:00:58. > :01:01.in fly-tipping for two consecutive years, after a dedicated team
:01:02. > :01:11.That can be from local CCTV, from CCTV that stores and local
:01:12. > :01:16.businesses may have as well as just actually
:01:17. > :01:23.We've got rats, we've got mice, it's just horrible to live like this.
:01:24. > :01:29.And I looked out of my bedroom window,
:01:30. > :01:31.two days later and I went, "Oh, my God!"
:01:32. > :01:41.So why are people choosing to break the law rather
:01:42. > :01:44.In Staffordshire, we've had a levy placed
:01:45. > :01:46.on charging for some of the
:01:47. > :01:49.waste that was previously going free into the tips, and that has an
:01:50. > :01:51.impact on forcing people to think about what the alternatives are,
:01:52. > :01:54.particularly if you're of low income or limited income.
:01:55. > :01:56.In November, Staffordshire County Council introduced charges for
:01:57. > :02:00.certain items at its tips, including the tip the other side of this gate.
:02:01. > :02:03.Things such as ?3 for bag of rubble, ?4 for a tire, but the authority
:02:04. > :02:08.says there is no evidence to suggest the charges increase fly-tipping.
:02:09. > :02:11.Local councils do have the power to issue penalties to fly-tippers
:02:12. > :02:16.But with fines ranging from ?400 to ?5,000,
:02:17. > :02:21.some charities say the deterent, unlike the mounting piles

:02:36. > :02:38.the rise in fly-tipping, so where in our region is the worst
:02:39. > :02:43.The incinerator behind me is where Birmingham's rubbish
:02:44. > :02:48.It's no surprise the city sees the highest number
:02:49. > :02:50.of fly-tipping incidents, given its size.
:02:51. > :02:52.But if we look across the region, Stoke-on-Trent, Walsall and Sandwell
:02:53. > :02:55.are all examples of areas where fly-tipping has doubled over
:02:56. > :03:02.The problem isn't confined to just the urban cities,
:03:03. > :03:05.but rural country lanes are affected too.
:03:06. > :03:08.In Herefordshire, a largely agricultural county,
:03:09. > :03:13.it's gone up by nearly 50% since 2011.
:03:14. > :03:15.Those caught dumping waste illegally can face prison
:03:16. > :03:20.One sentencing last year saw two men men jailed for dumping sheep
:03:21. > :03:24.Councils tell us they'll continue to prosecute in the courts
:03:25. > :03:26.as they hope to reduce the financial burden to taxpayers

:03:37. > :03:40.A man from Kidderminster has been jailed for four and a half years,
:03:41. > :03:42.after admitting starting a fire on board a flight to Egypt.

:03:52. > :03:58.The second was so severe the captain made a mayday call and began to plan
:03:59. > :04:05.The Chief Constable of West Midlands Police has
:04:06. > :04:07.denied his force is engaged in positive discrimination,
:04:08. > :04:08.in appointing black and ethnic minority officers.
:04:09. > :04:11.A big recruitment drive is under way, which includes a series
:04:12. > :04:14.of workshops for applicants from diverse communities.
:04:15. > :04:17.But senior police officers at another force have said they fear
:04:18. > :04:19.that the process is unfair and borderline discriminatory.
:04:20. > :04:27.The Chief Constable of West Midlands Police has made no
:04:28. > :04:29.secret of his desire for his officers to be
:04:30. > :04:31.more representative of the people they serve.
:04:32. > :04:36.In an extraordinary intervention, unnamed officers with
:04:37. > :04:39.South Yorkshire Police told a public meeting that West Midlands Police
:04:40. > :04:42.are "pushing the boundaries of positive action" by tailoring
:04:43. > :04:44.coaching for black and ethnic minority job candidates.
:04:45. > :04:50.That is not discrimination, says the chief.
:04:51. > :04:53.We offer the same level of advice for any candidate.
:04:54. > :04:58.But those from minority communities need perhaps a
:04:59. > :05:01.little bit more confidence, little bit more inside, a little bit more
:05:02. > :05:04.awareness, so they are better prepared to come forward and compete
:05:05. > :05:06.at the same level as any other candidate applying.
:05:07. > :05:10.West Midlands Police has held workshops in areas with more
:05:11. > :05:14.under-represented groups, but says it's never at the exclusion
:05:15. > :05:19.Encouraging applications and providing support, pre-application
:05:20. > :05:23.stage to those from a particular race, is not in itself
:05:24. > :05:29.discriminatory and is not unlawful under the Equality Act 2010.
:05:30. > :05:31.In a statement, South Yorkshire Police, which is also trying
:05:32. > :05:35.to diversify its workforce, said the comments were part
:05:36. > :05:42.In a sense, they've come to see what is good
:05:43. > :05:48.They've been to a positive action for run by policing,
:05:49. > :05:52.to understand that and thought I would say is if people want to
:05:53. > :05:54.understand what we're doing, get a real insight
:05:55. > :05:57.and they have a genuine commitment, a genuine commitment to
:05:58. > :05:59.diversify their force, then actually, they will be looking at
:06:00. > :06:05.800 new West Midlands police officers will be enlisted by 2020 -
:06:06. > :06:09.more than 10,000 people have registered an interest.
