:00:14. > :00:17.officers who investigated the 1989 disaster.

:00:18. > :00:20.96 Liverpool fans died as a result of a crush on the terraces

:00:21. > :00:25.After a long investigation into the conduct of both

:00:26. > :00:27.the South Yorkshire and West Midlands forces,

:00:28. > :00:31.the Police Watchdog the IPCC has sent files to the Crown Prosecution

:00:32. > :00:34.Service. Giles Latcham reports.

:00:35. > :00:41.April last year. It felt like the final chapter.

:00:42. > :00:43.An inquest jury at last agreeing with the families,

:00:44. > :00:48.the 96 victims of the Hillsborough disaster

:00:49. > :00:54.Questions persist though about the police, not just

:00:55. > :00:57.the South Yorkshire officers there on the day, but also the West

:00:58. > :00:59.Midlands officers brought in afterwards to investigate.

:01:00. > :01:04.to deal with what I had to deal with.

:01:05. > :01:06.Debra Martin admits she has no fondness for the police,

:01:07. > :01:10.and yet at one time in her life policing was all she wanted to do.

:01:11. > :01:13.She was a special constable on duty that day at Hillsborough.

:01:14. > :01:18.She says she cradled one of the youngest victims,

:01:19. > :01:19.15-year-old Kevin Williams, as he died.

:01:20. > :01:23.She claims she was later brow beaten into changing her statement,

:01:24. > :01:27.I was there that day and that child died

:01:28. > :01:31.There's as much blame to lay at West Midlands as well South

:01:32. > :01:34.Yorkshire, they should have behaved themselves and they should have told

:01:35. > :01:39.In terms of the number of victims, witnesses and statements,

:01:40. > :01:41.the Hillsborough inquiry was the biggest ever carried out

:01:42. > :01:44.This former senior West Midlands officer

:01:45. > :01:47.didn't serve on the inquiry, but says the team that

:01:48. > :01:53.I would like to have seen personally more experienced operational

:01:54. > :02:01.For all these years to pass by and certainly

:02:02. > :02:03.suddenly be caught on and dragged over the coals,

:02:04. > :02:10.They were interested in did I have a ticket,

:02:11. > :02:12.did I have a drink, did I

:02:13. > :02:15.Val Yates was a 20-year-old Liverpool fan who ended up

:02:16. > :02:21.on the pitch that day trying to help.

:02:22. > :02:24.She thought West Midlands officers arrived with a script already

:02:25. > :02:27.written and said so to the IPCC, who failed to pick up

:02:28. > :02:30.They said that I'd got no complaints against the

:02:31. > :02:31.West Midlands Police, I've got every confidence

:02:32. > :02:37.and that was just an absolute utter falseness.

:02:38. > :02:39.I never said it, I've got absolute criticism of them, they had

:02:40. > :02:42.an agenda, tried to confiscate this, wanted to blame drunken

:02:43. > :02:52.The Crown Prosecution services has files on eight police officers -

:02:53. > :03:02.Decisions on whether to charge them are due later this year.

:03:03. > :03:04.You can hope that those responsible for this

:03:05. > :03:06.The truth is pretty much now writ large.

:03:07. > :03:19.What's left to do then in this investigation?

:03:20. > :03:28.Well, of course as we have heard the IP CC has already sent files to the

:03:29. > :03:32.CBC, and this work focuses on what they call the controlling minds of

:03:33. > :03:37.the alleged cover-up, those taking key decisions. But enquiries

:03:38. > :03:41.continue into 170 allegations of misconduct, that's to say

:03:42. > :03:45.misbehaviour by officers not criminal offences. Now, if those

:03:46. > :03:48.officers were still serving, those allegations might lead to

:03:49. > :03:54.disciplinary proceedings, but the reality is that few if any are still

:03:55. > :03:58.employed by either force, so that process might not satisfy the

:03:59. > :04:02.families and survivors who have complained. West Midlands Police

:04:03. > :04:04.says it has cooperated fully with the investigation and its thoughts

:04:05. > :04:07.are with the family and friends of those who died.

:04:08. > :04:10.Hundreds gathered in Wolverhampton this afternoon

:04:11. > :04:13.to pay their last respects to Baroness Rachael Heyhoe Flint,

:04:14. > :04:16.St Peter's church was packed

:04:17. > :04:19.of sport including Olympic gold medallists,football and cricket

:04:20. > :04:27.The former England Women's Cricket Captain worked

:04:28. > :04:29.tirelessly for charity - she was also a passionate

:04:30. > :04:34.There was only one place to begin her final

:04:35. > :04:39.journey, the home of her beloved football club, following the very

:04:40. > :04:45.same path as her own favourite Wolves Legends Billy Wright, and

:04:46. > :04:49.She wanted her funeral to be like Sir Jack's, but

:04:50. > :04:57.And it leaves a gap that no one else can ever fill.

