:01:23. > :01:26.who died after being detaindd by police in Birmingham say thdy have

:01:27. > :01:28.been denied justice. The Crown Prosecution Service decided this

:01:29. > :01:31.week not to prosecute policd or medics in connection with the death

:01:32. > :01:36.of Kingsley barrel. But his relatives believe he was restrained

:01:37. > :01:42.using excessive force and they say they will continue their fight to

:01:43. > :01:45.hold officers to account. Kadisha Burrell was one of the last

:01:46. > :01:49.people to see her brother alive This week she has learned that three

:01:50. > :01:54.years on no one will face criminal charges in connection with the death

:01:55. > :01:59.of 29`year`old Kingsley. For the family it is a bitter blow. Having

:02:00. > :02:03.lost Kingsley in this tragic way is hurtful. But to not get justice

:02:04. > :02:10.would be unbearable for the family as well as the community. In March

:02:11. > :02:14.2011, Kingsley was detained under the Mental Health Act. Thred days

:02:15. > :02:19.later, after a disturbance `t a mental health facility, he died in

:02:20. > :02:23.hospital. In March 2013, fotr police officers were arrested on stspicion

:02:24. > :02:28.of gross negligence, manslatghter and misconduct. This week, the CPS

:02:29. > :02:32.said there was insufficient evidence to bring prosecutions. We are not

:02:33. > :02:36.giving up, this is just the beginning. We have waited so long

:02:37. > :02:40.and we will continue to fight, no matter how long it takes. Wd will

:02:41. > :02:44.get justice for my brother who died in police custody. The family say

:02:45. > :02:48.Kingsley had no history of lental illness, yet after dialling 999 to

:02:49. > :02:53.tell police he and his son had been threatened by a gang, he was

:02:54. > :02:57.detained in this mental health unit in Winson Green. In a violent

:02:58. > :03:01.incident involving four polhce officers and six medics, Kingsley

:03:02. > :03:06.was handcuffed and forcibly restrained. His family say such was

:03:07. > :03:12.the force used that his death later in hospital amounts to manslaughter.

:03:13. > :03:16.Deciding against prosecutions, the CPS concludes that officers and

:03:17. > :03:21.medical staff were presented with an ongoing and difficult set of

:03:22. > :03:28.circumstances. The decision does leave more unanswered questhons And

:03:29. > :03:31.it does point to a developing debate over to tear justice system,

:03:32. > :03:36.meaning, does a uniform makds somebody immune from prosecttion in

:03:37. > :03:43.comparison to a normal man hn the street? At Westminster this week,

:03:44. > :03:47.MPs heard from a mental health campaign group concerned about the

:03:48. > :03:52.treatment of lack detainees by the police. We are not seeing any

:03:53. > :03:55.accountability. We have seen too many healthy people lose thdir lives

:03:56. > :03:57.at the hands of people who `re tasked with their protection and

:03:58. > :04:04.care, and there is no accountability. Kingsley's family

:04:05. > :04:08.are planning more protests `nd they say they will not give up, their

:04:09. > :04:15.hopes now pinned on an interest a date for which is yet to be fixed.

:04:16. > :04:19.Today was the deadline for the so`called Trojan Horse schools in

:04:20. > :04:22.Birmingham to give their response to the Department for Education about

:04:23. > :04:26.criticism levelled at them hn last month's Ofsted report 's. The

:04:27. > :04:30.government said the schools were inadequate and were not being led or

:04:31. > :04:34.managed properly. Peter Wilson has been following the case and is

:04:35. > :04:40.outside Birmingham City Council house. What is important about

:04:41. > :04:45.today? Well, today was D`Dax for four schools who had been w`rned

:04:46. > :04:49.that they face losing their funding. Last month the education

:04:50. > :04:54.Minister said that he had grave concerns about the running of the

:04:55. > :04:59.schools. He even criticised them for failing to promote what he describes

:05:00. > :05:04.as British values. The thred schools from the Park View Academy trust and

:05:05. > :05:07.another academy have all got their responses into the government and

:05:08. > :05:13.they are now being looked at tonight. Have the schools s`id

:05:14. > :05:16.anything publicly? The Park View School is say they are coopdrating

:05:17. > :05:20.fully with the Department for Education. The pupils are jtst

:05:21. > :05:25.trying to concentrate on thdir lessons. We seem to be in this limbo

:05:26. > :05:30.period where we don't know hf an outside group is going to come in

:05:31. > :05:35.and take over those schools. When will we hear about the other

:05:36. > :05:39.investigations into the schools We have two investigations, ond by the

:05:40. > :05:43.City Council, with the Independent Ian Kershaw in charge, and the other

