:01:27. > :01:37.jailed for 27 months. Achilleos and Stephanos Neophytou

:01:38. > :01:39.ran the Libra Club in The court heard how they employed

:01:40. > :01:43.prostitutes who were seeing Sentencing them today,

:01:44. > :01:47.the judge said the pair ran the Libra Club for five years

:02:40. > :02:42.The Libra Club was owned by 66 year old Achilleos Neophytou -

:02:43. > :02:45.who left the fish and chip shop trade to open massage parlotrs.

:02:46. > :02:48.His son Stephanos ran day-to-day operations -

:02:49. > :02:51.After pleading guilty to running a brothel last month,

:02:52. > :02:57.Neophytu senior told Midlands Today he'd merely been a 'public servant'.

:03:48. > :03:49.and Maralyjn Egan - she was found with ?28,000 `nd 00

:03:50. > :03:56.Viagra tablets in her home. Had anything to say

:04:05. > :04:07.until the judge gave him a ten month jail sentence,

:04:08. > :04:09.suspended by the judge - Ben Godfrey, BBC Midlands

:04:10. > :04:12.Today, Birmingham. And Ben Godfrey is outside

:04:13. > :04:14.the former Libra club in Birmingham this evening,

:04:15. > :04:16.surprisingly this conviction itself, it's not been as widely well

:04:17. > :04:33.received as you might expect? The court heard the prostitttes who

:04:34. > :04:41.worked here were treated well and were well paid. That has catsed the

:04:42. > :04:46.English collective to see it was reduced for this case to be taken to

:04:47. > :04:48.court because sex workers s`fer working in a premises than they are

:04:49. > :04:54.on the street. In recent months there's bedn

:04:55. > :04:56.a growing call for the decriminalisation

:04:57. > :04:57.of consensual sex work. In May, Amnesty Internation`l

:04:58. > :04:59.published its policy on protecting sex workers from human rights

:05:00. > :05:01.violations and abuses, saying there's evidence these laws

:05:02. > :05:04.often make sex workers less safe. In July, The Home Affairs Committee

:05:05. > :05:06.published a report saying soliciting by sex workers,

:05:07. > :05:13.and sex workers sharing prelises, There is a major argument to be held

:05:14. > :05:16.here. West Midlands Police hs the ultimately public safety was at risk

:05:17. > :05:20.so they took the right course of action. Thank you.

:05:21. > :05:25.The BBC has learnt that 12 NHS GP practices and urgent care cdntres

:05:26. > :05:27.across the West Midlands are ultimately owned by a company

:05:28. > :05:31.Malling Health exchanged bank loans with an interest rate of 4%

:05:32. > :05:34.for a loan at 20% interest with the owner of Bahamas b`sed

:05:35. > :05:37.The company says this arrangement is more flexibld,

:05:38. > :05:39.but experts claim it's a wax of diverting money

:05:40. > :05:46.Our health correspondent, Michele Paduano reports.

:05:49. > :05:51.care centre in Dudley, a GP practice in West Bromwhch

:05:52. > :05:53.and a walk in centre inside the Royal Shrewsbury Hospital

:05:54. > :05:59.Well, they are among 50 NHS outlets ultimately owned

:06:00. > :06:02.by a company, Butterfly Ventures, based in the tax haven

:06:03. > :06:15.Would it surprise you to know it is owned by a company based in the

:06:16. > :06:19.Bahamas? Yes, it would. I al surprised it is not national health,

:06:20. > :06:25.I did not realise things got privatised. I do not say wh`t that

:06:26. > :06:26.has to do with medical practices. I do not say what that has to do

:06:27. > :06:29.with medical practices. bought Malling Health

:06:30. > :06:32.for ?6.2m last year Peter Gillard began researching

:06:33. > :06:39.the complex web of companies that led to Butterfly ventures

:06:40. > :06:52.after it took over surgeries Butterfly ventures, there is proper

:06:53. > :06:57.-- practically no public information because they are protected by the

:06:58. > :07:05.Bahamas secrecy laws. All I know is they are headquartered in an office

:07:06. > :07:07.in a building which has 8200 other companies registered at the same

:07:08. > :07:12.?4m with two high street Banks, Lloyds and Santander.

:07:13. > :07:15.Interest on these was paid at less than %.

:07:16. > :07:18.These were paid off and loans arranged with an interest r`te

:07:19. > :07:20.of 20% with David Hudaly and Butterfly Ventures therdby

:07:21. > :07:30.moving money out of the UK tax area and into a tax haven.

