:00:00. > :00:08.That's all from the BBC News at Six, so it's goodbye from me

:00:09. > :00:10.Hello and welcome to Midlands Today. The headlines tonight...

:00:11. > :00:12.Pupils in an unemployment blackspot face an uncertain future,

:00:13. > :00:15.after the government pulls the plug on their school.

:00:16. > :00:18.We will be talking to the angry father of one of those pupils

:00:19. > :00:21.Also tonight... Jailed ` three partners in ` hot`tub

:00:22. > :00:23.business found guilty of a fraud running into millions of potnds

:00:24. > :00:26.Banksy on the move. His latdst piece of street art taken away

:00:27. > :00:35.The wedding that was not quhte what it seemed, as a mum becomes a bride

:00:36. > :00:43.They have evolved and perfected the scam. They have brought misdry to

:00:44. > :00:44.thousands of people throughout England, Scotland, Wales and

:00:45. > :00:53.Ireland. The wedding that was not quhte what

:00:54. > :01:06.it seemed, as a mum becomes a bride After a disappointing day today

:01:07. > :01:18.things gradually improving over the weekend.

:01:19. > :01:25.They have evolved and perfected the scam. They have brought misdry to

:01:26. > :01:29.Good evening. A school that has had millions spent on it in the last

:01:30. > :01:33.year is facing closure. It hs in a part of inner`city Birmingh`m with

:01:34. > :01:35.some of the highest youth unemployment in the country.

:01:36. > :01:38.The school specialises in trying to help pupils get jobs in the

:01:39. > :01:40.hospitality business. The government's decision to pull

:01:41. > :01:43.the plug comes just weeks bdfore the main holidays, leaving pupils facing

:01:44. > :01:46.a summer of uncertainty. To us it looks like a kitchdn. To

:01:47. > :01:48.these students, it is a classroom and all the ingredients are coming

:01:49. > :01:51.together to make Kajans Hospitality and Catering Studio College what

:01:52. > :01:53.they want to be ` a centre of excellence.

:01:54. > :02:02.Their new home in Aston in Birmingham is undergoing renovation,

:02:03. > :02:04.thanks to ?2.5 million cash injection from central government.

:02:05. > :02:15.No wonder then they are dev`stated that the government is pullhng the

:02:16. > :02:31.. But the issues where, we have dealt with. It is acceptabld.

:02:32. > :02:41.Students like Lorraine Dug`rd are wondering where they will go.

:02:42. > :02:46.We are hopeful that will not shut down, but we very sad.

:02:47. > :02:49.The school has 48 students `nd the Department of Education say it is

:02:50. > :02:52.not attracting enough new ones. They told us, "We have been working

:02:53. > :02:55.extremely closely with them for a number of months and have rdpeatedly

:02:56. > :02:58.made clear that there were concerns about the school's viabilitx due to

:02:59. > :03:00.low pupil numbers." A new principal stepped in six weeks

:03:01. > :03:03.ago. He says the situation has changed, with new students signing

:03:04. > :03:05.up all the time. A lot of anger about the Department

:03:06. > :03:08.of Education's decision comds from the fact that unemployment `mong

:03:09. > :03:11.young people in this area is at 60% and the hope was that this place

:03:12. > :03:14.would help address that by giving them skills to get jobs in

:03:15. > :03:16.Birmingham in the city's thriving hospitality and catering industry.

:03:17. > :03:19.And Birmingham City Council say they are helping find places for the

:03:20. > :03:34.students at other schools and colleges in the city.

:03:35. > :03:41.A lot of the anger about thd decision is the fact that the

:03:42. > :03:50.college lies within an area of very high unemployment. We have defined a

:03:51. > :04:01.new way, but we will continte to support them and community.

:04:02. > :04:03.Birmingham City Council say they will find places for the sttdents

:04:04. > :04:08.are other colleges within the city. Cath is outside the school now.

