:00:57. > :01:06.tonight, the parents who starved Daniel pelka to death. I have never

:01:06. > :01:09.faced a case like this. Saving on landfill, the commercial

:01:09. > :01:11.waste from Birmingham being used to fuel a cement mix -- works in

:01:11. > :01:15.Warwickshire. And although it didn't look very

:01:15. > :01:25.much like it today, we're on the brink of some hot and humid weather.

:01:25. > :01:27.

:01:27. > :01:30.Good evening from the centre of Stafford, where local people are

:01:30. > :01:34.tonight trying to comprehend the scale of sweeping changes

:01:34. > :01:37.recommended this afternoon for their local hospital. In a nutshell, the

:01:37. > :01:44.administrators say that the hospital trust will be dissolved, with

:01:44. > :01:47.critical care, maternity and paediatric services cut at Stafford.

:01:47. > :01:57.Cannock Chase Hospital is largely unaffected. This is what the

:01:57. > :02:03.administrators said this afternoon. Think of the package that we are now

:02:03. > :02:08.offering. In many areas, the services are enhanced. For reasons

:02:08. > :02:13.of clinical safety, in one or two areas of relatively small volume, we

:02:13. > :02:16.are recommending, on safety grounds, that those sick people go

:02:16. > :02:19.to a larger regional Hospital where they will be cared for most safely.

:02:19. > :02:23.More than 50,000 people signed a petition to save Stafford Hospital -

:02:23. > :02:25.the same number of protesters took part in a march and rally in April

:02:25. > :02:28.in the square where I'm standing tonight.

:02:28. > :02:33.So what's the reaction been to today's news? Our Staffordshire

:02:33. > :02:39.reporter Liz Copper has been finding out.

:02:39. > :02:46.In this play centre on the outskirts of Stafford, young families were

:02:46. > :02:51.taking in views of the planned changes. -- row taking in news.

:02:51. > :02:58.James was born at Stafford Hospital, and so was his mum, who is expecting

:02:58. > :03:04.her second baby at the end of this year. My son was born here two years

:03:04. > :03:10.ago, and he was born really quickly. If this one is born really -- just

:03:10. > :03:15.as quick, it will be a worry to get there on time. Many agreed with

:03:15. > :03:19.those views. My children were born in Stafford Hospital, and my

:03:19. > :03:26.grandchildren as well. So I really do not know what the future is going

:03:26. > :03:30.to hold, and I fear for the people of Stafford. Pregnant ladies in

:03:30. > :03:36.Stafford, if they need to go in an ambulance straight to hospital, how

:03:36. > :03:44.far will they have to go? It will put them at health risk, I think it

:03:44. > :03:51.is a real terrible shame. Following developments from their

:03:51. > :03:59.headquarters in a shop, members of the support Stafford Hospital

:03:59. > :04:04.campaign. Critical care? How can you have an A&E without critical care?

:04:04. > :04:11.You cannot. The fight starts today. This is just a recommendation. And

:04:11. > :04:16.believe me, the group will carry on fighting and we will not give up. A

:04:16. > :04:24.micro-rich to the hospital have been decorated with ribbons. It is a

:04:24. > :04:29.high-profile crusade to stop cuts. The administrators say without major

:04:29. > :04:34.change, the future of local parents -- patient safety is at stake.

:04:34. > :04:39.Earlier this year 30,000 protesters marched through the centre of

:04:39. > :04:43.Stafford, and it looks like the further protests will follow. The

:04:43. > :04:47.leader of the County Council has called for the Government to port

:04:47. > :04:54.all care and social care in Staffordshire in the hands of a

:04:54. > :04:59.single NHS Trust. Our biggest fear is that the fragile the already

:04:59. > :05:02.fragile framework in Staffordshire. The worst thing that could happen is

:05:02. > :05:07.that they are fractured and put to other hospitals outside the

:05:07. > :05:10.country. Families have until October to comment on these plans. Everyone

:05:10. > :05:13.with a stake in Stafford Hospital's future is being urged to take part

:05:13. > :05:17.in that process. Joining me now are two nurses at

:05:17. > :05:20.Stafford Hospital, Heather Gough and Mark Savile. They spoke out on