:05:44. > :05:47.by the government, which is led by Peter Clark, controversiallx the

:05:48. > :05:52.former head of counter`terrorism for London. Recently, I asked the City

:05:53. > :05:57.Council leader about whether or not we would ever get to the bottom and

:05:58. > :06:01.find the truth about the Trojan Horse case. I don't think you will

:06:02. > :06:06.ever get the provenance of the Trojan Horse document. And H have

:06:07. > :06:12.been saying that for quite `while. But we to wait. Ian Kershaw's

:06:13. > :06:17.report, which I will bring hnto the public domain in July. Until then,

:06:18. > :06:20.there is no comment I can m`ke. The financial dealings of all of the

:06:21. > :06:24.schools are going to be going through with a fine tooth comb. We

:06:57. > :07:00.really going to enjoy it down here. A taxi driver who knocked down and

:07:01. > :07:04.killed a student in Leamington is calling on the County Counchl to put

:07:05. > :07:08.the street lights back on at night. It comes as the AA claims

:07:09. > :07:14.Warwickshire County Council has ignored the findings of an hnquest

:07:15. > :07:18.into the death of Archie, who was killed in December 2012. Thdy say

:07:19. > :07:21.while the number of accidents on roads are falling, they are not

:07:22. > :07:27.decreasing as fast on roads where street lights have been turned off.

:07:28. > :07:31.Archie, a student at Warwick University, was described bx his

:07:32. > :07:36.family as beautiful, intellhgent and very witty. He died after bding hit

:07:37. > :07:42.by a taxi as he walked home along an unlit road after a night out in

:07:43. > :07:47.Leamington. This was the taxi driver that night. He is still haunted by

:07:48. > :07:50.the accident and believes switching off streetlights is dangerots.

:07:51. > :07:57.Because of the light, they could be saved. You could see clearlx what is

:07:58. > :08:02.coming in front and what is not It was on this stretch of road that the

:08:03. > :08:05.accident happened, coming jtst five days after Warwickshire County

:08:06. > :08:10.Council turned off selected streetlights across the county as

:08:11. > :08:16.part of a plan to save ?500,000 Archie's family do not blamd the

:08:17. > :08:19.taxi driver. He could not sde him. He was wearing dark clothing and the

:08:20. > :08:22.street lights were turned off, so the taxi driver could not h`ve seen

:08:23. > :08:27.him. The stopping distance `nyway, even if he could have seen him, he

:08:28. > :08:32.would have hit him anyway. H have no blame for him at all. The coroner

:08:33. > :08:36.said switching off the lights was a factor and asked the Council to

:08:37. > :08:40.review their policy. Nobody from Warwickshire County Council would be

:08:41. > :08:44.interviewed but they did give us a statement. It says whilst the

:08:45. > :08:47.absence of street lighting was one of many contributory factor is the

:08:48. > :08:51.coroner identified, a causal link has not been established. The

:08:52. > :08:56.statement goes on, the council was making improvements to this area

:08:57. > :09:00.which should be operational from next month. The council say the

:09:01. > :09:02.number of serious road accident is falling, but clearly their

:09:03. > :09:07.sympathies remain with Archhe's family. I don't think any f`mily

:09:08. > :09:11.should have to go through what my family has had to go through,

:09:12. > :09:15.through the loss of someone in a road traffic accident due to the

:09:16. > :09:18.lights being turned off. Thd death has led to safety campaigners

:09:19. > :09:22.calling for more to be done to improve street lighting, and his

:09:23. > :09:29.family say it is impossible to put a price on life.

:09:30. > :09:32.Ten men have now been arrested in connection with the disorder in

:09:33. > :09:36.which a man was killed in Birmingham. Six more were arrested

:09:37. > :09:40.this evening following the hncident in Sparkbrook on Wednesday. Four of

:09:41. > :09:44.them are being held on susphcion of attempted murder. The two other men

:09:45. > :09:47.were arrested on suspicion of murder. They will answer qudstions

:09:48. > :09:51.once they have finished recdiving medical treatment. Police h`ve also

:09:52. > :09:55.arrested again the four men they already had in custody on stspicion

:09:56. > :09:59.of murder. A postmortem exalination has revealed that the victil,

:10:00. > :10:06.32`year`old Ikram Elahi, didd from a stab wound to the nest, not a

:10:07. > :10:10.gunshot, as previously thought. Wychavon District Council f`ces a

:10:11. > :10:14.bill of up to ?100,000 in costs after the government overturned a

:23:35. > :23:38.assault 's online `` young girls. And a family say they have been

:23:39. > :23:42.denied justice after a death in police custody.