:04:09. > :04:12.You said in your report that the the school had ?2.5 million spent on

:04:13. > :04:22.it. What has happened to th`t money? It has all been spent. We could have

:04:23. > :04:28.a situation in September of where we have a college which is alrdady but

:04:29. > :04:37.no students. What is going to happen in September? The decision `s a

:04:38. > :04:48.shock to all others. It has caused a lot of stress and anxiety. They

:04:49. > :04:56.have, maybe you have a 15`ydar`old coming to you ten, if I get to the

:04:57. > :05:05.is appealing? As far as I al is appealing? As far as I al

:05:06. > :05:12.concerned, his education is being disrupted. This decision to withdraw

:05:13. > :05:18.the funding is totally unacceptable. They could've explore other options,

:05:19. > :05:27.but they chose not to. This comes down to numbers? They do have a

:05:28. > :05:33.point and that was on the 1st of April. Since moving to this

:05:34. > :05:39.building, we have exceeded the target these sit for hours. The

:05:40. > :05:45.maximum we can have is 45 and we were well underway to hitting the

:05:46. > :05:50.target, so it is very confusing and upsetting. Thank you very mtch.

:05:51. > :05:52.There will be a public meethng next Thursday to try to sort this out.

:05:53. > :05:55.It has all been spent. We could have a situation in September of where we

:05:56. > :06:03.have a college which is alrdady but no students. What is going to happen

:06:04. > :06:06.Coming up later in the programme... What a catch ` the historic

:06:07. > :06:09.Staffordshire fisherman's lodge For Sale to The Compleat Angler

:06:10. > :06:12.Three men have been jailed for a fraud running into millions of

:06:13. > :06:14.pounds. Their business, Spa`Serve, began selling hot tubs back in 007.

:06:15. > :06:17.But 400 customers failed to receive them and hundreds more were fobbed

:06:18. > :06:21.off with cheaper items. The business went bankrupt in 2010. Then, a joint

:06:22. > :06:24.police and trading standards investigation saw fraud charges

:06:25. > :06:39.Simon Foster, Jonathan Hussdlbee and Stuart Cox ` all convicted of fraud

:06:40. > :06:43.for their part in a business selling hot tubs. It was described by the

:06:44. > :06:44.judge as a "wholly dishonest venture".

:06:45. > :06:46.Police began investigating `fter complaints from hundreds of

:06:47. > :06:57.customers across the UK. Kay Waterman now has a hot tub, from

:06:58. > :07:12.The money flowed in, but it did not go to help satisfy the orders, but

:07:13. > :07:15.simply to satisfy their lifdstyles. These people of course a lot of

:07:16. > :07:21.misery for many years. Not just financial, but psychological misery.

:07:22. > :07:26.That has gone on since 2004. The hot tubs were advertised on the

:07:27. > :07:29.internet, using various trading names.

:07:30. > :07:31.But far from being fantastic, in fact, hot tubs were deliverdd late `

:07:32. > :07:33.or not at all. And customers were lied to `bout

:07:34. > :07:37.where they came from. They were sold as being made in the United States.

:07:38. > :07:44.In fact, they were from China. When problems emerged, some

:07:45. > :07:50.customers descended to protdst at the business? depot in Rugeley.

:07:51. > :07:53.Foster was the leading light of the fraud. He took at least ?900,00 . He

:07:54. > :07:56.lived a lavish lifestyle, whth three Porshes. Customers who had been at

:07:57. > :07:59.court welcomed the jail terls handed down by the judge.

:08:00. > :08:15.When the business eventuallx I came down from Yorkshire. I would

:08:16. > :08:22.have travelled thousands of labels to hear that verdict. If I do not do

:08:23. > :08:26.the work, I do not get paid. They were not doing any work and they

:08:27. > :08:34.were getting paid, loving a lavish lifestyle. Sentencing Rosit` Jeal,

:08:35. > :08:39.the judge began when the fr`ud began, it was only a matter of time

:08:40. > :08:46.before the balloon went up `nd everyone lost their money. He said

:08:47. > :08:49.the acted in a very cynical way to get the money.

:08:50. > :08:52.The regiment which began life as The Staffords will parade through

:08:53. > :08:54.Lichfield for the last time tomorrow. Third Battalion, The

:08:55. > :08:57.Mercian regiment is being dhsbanded because of the restructuring of the

:08:58. > :08:59.army. But a leading local Conservative MP and former Cabinet

:09:00. > :09:01.minister has rejected claims by the former Labour defence minister

:09:02. > :09:04.Admiral Lord West that the government's policies put Britain on

:09:05. > :09:22.To build two new aircraft c`rriers, which I presume people would

:09:23. > :09:29.welcome. It is a balance between troops and equipment and behng fit

:09:30. > :09:32.for purpose. And we are dealing with the huge deficit which we inherited.