:05:20. > :05:26.Midlands Today in June about the problems circling around the

:05:26. > :05:32.hospital. What is your reaction to did a's

:05:32. > :05:38.News? I think it is bittersweet. Very relieved for the A&E department

:05:38. > :05:41.that we are going to continue. As long as that is a sustained

:05:41. > :05:48.continuation of services. My fear would be that if we were allowed to

:05:48. > :05:54.die slowly, I hope that will not happen. For paediatrics and

:05:54. > :05:58.maternity ethic it is a disaster. I am a sixth generation native of

:05:58. > :06:04.Stafford, and to think there will be no more babies born in Stafford is a

:06:04. > :06:08.sad day for this town and for Staffordshire. Maternity services

:06:08. > :06:12.are excellent in our hospital, and paediatric services work well as

:06:12. > :06:16.well, so I think to take them away from the people of Stafford is an

:06:16. > :06:25.absolute disaster for the public. I am sure there will be a lot of

:06:25. > :06:33.opposition to that. What are your feelings? It is no time for nurses

:06:33. > :06:42.and doctors to have a voice. It is time for the staff to speak up. --

:06:42. > :06:47.wrote it is now time. -- it is no time. It is a call for nurses to

:06:47. > :06:55.halt what is really the downsizing of the NHS. Don't you think it is

:06:55. > :07:00.better than you expected, because of what has not happened to A&E?

:07:00. > :07:08.A&E nurse I saw a small victory today, but I also see a huge battle

:07:08. > :07:16.on the horizon. We really have to fight now. You spoke movingly about

:07:16. > :07:26.the morale and hospital -- in the hospital. How are things at the

:07:26. > :07:27.

:07:28. > :07:31.moment? Following the march, the staff were... It was twice around

:07:31. > :07:38.the world in distance, for one mile, and everybody walked to the

:07:38. > :07:44.hospital from here. It was just incredible, and it linked the morale

:07:44. > :07:47.so much. The patients coming into A&E now, the approach to us is

:07:47. > :07:54.different, because they are supporting us and they know we are

:07:54. > :07:59.here for them. Every A&E department still has its problems and still has

:07:59. > :08:03.difficult times, but we are doing our best in difficult circumstances

:08:04. > :08:07.even today. What do you feel happens now? Obviously this is not the end

:08:07. > :08:14.of the road from all the various decisions that have been announced

:08:14. > :08:19.today. Yes, there is a consultation process now. I think that finishes

:08:19. > :08:25.at the end of December. I think what needs to happen now is people need

:08:25. > :08:28.to be heard, people need to have an opinion, people need to fight.

:08:28. > :08:30.you very much for talking to us tonight.

:08:31. > :08:34.At seven o'clock tonight, just around the corner from here, more

:08:34. > :08:36.than 200 people are expected at a public meeting to consider today's

:08:36. > :08:44.announcement. It's been organised by Stafford's Conservative MP Jeremy

:08:44. > :08:53.Lefroy, who joins me now. Mr Lefroy, your reaction to today's news?

:08:53. > :08:58.think it is mixed. There are some very good things, because first of

:08:58. > :09:04.all -- which first of all Stafford will be -- remain an acute district

:09:04. > :09:09.Hospital. We will retain our A&E and acute services will remain. But as

:09:09. > :09:15.has been pointed out, maternity and paediatrics will be cut. I will be

:09:15. > :09:18.fighting that. I think it is vital that we continue to have, for

:09:18. > :09:26.children born in Stafford, local parents need that service to be

:09:26. > :09:30.available locally. That seems to be the real headline about maternity

:09:30. > :09:36.services. Yes, what we must not forget is that a few months ago we

:09:36. > :09:42.were looking at losing our A&E and acute services. We have had a big

:09:42. > :09:47.step forward on that. Do you feel people have listened to you? Yes, I

:09:47. > :09:54.think the march had a big impact. The administrators had a real --

:09:54. > :10:00.made a real effort to change their plans. But we need to find ways of

:10:00. > :10:04.persuading them and also the national Government, that is my job

:10:04. > :10:09.as member of Parliament, I have to take the fight to the Government.

