year ending June the 30th, due
:16:47. > :16:51.mainly to relegation. They also warn investors to exercise caution
:16:51. > :16:55.when dealing in shares in the company. We also learned today that
:16:55. > :17:02.those end of year figures won't now be published until the end of
:17:02. > :17:08.January. What about the fans? How will it
:17:08. > :17:12.affect them? Of course the big fear for fans is that more players will
:17:12. > :17:14.be sold in January harming what so far has been a promising season.
:17:14. > :17:18.They have done very well in the circumstances but they could lose
:17:18. > :17:22.further players. They must be pretty nervous, the
:17:22. > :17:26.players? Some of them are on Premier League
:17:26. > :17:27.wages so it is not so much the money, but if they can get those
:17:27. > :17:34.players of the wage bill, it would help.
:17:34. > :17:38.That is not going to be easy. They didn't win this weekend. In
:17:38. > :17:42.fact matters on the pitch and we didn't have a single winner above
:17:42. > :17:45.League Two this weekend. That could change tonight though as Stoke City
:17:45. > :17:48.host Newcastle United in the Premier League. Newcastle are
:17:48. > :17:51.unbeaten in all 12 league games this season. But Stoke beat them 4-
:17:51. > :17:54.0 when they last met. And there's full match commentary from the
:17:54. > :17:58.Britannia Stadium on BBC Radio Stoke tonight. Coverage starts at
:17:58. > :18:02.seven. Kick-off is at eight. Billy Kee will celebrate his 21st
:18:02. > :18:05.birthday next month. But he's already got the perfect present.
:18:05. > :18:08.Because Billy went home with the matchball on Saturday night, after
:18:08. > :18:13.scoring his first-ever hatrick for Burton Albion. Ian Winter has been
:18:13. > :18:16.to meet him. It's lasagne for lunch. And the
:18:16. > :18:19.Burton Albion lads are always starving after training. Hungry for
:18:19. > :18:24.carbohydrates and even more hungry to build on their excellent start
:18:24. > :18:28.to the season. Not least, their talented young striker Billy Kee.
:18:28. > :18:31.Outside, Paul Peschisolido believes he's snapped up a bargain. In his
:18:31. > :18:35.heyday, Pesch loved popping in the goals for Birmingham, Stoke and
:18:35. > :18:37.West Bromwich Albion, to name just three of his former clubs. So the
:18:37. > :18:40.Burton Albion boss knows a natural goalscorer when he sees one.
:18:40. > :18:49.Someone like Billy, who scored against Burton for Torquay back in
:18:49. > :18:56.April. That goal convinced him that Billy would be perfect for Burton
:18:56. > :19:01.and four months later, he signed him for the princely sum of 20,000.
:19:01. > :19:03.Is that the best 20,000 you've ever spent? Absolutely. I don't
:19:03. > :19:09.want to get too carried away because he is still young but he
:19:09. > :19:12.has all the qualities of being a good player. Billy jumped at the
:19:12. > :19:14.chance to join Burton, just 30 miles away from his mum's home
:19:14. > :19:16.cooking. Normally, his proud parents go to every game. But they
:19:16. > :19:20.missed his match-winning performance at Barnet on Saturday,
:19:20. > :19:23.so this was their Billy at his very best. Goal number one came after
:19:23. > :19:27.just seven minutes. And Burton were off to a flying start. Goal number
:19:27. > :19:30.two was the best of the bunch and doubled Burton's lead after half an
:19:30. > :19:34.hour. And then goal number three completed Billy's hat-trick in the
:19:34. > :19:39.second half to put Burton back in front at 3-2. And they went onto
:19:39. > :19:47.win 6-3. No wonder all the lads signed the matchball which now
:19:47. > :19:51.lives in Billy's bedroom. It was one of those days, everything I hit
:19:51. > :19:56.went in. Lately, my long-range play has not been the best but on
:19:56. > :20:02.Saturday, everything I hit went in. Best hat-trick I've ever seen.
:20:02. > :20:08.want to play at the highest level I can. Hopefully here, and believing
:20:08. > :20:11.in myself more and a compass on. Now, Pesch is hoping Billy's boots

