:01:03. > :01:20.storms to come this week. Good evening. Warwickshire Fire

:01:21. > :01:24.Service has been accused of failing to have an adequate plan to deal

:01:25. > :01:28.with a fire at a vegetable packing warehouse in which four fire

:01:29. > :01:31.fighters died. Ian Reid, John Averis, Ashley Stephens and Darren

:01:32. > :01:37.Yates`Badley, died in the fire at Atherstone`on`Stour in November

:01:38. > :01:39.2007. In May 2012, three incident commanders were acquitted of

:01:40. > :01:41.manslaughter by gross`negligence, and seven months later in December

:01:42. > :01:44.2012, Warwickshire County Council were fined 30,000 pounds after

:01:45. > :01:51.admitted breaking Health and Safety guidelines. Today the report by the

:01:52. > :01:55.Fire Brigades Union says the deaths were caused by a "catalogue of

:01:56. > :02:02.organisational systemic failings". Joan Cummins reports.

:02:03. > :02:05.It was one of the worst nights in British firefighting history. Four

:02:06. > :02:08.Warwickshire firefighters lost their lives whilst trying to tackle a

:02:09. > :02:12.blaze in a vegetable warehouse in Atherstone on Stour. The cause of

:02:13. > :02:16.the fire has been established as arson although no`one has been

:02:17. > :02:24.charged. Today's Fire Brigade Union report summarises the events and

:02:25. > :02:30.actions that lead to the deaths. The SPU report claims the deaths on

:02:31. > :02:33.systemic organisational failures, but the service say that was seven

:02:34. > :02:37.years ago and lessons have been learnt. Andy Hickmott is the current

:02:38. > :02:39.chief fire officer of Warwickshire. He maintains that the FBU

:02:40. > :02:49.investigation is almost a historical snapshot. I don't think there is a

:02:50. > :02:54.single recommendation in the report that hasn't already been dealt with

:02:55. > :03:02.very, very thoroughly by the service. My focus is on the service

:03:03. > :03:06.today and tomorrow, we will never forget our four colleagues who gave

:03:07. > :03:10.their lives that night, but it's a report that deals with things that

:03:11. > :03:14.have since been discharged and my focus is on the Fire Service today

:03:15. > :03:16.and tomorrow. The deaths of Ian Reid, Ashley Stephens, John Averis

:03:17. > :03:20.and Darren Yates`Badley devastated those they left behind. The families

:03:21. > :03:25.have been central in demanding to know exactly what happened in

:03:26. > :03:27.November 2007. Despite the passing years, multi`million pound

:03:28. > :03:39.investigations and legal processes, the families still believe there are

:03:40. > :03:43.unanswered questions. What we would like is a public enquiry, to get

:03:44. > :03:47.down to the nitty`gritty of exactly what happened and why it happened.

:03:48. > :03:55.Nothing is going to bring Ian and the crew back, but I think that on

:03:56. > :04:02.this week the truth about what happened and we can have a culture

:04:03. > :04:11.of open and honesty within the UK Fire Brigade, might daughter will

:04:12. > :04:15.never be able to get over this. It doesn't help me, I knew the answers

:04:16. > :04:22.for my son, exactly how is steady and his colleagues died in that

:04:23. > :04:25.fire. `` his daddy. Changes and improvements have been made to the

:04:26. > :04:31.Fire Service in recent years, which families hope means no other

:04:32. > :04:34.firefighters will lose their lives. Coming up later in the programme:

:04:35. > :04:37.Sacked after accidently shooting a pupil during a science experiment `

:04:38. > :04:45.thousands sign up to a campaign to get the teacher reinstated.