:10:09. > :10:13.Ultimately the consultation goes back to the administrators, and

:10:13. > :10:18.finally to the Secretary of State. I have already made it clear to the

:10:18. > :10:22.Secretary of State and the Prime Minister himself that we have --

:10:22. > :10:26.need maternity and associated paediatrics here in Stafford. I have

:10:26. > :10:33.to say the Prime Minister, who fought a similar battle over his own

:10:33. > :10:38.hospital in Banbury, understood that. This is critical for you

:10:38. > :10:44.politically. I am concerned about the people. Yes, but it will

:10:44. > :10:49.translate to the ballot box. At the moment by only concern is about

:10:49. > :10:55.getting that is -- with this right for the people of Stafford. This is

:10:55. > :10:59.about 20, 30, 40 years. I will not be here, but people would need those

:10:59. > :11:08.services. What is your assessment of the mood of people in the town?

:11:08. > :11:13.think firstly people seem relieved that the hospital is not going to

:11:13. > :11:19.close, but they want to continue the fight for maternity and paediatrics,

:11:19. > :11:27.and I would add critical care, which still is there but at level two. I

:11:27. > :11:30.would like to see that as part of the national infrastructure, so that

:11:31. > :11:38.is another aspect we will be taking up strongly in the consultation --

:11:38. > :11:41.consultation. Some A nurse who was struck off the nursing register

:11:41. > :11:43.after she lied about waiting times in Accident and Emergency at

:11:43. > :11:48.Stafford Hospital has resigned from her post.

:11:48. > :11:52.Other news associated with the hospital.

:11:52. > :11:55.Tracy White, seen here in the orange top was disciplined by a Nursing and

:11:55. > :11:57.Midwifery Council panel last week. She'd been working as a manager at

:11:57. > :12:00.the Mid Staffordshire NHS Foundation Trust.

:12:00. > :12:05.We'll have more from Stafford later in the programme. Now though, it's

:12:05. > :12:09.back to Mary in the studio for a look at the rest of the day's news.

:12:09. > :12:13.A mother and her partner have been found guilty of murdering her

:12:13. > :12:15.for-year-old son Daniel pelka. A jury at Birmingham Crown Court

:12:15. > :12:21.convicted Magdelena Luczak and Mariusz Krezolek after hearing that

:12:21. > :12:25.the child was subjected to months of cruelty. The boy's murder, which

:12:25. > :12:30.occurred weeks after teaching staff saw him with bruising and back --

:12:30. > :12:35.black eyes, is the subject of a serious case review. The pair will

:12:35. > :12:45.be sentenced on Friday. This report contains details some viewers might

:12:45. > :12:54.

:12:54. > :12:58.The desperate cries of a mother pleading for help to save her son.

:12:58. > :13:03.But the reality was, this was the final attempt by Magdelena Luczak

:13:03. > :13:08.and Mariusz Krezolek took on the authorities about Daniel. He had

:13:08. > :13:11.been subjected in fact to unbelievable cruelty for six

:13:11. > :13:15.unbelievable cruelty for six months. This was a pre-medicated,

:13:15. > :13:19.preplanned and prolonged murder of this little boy, and it was teamwork

:13:19. > :13:25.between both stepfather and mother that work very well together to

:13:25. > :13:29.achieve Daniel's death. Daniel started school in September 2011. By

:13:29. > :13:34.the time of his death his body was likened to that of a concentration

:13:34. > :13:44.camp victim. Police who investigated Daniel's story remain baffled as to

:13:44. > :13:44.

:13:44. > :13:48.the adult -- adult systematic motivation for torturing him.

:13:48. > :13:58.turned Daniel from a beautiful bright eyed little boy into a bag of

:13:58. > :14:01.bones, basically. And sort of broke him in so many ways. Daniel's final

:14:01. > :14:10.hours were spent alone on your insult mattress docked in a room

:14:10. > :14:16.with no handle, no missed -- escape. But in the months after his death,

:14:16. > :14:23.official agencies were aware of the family. The persons responsible were

:14:23. > :14:27.very cunning, very response -- plausible. The mother was very

:14:27. > :14:37.convincing and told a number of lies to conceal what was happening to

:14:37. > :14:40.

