:01:22. > :01:24.Shropshire teenager Georgia Williams was this afternoon told he would
:01:25. > :01:27.spend the rest of his life in prison. Jamie Reynolds had already
:01:28. > :01:30.admitted murder and was appearing at Stafford Crown Court for sentence.
:01:31. > :01:34.The judge in the case was told Reynolds was a sexual deviant who
:01:35. > :01:36.had attacked another girl five years earlier. Georgia's father Steve, a
:01:37. > :01:39.serving police officer, read a tearful statement in court, saying,
:01:40. > :01:50.evil took Georgia away from her family. Giles Latcham was in court.
:01:51. > :01:55.Jamie Reynolds arrives at a cinema in North Wales seemingly untroubled,
:01:56. > :02:00.enjoying a night out. In his van in a car parked outside lies the body
:02:01. > :02:05.of 17`year`old Georgia Williams. Hours earlier, he had murdered her.
:02:06. > :02:08.The motive was his sexual gratification, inspired by a morbid
:02:09. > :02:15.fascination with violent pornography. For Georgia's family,
:02:16. > :02:19.the hearing was another cruel ordeal, the details of her horrific
:02:20. > :02:25.murder set out in court for the first time. There is no sentence
:02:26. > :02:32.that we can never say we are satisfied with because it will never
:02:33. > :02:39.bring Georgia back. She is dead. She has gone. Physically. She lives in
:02:40. > :02:43.our hearts. Georgia was a popular student from a family described as
:02:44. > :02:47.happy and caring colds Jamie Reynolds she was not interested in
:02:48. > :02:55.him romantically `` told Jamie Reynolds. He looted her to his home
:02:56. > :02:59.on the pretence he wanted her to pose for him for a photography
:03:00. > :03:05.project. He strangled her. Jamie Reynolds was described as a sexual
:03:06. > :03:10.deviant with thousands of violent pornographic images and videos
:03:11. > :03:13.stored on his computer. In 2008 aged 17 he was given a police caution for
:03:14. > :03:19.attempting to strangle another teenager. Georgia's mother was said
:03:20. > :03:29.to be wholly deliberate chakra Georgia's murder. `` Georgia. Jamie
:03:30. > :03:33.Reynolds sat in the docs slumped forward, his head in his hands.
:03:34. > :03:39.Cameras picked him up in a petrol station. Georgia's body in the van.
:03:40. > :03:44.He disposed of it in woodland near Wrexham. He fled to a Glasgow hotel
:03:45. > :03:48.where he was arrested three days later. A psychiatric report said he
:03:49. > :03:53.showed psychotic tendencies and could have gone on to become a
:03:54. > :04:00.serial killer. There is no doubt in my mind that Jamie Reynolds's
:04:01. > :04:03.addiction to sadistic, extreme pornography played a significant
:04:04. > :04:08.part in this investigation and as you heard today even in the minutes
:04:09. > :04:16.leading up to Georgia's arrival, he was still viewing such material. He
:04:17. > :04:21.was a keen fan of Telford United `` she was a keen fan. It has emerged
:04:22. > :04:25.tonight a Serious Case Review is under way into how the police dealt
:04:26. > :04:29.with Jamie Reynolds into earlier separate investigations. The world
:04:30. > :04:36.has lost a wonderful person, her father told the court he fully. ``
:04:37. > :04:44.tearfully. He said he cried for her from warning until night.
:04:45. > :04:46.Still come before 7pm: Further embarrassment for Birmingham's
:04:47. > :04:52.Children's Services ` two children's homes close after being rated
:04:53. > :04:55.inadequate. Breast cancer patients were
:04:56. > :04:58.seriously harmed and were victims of weak and indecisive leadership from
:04:59. > :05:02.senior managers. That's one of the conclusions in a review of breast
:05:03. > :05:05.care services at Solihull Hospital. Surgeon Ian Paterson was allowed to
:05:06. > :05:09.carry on operating on women for several years, despite a series of
:05:10. > :05:12.concerns raised about him by other medical staff. In a moment, I'll be
:05:13. > :05:14.talking to the hospital trust chairman. But first here's our
:05:15. > :05:16.health correspondent Michele Paduano.
:05:17. > :05:20.Fitness instructor Gail Lawrence feels she can't move on in her life.
:05:21. > :05:24.She had breast cancer and was operated on by Ian Paterson in 2003.