:04:46. > :04:48.A man who stabbed a police officer and two worshippers at a Birmingham

:04:49. > :04:52.mosque will be sent indefinitely to a secure mental hospital. Mohamoud

:04:53. > :04:55.Elmi was charged with two counts of attempted murder and one of

:04:56. > :04:58.wounding, but a jury at Birmingham Crown Court today found him not

:04:59. > :05:01.guilty on the grounds of insanity. Tonight, questions are being asked

:05:02. > :05:05.about the mental health services in Birmingham, who had treated the

:05:06. > :05:11.psychotic man months earlier. Our Special correspondent, Peter Wilson

:05:12. > :05:14.reports. The moment of frenzy and fear as a

:05:15. > :05:18.knife wielding maniac attacks people praying in a Birmingham mosque. It

:05:19. > :05:22.was June last year. PC Adam Koch tasered the man and arrested him

:05:23. > :05:31.despite several stab wounds to his chest. I have been told it has gone

:05:32. > :05:35.through numerous layers and muscle, it is only when I return to work

:05:36. > :05:40.that I have been told how close call it was, how lucky I am to have

:05:41. > :05:45.survived. That was quite hard to hear as I wasn't aware of that at

:05:46. > :05:49.the time. Two doctors praying at the mosque came to his aid probably

:05:50. > :05:55.saving his life. His stab proof vest also did the job it was advertised

:05:56. > :06:00.to do. I have got no doubts that it saved my life. One of the wounds

:06:01. > :06:06.when three quarters of the way through it, that was over my spine,

:06:07. > :06:09.had I not been wearing it, I probably wouldn't be walking. This

:06:10. > :06:16.man, Mohamoud Elmi, was today judged to be insane ` he'd also attacked

:06:17. > :06:21.two men praying inside the mosque. This was a terrible incident where

:06:22. > :06:27.people were stabbed, but it would everybody together in a crisis

:06:28. > :06:30.situation. They were members of the public helping out, trying to help

:06:31. > :06:34.restrain the knifeman, giving first aid to each other. Elmi, a paranoid

:06:35. > :06:38.schizophrenic, had been identified as psychotic in October 2012. He

:06:39. > :06:43.later declined treatment and disappeared into the community.

:06:44. > :06:47.Today the Birmingham Solihull Mental health trust admitted that

:06:48. > :06:50.there were lessons to be learned. Greater involvement and input from

:06:51. > :07:04.families and their GP before and after patient discharge. This was a

:07:05. > :07:09.special verdict, not guilty due to insanity. The defendant will be

:07:10. > :07:13.sentenced tomorrow. But the court accepts that he will continue to

:07:14. > :07:19.pose a risk, not only to himself but also to the public. And therefore,

:07:20. > :07:27.he will be detained indefinitely under the Mental Health Act.

:07:28. > :07:30.Four men have appeared in court in St Lucia charged with the murder of

:07:31. > :07:32.a Warwickshire man. 62`year`old Roger Pratt from Moreton Paddox near

:07:33. > :07:38.Stratford`upon`Avon, was attacked and killed. He was protecting his

:07:39. > :07:42.wife Margaret on their yacht which was anchored just south of the

:07:43. > :07:46.island. The four men have been remanded in custody until April the

:07:47. > :07:48.11th when they will attend a hearing at the island's High Court.

:07:49. > :07:52.Ironbridge power station had to be shut down after a fire broke out in

:07:53. > :07:56.the early hours of this morning. Around 50 firefighters were called

:07:57. > :07:59.to the site to tackle the blaze in the turbine room. E`on, who own the

:08:00. > :08:04.station, say they'll be conducting a full investigation.

:08:05. > :08:07.West Midlands Police will be recruiting 450 new constables over

:08:08. > :08:10.the next two years from April. Potential applicants will be able to

:08:11. > :08:15.begin registering their interest by logging on to the force's website

:08:16. > :08:21.from next Monday. It ends a recruitment freeze, which has been

:08:22. > :08:23.in place for five years. The government is being accused of

:08:24. > :08:28."complacency" over last month's disturbance at Oakwood prison near

:08:29. > :08:31.Wolverhampton. Labour say ministers are down`playing the seriousness of

:08:32. > :08:34.what happened at the privately`run jail, which has been described as a

