:01:19. > :01:21.of suspected of child abuse in Coventry, a city still haunted by
:01:22. > :01:28.the death of four`year`old Daniel Pelka, has increased by 40% in three
:01:29. > :01:32.years. A BBC investigation has revealed that 21,000 calls were made
:01:33. > :01:35.to social services last year. That's an average of 60 calls about
:01:36. > :01:40.children potentially in danger every day of the week. Social workers at
:01:41. > :01:44.Coventry City Council are averaging 29 cases at one time. BBC Coventry
:01:45. > :01:47.and Warwickshire's political reporter Sian Grzseczkyck h`s spent
:01:48. > :01:57.the last two weeks with staff responsible for protecting
:01:58. > :02:08.Coventry's children. This is the front line `` This is the front line
:02:09. > :02:11.of child protection in Coventry and it's busy. During my two wedks here
:02:12. > :02:15.there have been more than 1,600 calls alone. I'm spending the day
:02:16. > :02:18.with Sarb Bhambra, one of the team's senior social workers. It's 8:3 am
:02:19. > :02:22.and she's on emergency duty today, and already has an urgent c`se to go
:02:23. > :02:27.out on. A mum has been attacked by her partner and there are two young
:02:28. > :02:31.children in the home. The rhsk of emotional harm to them from
:02:32. > :02:36.witnessing and hearing what is going on at home is quite high. You can
:02:37. > :02:41.imagine these young children who are in their bedrooms perhaps hdaring
:02:42. > :02:44.the arguments and maybe even mum screaming for help. En routd Sarb
:02:45. > :02:47.decides to head to another worrying case first, the police have
:02:48. > :02:50.discovered a cannabis factory in the home of a young girl, a man's been
:02:51. > :02:55.arrested and released, and Sarb could be walking into a dangerous
:02:56. > :02:59.situation. Potentially we h`ve got the man involved in criminal
:03:00. > :03:04.activity and we don't reallx know what he is capable of. When police
:03:05. > :03:09.went into the home it was to arrest him for believers bodily harm which
:03:10. > :03:13.he was suspected of but when you hear those sorts of things xou do
:03:14. > :03:29.start to think how dangerous is this man? You do not know what ilpact
:03:30. > :03:37.there has been on the children already. We do not know what she is
:03:38. > :03:44.going to find but she goes hnto situations like this on a d`ily
:03:45. > :03:49.basis. What is worrying me hs the vulnerability of the ma'am. We have
:03:50. > :03:54.to make sure she keeps hersdlf on track and keeps her child s`fe.
:03:55. > :04:03.We're back on the road when she gets a call from her boss, an emdrgency's
:04:04. > :04:09.come through. What has come in? A child with some bruising on her
:04:10. > :04:13.legs, a three`year`old, she disclosed to the nursery th`t her
:04:14. > :04:17.mum has hit her. Sarb now mhght have to go out on that emergency but
:04:18. > :04:26.still has to get to her original case first. Staffing is alw`ys an
:04:27. > :04:31.issue. I suppose it does not matter how many staff you have got ten you
:04:32. > :04:35.can never account for what hs going to come in on a particular day. We
:04:36. > :04:39.battle through rush hour tr`ffic but when Sarb arrives, no one is home,
:04:40. > :04:45.it's been a wasted journey `nd she heads back to base. She is now
:04:46. > :04:49.having a chat with her manager to find out if she will be going out
:04:50. > :04:52.with the police on that emergency call. They decide there's no
:04:53. > :04:57.immediate danger and the case can wait till tomorrow. It has been a
:04:58. > :05:03.very bitty they were one thhng is going on and then it is not
:05:04. > :05:07.happening. I was glad we get out to see that family we went out to
:05:08. > :05:15.earlier. That needed a visit to do an assessment and get that family
:05:16. > :05:21.the help they needed at the moment. I was upset about the familx who
:05:22. > :05:25.were not ten, the domestic violence perpetrator, I will have to go there
:05:26. > :05:30.tomorrow. Then I have got in the back of my head that other baby that
:05:31. > :05:40.has got bruises. I will havd to keep that in my head for tomorrow. I m
:05:41. > :05:42.joined now by the deputy le`der of Coventry City Council, Councillor
:05:43. > :05:46.Phil Townshend. Good evening. We saw there how much pressure Sarb was
:05:47. > :05:51.under ` how can that sort of workload be sustainable? Nehther in
:05:52. > :05:58.the short term or definitelx in the long`term it sustainable. As your
:05:59. > :06:03.report explained there have been a number of referral is and wd have to
:06:04. > :06:12.take everyone seriously and hail with it. As far as meeting the needs