:05:25. > :05:27.This year, she had two further breast surgeries and her ovaries
:05:28. > :05:38.removed. She is terrified the cancer will come back. I feel like I have
:05:39. > :05:42.been cheated. Cheated out of a normal life. It is hard enough after
:05:43. > :05:47.having cancer. But having been told that you have got to have more
:05:48. > :05:55.surgery because it has been performed wrongly, it is just hard.
:05:56. > :05:57.Mr Paterson was operating at whirlwind speed and doing an
:05:58. > :06:00.unrecognised operation leaving breast tissue behind. Today's report
:06:01. > :06:04.showed after 12 years, his patients were seven times more likely to have
:06:05. > :06:10.cancer back in the same breast, although it's difficult to compare
:06:11. > :06:15.cases. I was shocked by how long it took for effective action to be
:06:16. > :06:24.taken. My review is about patients'. It is about women who
:06:25. > :06:32.were harmed. They feel they have been betrayed For years, doctors
:06:33. > :06:35.were raising concerns but weren't being listened to. In 2003, a cancer
:06:36. > :06:37.specialist worried about Ian Paterson's surgery reviewed 100
:06:38. > :06:42.patients, but the trust was more worried about friction between
:06:43. > :06:47.staff. It wasn't until 2007 that an inquiry decided that he should stop.
:06:48. > :06:52.Six clinicians went to the chief executive but Mr Paterson carried
:06:53. > :06:59.on. It's not until 2011 that the General Medical Council restricted
:07:00. > :07:05.Mr Paterson's practice. They still do not suspend him. Had the trust
:07:06. > :07:09.listened to people who had raised concerns, I would not be standing
:07:10. > :07:14.here now. I would know my treatment was over and I could move forward
:07:15. > :07:18.from that. The chief executive, Mark Goldman, who saw the six clinicians
:07:19. > :07:28.stopped them talking about it. This solicitor excuse `` exposed Mr
:07:29. > :07:33.Paterson. She now represents nearly 400 patients treated by him. We have
:07:34. > :07:38.been asking for the investigation reports for some time. They have not
:07:39. > :07:44.been provided. The Heart of England Trust has lost the confidence of
:07:45. > :07:47.staff. Nothing happened as a result of them raising concerns, doctors
:07:48. > :07:55.and nurses. It will take us time to rebuild the trust. That is what we
:07:56. > :08:01.have to do now. Other patients' might have to face what this lady
:08:02. > :08:16.has. Thousands of patients are now being checked.
:08:17. > :08:19.A new report from Birmingham Prison's own monitoring board says
:08:20. > :08:22.the atmosphere at the jail is improving, but that drugs are still
:08:23. > :08:25.a problem. In October, 2011, the prison became the first in the UK to
:08:26. > :08:28.be privately`run by the security firm G4S. Today's annual report also
:08:29. > :08:31.highlights foreign inmates staying in the prison after their sentences
:08:32. > :08:34.have officially ended. 26 men have been jailed and five
:08:35. > :08:37.others received suspended sentences after disorder broke out at an
:08:38. > :08:40.English Defence League march in Walsall in September last year. More
:08:41. > :08:42.than 600 supporters held a demonstration in the town centre and
:08:43. > :08:46.several West Midlands Police officers were injured when missiles
:08:47. > :08:51.were thrown at them. The last of the defendants were sentenced at
:08:52. > :08:55.Wolverhampton Crown Court today. Sandwell Council is to get an extra
:08:56. > :08:58.?22 million over the next three years to create thousands of new
:08:59. > :09:01.school places. 20 schools have already increased their intake since
:09:02. > :09:08.2011. There are plans to expand many more by the end of 2016.
:09:09. > :09:11.Two council`run children's homes have been closed in Birmingham after
:09:12. > :09:13.being described as inadequate by Government inspectors. At one home,
:09:14. > :09:16.youngsters were said to be frequently playing truant or going
:09:17. > :09:20.missing. The decision to shut them comes in the wake of a series of
:09:21. > :09:23.damning reports into the city's Children's Services department. Our
:09:24. > :09:26.reporter Bob Hockenhull is in Selly Oak for us outside one of the homes.