:08:35. > :08:37.'full`scale riot'. But the Justice Minister, Jeremy Wright, is

:08:38. > :08:46.insisting what happened was NOT a riot. To describe it as a full`scale

:08:47. > :08:52.riot is inaccurate. There were 20 prisoners involved out of a total of

:08:53. > :08:55.1600. The wing is now back in use and the issue was professionally

:08:56. > :08:58.resolved. Goodyear Dunlop has hit back at

:08:59. > :09:04.claims it was offered suitable alternatives to its Birmingham tyre

:09:05. > :09:08.factory. The closure of the site would bring 125 years of tyre making

:09:09. > :09:12.in the city to an end, with the loss of more than 240 jobs. On Midlands

:09:13. > :09:14.Today last night, the Labour MP for Erdington accused the company of

:09:15. > :09:22.turning their backs on alternative sites. An alternative site was

:09:23. > :09:27.identified three miles away at the Aston advanced Manufacturing Park.

:09:28. > :09:33.Dunlop said, it's a good site. They have now been offered financial

:09:34. > :09:36.assistance to relocate to that site. They said they would seriously

:09:37. > :09:40.examined doing that but four days ago they said they wanted to walk

:09:41. > :09:43.away from Birmingham. Our reporter Ben Godfrey has been investigating

:09:44. > :09:50.that allegation and he's at the Dunlop factory this evening. What

:09:51. > :09:56.have you discovered? It's clear the flak was flying yesterday, Dunlop

:09:57. > :10:05.motorsport was accused of outrageous behaviour and being less than

:10:06. > :10:08.transparent, which they deny. Sir Albert Bore of Birmingham City

:10:09. > :10:12.Council also suggested alternative sites were put forward to the firm

:10:13. > :10:20.over the past six months ` including promise of a speedy planning

:10:21. > :10:23.process. I went to the advanced manufacturing hub this afternoon and

:10:24. > :10:32.it doesn't look very advanced, it's a large area of grassland, in the

:10:33. > :10:38.shadow of the M6. Dunlop motorsport says it isn't right for development

:10:39. > :10:43.there. To build a new factory in the timescale that we have, having been

:10:44. > :10:47.given 12 months notice last May to exit the site, it's simply not

:10:48. > :10:53.possible to build a factory in that timescale to maintain the continuity

:10:54. > :10:59.of supply we need. What's been the reaction from workers today?

:11:00. > :11:03.Certainly dismay and anger although a lot of people have been expecting

:11:04. > :11:09.it. Union officials have been meeting managers today. We have a

:11:10. > :11:15.consultation process, 241 jobs here are at risk when the site

:11:16. > :11:18.potentially closes in September. As part of that consultation, workers

:11:19. > :11:24.will be asked, are you interested in working in France or Germany? A lot

:11:25. > :11:28.of workers have been reluctant to talk about this very distressing

:11:29. > :11:35.news for them and their families but one did break, this morning. I have

:11:36. > :11:40.seen this place, wall`to`wall tyres, this is what we have got left now.

:11:41. > :11:48.We won't be here much longer. It's just a matter of time. Just a

:11:49. > :11:53.waiting game. Goodyear Dunlop has been frustrated by suggestions that

:11:54. > :11:58.it is shipping West Midlands jobs to Europe without thinking about it.

:11:59. > :12:00.The company is clear and says it continues to employ around 700

:12:01. > :12:08.people at its office headquarters down the road in Birmingham and also

:12:09. > :12:11.at its tyre plant in Wolverhampton. A number of survivors of

:12:12. > :12:14.Hillsborough say they were threatened by West Midlands Police

:12:15. > :12:16.officers ` who were sent to investigate the stadium disaster.

