:01:17. > :01:20.and Governors at a Birmingham School has resigned from his job. It

:01:21. > :01:22.follows an Ofsted inspection which found relationships between the head

:01:23. > :01:27.and management had become dysfunctional. In May this year, a

:01:28. > :01:32.pupil allegedly threatened others with a knife. He was expelled, but

:01:33. > :01:35.later reinstated by the governors. Then, in September, staff at the

:01:36. > :01:39.school voted to stop teaching the boy. Now, a letter has been sent to

:01:40. > :01:46.parents saying the head, Balwant Bains, has left the school. Saltley

:01:47. > :01:54.School in East Birmingham, a school with leadership problems. This

:01:55. > :01:57.building will not be refurbished. Until last week, the head teacher

:01:58. > :02:01.was Balwant Bains, who appeared on Midlands Today three years ago, when

:02:02. > :02:04.he worked in Coventry. But, in a letter to parents, he's announced he

:02:05. > :02:07.has quit, saying he feels unable to carry out his role and

:02:08. > :02:12.responsibilities. A group of parents spoke to us anonymously, their words

:02:13. > :02:15.voiced by others. I can't see any future for my child in that school

:02:16. > :02:18.because the whole system has failed.starting with the governing

:02:19. > :02:21.body. If they're weak, the roots are weak, the head teacher and the

:02:22. > :02:25.governors have got no trust together and it's affecting my child's

:02:26. > :02:28.education. This is the school where earlier this year Mr Bains excluded

:02:29. > :02:34.a pupil for allegedly threatening another with a knife, only for the

:02:35. > :02:38.governors to reinstate him. The education part of it is fine. My

:02:39. > :02:41.child is learning but the safeguarding is my main concern,

:02:42. > :02:44.about the knife side. The governors let the child back in.I dont think

:02:45. > :02:48.they dealt properly with the knife incident. A report from the school

:02:49. > :02:50.inspectors Ofsted following a visit three weeks ago highlights a

:02:51. > :02:54.dysfunctional relationship between the governors and the head teacher

:02:55. > :02:57.resulting in no cohesive drive or shared vision governors they say are

:02:58. > :03:00.not fulfilling all their statutory duties because policies to ensure

:03:01. > :03:03.the safeguarding of all its students have not been reviewed The local MP

:03:04. > :03:14.says the ball is now in the governor's court. They have to

:03:15. > :03:19.respond to that. If they do not do this adequately, Ofsted go back in

:03:20. > :03:24.and consequences follow. People are watching this like hawks. They are

:03:25. > :03:27.doing it by the book. We are all collectively determined to make sure

:03:28. > :03:38.that sultry gets the School leadership that it needs. An earlier

:03:39. > :03:40.report rated the school as good. And there are positive findings. But

:03:41. > :03:43.Ofsted also say the council's attempts to resolve the problems

:03:44. > :03:46.here has been unsuccessful. In a statement, the Chairman of Governors

:03:47. > :03:50.told us he and his colleagues are working very hard in developing an

:03:51. > :03:52.effective action plan to address the issues raised by Ofsted and to

:03:53. > :03:56.ensure good relationships between all staff, senior leadership and the

:03:57. > :03:59.Governing Body. A new head is being recruited. Challenge number one, to

:04:00. > :04:12.restore confidence. Coming up later in the programme...

:04:13. > :04:20.The search for Keith the seal in the River Severn. She may not be the

:04:21. > :04:27.only seal in there. That was an exclusive! And the latest news, she

:04:28. > :04:30.may not be alone. It's just over a year since Harper Adams Agricultural

:04:31. > :04:33.College in Shropshire became a University. And it's celebrating a

:04:34. > :04:36.record number of former students getting jobs. Of the first group of

:04:37. > :04:39.graduates, just 4% were unemployed six months later. The national

:04:40. > :04:45.average is double that. And, today, a Royal guest was made its new

:04:46. > :04:50.Chancellor. The Princess Royal has been a frequent visitor to the

:04:51. > :04:55.university near Newport. 96% of graduates here got jobs last year.

:04:56. > :05:00.Students studying mainly at cultural and rural courses. Do you think you

:05:01. > :05:06.have higher than average badgered employment because of the type of

:08:11. > :08:15.to restore confidence in the NHS. He gave no guarantees of minimum

:08:16. > :08:20.staffing levels. This is one reason she said she thinks the government

:08:27. > :08:31.increasing care. We have lost many nurses. The quality care commission

:08:54. > :08:58.I was talking to the Liberal Democrat MEP representing the whole

:08:59. > :09:04.West Midlands region. So often it is about individual MPs standing up for

:09:05. > :09:08.constituents. Even though he lives in Staffordshire himself, there is a

:09:09. > :09:14.wide argument about delivering sufficient hospital services across

:09:15. > :09:19.the region as a whole. Stafford Hospital had these problems and it

:10:45. > :10:49.residents say it is not suitable for housing. I am opposed to a developer

:10:50. > :10:56.and which would result in families living within touching distance of a

:10:57. > :11:01.motorway. `` a development. You are building on a central reservation. I

:11:02. > :11:06.would not want to live in a high traffic area like that.

:11:07. > :11:11.Stratford`upon`Avon District Council has two build 9500 houses by 2028.

:11:17. > :11:24.district. We accept that housing is needed. We are more than happy to

:12:12. > :12:16.planning policies will stop development in silly locations. We

:12:17. > :12:21.will identify sensible locations where we can meet our housing
