:00:34. > :00:37.after major job losses hit Kidderminster.

:01:02. > :01:06.especially when I am in the UK. Good evening. Welcome to Friday's

:01:06. > :01:09.programme. Three shootings in 24 hours in the

:01:09. > :01:12.same city. One man is in hospital after being shot in the legs as

:01:12. > :01:14.gang tensions rise. The separate incidents happened across three

:01:14. > :01:18.neighbouring areas of Wolverhampton and police say, as a precaution,

:01:18. > :01:24.extra officers are on duty. We have been talking to those working with

:01:24. > :01:27.youngsters to keep them out of trouble. The shooting in Whitmore

:01:27. > :01:35.Reans was followed soon afterwards by another in Monsal Avenue in Park

:01:35. > :01:39.Village. This is the third shooting in a single city and a single day.

:01:39. > :01:43.I would say, in terms of reassurance, we believe these are

:01:43. > :01:47.gang members shooting at a gang members. This is not likely to

:01:47. > :01:51.involve a normal members of the public. We are tackling those gang

:01:51. > :01:56.members. We have armed police responding to them on the streets

:01:56. > :02:00.and we expect to make arrests in the coming days. A shot was fired

:02:00. > :02:03.at a house. No-one was hurt. And then yesterday lunchtime, a third

:02:03. > :02:13.incident in Showell Road in Low Hill. Again, shots fired at an

:02:13. > :02:14.

:02:14. > :02:18.address, no-one injured. But a side from these other incidents, there

:02:18. > :02:23.were two other shootings, one in this neighbourhood, last Friday, as

:02:23. > :02:30.a wake took place, which some say was connected to a local gang. This

:02:30. > :02:34.is a dispute about territory and respect. This charity is one of the

:02:34. > :02:42.several groups trying to get peace back on the streets and they say it

:02:42. > :02:48.is tense. We are trying to calm things down and resolve the

:02:48. > :02:54.situation with the various groups. Very stressful, clearly. We were

:02:54. > :02:58.about their safety and the public's as well. The local MP says that

:02:58. > :03:03.cool heads must prevail over the weekend. There will be an increased

:03:03. > :03:07.police presence in the city. I have spoken to the local authority about

:03:07. > :03:12.this and I think it is the case that we need to all pull together

:03:12. > :03:17.now to make sure that this violence does not escalate any further.

:03:17. > :03:25.is tit-for-tat and it is targeted. But for many it is far too close to

:03:25. > :03:29.home. Police arrested two 18-year-old men.

:03:29. > :03:33.They remain in custody tonight. And officers are urging any witnesses

:03:33. > :03:37.to contact Force CID at Bloxwich police station.

:03:37. > :03:41.Still ahead tonight: Reaction from Stoke City after a Spanish wonder

:03:41. > :03:44.goal leaves their Europa League hopes hanging in the balance.

:03:44. > :03:48.She almost died from horrific injuries. Sara Baker broke her back

:03:48. > :03:54.while snowboarding in Canada. But the 30-year-old from Birmingham is

:03:54. > :03:56.now facing huge costs if she is to return home for rehabilitation. She

:03:56. > :04:00.discovered that her travel insurance had expired, so a

:04:00. > :04:09.campaign has been started here to raise up to �100,000 to bring her

:04:09. > :04:16.home in a specially-adapted air ambulance.

:04:16. > :04:18.This was the moment Sara Baker knew she would survive. In difficult

:04:18. > :04:26.conditions, rescuers landed on a glacier to treat the 30-year-old

:04:26. > :04:31.after she lost control of her snow board. The edge at the bottom of

:04:31. > :04:34.the cliff was a big pit. It was pretty much a 20 ft drop. Sara

:04:34. > :04:38.needed surgery to repair crushed vertebrae and she almost severed

:04:38. > :04:41.her spine. Whistler is a popular resort and Sara was there helping

:04:41. > :04:44.to set-up a restaurant with a friend. But her travel insurance

:04:44. > :04:50.had expired. She will have to pay around �50,000 in medical costs, as

:04:50. > :04:57.well as an emergency flight home. Back in Birmingham, her friends are

:04:57. > :05:02.trying to raise money. She thought she had an annual policy, a silly

:05:02. > :05:07.mistake. We have all done it before. We all need to make sure that the

:05:07. > :05:13.debt travel insurance and that it is valid, because no one would

:05:13. > :05:21.expect a �50,000 bill. Sara's family are with her at her bedside.