:12:17. > :12:20.They've told BBC Newsnight that their criticisms of police at the

:12:21. > :12:25.scene weren't properly recorded. 96 Liverpool fans died at Sheffield

:12:26. > :12:27.Wednesday's ground in 1989. It's the first time witnesses have come

:12:28. > :12:37.forward to question the investigation that followed. I was

:12:38. > :12:41.simply told to sign with the directive Sergeant wrote, so I got

:12:42. > :12:44.the courage up to say, I want to read what you have written because

:12:45. > :12:50.you have been away from me the whole time, the other side of the room. He

:13:24. > :13:27.his theatre of dreams a reality. And undiscovered in a rusty tin for

:13:28. > :13:39.almost a century ` the forgotten photo's of World War One

:13:40. > :13:41.battlefields. The Birmingham City part`owner

:13:42. > :13:45.Carson Yeung has stepped down from the club's board. He's also resigned

:13:46. > :13:48.from the board of club's parent company Birmingham International

:13:49. > :13:54.Holdings. But he remains one of the club's largest shareholders. Well

:13:55. > :14:02.our reporter Dan Pallett is at St Andrews now. What impact will this

:14:03. > :14:07.have on the football club? The day`to`day running would be

:14:08. > :14:14.affected. The acting chairman has been in charge for a while. But this

:14:15. > :14:18.is all about Carson Yeung and his money`laundering trial. He denies

:14:19. > :14:24.any wrongdoing but the end of this month we will get the verdict, if he

:14:25. > :14:28.is found guilty, he has now stepped aside from the club, it allows for a

:14:29. > :14:30.smoother transition of power. And tomorrow the parent company are

:14:31. > :14:39.holding an extraordinary general meeting in Hong Kong. What can we

:14:40. > :14:41.expect from that? This is all to do with getting the parent company

:14:42. > :14:51.relisted on the Hong Kong's exchange. Tomorrow, we expect that a

:14:52. > :14:54.debt will be paid because they will give them some shares in the club,

:14:55. > :15:00.and give them some new shares in the parent company. Technically, the

:15:01. > :15:06.club can be sold them, but it's anyone's guess as to what can

:15:07. > :15:12.happen. Yeung has always stated he's not interested in a complete sale of

:15:13. > :15:16.the club. There is indication is that they want to move the operation

:15:17. > :15:21.elsewhere but second`guessing the story is difficult.

:15:22. > :15:25.Thousands of people have given their support to a campaign to re`instate

:15:26. > :15:28.a teacher in Wolverhampton who was sacked after accidentally shooting a

:15:29. > :15:31.pupil in the leg during a science experiment. The online petition and

:15:32. > :15:34.Facebook page were started by the pupil himself, who didn't make a

:15:35. > :15:39.formal complaint about the accident. Joanne Writtle has been finding out

:15:40. > :15:43.more. What happened? This is the man at the centre of

:15:44. > :15:46.this. Richard West was a popular physics teacher who set up an

:15:47. > :15:49.experiment to fire a pellet through paper to work out its speed and

:15:50. > :15:52.deceleration. Somehow during the exercise here at the Ofsted

:15:53. > :15:58."outstanding" St Peter's Collegiate School in Wolverhampton a

:15:59. > :16:01.17`year`old boy was hit in the leg. He wasn't hurt and was quoted in the

:16:02. > :16:06.Express Star newspaper, saying: "You'd do more damage with a safety

:16:07. > :16:18.pin. It was a complete accident and Mr West was really worried and

:16:19. > :16:21.concerned." That pupil started an online petition and Facebook page

:16:22. > :16:24.called Bring Back Westy ` the Legend. Thousands have added their

:16:25. > :16:28.support. A friend of the injured pupil, himself a former student, has

:16:29. > :16:31.given us his verdict on Richard West. One of the best. He is able to

:16:32. > :16:37.engage with students that he teaches, students that he doesn't,

:16:38. > :16:43.he is a great person, full of integrity. He is a great person to

:16:44. > :16:48.know and be around. Many people might find the idea of air rifles in

:16:49. > :16:51.classrooms alarming. But according to a science teacher we spoke to,

:16:52. > :16:58.experiments using air guns are popular. Having an air pistol at

:16:59. > :17:03.demonstrate momentum is common, I do it several times a year. It can be

:17:04. > :17:07.done safely, it illustrates the point which the students remember.