:14:40. > :14:43.Daniel. Magdelena Luczak and Mariusz Krezolek moved around the area

:14:43. > :14:48.regularly. Both Warwickshire and West Midlands Police were called out

:14:48. > :14:54.to the couple to investigate allegations of domestic violence.

:14:54. > :15:00.Questions over the roles of agencies remain unanswered. Education

:15:00. > :15:04.officials investigated Daniel's poor school attendance. The NHS were told

:15:04. > :15:08.he had an eating disorder. Health visitors visited the home but never

:15:08. > :15:12.saw him. And the deceit of an underlying eating problem was

:15:12. > :15:16.repeated to teachers. They were told not to allow Daniel any extra food.

:15:16. > :15:23.They complied, and reprimanded Daniel when he scavenged for food in

:15:23. > :15:29.bins. Little Heath primary school refused to speak to journalists, but

:15:29. > :15:33.issued this video to the media. Daniel remembered -- will be

:15:33. > :15:39.remembered by all who knew him. His death has had a devastating impact

:15:39. > :15:46.on our community. Daniel's birth father told the court he had split

:15:46. > :15:50.up with Magdelena Luczak in 2008 and returned to his native Poland. He

:15:50. > :15:56.never saw his son again. He says he hates those responsible but feels

:15:56. > :16:04.his son at least is no longer suffering. I think as a small

:16:04. > :16:09.innocent boy, I think he has gone up there to heaven, and I think... It

:16:09. > :16:13.is hard to talk about it. The death of the schoolboy has stunned

:16:13. > :16:17.Coventry's Polish community, who have said prayers for the boy they

:16:17. > :16:21.never knew. The whole congregation was in shock that something like

:16:21. > :16:26.this could have happened on our doorstep. While child murders are

:16:26. > :16:30.rare, they always prompt questions about how adults can hurt those they

:16:30. > :16:34.are supposed to care for. The public protection unit of West Midlands

:16:35. > :16:41.Police have investigated the deaths of dozens of children over the last

:16:41. > :16:47.five years, sadly Daniel's story is yet another to be added to the list

:16:47. > :16:51.of innocent victims. Five men have been jailed for 53

:16:51. > :16:55.years for their part in a plot that resulted in bonds being planted in

:16:55. > :16:59.homes in the Staffordshire Rowlands. They were found guilty of charges

:16:59. > :17:03.relating to the conspiracy or to cause explosions on making threats

:17:03. > :17:08.to kill, and were jailed for between five and 16 years each. No one was

:17:08. > :17:11.hurt by the bombs at three addresses last August.

:17:11. > :17:16.The return of a direct rail link between Shropshire and London has

:17:16. > :17:20.been blocked, after the office for rail regulation reflects -- rejected

:17:21. > :17:24.virgin's appeal to operate a new train service. Virgin had planned to

:17:24. > :17:28.start services as early as December. Business leaders had been

:17:28. > :17:31.campaigning for a return of the service, which was stopped in

:17:31. > :17:34.January 2011. The websites of more than 260 payday

:17:34. > :17:37.loan firms have been blocked from computers in libraries in Sandwell.

:17:37. > :17:41.The borough council has taken the decision because it believes the

:17:41. > :17:45.interest the firms charge is too high. It's urging residents to seek

:17:45. > :17:55.advice and help elsewhere. All 350 computers at 19 libraries in the

:17:55. > :17:57.

:17:57. > :18:01.area have been now been modified. The Government has announced were

:18:01. > :18:08.�37 million of funding for new charging points for electric cars

:18:08. > :18:13.will be spent. Worcestershire is to get �450,000, while Dudley will

:18:20. > :18:23.vehicles. We have to make sure the infrastructure is in place, because

:18:23. > :18:30.one of the innovations if you like from the public will be, can I

:18:30. > :18:33.charge my car? You cannot have that cars being sold without the points

:18:33. > :18:36.being there to charge The criteria to apply to buy one of Stoke on

:18:36. > :18:37.Trent's so-called "one pound houses" has been relaxed after a lack of

:18:37. > :18:41.suitable candidates. Them on.

