:02:31. > :02:32.AMD. We will invest in hosphtals like this. It is a multi`million
:02:33. > :02:33.pound commitment. This is the site in Smethwick where
:02:34. > :02:36.the Midland Metropolitan Hospital It will replace City and
:02:37. > :02:39.Sandwell Hospitals. It will have 13 operating theatres
:02:40. > :02:51.and a 30 bed critical care tnit An acute specialist centre for those
:02:52. > :02:54.who were most unwell. Perhaps patients who can by ambulance in
:02:55. > :02:58.particular who will be lookdd after in the hospital behind me btt we're
:02:59. > :03:01.keeping facilities at City Hospital for more community`based
:03:02. > :03:02.intermediate care. The facilities at Birminghal's
:03:03. > :03:05.City Hospital are Victorian. These wards are no longer fht
:03:06. > :03:07.for purpose. Getting the money has been
:03:08. > :03:09.fraught with setbacks. The new hospital should havd
:03:10. > :03:12.been completed in 2010. So where's the money coming
:03:13. > :03:15.from to build this hospital? First developed and used by
:03:16. > :03:18.Conservatives, consecutive Labour Governments financed the buhlding
:03:19. > :03:21.and maintenance of vast numbers of schools and hospitals by asking
:03:22. > :03:24.the private sector to bear the big costs, in return for regular
:03:25. > :03:28.payments from the public sector This was called the
:03:29. > :03:31.Private Finance Initiative. But this government became concerned
:03:32. > :03:35.that huge long`term liabilities were being created for taxpayers
:03:36. > :03:38.and that private companies were So what's known
:03:39. > :03:42.as Private Finance 2 was born, which will involve the publhc
:03:43. > :03:46.sector taking stakes of up to 4 %. In the case of the
:03:47. > :03:49.Midland Metropolitan Hospit`l, that will mean ?100 million
:03:50. > :03:53.from the taxpayer and ?253 lillion Contracts under PF2 are intdnded to
:03:54. > :03:59.be smaller and simpler and will no longer include contracts for
:04:00. > :04:04.catering, cleaning, securitx and IT. The new hospital should be built
:04:05. > :04:08.by 2019. As the Chancellor left,
:04:09. > :04:11.he would no doubt be hoping such I'm joined now
:04:12. > :04:20.by the Labour leader of Sandwell, You said in a statement tod`y this
:04:21. > :04:26.is a fantastic boost to the community, so the Conservatives
:04:27. > :04:37.have got this right? You could say that. I am not going
:04:38. > :04:41.to be party political about it because we have waited a long time.
:04:42. > :04:47.It is fantastic news on Black Country Day. It is good news. We
:04:48. > :04:53.have waited a long while, a lot of people in the council and local
:04:54. > :04:57.health service have worked closely to get this. It is fantastic news
:04:58. > :05:02.for Smethwick in particular. What about the way this is funded?
:05:03. > :05:08.Private finance initiatives were very costly. They were. Thex have
:05:09. > :05:14.not been an advocate of these initiatives in the past bec`use they
:05:15. > :05:18.have cost a lot of money. Btt then, if you think about we need to invest
:05:19. > :05:24.in the infrastructure to get the economy going, ?350 million into an
:05:25. > :05:28.area like Smethwick will give it a major boost. 100 million of that is
:05:29. > :05:31.coming from the Treasury directly on the taxpayer, with the remahnder of
:05:32. > :05:37.the money being found from private finance. You say it is going to give
:05:38. > :05:40.the area major boost but wh`t about the impact on patients? The number
:05:41. > :05:45.of beds are going to be fewdr than existing hazard Miami Heat combined.
:05:46. > :05:53.Wouldn't it have been better to bring it up to date. `` A It is a

:12:09. > :12:14.the market. Anyone has moved in next door to the civic and leisure
:12:15. > :12:18.centre, one of three new libraries in three years in Telford. Fourth is

:12:25. > :12:30.blues in Telford, they have borrowed 475,000 books. The new libr`ries

:15:31. > :15:35.and we can remain friends. Living in Birmingham, you might have heard of

:15:42. > :15:47.are friends and other peopld can take the same attitude. The media

:15:55. > :16:00.few. It is ridiculous how all of us are just criticised for somdthing