:17:08. > :17:11.One also has to understand that whenever there is a risk, something

:17:12. > :17:15.can go wrong and occasionally it does, what we do is minimise the

:17:16. > :17:17.probability of that. Earlier we asked for your views and we've been

:18:08. > :18:18.A man from Gloucester has become the first person to run coast to coast

:18:19. > :18:22.across Canada unaided. It was a superhuman challenge requiring

:18:23. > :18:31.extreme determination, strength and a superhero costume. And he has

:18:32. > :18:35.finally done it. I dreamt about it for 11 months, every single day I

:18:36. > :18:41.woke up. I didn't think I could do it. 11 months ago, Jimmy MacDonald

:18:42. > :18:44.dipped his hand in the Atlantic Ocean and vowed to run the

:18:45. > :18:49.equivalent of 200 marathons to get to the other side of Canada and dip

:18:50. > :18:55.his hand in the Civic. Last night, that's exactly what he did. I

:18:56. > :19:01.decided to put on this outfit just for a bit of fun. In the end, the

:19:02. > :19:07.kids just loved it. Everywhere I went, they were giving me a high

:19:08. > :19:18.five, and kids were turning up dressed up as superheroes. I wore it

:19:19. > :19:24.for eight months. It stank like mad! He has been running nonstop since

:19:25. > :19:28.the 9th of March last year. The epic journey has taken him through

:19:29. > :19:32.freezing temperatures and a mugging to Vancouver, the first person to

:19:33. > :19:38.ever manage it without help. But Jamie is no stranger to challenge. A

:19:39. > :19:47.year ago, recycled Thailand back to Gloucester. Then he cycled on the

:19:48. > :19:52.spot. His mission has raised more than ?120,000 for children's

:19:53. > :19:59.charities. Who knows what else is on the horizon?

:20:18. > :20:19.worker, who longed to be on stage. Matthew Atkins has returned to

:20:20. > :20:23.Birmingham where he watched stars tread the boards at the theatre

:20:24. > :20:27.where he worked. Our Arts Reporter Satnam Rana has been to meet him.

:20:28. > :20:30.A year ago Matthew Atkins was working off stage at the New

:20:31. > :20:38.Alexandra Theatre in Birmingham. Now he's living his dream on stage. In

:20:39. > :20:41.his first professional actor musician role, Matthew's playing Mr

:20:42. > :20:46.Sanders in the UK tour of Seven Brides for Seven Brothers. But this

:20:47. > :20:58.stop off at the New Alexandra is extra special. It was a really nice

:20:59. > :21:02.feeling last night, I had this moment where I said, that's with the

:21:03. > :21:09.auditorium looks like from this site. Matthew trained as a composer

:21:10. > :21:14.at the Birmingham Conservatoire before taking on a front of house

:21:15. > :21:22.role at he theatre. But after a year he knew where he wanted to be. When

:21:23. > :21:25.we were checking the auditorium and deceit, they would always be doing

:21:26. > :21:29.their warm up on stage so I was going as close as I could, to sing

:21:30. > :21:34.along with the warm up and pick up some tips. Definitely watching the

:21:35. > :21:39.show has inspired me to want to do this. Coming back to Birmingham is

:21:40. > :21:44.also a chance to catch up with former colleagues. People join us in

:21:45. > :21:51.theatre wanting to move onto stage. Very few ever make it but you do get

:21:52. > :21:55.people that do make it, so it's quite an achievement for others who

:21:56. > :21:58.come along and say, if Matt can make it, it's a chance for someone else.