:18:41. > :18:44.Current guidelines mean applicants must live in the area and not earn a

:18:44. > :18:48.joint income of more than �30,000. Under the new rules, applicants who

:18:48. > :18:51.work in the city but don't live there will be considered. So far 600

:18:51. > :18:58.people have applied for the offer, but fewer than 35 were deemed

:18:59. > :19:02.suitable. Commercial waste collected from

:19:02. > :19:05.across Birmingham is being used to fuel a kiln at a cement works in

:19:05. > :19:09.Warwickshire. The waste, which would normally go to landfill, is instead

:19:09. > :19:18.being turned into Climafuel - which is an alternative to coal. Bob

:19:18. > :19:22.Hockenhull reports. It is a dirty business saving the planet, but here

:19:22. > :19:28.at this factory metals and plastics are removed and what is left is

:19:28. > :19:31.creating an alternative fuel to coal. It is a fluffy material, but

:19:31. > :19:39.it mainly contains small bits of contaminated polythene, and

:19:39. > :19:43.cardboard, Stech style is, that sort of material -- textiles. This

:19:43. > :19:52.material has now been shredded, and it is that which is destined to go

:19:52. > :19:56.in the kilns in rugby. Temperatures of 1400 Celsius must be generated in

:19:56. > :20:06.the kiln before -- to heat up the chocolate clay used to make cement.

:20:06. > :20:11.Traditionally, Cole has been burned to achieve this.

:20:11. > :20:16.It is very, very effective, and we are now running at a substitution

:20:16. > :20:22.level of 65%. We are hoping to get 85% very soon. This lorry has just

:20:22. > :20:27.pulled in from the -- Birmingham full of the alternative fuel. And

:20:27. > :20:32.maybe soon it will not just be supplied from Birmingham. At the top

:20:32. > :20:36.of the cement works there is a view of land next to the site where a new

:20:36. > :20:41.ClimaFuel site could soon be built. Subject to planning permission it

:20:41. > :20:48.will be up and running next year. For neither, there is 100,000 tonnes

:20:48. > :20:52.of industrial waste being delivered to create the alternative fuel.

:20:52. > :20:56.Waste that if it were not for this project, would be polluting the

:20:56. > :21:06.planet by being sent to landfill sites.

:21:06. > :21:08.

:21:08. > :21:11.Now back to Nick, in the centre of Stafford with tonight's main story.

:21:11. > :21:15.Welcome Baxter Stafford. This afternoon it was recommended that

:21:15. > :21:20.afternoon it was recommended that the mid Staffordshire NHS Trust is

:21:20. > :21:24.dissolved, and critical care amended, maternity and paediatric

:21:24. > :21:28.services cut at Stafford. Kaneko Hospital will retain all current

:21:28. > :21:36.services and to -- could take on extra surgery cases. This evening a

:21:36. > :21:44.public meeting is taking place down the road. That is where we find my

:21:44. > :21:48.the road. That is where we find my colleague. What is the There is a

:21:48. > :21:51.lot of anger here, I have been speaking to some of the several

:21:51. > :21:56.hundred people who have come through the doors already. They are

:21:56. > :21:59.expecting upwards of 400 here tonight. They are saying they have

:21:59. > :22:04.the utmost faith in the hospital and the staff of that hospital, but it

:22:04. > :22:10.is not the hospital it was, in fact it is now one of the best in the

:22:10. > :22:13.West Midlands is not in the whole country. I have with me the leader

:22:13. > :22:16.of Stafford Borough Council. Obstetrics to go, paediatrics to go

:22:16. > :22:26.but edited to go, and the dissolution of the trust. How do you

:22:26. > :22:27.

:22:27. > :22:31.respond? -- maternity to go. I think these are very disappointing moves.

:22:31. > :22:39.The simple fact is, there is a lot of anger among the community, when

:22:39. > :22:44.our basic services are taking -- taken away. But it could have been

:22:44. > :22:49.far worse, A&E for example was touted to go. Yes, obviously the

:22:49. > :22:54.fact we still have the continuing is a good proposal. Some of the other

:22:54. > :23:00.proposals made are quite acceptable, but as a package as a whole, you

:23:00. > :23:03.have got some good bits but the majority of it is disadvantaged to

:23:03. > :23:13.the local people. These recommendations. Where does it go

:23:13. > :23:18.