:07:31. > :07:38.Both very high rates of intdrest which is a way of diverging the

:07:39. > :07:41.money from the companies whhch are running their practices to the

:07:42. > :07:45.companies in the Bahamas so they don't have to pay tax.

:07:46. > :07:48.legal and acceptable way of structuring a company,

:07:49. > :07:55.When I spoke to Professor Rob Bryer at Warwick Business School,

:07:56. > :07:57.he said it was a moral issud for politicians to consider.

:07:58. > :08:00.So we took our information to a politician on the Health Select

:08:01. > :08:08.She says she'll raise it with Government.

:08:09. > :08:14.I will certainly be taking this matter up with the Health Sdcretary.

:08:15. > :08:18.I would like to know why thhs private company has taken on a loan

:08:19. > :08:25.to deliver its programme for its practices and patients.

:08:26. > :08:26.It therefore secured alternative funding.

:08:27. > :08:28.The payments currently paid on this funding are materially

:08:29. > :08:30.lower than repayments being paid on the bank debt.

:08:31. > :08:33.IMH is appreciative of the continued support and flexibility

:08:34. > :08:37.At a time when the NHS generally is struggling financially,

:08:38. > :08:40.that interest WILL keep accruing and will have to be paid off

:08:41. > :08:50.Relatives of some of those killed in the Birmingham pub bombings 2

:08:51. > :08:52.years ago have been meeting MPs in London today.

:08:53. > :08:55.It's part of their campaign to get financial support to pay for lawyers

:08:56. > :09:05.21 people died when bombs exploded at two city centre pubs in 0974

:09:06. > :09:08.The families are asking for the same granting of legal aid as applied

:09:09. > :09:17.They say it's not fair when West Midlands Police

:09:18. > :09:19.and others who'll be giving evidence at the inquests

:09:20. > :09:22.The pre-inquest hearing is due to take place next month.

:09:23. > :09:25.The MP Andy Burnham backed the Hillsborough victims

:09:26. > :09:28.through their campaign for justice, and now wants the government to back

:09:29. > :09:30.a "Hillsborough Law", which would ensure legal funding

:09:31. > :09:35.for bereaved families at inpuests where police are involved.

:09:36. > :09:49.You met with the Pub Bombing families this afternoon -

:09:50. > :09:59.It was harrowing to here wh`t they have been through this -- in these

:10:00. > :10:05.years, through treatment at the hands of West Midlands Police. In my

:10:06. > :10:09.experience, working with people who've suffered injustice, this

:10:10. > :10:13.stands out for me as a really disgraceful state of affairs. They

:10:14. > :10:18.deserve a lot better than what they received back here we are, on the

:10:19. > :10:23.Wii of the start of this resumed inquest and they still do not know

:10:24. > :10:26.where we stand with regards to legal representation. The question should

:10:27. > :10:31.be about getting to the truth and we will not get there if the f`milies

:10:32. > :10:42.are going to court without legal representation... It is not in a

:10:43. > :10:46.good position at the moment. I met her families with legal

:10:47. > :10:51.representation this afternoon. We want to throw everything behind them

:10:52. > :10:55.at this crucial phase. It is a simple request to the Prime

:10:56. > :10:59.Minister, she should ensure the Birmingham families have proper

:11:00. > :11:05.legal representation going hnto this new inquest. Can you understand an

:11:06. > :11:12.argument which asks how far should we go back in time? I do understand

:11:13. > :11:17.that but from my experience working with victims of injustice, they will

:11:18. > :11:22.tell you that time does not heal. Injustice does not go away `nd in

:11:23. > :11:25.many ways it gets worse. All families are entitled to thd truth

:11:26. > :11:30.about what happened to their loved ones. The Birmingham familids have

:11:31. > :11:36.not had that and any family would keep fighting to understand what

:11:37. > :11:40.happened. They deserve the truth, it is a simple request and one which I

:11:41. > :11:44.will take to the Prime Minister You cannot leave these families in the

:11:45. > :11:48.lurch with one month before the new inquest. The country needs to know

:11:49. > :11:52.the truth about what happendd with respect to the bombing and the

:15:19. > :15:23.Two cyclists have been praised for helping to rescue three elderly

:15:24. > :15:26.passengers who'd become trapped in their car as flood waters rose

:23:40. > :23:41.pedal strength, you are losing momentum.

:23:55. > :23:59.He's not a very efficient rider compared to the

:24:00. > :24:05.That is quite spread on pedal efficiency.
