:01:21. > :01:25.Good evening. It was the end of an unimaginable cruelty case, one that

:01:25. > :01:27.left members of the jury in tears. A little boy murdered by his mother

:01:27. > :01:31.and her boyfriend. Tortured, starved and beaten to

:01:31. > :01:34.death. Daniel Pelka is the fifth child in as many years to die here

:01:34. > :01:37.in the West Midlands, unnoticed by the authorities who should have been

:01:37. > :01:41.protecting him. Tonight we look at what's being done to care for other

:01:41. > :01:50.vulnerable children. But first we cross to Birmingham Crown Court and

:01:50. > :01:54.our reporter Ben Ando. There were forceful words from the judge today.

:01:54. > :01:59.The Justice like the jury some of whom were in tears today has had to

:01:59. > :02:05.sit through nine weeks of gruelling and often harrowing evidence in a

:02:05. > :02:12.case that she said involved shocking and deeply disturbing events.

:02:12. > :02:15.Sentencing the couple she said that details of unimaginable acts of

:02:15. > :02:22.cruelty and brutality inflicted over many months had exposed a torment

:02:22. > :02:28.and despair that Daniel must have suffered. The level of cruelty was

:02:28. > :02:36.reflected in a sentence. A minimum of 30 years before either could be

:02:36. > :02:44.considered for parole. What considerations did the judge

:02:44. > :02:49.have to make in setting the jail sentence? The judge had to wait up

:02:49. > :02:54.aggravating features. In this case, there were many, including the age

:02:54. > :02:59.of the victim. Daniel was just four years old. The fact there was such a

:02:59. > :03:04.breach of trust. This was his mother and stepfather who should have been

:03:04. > :03:09.responsible for him. The sustained level of cruelty. The fact it

:03:09. > :03:14.continued for so long. In mitigation, there was nothing, said

:03:14. > :03:19.the judge. We know a serious case review is under way. The final

:03:19. > :03:23.report will not be published for six weeks. Why is it taking so long?

:03:23. > :03:33.Hello Makro the serious case review is being overseen by the commentary

:03:33. > :03:35.

:03:35. > :03:39.safeguarding children board is Makro -- the serious case review is being

:03:39. > :03:45.overseen by the Coventry safeguarding children board. During

:03:45. > :03:48.the course of the nine week trial, more evidence has emerged. They say

:03:48. > :03:58.they need to consider it before they can finalise their report. It will

:03:58. > :04:02.

:04:02. > :04:05.take them at least six weeks to do that.

:04:05. > :04:08.Today, two more parents have been charged in connection with their

:04:08. > :04:11.child's death. A baby Isabella Vallance lived in a house in this

:04:11. > :04:14.street in Redditch before being taken to Birmingham Children's

:04:14. > :04:17.Hospital where she died. Tyler Vallance has been charged with her

:04:17. > :04:20.murder, along with ill treatment or neglect, and her mother Jessica

:04:20. > :04:24.Wiggins with causing or allowing the death of a child. Child killings are

:04:24. > :04:27.not common, but in the last few years there have been notable and

:04:27. > :04:31.shocking cases here in the West Midlands. Bob Hockenhull reports.

:04:31. > :04:34.Social services - under the spotlight and on the front-line.

:04:34. > :04:37.Social workers need a real determination and a real conviction

:04:37. > :04:40.in the work they're doing and the decisions that they're making for

:04:41. > :04:46.children. But in five years, there have been five high-profile cases of

:04:46. > :04:50.children being killed by those who should have been caring for them.

:04:50. > :04:54.Kyra Ishaq died in 2008. The seven-year-old form Birmingham was

:04:54. > :04:59.starved to death by her mother and her boyfriend. The Serious Case

:04:59. > :05:02.Review that followed found her death could have been prevented. In the

:05:02. > :05:09.same year, Ryan Lovell-Hancox from Bilston died from a brain injury on

:05:09. > :05:18.Christmas Eve. 14 separate agencies had missed chances to intervene in

:05:18. > :05:22.Ryan's care. In January, 2010, Keanu Williams from Ward End in Birmngham

:05:22. > :05:26.was beaten to death by his mother. A Serious Case Review into how this

:05:26. > :05:30.abuse went unnoticed will report in the next few weeks. And in May last

:05:30. > :05:36.year, 23-month-old Daniel Jones died from a heroin overdose in his home

:05:36. > :05:41.in Wolverhampton. And now Daniel Pelka - starved and beaten. He was

:05:41. > :05:46.just four-and-a-half years old. There are undoubted financial

:05:46. > :05:49.pressures on all council services. The average length of time social

:05:49. > :05:59.workers spend in the profession is only eight years, far below that of

:05:59. > :06:01.