:21:05. > :21:08.Halloween is the biggest money spinner for shops with only
:21:08. > :21:11.Christmas and Easter beating it. 31st October has always been big in
:21:11. > :21:13.America where they spend three times as much on Halloween. Now of
:21:13. > :21:16.course, it's really catching on over here too.
:21:16. > :21:23.Our reporter Ben Sidwell has gone to meet one American who's helping
:21:23. > :21:28.up the scare factor here. Ben, who he is then?
:21:28. > :21:32.Halloween, a time for ghosts and ghouls. He can make quite a lot of
:21:32. > :21:35.money if you are a business. If it is bigger here, it is massive and
:21:35. > :21:39.America at the moment. I'm in Burton-upon-Trent and the reason

:22:15. > :22:19.from the home of the Hallowe'en celebration, the USA. You see a
:22:19. > :22:23.group of adults coming through, they are cowering and freaking out.
:22:23. > :22:28.You want to scare them as much as possible, that is the whole point.
:22:28. > :22:34.To those of a more delicate nature, there is always a pumpkin to Carter.
:22:34. > :22:37.Of course, it all costs money. As Hallowe'en become too commercial?
:22:37. > :22:41.We have to dig into our pockets for another reason but I think it is
:22:41. > :22:45.nice to have some fun and let your hair down and have a reason to have
:22:45. > :22:49.a laugh and joke about things. children enjoy it so I don't see
:22:49. > :22:53.why we shouldn't continue to commercialise it in a way that it
:22:53. > :22:59.is at the moment. Jared will not be in Britain tonight, he will be at
:22:59. > :23:08.home with his wife. Have been such a big hello Wheen Farm, their house

:23:57. > :24:02.you've invested a lot of money. That must mean it is big business.
:24:02. > :24:07.Yes, sure. Hallowe'en is a number - - one of a number of seasonal
:24:07. > :24:10.events. We had a successful time with it last year so we thought we
:24:10. > :24:14.would build on it this year. We've made the attraction bigger and
:24:14. > :24:20.better. It provides a good qualities get traction in the
:24:20. > :24:24.Midlands. Why bring Jared in? He is the next bid for America but it is
:24:24. > :24:28.a big thing to do for a place like this. He has the acting techniques
:24:28. > :24:32.that we require and he has passed that on to the actors who can see
:24:32. > :24:38.around me. It really is more than just people jumping out and
:24:38. > :24:44.shouting. We have created towards 30 difference it theatrical scenes
:24:44. > :24:51.that the actors work through during the night. Is this sort of thing...
:24:51. > :24:57.I expecting hundreds tonight? have seen it working in other parts
:24:57. > :25:00.of the country and it is successful. It doesn't seem to be so big in
:25:00. > :25:05.Midlands yet but that is what we are going for. We've had hundreds
:25:05. > :25:09.of people already. We are expecting more tonight. We will build on this
:25:09. > :25:13.success in future years. They are here and 11 o'clock tonight. To be
:25:13. > :25:23.perfectly honest, I have planned so -- spend plenty of time here and

:25:33. > :25:37.Nothing as scary as the freak snowstorms in the States but having
:25:37. > :25:40.said that, the same area of low pressure will affect us this week.
:25:40. > :25:46.It is crossing the Atlantic and reaching our shores. As it does so,
:25:46. > :25:49.it retains a lot of that intensity. Because we introduce a milder air
:25:49. > :25:53.stream, the effects will be different. We will get wet and
:25:53. > :26:00.windy weather but no star. We have a flavour of that coming along
:26:00. > :26:03.tonight. I would get out on the streets sooner rather than later
:26:03. > :26:09.tonight. For the next couple of hours, we will see this band of
:26:10. > :26:13.rain heading our way. It is heavy rain, we are expecting between 10
:26:13. > :26:17.to 12 mm. It is moving quickly so by the end of the night, it should
:26:17. > :26:22.have cleared western areas but where we retain the the cloud and
:26:22. > :26:27.rain, we will see mild temperatures. Values of 10 or 11 Celsius. It will
:26:27. > :26:30.be gusty as the rain band moves through. By the time you wake up
:26:30. > :26:35.tomorrow morning, the skies should have clear. We are looking up quite
:26:35. > :26:39.a bit of sunshine. Copious amounts of it. That will not lift the
:26:39. > :26:44.temperatures higher than two days temperatures. Eyes of 14 Celsius
:26:44. > :26:50.but academic Ready because in the sunshine it should feel as warm. --
:26:50. > :26:53.eyes. Through tomorrow night, which is dry and quite clear initially,
:26:54. > :27:03.we will see evidence of the next band of rain coming through as the
