:01:24. > :01:29.David Jamieson will oversee 7,5 0 police officers `

:01:30. > :01:34.He's defended his selection, despite signs that the electorate don't

:01:35. > :01:39.In the last General Election, turnout in

:01:40. > :01:44.In the European elections in May, it was half that at 33 percdnt.

:01:45. > :01:46.But yesterday just 10 percent of voters bothered to turn out.

:01:47. > :01:58.Here's our political editor Patrick Burns.

:01:59. > :02:02.Paying tribute to his predecessor Bob Jones, the man

:02:03. > :02:05.who's just landed one of thd biggest jobs in British policing, whth a

:02:38. > :02:42.vote I think you should do. I did not even know there was a boat going

:02:43. > :02:46.on yesterday. I think it is important for me to vote as a

:02:47. > :02:52.resident and my responsibilhty to choose who to protect my city and

:02:53. > :02:56.family. The low turnout means it is dangerous to draw political

:02:57. > :03:01.conclusions but as each of the votes comes in, it was clear Labotr is on

:03:02. > :03:02.course for more than half the first preferences so no need to count the

:03:03. > :03:09.second choices. The Conservatives won half

:03:10. > :03:11.as many votes as Labour, and UKIP one third, forcing the Liberal

:03:12. > :03:14.Democrats into a poor fourth. Not everyone in the Labour

:03:15. > :03:18.Party is celebrating though. But Labour have yet to decide

:03:19. > :03:22.whether or not they'd scrap PCCs, or what they'd replace them with, if

:03:23. > :03:35.they form a Government next year. Inevitably the debate will

:03:36. > :03:40.concentrate on the low turnout. Is it a referendum on the road itself?

:03:41. > :03:45.But in a recent interview, the Home Secretary Theresa May said `t least

:03:46. > :03:50.people will have voted for the new Commissioner unlike the old

:03:51. > :03:54.authorities who were never directly elected.

:03:55. > :03:56.The commissioner says he'll recruit more police

:03:57. > :04:02.and maintain community support officers, despite the budget cuts.

:04:03. > :04:15.Good evening. Cannot we pick up on the point there about you w`nting to

:04:16. > :04:21.recruit more officers, will we have to pay more council tax? Before my

:04:22. > :04:27.predecessor died he said thd budget which was grit by a cross`p`rty

:04:28. > :04:32.panel and that panel ensured that the funding was there and w`s in

:04:33. > :04:38.place to recruit last year `nd this year a total of 450 more officers.

:04:39. > :04:51.Is that toppled the list for you absolutely. We must get new offices

:04:52. > :05:02.in. `` top of the list. What I mean is we need men and women recruited

:05:03. > :05:06.to the force. In the present round of recruitment I am told th`t a

:05:07. > :05:14.quarter of people recruited is from the black and Asian communities and

:05:15. > :05:20.that is a good thing. There are going to be more officers? There

:05:21. > :05:27.will be 250 more officers rdcruited over the next year. That is a

:05:28. > :05:36.promise. Only one in ten people voted. Over 200,000 people voted in

:05:37. > :05:45.the West Midlands. I am delhghted to say over to over 100,000 voted for

:05:46. > :05:51.me. My job is to work for everybody in the region, whether they voted

:05:52. > :05:56.not, my job is to make sure that the budget is used to the best `dvantage

:05:57. > :06:06.of all people. Dew believe hn the concept of PCC 's? I believd I have

:06:07. > :06:10.got to get on with the job. I think we need more democracy in the post

:06:11. > :06:14.and that is what the Labour Party is looking at. Not necessarily

:06:15. > :06:21.scrapping it but looking at how we can get communities involved. How

:06:22. > :06:26.would you replace it? We're looking at how we could devolve the budget

:06:27. > :06:33.and if immunities could havd more say over how the budget is spent and

:06:34. > :06:37.I think that is important. `` if communities. One person cannot know

:06:38. > :06:40.what 3 million people want hn their communities. The people who are

:06:41. > :06:46.experts on policing is the people who are in the communities `nd we

:06:47. > :06:56.need to listen to those people. Our labour sitting on the fence? I think

:06:57. > :07:00.what they are doing is lookhng at the job of getting on with this and

:07:01. > :07:03.that is what has to be done. You cannot sit around complaining about

:07:04. > :07:10.whether the system is right or not. I will also be looking to sde how we

:07:11. > :07:18.can do things better than they are and if I can find a way of doing

:07:19. > :07:21.them better I will work with my colleagues to see if there hs a

:08:10. > :08:13.They've all lost relatives to violent crime.

:08:14. > :08:20.Avril from Shropshire lost her stepson Julian 14 years ago.

:08:21. > :08:24.Many people are murdered as a result of holding knives and getting into

:08:25. > :08:36.fights, and every life lost through knife crime is a life too m`ny.

:08:37. > :08:39.Today outside a sports hub hn Perry Barr, a new knife bin was unveiled.

:08:40. > :08:50.Kathleen Harris is one of the mums promoting the event

:08:51. > :08:52.Her daughter Christina Edkins was stabbed to death

:08:53. > :08:57.The last thing we can do is just keep going for her to be relembered

:08:58. > :09:01.Waking up without our daughter being here is really

:09:02. > :09:08.And coming to these places, we just want to prevent anyone

:09:09. > :09:10.else's family from going the what we've had to go through.

:09:53. > :09:55.and he plans to turn the knhves into a sculpture called the Knifd Angel.

:09:56. > :09:59.This statue will probably rdquire maybe as many as 100,000 knhves

:10:06. > :10:09.on board then we will be successful and we will manage to creatd

:10:10. > :10:14.The knife statue, when completed, will be more than 20 feet hhgh

:10:15. > :10:18.and is expected to be placed either in the North of England or here

:10:19. > :10:27.A man who secretly recorded a film from the back of a cinema in Walsall

:10:28. > :10:34.Philip Danks, who's 25, then uploaded the movie Fast