:06:01. > :06:04.comparable professionals. Many social workers feel quite

:06:04. > :06:11.overwhelmed by their caseloads, by the fact that some of the backroom

:06:11. > :06:16.support has been cut. It has put more bureaucratic tasks on them.

:06:16. > :06:21.When you make a decision at 3am whether to take a child into care or

:06:21. > :06:26.not, it is a life changing decision. You have to respect the people who

:06:26. > :06:29.work in the field. When it goes wrong, we get a scandal. When it

:06:29. > :06:36.goes right, nobody cares. Today Ofsted said Walsall Children's

:06:36. > :06:41.Aervices had improved from inadequate to adequate. Children's

:06:41. > :06:43.lives cannot be put on hold. Our service has to continue to improve

:06:43. > :06:46.everyday. Elsewhere in the West Midlands, the picture is bleaker.

:06:46. > :06:49.Ofsted has described children's services in Sandwell as inadequate

:06:49. > :06:53.for the second time this year. Birmingham's also currently labelled

:06:53. > :06:57.inadequate. The head of its children's services department quit

:06:57. > :07:07.last month. Coventry was last described as adequate, but must now

:07:07. > :07:09.

:07:09. > :07:16.deal with the fall-out from the shocking death of Daniel Pelka.

:07:16. > :07:20.Often the focus on a particular child somehow gets lost in the

:07:20. > :07:25.professionals attending much more to what the parent is saying and then

:07:25. > :07:27.they see the child through the lens of what the parent wants them to

:07:27. > :07:30.believe. A quarter of council children's services inspected in the

:07:30. > :07:38.last year were rated inadequate. Clearly there's a lot more

:07:38. > :07:41.challenges to be met to ensure our vulnerable youngsters are protected.

:07:41. > :07:50.Earlier I spoke to child protection expert Chris Cloke from the NSPCC

:07:50. > :07:54.and asked him first for his reaction to the Daniel Pelka case. This is

:07:54. > :07:59.the most horrific case in many years that we have come across. It is

:07:59. > :08:04.horrific that a four-year-old could be treated in this way and that his

:08:04. > :08:09.mother and mother's boyfriend could treat a child in this way.

:08:09. > :08:13.Systematically tortured over many months. You can just imagine what it

:08:13. > :08:17.feels like if you are a little for your world, to be denied food, to be

:08:17. > :08:22.beaten, to be locked away and treated with cold baths as

:08:22. > :08:28.punishment. We have heard today about the sentences. They are long

:08:28. > :08:33.sentences. It feels justice has been done. People are outraged that no

:08:33. > :08:37.one managed to step in when there were so many signs of his suffering.

:08:37. > :08:44.It is extraordinary. We do need to learn from this case. There is a

:08:44. > :08:52.serious case review currently being conducted and we owe it to Daniel to

:08:52. > :08:57.wait and see what has happened. Haven't we been here before? Very

:08:57. > :09:01.sadly, there have been a series of cases like this over the years and

:09:01. > :09:06.certainly there are aspects of this case which we are hearing about at

:09:06. > :09:13.the moment which are very reminiscent of how others were

:09:13. > :09:19.treated. Going back 40 years, Little Maria which led to the setting up of

:09:19. > :09:23.the child protection system that we have today. Strong messages come out

:09:23. > :09:27.of the cases which are very similar. Poor communication, lack of

:09:27. > :09:32.training, lack of support. We need to know why exactly these cases go

:09:32. > :09:36.wrong. The serious case review will look at it and ensure that we do all

:09:36. > :09:41.we can to learn from the cases so that children like Daniel do not

:09:41. > :09:46.slip under the net again. You think someone somewhere would have got in

:09:46. > :09:53.touch with the police and the social services, even the teachers. Someone

:09:53. > :09:56.could have come to you, the NSPCC. message we are wanting to say loud

:09:56. > :10:02.and clear is that it is really in portent that anybody who has

:10:02. > :10:07.concerns about a child takes some action Which? really important. we

:10:07. > :10:12.must either on the side of caution. if you have a concern of any sort,

:10:12. > :10:19.do something. don't think somebody else will respond. we can together

:10:19. > :10:24.talk through what the concerns are. the nspcc helpline will say what are

:10:24. > :10:34.your worries and we can talk through it and decide on the best course of

:10:34. > :10:37.action. coming up later in the programme:

:10:37. > :10:47.the police officer said by a judge to have pressed the self-destruct

:10:47. > :10:56.