:05:21. > :05:27.I am just devastated. I feared the worst. All I wanted to do was jump

:05:27. > :05:32.on a plane and get here to be with her. I cannot think people enough

:05:32. > :05:36.for all of the support that they have given me. I never experienced

:05:36. > :05:40.pain at like this ever before. While there is a good chance Sara

:05:40. > :05:44.will walk again after months of rehab, she has been told there's a

:05:44. > :05:47.possibility she will not be able to have children.

:05:47. > :05:52.And you will find more information on the campaign to raise cash for

:05:55. > :05:58.A concrete block was dropped from a bridge over a busy road, hitting a

:05:58. > :06:01.passing car in Telford. The incident happened just before 10

:06:01. > :06:03.last night on the A442 at the Wombridge Interchange. The driver,

:06:03. > :06:11.a 23-year-old man from Worcester, suffered bruised ribs after the

:06:11. > :06:14.block hit his car. A 25-year-old man filmed driving

:06:14. > :06:17.the wrong way along a busy dual carriageway as his friends cheered

:06:17. > :06:20.from the roadside has been banned from the road for three years and

:06:20. > :06:22.given a suspended jail term. Steven McInulty, from Coventry, admitted

:06:22. > :06:25.dangerous driving and driving whilst disqualified. He was filmed

:06:25. > :06:35.in Coleshill, Warwickshire by a group of young people gathered on a

:06:35. > :06:36.

:06:36. > :06:40.grass verge. We heard earlier this week that

:06:40. > :06:42.nearly a quarter of a million people are out of work in the West

:06:42. > :06:45.Midlands. And the impact is being keenly felt in Kidderminster. Today,

:06:45. > :06:47.the local MP said the Worcestershire town needs to

:06:47. > :06:50.attract bigger businesses to stabilise its economy. His call

:06:50. > :06:59.follows the announcement of 250 job losses at just two firms in the

:06:59. > :07:03.Kidderminster, like many places, is feeling the effects of the

:07:03. > :07:11.recession. Empty shops litter the town as the number of its residents

:07:11. > :07:15.who are unemployed continues to rise. Sadly, the outlook for

:07:15. > :07:20.Kidderminster does not look that bright. In October, a luxury

:07:20. > :07:27.boatbuilder cut 37 jobs. Now they have announced 72 or more are to go.

:07:27. > :07:31.That is about one-quarter of their entire workforce. And that news

:07:31. > :07:37.comes as one of Kidderminster's other main employers has plans to

:07:37. > :07:43.cut its workforce by 150 people. But companies say that the Job

:07:43. > :07:48.losses are necessary to maintain the long-term future of their

:07:48. > :07:50.businesses. Kidderminster has the highest unemployment anywhere in

:07:50. > :07:53.Worcestershire. So what can be done? According to Mark Garnier,

:07:53. > :07:59.the town's MP the answer is simple, bigger businesses. We need to

:07:59. > :08:03.create a vision for the town and the district that says that if you

:08:03. > :08:08.wanted to make carpets 20 years ago you could only come to

:08:08. > :08:18.Kidderminster. We need to say that if you need to you this or that you

:08:18. > :08:19.

:08:19. > :08:24.need to come to Kidderminster. People pay -- the owners of this

:08:24. > :08:30.business have been set up since 1995 and they employed many people.

:08:30. > :08:35.Last year they had a turnover of a quarter of a million pounds.

:08:35. > :08:43.can never have too many small businesses. They are the heart of

:08:43. > :08:47.Kidderminster. Small manufacturers will hopefully grow into medium-

:08:47. > :08:51.sized and larger businesses. Business has got to start somewhere.

