:01:22. > :01:26.in the wake of the referendtm is triggering renewed demands for extra

:01:27. > :01:30.devolution in English regions ` including here in the Midlands.

:01:31. > :01:34.There's a population of around 5.3 million people

:01:35. > :01:38.in Scotland ` over 5.5 millhon live in the West Midlands.

:01:39. > :01:42.In terms of public spending by the UK government, Scotl`nd

:01:43. > :01:50.In the West Midlands, it's lower at ?8,500.

:01:51. > :01:53.However Scotland contributes just over ?20,000 per person to the UK

:01:54. > :01:56.economy, compared with around ?17,500 per head in the Midlands.

:01:57. > :02:00.Nicola Beckford has been gathering reaction to the historic vote.

:02:46. > :02:48.have been preserved but the political consequences for the

:02:49. > :02:53.The Prime Minister said new reforms would deliver

:02:54. > :02:56."English votes for English laws ` and hinted at greater powers

:02:57. > :03:07.It is important we have widdr civic engagement about how to improve

:03:08. > :03:09.governance throughout the United Kingdom including how to

:03:10. > :03:21.We will say more about this in the coming days.

:03:22. > :03:23.The news was welcomed by thd Local Government Association.

:03:24. > :03:25.They're demanding greater powers for local authorities across England

:03:26. > :03:28.They need to be given greatdr freedom over

:03:29. > :03:31.their own ability to raise their own tax council tax and also biz taxes.

:03:32. > :03:38.And they also need to be given greater freedom to raise money

:03:39. > :03:39.independently via arrangements with the city

:03:40. > :03:42.and other financial institutions because only by that will they be

:03:43. > :03:45.It's a theme that's echoed by the business community.

:03:46. > :03:47.Our cities are not able to invest nimbly.

:03:48. > :03:49.We're not able to spot opportunities and take them

:03:50. > :03:52.because we've got this Westlinster machine that takes forever to grind

:03:53. > :03:55.out authority and they have no sense of what really works locallx.

:03:56. > :03:57.There's just this national view of how things should be run.

:03:58. > :04:00.So the Prime Minister has promised a new and fair devolution

:04:01. > :04:04.The question is now ` how will the government delhver

:04:05. > :04:07.Earlier I spoke to Pat McFadden the Labour MP for Wolverhampton South

:04:08. > :04:10.East and a Scotsman. I began by asking him whether the promhse of

:04:11. > :04:13.more devolved powers for Scotland means the government should now be

:04:14. > :04:18.focused on devolved powers for cities or regions in England?

:04:19. > :04:22.Well I think what we have sden overnight is the end of somdthing

:04:23. > :04:26.We have seen the end of a decades`long campaign

:04:27. > :04:31.for Scottish independence and I am very relieved and thankful

:04:32. > :04:38.that Scotland last night voted to remain in the United Kingdol.

:04:39. > :04:44.That is the most important thing to say first of all.

:04:45. > :04:46.But I also think that while that debate has been going

:04:47. > :04:49.on people in England have bden watching it and thinking wh`t about

:04:50. > :04:54.So I think it is healthy th`t we have a debate now, here in Dngland,

:04:55. > :04:59.And we have already had a lot of options thrown out in the l`st 4

:05:00. > :05:02.hours, and I think it is a healthy debate and one that we should have.

:05:03. > :05:05.There are actually more people living in the west Midlands than

:05:06. > :05:09.That may well be true and even in the few hours since the restlt was

:05:10. > :05:12.finalised this morning we'vd heard people talking about more ddvolution

:05:13. > :05:17.to other cities, more devolttion to regions, some ideas about England

:05:18. > :05:21.wide solutions so we have a lot of ideas out there but you do not

:05:22. > :05:28.change the constitution in ` rush and so I think it is import`nt that

:05:29. > :05:31.we have a proper debate abott this and importantly, maybe this is also

:05:32. > :05:34.a lesson from north of the border, not one that just involves

:05:35. > :05:36.politicians locked away in a room but one that involves

:05:37. > :05:40.There does not seem to be a lot of appetite

:05:41. > :05:46.for local government here in this region, bearing in mind Birlingham

:05:47. > :05:52.They didn't and mayoprs werd rejected in most cities when they

:05:53. > :05:57.I wonder if the impact of last night's vote is going to

:05:58. > :06:01.One of the mistakes that we made when Labour was

:06:02. > :06:04.in government was proposing regional assemblies in the North of Dngland

:06:05. > :06:10.only to find that they were rejected by the voters so I think yot got to

:06:11. > :06:18.And not think that the solution that looks good in Whitehall will

:06:19. > :06:22.That is why I think it is rdally important that we have this debate

:06:23. > :06:25.but that it is one that is ` proper dialogue between politicians

:06:26. > :06:32.and local communities because you do not want to get this wrong.

:06:33. > :06:34.Well, our Political Editor Patrick Burns is in

:06:35. > :06:36.Birmingham tonight, so the Dnglish question has really been aw`kened,

:06:37. > :06:48.This is at least part of it, according to the Prime Minister

:06:49. > :06:53.David Cameron wants to "re`empower the great cities".

:08:12. > :08:13.Staffordshire Headquarters of Phones 4U. As they departed, many were

:08:14. > :08:16.resigned to the reality ` they wouldn't be returning to work here.

:08:17. > :08:18.And tonight ` confirmation that 628 jobs are going.

:08:19. > :08:26.This recruitment agency in Newcastle's taken calls

:08:27. > :08:29.from hundreds of Phones 4U staff since thd firm's

:08:30. > :08:36.Already some workers have bdgun the process of securing new jobs.

:08:37. > :08:40.Something like this happens it is nevdr easy

:08:41. > :08:43.but you have got to look at it as a positive, and look out there

:08:44. > :08:48.It is not nice but you get on with it

:08:49. > :08:51.and you have to move forward and we will remain as positive as we can.

:08:52. > :08:56.You can't dwell on it and the thing is for me personally

:08:57. > :08:59.I've seen it as a chance to change and actually create a career.

:09:03. > :09:08.Their new business has maintained strong links with the company.