:10:56. > :11:01.button after an exemplary career. one of nine men who have appeared

:11:01. > :11:05.before magistrates in the last two days. he is charged with rape. after

:11:05. > :11:12.the magistrates had dealt with his case, he had this to say. i am

:11:12. > :11:17.completely innocent. and maybe was in the wrong house, the wrong place.

:11:17. > :11:21.others like my cousins have not done it as well. the magistrates heard

:11:21. > :11:27.the men face a range of charges including conspiracy to traffic,

:11:27. > :11:32.sexual assault and rape. their cases have all been sent to the crown

:11:32. > :11:36.court. all of these offences are alleged to have been emitted at

:11:36. > :11:40.various locations across coventry. the men are accused of exploiting at

:11:40. > :11:45.least five girls aged between 16 and 18 between may and september last

:11:45. > :11:50.year. each of the hearings was relatively short with the men

:11:50. > :11:56.speaking only to confirm their name address and date of birth. they have

:11:56. > :11:58.not yet entered pleas. they will have the opportunity to do that on

:11:58. > :12:02.november the 7th when they will appear before the crown court.

:12:02. > :12:12.police say the alleged victims in this case are all receiving support

:12:12. > :12:36.

:12:36. > :12:39.from specially trained officers. a judge has told a former

:12:39. > :12:42.warwickshire police officer with an exemplary 32-year career that he

:12:42. > :12:45.pressed the self-destruct button when he filmed a naked teenager and

:12:45. > :12:48.took pictures up women's skirts. robert tedds was given a three-year

:12:48. > :12:52.community order and he'll have to sign the sex offenders' register.

:12:52. > :12:55.joanne writtle joins us now from our worcester studio. joanne, what was

:12:55. > :12:57.said in court about what he did? worcester crown court heard how

:12:57. > :13:01.58-year-old robert tedds from leamington spa filmed the naked

:13:01. > :13:04.teenage girl on his mobile phone in june but deleted the file. it was

:13:04. > :13:05.uncovered forensically after police seized two phones and a computer

:13:05. > :13:09.hard-drive. when did the offences come to

:13:09. > :13:13.light? it was when he was spotted taking a picture up the skirt of a

:13:13. > :13:15.customer at a petrol station in leamington spa. cctv footage

:13:15. > :13:18.revealed five separate occasions when tedds had taken such pictures.

:13:18. > :13:21.similar images taken up women's skirts were also found on one of his

:13:21. > :13:24.phones, taken from different locations - the back of cars, an

:13:24. > :13:29.office environment and on a train. what do we know about his former

:13:29. > :13:32.career? he was an admin assistant in the firearms licensing unit when he

:13:32. > :13:36.committed the offences. prior to that he was a police officer for

:13:36. > :13:39.more than 30 years. a police spokesman said he'd also carried out

:13:39. > :13:42.some driving duties for senior officers, but no longer worked for

:13:42. > :13:44.the force. the investigating officer from a neighbouring force made this

:13:44. > :13:47.statement. he previously held a position of trust in the community

:13:47. > :13:52.and we hope this case sends a clear message that no one is above the

:13:52. > :13:57.law. he was previously a member of staff but no longer works for the

:13:57. > :14:01.force. judge michael cullum told tedds that he'd lost his job, his

:14:01. > :14:05.good name and had saddened those who knew him. he said, you will always

:14:05. > :14:08.be the man who filmed up women's skirts and filmed a naked girl. you

:14:08. > :14:11.invaded the privacy of a large number of people. tedds admitted

:14:11. > :14:14.making indecent images of a child and outraging public decency. he'll

:14:14. > :14:24.now sign the sex offenders' register for five years and attend a

:14:24. > :14:50.