:08:51. > :08:55.With more than one in 20 people unemployed in the town, new

:08:55. > :09:04.businesses are desperately needed. Now the challenge is to persuade

:09:04. > :09:07.them to come. Leading businessman Digby Lord

:09:07. > :09:11.Jones has ruled himself out of the race to become Birmingham's first

:09:11. > :09:13.elected mayor because he thinks it will be a job without any real

:09:13. > :09:16.power. Lord Jones has told the BBC's Sunday Politics programme

:09:16. > :09:22.that to make any major political impact, the mayor needs to be in

:09:22. > :09:26.charge of the whole West Midlands region. This fabulous opportunity,

:09:26. > :09:30.this moment when we could change Birmingham and the West Midlands

:09:30. > :09:35.forever, if we do not lift our ambitions up to the horizons of the

:09:35. > :09:39.West Midlands as opposed to just Birmingham, we will really miss a

:09:39. > :09:43.trick because we have got to get around the world selling the West

:09:43. > :09:48.Midlands. It is bigger than Scotland. We have so many

:09:48. > :09:51.challengers and people who live in the West Midlands and they do not

:09:52. > :09:56.differentiate about where they live and work. They are in a group

:09:56. > :10:00.together and I think it should be a mayor of the West Midlands were

:10:00. > :10:03.frankly it will fail. A referendum on whether or not to

:10:03. > :10:06.have elected mayors will be held in both Birmingham and Coventry in May.

:10:06. > :10:09.But while Lord Jones claims the role doesn't go far enough, critics

:10:09. > :10:16.say it would actually concentrate too much power in too few hands.

:10:16. > :10:24.Here is our Political Editor. They said yes to an elected mayor

:10:24. > :10:30.in Stoke-on-Trent, Ali to vote No six years later. -- only to vote No

:10:30. > :10:34.six years later. And despite step's epic drama, the man who burst do

:10:34. > :10:40.the job here says it is time for Birmingham and Coventry to update

:10:40. > :10:44.their local government. The if you are running Stoke City football

:10:44. > :10:52.club, I do not think they would say it would be better if it was run by

:10:52. > :10:55.a committee. We have leaders and that is why organisations succeed.

:10:55. > :11:04.Voters will be asked to choose whether to retain the council

:11:05. > :11:09.leader system or replace it with a 10 or Boris figure.

:11:09. > :11:13.There are questions. What should be the powers of the mayor? Economic

:11:13. > :11:18.regeneration is the Government's big idea, along with things like

:11:18. > :11:21.housing and transport. But what would the councillors do?

:11:21. > :11:26.Scrutinise the Meyer, of course, but also probably speak up for

:11:26. > :11:29.their own local areas, which in turn leads to the question of

:11:30. > :11:37.localism. How could the Meyer keep close to local communities well at

:11:37. > :11:40.the same time acting as a champion for the City and the wider world?

:11:40. > :11:48.Coventry's council has overwhelmingly voted against the

:11:48. > :11:53.idea. There is no indication from citizens that that is what they

:11:54. > :12:03.want. We could have a further election in November which would

:12:03. > :12:11.cost us �130,000. Elected mayors Macey -- may seem a more American

:12:11. > :12:15.or presidential. Here, November 15th will bring elections for

:12:15. > :12:18.elected mayors potentially amongst other things, and that could be our

:12:18. > :12:22.super Thursday. And Patrick joins us now. Does Lord

:12:22. > :12:28.Jones have a point? It will be a position without real power?

:12:28. > :12:32.The answer to that is that, to some extent, the job would be what the

:12:32. > :12:37.candidate he was successful made of it. They will have an opportunity

:12:37. > :12:40.during this campaign to sell to the electorate some extra powers beyond

:12:40. > :12:44.the defined powers that the Government have set up. There is

:12:44. > :12:51.the opportunity for the job to be moulded to a specific requirement.

:12:51. > :12:57.Lord Jones is used to the business world. Politicians will say it is

:12:57. > :13:02.about a politician -- persuading and bargaining. Peps we know about

:13:02. > :13:07.-- we know about the referendums. What do you think the public mood

:13:07. > :13:12.We could not find out in the streets to find many people talking

:13:12. > :13:22.about the lord mayor on a Friday night, but political watchers think

:13:22. > :13:22.