:09:33. > :09:35.And there will be more on that debate about defence cuts, plus a

:09:36. > :09:37.look at the squeeze on libr`ry funding in Staffordshire, whth

:09:38. > :09:43.Patrick Burns in The Sunday Politics on BBC One from 11.00am on Sunday.

:09:44. > :09:46.A mother and son have pleaddd not guilty to holding four men hn

:09:47. > :09:49.slavery. The group were found at a house in Alum Rock in Birmingham in

:09:50. > :09:51.January this year. 54`year`old Vasilica Panaghita and 31`ydar`old

:09:52. > :09:54.Cristian Panaghita also denx four charges of requiring someond to

:09:55. > :10:04.A 30`year`old driver was pulled over in Birmingham after police feared

:10:05. > :10:07.she could cause an accident. Officers found her behind the wheel

:10:08. > :10:10.with this lot across the windscreen. As well as driving almost blind she

:10:11. > :10:13.had no insurance. The van h`s been has been seized and the driver

:10:14. > :10:25.The BBC has learned that a patient died on an overcrowded ward in

:10:26. > :10:28.Stafford Hospital, six years after a doctor warned of the dangers. He was

:10:29. > :10:31.later suspended. The medical union, the BMA , is now calling for a full

:10:32. > :10:34.public inquiry into how people speaking out against problels in the

:10:35. > :10:37.Ron Street knows Stafford Hospital caused his friend's death. @ health

:10:38. > :10:40.and safety prosecution provdd it. Gill Astbury, a diabetic, w`sn't

:10:41. > :11:00.given insulin. Part of the reason for that failure was that Ghll was

:11:01. > :11:21.There were extra bed next to reward that they could not see. Th`t is

:11:22. > :11:27.precisely the situation. We took his experience to the consultant, to get

:11:28. > :11:34.his view on what happened. H am stunned and usually disappohnted to

:11:35. > :11:37.hear what has been described. National Health Service man`gement

:11:38. > :11:44.continued to ignore serious signs that we had seen in Coventrx about

:11:45. > :11:50.how this compromise patient dignity, patient safety and was associated

:11:51. > :11:59.with deaths. What is the colmon theme connecting the two men? The

:12:00. > :12:04.doctor blew the whistle in Coventry in 2010. Frozen openers health

:12:05. > :12:10.ruined, he was finally vindhcated this year following a tribunal.

:12:11. > :12:14.Jewel was it an extra patient attached to the hospital and she

:12:15. > :12:21.died from infection during the height of the scandal in 2007. So

:12:22. > :12:37.why were the warnings not lhsten to? It is inexcusable. When thex are

:12:38. > :12:40.trying to lead us to believd that circumstances had changed. The

:12:41. > :12:50.statement the chairman of the enquiry is to investigate. There is

:12:51. > :12:54.a belief that there has to be a full public enquiry and the Department of

:12:55. > :13:03.Health admits that there has to be protection for those who ard

:13:04. > :13:09.speaking out. Could the heartache have been avoided if people had

:13:10. > :13:17.listened? Is this overcrowdhng is still going on? I often think of the

:13:18. > :13:24.National Health Service as ` balloon, if you squeeze one bit a

:13:25. > :13:29.bulge will appear elsewhere. They actually tried to stop people coming

:13:30. > :13:37.into the hospital, keeping them on ambulances, that has now bedn

:13:38. > :13:43.stopped. What are the NHS shnger about people who want to spdak out?

:13:44. > :13:47.They say they want to encourage people and have set up a

:13:48. > :13:57.whistle`blower hotline. People must be listened to. This was brought in

:13:58. > :14:02.because people say they are still fighting to speak speak out. There

:14:03. > :14:10.is a belief that more needs to be done. This is all about man`gement

:14:11. > :14:20.responsibility. Was anyone `ctually held responsible from 2001? Doctors

:14:21. > :14:23.and nurses are not going to be happy until they feel that they whll be

:14:24. > :14:25.listened to and that in the same position.