:04:58. > :05:05.Inside St Peter's, every seat was taken by

:05:06. > :05:08.family and friends from her sporting passions,

:05:09. > :05:10.cricket and football, from

:05:11. > :05:13.her political career as Baroness Heyhoe Flint

:05:14. > :05:16.in the House of Lords, and from her outstanding charity

:05:17. > :05:22.She was best known around the world as captain of the England

:05:23. > :05:26.women's cricket team, and the first woman ever to become

:05:27. > :05:30.I hope that it will make the MCC realise there are

:05:31. > :05:37.thousands and thousands of women who take cricket very seriously.

:05:38. > :05:39.Her heart was always in Wolverhampton.

:05:40. > :05:42.Educated at the girl's high school, and fiercely proud to be a vice

:05:43. > :05:46.president of Wolverhampton Wanderers.

:05:47. > :05:49.Rachel was also a good friend of Graeme Taylor, how ironic

:05:50. > :05:51.that they should both passed away within a week of each other.

:05:52. > :05:54.And he would have appreciated her mischevious sense of humour.

:06:02. > :06:06.Your father, Sir Jack, had a very close place in Rachel's heart.

:06:19. > :06:23.Only very small in stature but she packed a punch and she was always

:06:24. > :06:26.fighting for things that she believed in and what she's done for

:06:27. > :06:28.the women's and girls games is awesome.

:06:29. > :06:30.As a Wolverhampton girl yourself, you will know more than most

:06:31. > :06:32.just what she meant to the city.

:06:33. > :06:36.Yeah, I mean, she was a trailblazer, a pioneer and someone

:06:37. > :06:38.who said, you know, fight what you believe them.

:06:39. > :06:41.It was Rachel's dying wish that her funeral should be uplifting

:06:42. > :06:43.and inspirational, and everyone who was here

:06:44. > :06:45.at St Peter's today would

:06:46. > :06:47.agree that the service, just like her life,

:06:48. > :07:00.A man's been charged with murder after a woman turned up

:07:01. > :07:03.at a doctor's surgery with stab wounds and died shortly afterwards.

:07:04. > :07:05.Police were called to Hawes Lane Surgery,

:07:06. > :07:09.The victim has been named as 54-year-old Tina Billingham.

:07:10. > :07:11.Ronald Cooke of Granville Road in Cradley Heath, will appear

:07:12. > :07:20.A woman's been arrested on suspicion of obstructing police

:07:21. > :07:24.after a hit and run in Evesham, which involved a police officer.

:07:25. > :07:27.It happened on the junction of Chapel Street and Oat Street

:07:28. > :07:30.A 46-year-old man's already been arrested on suspicion

:07:31. > :07:33.The officer injured during the collision is recovering

:07:34. > :07:37.Investigators have confirmed that a fire at a plastics recycling

:07:38. > :07:40.firm in Stoke on Trent was started deliberately.

:07:41. > :07:42.More than 50 firefighters were sent to Hanbury Plastics

:07:43. > :07:47.It later emerged that the plant didn't have a permit

:07:48. > :07:49.and was operating illegally after the Environment Agency

:07:50. > :07:56.Coventry Council is insisting a new ?300 million development

:07:57. > :08:02.The authority recently gave the green light to the scheme known

:08:03. > :08:10.It's brutalist and, for many, ugly, but Coventry Point is one

:08:11. > :08:12.of numerous concrete buildings set to be demolished as part

:08:13. > :08:15.of a ?300 million City Centre South redevelopment.

:08:16. > :08:19.Previous schemes like the ambitious Jerde project failed but this time

:08:20. > :08:23.What is different here is, the money is in place,

:08:24. > :08:25.?200 million from the private sector,

:08:26. > :08:27.for the developer, who has done developments across the country.

:08:28. > :08:33.We've got ?100 million from the combined authority.

:08:34. > :08:36.The permission is in place. Now we want to see it happen.

:08:37. > :08:38.Coventry is already seeing a building boom.

:08:39. > :08:41.This former Royal Mail sorting office site will soon

:08:42. > :08:45.The first time I came here,

:08:46. > :08:47.the sorting office site was still operational.

:08:48. > :08:49.We acquired it from the Royal Mail when they vacated it.

:08:50. > :08:52.So it was a derelict site and it's great to be investing

:08:53. > :08:55.in the site and bringing it back to life.

:08:56. > :08:57.This is a sign of the regeneration gathering momentum.

:08:58. > :08:59.These are the former offices of the local newspaper,

:09:00. > :09:01.the Coventry Evening Telegraph, which were vacated

:09:02. > :09:05.The building is going to be converted into a boutique hotel,

:09:06. > :09:13.It's the brainchild of Coventry developer Ian Harribin.

:09:14. > :09:16.You can imagine some life coming back in this big room yet again

:09:17. > :09:18.when somebody has their wedding here, for example.

:09:19. > :09:21.Further down in the building, we're looking at using some

:09:22. > :09:23.of the former large print room spaces for maybe a couple

:09:24. > :09:26.of arthouse cinema screens so, you know, making the building work

:09:27. > :09:33.Stories from Coventry have been printed many times

:09:34. > :09:36.in this very building, and now a new chapter in the city's