:23:18. > :23:19.now from your point of view? We have to make as big a noise as we in the

:23:19. > :23:22.consultation. It starts next Tuesday, and only administrators

:23:22. > :23:24.will come in with the final recommendation to the Secretary of

:23:24. > :23:26.State, and we can lobby the Secretary of State as well. Health

:23:26. > :23:31.campaigners in Lewisham today turning round an earlier decision.

:23:31. > :23:37.You can go to age additional review -- judicial review. Yes, I am not

:23:37. > :23:45.ruling that out at all. The public consultation runs until October. It

:23:45. > :23:50.will probably provoke a lot of comments.

:23:50. > :23:55.I am joined now by our health correspondent. What is the standout

:23:55. > :23:59.development today? The key issue is that there will not be any babies

:23:59. > :24:03.born in Stafford at all, and that is the hardest to come to terms with,

:24:03. > :24:08.because if you look at the evidence and run travel times to hospitals,

:24:08. > :24:12.there is a correlation between travel times and safety for babies.

:24:12. > :24:15.There is also enough consultants in this part of the world, so it is

:24:15. > :24:21.more difficult for them to argue there is a problem in that

:24:22. > :24:26.particular area. What about the political implications? Clearly if

:24:26. > :24:31.you look back to Kidderminster in the 1990s, what happened there led

:24:31. > :24:35.to the unseating of the local MP, and Richard Taylor was brought in.

:24:35. > :24:40.Labour tonight are making hay about the fact that services are being

:24:40. > :24:44.closed in this part of the world, and I understand also that Richard

:24:44. > :24:49.Taylor's party is talking to somebody in this part of the world

:24:49. > :24:51.about standing against the sitting MP. What are the implications for

:24:51. > :25:01.other hospitals? We heard about problems in Worcestershire and

:25:01. > :25:01.

:25:01. > :25:04.Shropshire for instance. Most of the hospitals in our region are

:25:04. > :25:09.struggling with finances, and basically Stafford is the

:25:09. > :25:14.blueprint, it has gone first. They are hoping that what has been done

:25:14. > :25:18.here, all the work that has been put into getting this right will go on

:25:18. > :25:22.elsewhere. We are only seeing Cheltenham going back from 24 hours

:25:22. > :25:27.service to a 14 hour service. We are likely to see this in other

:25:27. > :25:35.hospitals. hospitals.

:25:35. > :25:40.Let us talk about the weather now. It is a sign of things improving,

:25:40. > :25:45.but tomorrow there will be a huge transformation. It is hotting up

:25:45. > :25:51.very nicely indeed. But it is going to be brief, it is with us tomorrow

:25:51. > :25:55.and then gone by Friday. So although it is a small burst of heat, it will

:25:55. > :25:57.be nonetheless very effective and could produce the hottest day of the

:25:57. > :26:02.year so far particularly for the south-east of the country.

:26:02. > :26:06.Meanwhile, let's talk about rain. There has been plenty of this week,

:26:06. > :26:13.we had the deluge on Saturday night and then thunderstorms ever since,

:26:13. > :26:19.and also today's rain. Taking a look at the figures there, the

:26:19. > :26:22.measurements don't really reflect too much rain. I suspect that is

:26:22. > :26:26.because the thunderstorms have been very localised, but the rain today

:26:26. > :26:31.probably makes up most of those figures. The wettest part in the

:26:31. > :26:34.region was Coleshill in Warwickshire with around one inch of rain. The

:26:34. > :26:40.rain for the moment for the time being is right in the north of the

:26:40. > :26:49.region, and that will clear. Once it does, the air behind it is very

:26:50. > :26:54.warming. Right now, this evening, we are looking at heavy outbreaks of

:26:54. > :26:58.rain still across the northern fringes of the region, but once that

:26:59. > :27:04.has cleared by tonight, it is looking much drier. We will see that

:27:04. > :27:09.interest as well through river valleys and through the hilltops by