:21:59. > :22:02.Matthew will always consider Birmingham to be his home ` the

:22:03. > :22:11.place where he trained, a place where he yearned to embark upon his

:22:12. > :22:15.dream ` a dream which he is living. They lay undiscovered in a rusty tin

:22:16. > :22:17.for almost a century, but now a pile of forgotten photographs are

:22:18. > :22:21.revealing new images of the battlefields of the First World War.

:22:22. > :22:25.They were found by the grandson of the soldier who took them ` and

:22:26. > :22:30.they've now been published in a book. Cath Mackie reports.

:22:31. > :22:35.Sometimes devastating, sometimes surprising, but always beautifully

:22:36. > :22:39.framed. The photos by Sergeant Hubert Berry Ottaway reveal life in

:22:40. > :22:49.Flanders at the end of the Great War. That's the first one that was

:22:50. > :22:53.discovered. That is a German howitzer, it has been damaged, you

:22:54. > :22:56.see the helm there. They were discovered by Hubert's grandson

:22:57. > :22:58.Peter when he was looking through his attic at his home in Much

:22:59. > :23:03.Dewchurch in Herefordshire. Absolutely fascinating. Each one

:23:04. > :23:07.that we have been able to use tells a story. Hubert Berry Ottaway joined

:23:08. > :23:13.the Royal Engineers in 1901 and was 35 when war broke out. By 1918 some

:23:14. > :23:16.villages near the battlefields, had been razed to the ground. Hubert

:23:17. > :23:22.recorded the carnage after battle on his box brownie camera. Two

:23:23. > :23:28.soldiers, holding a home`made banner, just a pile of rubble. A

:23:29. > :23:32.photographer friend of Peter's Jack Tait helped to restore the images `

:23:33. > :23:39.around 40 in all ` and collate them in a book. This is the nearest

:23:40. > :23:42.camera we could get to match the one Hubert used. The negatives are

:23:43. > :23:49.surprisingly good. They want to damaged. We found two pictures which

:23:50. > :23:58.were mystifying, Chinese men, fitted out in uniforms and formed the

:23:59. > :24:08.Chinese labour corps. Hubert Ottaway survived the War. He was decorated

:24:09. > :24:12.for bravery. I only remember him as an elderly gentleman, poor eyesight,

:24:13. > :24:20.used to sit in a chair and he refused to talk about the war. Like

:24:21. > :24:24.many of his generation? Absolutely. But Hubert's photos do the talking

:24:25. > :24:28.for him ` a witness to an extraordinary and devastating moment

:24:29. > :24:30.in history. A brighter, drier day for most ` but

:24:31. > :24:45.will it last? That would be wishful thinking, I'm

:24:46. > :24:53.afraid? Ordinarily, I wouldn't give out an term forecast because these

:24:54. > :24:59.things can change but it is doubly worthwhile. We have more wet and

:25:00. > :25:05.windy weather to come, leading to further flooding through the rest of

:25:06. > :25:09.the month. A perfect example of that over the next 24`hour, nasty spell

:25:10. > :25:16.of weather to come, and this is the culprit, a deep area of low pressure

:25:17. > :25:21.heading in from the south`west. Once it's clear, we have another spell of

:25:22. > :25:31.wet weather from the South followed by another ferocious system moving

:25:32. > :25:38.in for the start of the weekend. Let's take a closer look at the

:25:39. > :25:46.first band of rain arriving, it will spread eastwards, some torrential

:25:47. > :25:53.downpours, this will clear away later in the night. A lot of energy

:25:54. > :26:03.packed in this lot, and strong winds as well. We are looking at around 20

:26:04. > :26:11.millimetres of rain out of the heaviest downpours. Once it is

:26:12. > :26:16.cleared, the skies are still cloudy. Those showers will get going again

:26:17. > :26:22.with another spell of rain. Those showers will form longer spells Tom

:26:23. > :26:32.there is the potential of very heavy out breaks, quite widely. In it all,

:26:33. > :26:39.the benefit of those more the values of nine or 10 Celsius are completely

:26:40. > :26:46.lost. This rain will continue into tomorrow. It won't be until after