:13:22. > :13:26.that this city will deliver more voters than Coventry.

:13:26. > :13:29.Thank you very much. And there will be more on elected

:13:29. > :13:31.mayors on the Sunday Politics, from noon on BBC1 High streets may be

:13:31. > :13:37.suffering in these times of austerity, but research suggests

:13:37. > :13:40.our traditional markets are doing better.

:13:40. > :13:43.More than half the market traders questioned in this region say

:13:43. > :13:51.they're doing well and have suffered no loss of sales despite

:13:51. > :13:57.the economic downturn. Bilston market in the Black Country,

:13:57. > :14:07.still a focal point of the community. I'd just like the

:14:07. > :14:16.atmosphere. It is still as good as the -- as it has always been.

:22:04. > :22:09.Olympic Torch bearer leading the way. Joanne Writtle is there for us

:22:14. > :22:19.have turned out here tonight. They are here for the parade in Telford.

:22:19. > :22:24.The event kicks off a month of celebrations to mark the Olympics

:22:24. > :22:29.and Paralympics, and one, the guests of honour is a particularly

:22:29. > :22:34.special teenager. Sarah Thomas will be an official Olympic torch bearer.

:22:34. > :22:38.Her nomination came about because she is a carer and she acts as a

:22:38. > :22:42.mouthpiece for others who are carers. She has been described as a

:22:42. > :22:48.true inspiration. Sarah Thomas has spent most of her

:22:48. > :22:52.18 years caring for her mother who has multiple sclerosis. Learning

:22:52. > :22:58.she was going to be an Olympic torch bearer left her speech was

:22:58. > :23:04.also a up I cannot even remember my reaction. I was -- speechless. I

:23:04. > :23:12.cannot even remember my reaction. From an early age, Sarah Laird

:23:12. > :23:17.domestic tasks, and also does charity work. It is like our roles

:23:17. > :23:23.have been reversed. She is the mum and she tells me what to do and

:23:23. > :23:27.advises me. But being different has had its drawbacks. When I was in

:23:27. > :23:33.primary school I got quite badly bullied because people would see my

:23:33. > :23:39.mother in a scooter and think of weakness. I asked a friend, Wyken

:23:39. > :23:43.your mother walk? -- why is your mother able to walk? I could see

:23:43. > :23:48.that my mother could not walk and struggled more and other people

:23:48. > :23:52.went to work and did not struggle. She met the Prime Minister as part

:23:52. > :24:00.of her campaign work, lobbying for the needs of young carers. Every

:24:00. > :24:06.week, she also volunteers at this market selling products for

:24:06. > :24:10.disabled people. I do not dislike anything I do. I enjoy volunteering

:24:10. > :24:16.and looking after mum and going to college and hopping my dad to an

:24:16. > :24:21.extent. I do not find any of a hardship. I think most for young

:24:21. > :24:26.carers would say the same thing. She is also working with her dad

:24:26. > :24:30.who is also suffering from a ditch and a tray of -- degenerative

:24:30. > :24:33.disease. And Sarah joins us now.

:24:33. > :24:40.Congratulations on being named a torch bearer. You must be very

:24:40. > :24:48.proud? A thank you very much. Yes, I am proud. What does it mean to

:24:48. > :24:52.you? It was a complete surprise when I was told and it is such a

:24:52. > :24:56.massive once-in-a-lifetime thing that I cannot even fathom the

:24:56. > :25:01.meaning of it. It is amazing. had a number of nominations. You

:25:01. > :25:05.even got one from a complete stranger who might you on a train.

:25:05. > :25:10.You obviously create quite an impression. I must have done

:25:10. > :25:15.somehow. We are friends now. It was such a surreal experience just to

:25:15. > :25:21.be nominated who only knew my name and my college. They must have

:25:21. > :25:25.known a little bit more! What does it mean to your parents? I know

:25:25. > :25:28.that they are both very proud. I know that mum and dad have always

:25:28. > :25:34.helped me with my charity work and I know they are really happy about

:25:34. > :25:39.it. They did not lick -- like keeping it a secret from me. I

:25:39. > :25:44.think they are proud parents. sure that they are a. Have a
