:01:09. > :01:11.her inquest the fact Sister Jackie Charman didn't retest her blood
:01:12. > :01:14.sugars before bed time was considered a gross failing. The
:01:15. > :01:18.nurse who worked at the Alexandra Hospital has been given a fhve year
:01:19. > :01:27.caution by the Nursing and Widwifery Council. The Nursing and Midwifery
:01:28. > :01:32.Council were told this was the first time Sister Charman had appdared
:01:33. > :01:36.before them. Although the fdeling of the hospital was serious, it
:01:37. > :01:38.amounted to one case. Sister Charman told the panel that she had
:01:39. > :01:47.effectively retired from nursing. The family is outraged. It hs not a
:01:48. > :01:53.good enough decision. Yes, she will be very unlikely to get a job.
:01:54. > :02:02.Hopefully, by naming and sh`ming her publicly, . I remain concerned is to
:02:03. > :02:06.appeal the decision. Samantha Pitt still believes that her mother would

:02:10. > :02:13.A year ago the government brought in changes to housing benefit designed
:02:14. > :02:15.to cut the welfare bill and reduce the "under occupation" of social
:02:16. > :02:18.housing, freeing up properthes for larger families. A BBC survdy of
:02:19. > :02:21.local authorities and housing associations across the reghon has
:02:22. > :02:28.revealed just over 58,000 pdople here have been affected by the
:02:29. > :02:32.reforms. That's a quarter of those who receive housing benefit in the
:02:33. > :02:35.West Midlands. Nearly 14,000 tenants were reported to have accounts which
:02:36. > :02:41.have gone into arrears for the first time. And just under 2,000 have
:02:42. > :02:46.moved house. Here's BBC Stoke's Political Reporter Phil McC`nn.
:02:47. > :02:51.Before last April, bedrooms had never been worth so much to Mark. He
:02:52. > :02:54.has three in his flat near Newcastle`under`Lyme, and over the

:03:11. > :03:13.not sound a lot, but when you have got food in your cupboards or
:03:14. > :03:18.fridge, you have got to savd, which comes first? People say rent, but I
:03:19. > :03:22.have got to feed myself and my children. One in ten social housing
:03:23. > :03:25.tenants in the Midlands is `ffected by the reforms, with thousands of
:03:26. > :03:28.people being told they have too many bedrooms under the government's new
:03:29. > :03:32.size criteria, which is oftdn referred to as the bedroom tax. A
:03:33. > :03:35.number of other people have also been having to pay a portion of
:03:36. > :03:41.their council tax for the fhrst time. 45% of council tenants in
:03:42. > :03:43.Sandwell who are affected bx the reforms have fallen behind with
:03:44. > :03:46.their rent since last April. The figure's a third in Stoke`on`Trent,
:03:47. > :03:49.and a quarter in Wolverhampton. And one housing association has served
:03:50. > :03:53.over 400 of its tenants with eviction notices. One of thd main
:03:54. > :03:56.reasons for the reforms was to free`up spare bedrooms. But only 6%
:03:57. > :04:04.of people have relocated as a result. Partly because of a shortage
:04:05. > :04:10.of smaller homes. So housing associations are building more. Like
:04:11. > :04:18.this development in Staffordshire. They have helped eased `` e`se what
:04:19. > :04:24.is a potential crisis situation In order to help, as part of
:04:25. > :04:28.preparation that we were dohng, we needed to consider what altdrnative
:04:29. > :04:31.accommodation there was. Thd reforms have caused some of those affected
:04:32. > :04:37.the budget better and changd their priorities. It was a case of move to
:04:38. > :04:41.one bedroom and not accommodate your kids, or steamer you are, struggle,
:04:42. > :04:47.and you get to keep your kids `` stay where you are. Pay or lose
:04:48. > :04:52.everything, you're forced into that situation. The fact is lots of
:04:53. > :04:56.households have not been affected at all. The government says thd new
:04:57. > :04:59.system is fairer and providds more of an incentive for people to find
:05:00. > :05:02.work or increase their hours. And there'll be more on this story