:14:26. > :14:28.Our top story tonight ` puphls in an unemployment blackspot face an

:14:29. > :14:30.uncertain future after the government pulls the plug on their

:14:31. > :14:33.school. Your all important weekend weather forecast to come shortly

:14:34. > :14:34.could be worse! And also in tonight's progr`mme

:14:35. > :14:37.athletics live at OB. And in the footsteps of Iza`k

:14:38. > :14:40.Walton, the father of fly fhshing and author of the guide that for

:14:41. > :15:01.centuries has been the angldr's bible.

:15:02. > :15:03.Carla Marshall was so deterlined that her terminally`ill son should

:15:04. > :15:07.see her walk down the aisle that she staged a wedding today wherd

:15:08. > :15:09.everything was real except the actual marriage. Carla is not in a

:15:10. > :15:12.relationship, but, after talking about her plans on radio on BBC WM,

:15:13. > :15:15.offers of help came rolling in. And today wedding bells rang out at

:15:16. > :15:18.Penkridge in Staffordshire, with her best friend standing in as groom.

:15:19. > :15:21.Our reporter Amy Cole was there Pulling up for the best day of her

:15:22. > :15:24.life, or at least the most memorable. Carla Marshall, the

:15:25. > :15:27.bride, arranged this whole wedding for the benefit of her two xear old

:15:28. > :15:30.son D'shawn, who has been ghven just three months to live. In re`l life,

:15:31. > :15:34.she doesn't even have a partner so asked her best friend to be the

:15:35. > :15:35.groom. Back inside the church and ht

:15:36. > :15:38.couldn't be more like a real wedding. The only differencd is the

:15:39. > :15:45.couple won't be signing the marriage register, so all this won't be

:15:46. > :15:50.In real life, she does not have a partner, so I asked her best part

:15:51. > :16:05.friend to beleaguered. I am more close to her as a best

:16:06. > :16:15.friend than many people. Inside she made sure he was the centre of

:16:16. > :16:23.attention. I was not to be `sked to be part of it. Also, a bit sad,

:16:24. > :16:31.because obviously he has such a short life ahead of him. Instead of

:16:32. > :16:36.rings, the couple exchanged bracelets for a charity supporting

:16:37. > :16:44.him. Everything was donated, after she appeared on a local radho a

:16:45. > :16:48.couple of weeks ago. At the end of the show, I thought we might get a

:16:49. > :16:56.cake and some flowers, but H could not believe we got as much `s we

:16:57. > :17:00.got. Within about 90 minutes, the entire wedding had been sorted and

:17:01. > :17:13.down to the generosity of the public. My husband has got ` car

:17:14. > :17:20.which they would happily donate for the use in their wedding. I can

:17:21. > :17:28.delete the venue for the after party. Back at the church, H asked

:17:29. > :17:39.the blade what it meant to do it for her son. It means so much to have

:17:40. > :17:49.him here for the stay. This is just meant everything to me. Although

:17:50. > :17:57.this was a fake wedding, I heard a little rumour. I hear that xou are

:17:58. > :18:01.actually a couple? Yes, we have just got together recently. A proud day

:18:02. > :18:27.for mother and child. Confusion surrounds the loc`tion of

:18:28. > :18:35.a new piece of art by the street artist Banksy. Private security team

:18:36. > :18:45.is no on`site to protect thd investment. It is a piece of

:18:46. > :18:54.graffiti art and it should not be removed from the wall. People see it

:18:55. > :19:05.has enriched the area and m`ny do not want to lose it. There will be a

:19:06. > :19:15.big hole in the wall. Tell the council. Someone did and thdy were

:19:16. > :19:23.told that removing it from this grade two listed building could be

:19:24. > :19:29.problematic. They ready to get permission before the did any of

:19:30. > :19:32.that work. The order said hd was complying with all regulations, but

:19:33. > :19:39.of the law is broken, it is a maximum of six months in jahl and

:19:40. > :19:48.20,000 pounds in fines. He said he would consider an offer frol the

:19:49. > :19:59.local business community. What if we succeed. This will be a massive part

:20:00. > :20:03.of the city of the city. It is the one ` win situation. The order has

:20:04. > :20:16.said it will be gone by the weekend. It is a race against the

:20:17. > :20:20.clock to save it. On to athletics now and Birmingham is the place to

:20:21. > :20:28.be with many athletes trying to win British titles. What is at stake

:20:29. > :20:34.here? Not only is that major chance of becoming British champion, but

:20:35. > :20:39.also, the top two in each event will qualify for the team at the European

:20:40. > :20:45.championship as long as the meet the qualifying standard. A lot of

:20:46. > :20:54.fantastic young athletes coling through at the moment. I talked to

:20:55. > :20:56.former marathon champion Patla Ratcliffe before the championship.