:14:50. > :14:54.community sex offenders programme. john ledwidge loves nothing better

:14:54. > :14:57.than watching the grass grow. but not in a boring way. on the

:14:57. > :15:00.contrary, he's simply passionate about producing the perfect playing

:15:00. > :15:03.surface. john joined coventry city as an apprentice aged 16. and now,

:15:03. > :15:07.11 years later, he's head groundsman at the ricoh arena. this morning, as

:15:07. > :15:11.one man went to mow, praying for a last-minute solution that would see

:15:11. > :15:14.the sky blues return to the ricoh. john was whisked away to a staff

:15:14. > :15:18.meeting to be told that the stadium owners had rejected the final deal

:15:18. > :15:21.at the creditors meeting in london. in short, coventry city were facing

:15:21. > :15:23.the prospect of liquidation acl who own the ricoh say they rejected the

:15:24. > :15:27.company voluntary arrangement to keep coventry city football club

:15:27. > :15:31.playing in coventry and to ensure that the club is financially viable

:15:31. > :15:32.for the next few years and beyond. it is a frustrating time for

:15:32. > :15:35.everybody. ultimately, we had earmarked the diaries for coventry

:15:35. > :15:39.city to come back and play. we still have an asset to look after and we

:15:39. > :15:46.have a fantastic facility to offer. the pitch is a massive part of that,

:15:46. > :15:50.whether it be a football club or anything else. the company who own

:15:50. > :15:53.the ricoh arena say they have rejected the arrangement to keep

:15:53. > :16:00.coventry playing in coventry and to ensure the club is financially

:16:00. > :16:06.viable. none of the supporters want us to be back in the situation again

:16:06. > :16:09.in a year's time. that is why we are pushing very hard to head the

:16:09. > :16:13.proposals to reflect this. the sky blues reacted with great regret that

:16:13. > :16:17.a cva has been rejected by acl. it means coventry city football club is

:16:17. > :16:22.likely to be put into liquidation which is expected to result in a

:16:22. > :16:28.points penalty for the club going into the new season. the fans

:16:28. > :16:32.deserve better than what they have got. it is devastating. our home

:16:32. > :16:39.stadium is in northampton or something like that. disgusting.

:16:39. > :16:43.ella macro so many promises and they don't seem to happen. gutted. -- so

:16:43. > :16:46.many promises. like all sky blue fans, john ledwedge has suffered

:16:46. > :16:49.more than his fair share of frustration in recent years. but

:16:49. > :16:52.he's the only man in the country who's prepared the finest pitch

:16:52. > :16:58.never to be seen in league one this season.

:19:04. > :19:08.claiming to be a police officer. as lindsay doyle reports, she was told

:19:08. > :19:17.her card had been cloned and was advised to withdraw all the money in

:19:17. > :19:20.her account. a victim of her own trusting nature.

:19:21. > :19:24.at 85 years of age, cherrie bartholomew has been conned out of

:19:24. > :19:27.her life savings. it began with a phone call to her home in henley in

:19:27. > :19:31.arden, pertaining to be from the police, telling her that her

:19:31. > :19:35.barclays bank card had been cloned. i have always hung up and said, no,

:19:35. > :19:42.thank you, to any of the people on the phone. this time i really

:19:42. > :19:48.thought it was the police. be very careful. he even gave me the police

:19:48. > :19:54.number, 101. when she was originally called, the conman hadn't put the

:19:54. > :19:58.phone down. the line was still open. when she rang what she thought was

:19:58. > :20:01.her bank, a bogus bank official who said her card had been cloned, money

:20:01. > :20:11.was due to be transferred the following day, she was advised to

:20:11. > :20:18.withdraw it. he also said to me, they may query the amount, just say

:20:18. > :20:21.you are going to buy a car. the scam artists arranged for a courier to

:20:21. > :20:24.call at her home. later the same day, she handed the money over,

:20:24. > :20:28.believing her account had already been reimbursed. in a statement,

:20:28. > :20:31.barclays said, if you are advised not to disclose the reason for the

:20:31. > :20:34.withdrawal to your local bank staff, this should immediately raise

:20:34. > :20:38.suspicion. we would never send a courier to collect a card or cash to

:20:38. > :20:41.be handed over from the home. one of those scenarios where i am

:20:41. > :20:43.dreaming about it all night and i wake up in the morning and i cannot

:20:43. > :20:46.believe it is real. i cannot believe how low they would stoop.

:20:46. > :20:50.additional �300 was withdrawn from an atm in whitechapel in london,

:20:50. > :20:56.leaving the bank account empty. just hope that nobody else gets

:20:56. > :21:06.caught like this. it was all my savings gone. no more holidays.