:06:13. > :06:16.of that service, or the last month a further ?4 million per year was
:06:17. > :06:21.committed to the children's services budget, that is the temper sent
:06:22. > :06:27.increase. We will be recruiting more social workers and supporting the
:06:28. > :06:31.teams that are already workhng incredibly hard. Child protdction
:06:32. > :06:34.agencies in Coventry were accused of missing opportunities to help Daniel
:06:35. > :06:36.Pelka, murdered by his mothdr and stepfather. How can you properly
:06:37. > :06:52.protect vulnerable children if they have so many cases? It will take a
:06:53. > :06:56.while for all of the staffing levels to be put into this service but
:06:57. > :07:02.already we have put an additional social work team into the rdferral
:07:03. > :07:08.is centre. We have recruited an additional 12 social workers, to
:07:09. > :07:14.practitioners and two managdrs. We are taking this seriously and if you
:07:15. > :07:20.look at the recommendations that came out in the series Case review
:07:21. > :07:29.into Daniel's tragic death. Seven points have been worked on, a tyrant
:07:30. > :07:35.progress. I want to pay tribute to the tremendous work that our social
:07:36. > :07:40.workers do in this city. I appreciate that but can you be sure
:07:41. > :07:46.children in Coventry are safe given the workload of social workdrs? We
:07:47. > :07:53.have got an incredibly commhtted team, there is strong polithcal and
:07:54. > :07:57.managerial oversight, we ard determined to do everything in our
:07:58. > :08:08.power to prevent the sort of tragic occurrence that led to the death of

:08:25. > :08:28.known as Operation Trojan Horse A governor at another school, named in
:08:29. > :08:33.a leaked document, has said the whole thing is a hoax. Giles Latcham

:08:38. > :08:43.one of the four schools namdd in a leaked letter alleging a conspiracy
:08:44. > :08:50.by orthodox Muslims to take it over. Parents here by and large are
:08:51. > :08:57.bemused or disbelieving. I do not believe it at all. That has got
:08:58. > :09:00.nothing to do with it. This school should be equal faith, we lhve in
:09:01. > :09:03.this country and I do not sde any issues. Genuine or not, the letter
:09:04. > :09:06.boasts of creating disruption in Birmingham schools and incltdes a
:09:07. > :09:12.five point plan to for inst`lling Muslim governors and forcing out
:09:13. > :09:21.head teachers. This building is not going to be refurbished. Balwant
:09:22. > :09:25.Bains filmed for Midlands Today four years ago, was until last November,
:09:26. > :09:28.Head at Saltley School ` he resigned after an Ofsted report described his
:09:29. > :09:34.relationship with the governors as dysfunctional. The 4`page ldaked
:09:35. > :09:42.letter makes reference to this school and its headteacher. They
:09:43. > :09:47.said they were able to play the religion and Indian versus Pakistani
:09:48. > :09:51.card. Waseem Yaqub is chair of governors at an Islamic school
:09:52. > :09:55.nearby. His school is not one of those named ` but he believds the
:09:56. > :09:59.letter to be fake and says ht's the work of those trying to start an
:10:00. > :10:05.anti`Muslim witch hunt. I think this leak is damaging to community
:10:06. > :10:08.cohesion. I think it is a slidgen of rumour and innuendo. Park Vhew WAS
:10:09. > :10:11.mentioned in the letter and Ofsted carried out a snap investig`tion
:10:12. > :10:14.here last week. Also named hn the letter is one of the school's
:10:15. > :10:17.governors Tahir Alam. He's described the letter as a hoax "obviotsly and
:10:18. > :10:21.self`evidently fabricated" `nd intended to discredit him. But this
:10:22. > :10:24.MP thinks it's authentic and claims that attempts by orthodox Mtslims to
:10:25. > :10:36.take over schools in Birmingham have been going on for years. If the
:10:37. > :10:40.community want to do that, want to have a Muslim school it is puite
:10:41. > :10:45.easy. Under current legislation you can set up a free school, why not do
:10:46. > :10:53.that rather than taking over in this way. The BBC spoke to this lan today
:10:54. > :10:58.but he did not want to be interviewed. The governors have put
:10:59. > :11:06.absolutely that he was forcdd from his job. A murder investigation is
:11:07. > :11:08.underway after the body of ` soldier was found at a barracks in
:11:09. > :11:11.Shropshire. Corporal Geoffrdy McNeill was from the 1st Battalion,
:11:12. > :11:14.The Royal Irish Regiment. The 32`year`old was found at Clhve
:11:15. > :11:17.Barracks Tern Hill on Saturday. A 23`year`old serving soldier has been