:20:57. > :21:07.It is a great chance for thd youngsters. It is nice to sde them

:21:08. > :21:14.coming through with such a fresh attitude and to performing `t the

:21:15. > :21:20.championship. The chief executive of British athletics joins me now. It

:21:21. > :21:25.is good to see so many good young athletes coming through? Yes, it is

:21:26. > :21:34.fantastic. It is really exchting teams. We have got a lot of great

:21:35. > :21:41.sprinters, which is something which really gets the crowd going. We have

:21:42. > :21:48.get both men and women, a bhgger problem, meeting the Europe`n

:21:49. > :21:55.standard. Also, places up for grabs in both the European Championships

:21:56. > :22:01.and the Commonwealth Games? Yes it is a very hard schedule and the

:22:02. > :22:06.start of a very exciting period This weekend is a fantastic

:22:07. > :22:10.opportunity for many of thel. At the end of the season, the bike here for

:22:11. > :22:20.the diamond meeting at the dnd of August. I will let you go off and

:22:21. > :22:26.enjoy the athletics. A very special weekend coming up. And great

:22:27. > :22:34.competition in both the sprhnts and the middle distance events, and

:22:35. > :22:38.particularly. Though, staying with the great outdoors, a very special

:22:39. > :22:46.property has just come up on the market. It comes complete whth

:22:47. > :22:54.fishing rights, but will cost you not far short of half ?1 million. A

:22:55. > :22:59.peaceable path, we are Staffordshire and Derbyshire meet, there stands a

:23:00. > :23:05.secret door. Beyond that, h`ve a meal lies a fisherman 's paradise,

:23:06. > :23:09.the property of a retired Bhrmingham businessman. For 60 years hd has

:23:10. > :23:18.been coming here to escape the hustle and bustle. In the chty, we

:23:19. > :23:27.watch the cars buzzed by, btt you knew what the birds, the fldsh and

:23:28. > :23:33.it is a great place to be. Fishermen call it a temple. It was buhlt by a

:23:34. > :23:42.local landowner. He was a btdding fisherman and invited some on the

:23:43. > :23:51.road one day to come and frdsh this stretch of river. I suck at the

:23:52. > :24:01.knowledge and that knowledgd was preserved in the fisherman 's Bible,

:24:02. > :24:10.The Compleat Angler. The interest that has been shown worldwide is

:24:11. > :24:19.quite special, because it draws unusual people to it becausd it is a

:24:20. > :24:26.very special part of the world. Out here, there is no noise. Yot can

:24:27. > :24:32.only hear birdsong and the hum of insects. It is a little bit of

:24:33. > :24:38.English Heritage. Even if you do not party girl like fishing, yot have

:24:39. > :24:45.the wildlife, the scenery. Ht is beautiful. The order, now aged 0,

:24:46. > :24:47.is now giving it up. It will continue to stand as a celebration

:24:48. > :25:08.of the friendship forged in fishing. That is absolutely beautiful. A

:25:09. > :25:10.warning, the electricity or toilets no, we can see how the weather is

:25:11. > :25:20.going to be. We have had some heavy rainfall but

:25:21. > :25:25.things will gradually improve over the weekend. There will be some

:25:26. > :25:31.showers around tomorrow, but also some sunshine, particularly on

:25:32. > :25:35.Sunday. These low pressures are giving as these unsettled

:25:36. > :25:41.conditions. We can see this ridge of high pressure beginning to build in

:25:42. > :25:45.the Atlantic. For now, we h`ve a yellow warning for rainfall. Heavy

:25:46. > :25:51.showers which could lead to localised flooding. The poshtioning

:25:52. > :25:58.looks more likely across thd southern half of the region. Letters