:09:27. > :09:33.Bob, another embarrassment for the council? That is right. The two
:09:34. > :09:36.homes concerned are Fairfield in Erdington and Bournbrook in Selly
:09:37. > :09:39.Oak. At Fairfield, Ofsted inspectors found children were not attending
:09:40. > :09:44.school, going missing and missing opportunities to get to their
:09:45. > :09:47.education potential. Staff were not sufficiently trained to deal with
:09:48. > :09:56.emotional and behavioural difficulties. In fairness, this
:09:57. > :09:59.home, Bournbrook, although it was also found to be inadequate in
:10:00. > :10:06.April, a subsequent inspection found improvements in the way children
:10:07. > :10:14.were looked after. The council still took the decision to close both
:10:15. > :10:18.homes. What have the council said? The council says the decisions may
:10:19. > :10:22.not last forever and in the future of the two homes may reopen again.
:10:23. > :10:27.But it felt that when another inspection came along it still would
:10:28. > :10:30.not be able to bring me home is up to standard so the decision was
:10:31. > :10:37.taken to close them for the time being. We agreed with Ofsted that we
:10:38. > :10:41.had not brought up to standard as quickly as we would like. The amount
:10:42. > :10:45.of time taken would have been a detriment to the young people. We
:10:46. > :10:49.decided to move the heat small number of young people in the homes
:10:50. > :10:56.to better placements where they could be more safely cared for. This
:10:57. > :10:58.means the council has only ten council run children homes in the
:10:59. > :11:05.city because last year five other homes were shut bringing the number
:11:06. > :11:08.down from 17 to ten. What the council wants to do is move away
:11:09. > :11:13.from homes and try to get young people into foster care instead. It
:11:14. > :11:27.feels this gives them a better chance in life in the future.
:11:28. > :11:30.Babies will still be born at Stafford Hospital but the trust
:11:31. > :11:33.administrators are recommending the maternity unit should be run by
:11:34. > :11:41.midwives instead of doctors. Around 2000 babies are born there every
:11:42. > :11:45.year. The council leader says the change could mean smaller hospitals
:11:46. > :11:52.are targeted for downgrading. The many consultancy led maternity
:11:53. > :11:57.services where perhaps there are only 1500 or even 1000 babies the
:11:58. > :12:00.year. They are run perfectly well. This report has ramifications
:12:01. > :12:09.outside Stafford for other hospitals because I am sure that if you apply
:12:10. > :12:21.the logic of this report to them, I am sure they must be worried today.
:12:22. > :12:24.Unions are warning it will have a huge impact on vulnerable
:12:25. > :12:31.pensioners. The council says difficult decisions have to be made.
:12:32. > :12:34.My messages we are very sorry we have to do it, but we have to
:12:35. > :12:37.balance the budget. We have substantially less money from
:12:38. > :12:41.central government so we have to make these savings. We are making
:12:42. > :12:54.them enough careful a way possibly can. We are determined to protect
:12:55. > :12:58.the most honourable and still are. Family and friends of a teenage girl
:12:59. > :13:02.who was stabbed to death on a bus gathered at her school today for the
:13:03. > :13:06.opening of a memorial garden. Christina Edkins who was 16 and from
:13:07. > :13:08.Birmingham was killed in the city in March. Sarah Falkland was at the
:13:09. > :13:12.ceremony in Halesowen. May this stone stand strong and firm as a
:13:13. > :13:15.symbol of our remembrance and love for Christina and may this area be a
:13:16. > :13:23.place for solid you don't reflection. `` a place for solid you
:13:24. > :13:26.and reflection. A blessing at Leasowes High School
:13:27. > :13:29.in Halesowen. The whole school assembled around a new stone in
:13:30. > :13:36.memory of Christina Edkins. She will be smiling because so many people
:13:37. > :13:40.have gathered to remember her. She was just 16 when she was killed in a
:13:41. > :13:43.random attack on a bus in Birmingham, She'd been travelling to
:13:44. > :13:53.school along the Hagley Road when 23`year`old Philip Simelane stabbed
:13:54. > :13:56.her once in the chest. Christina's parents Jason and Kathleen had
:13:57. > :13:58.wanted a permanent reminder of their daughter here. Christina's
:13:59. > :14:08.classmates decided on the words that would be engraved on the stone. It
:14:09. > :14:13.is a nice memorial. People can see that it is a nice thing to remember
:14:14. > :14:20.her by. I think she would be amazed by how much people love her.
