:01:20. > :01:23.having to make very difficult decisions and we already know that

:01:24. > :01:26.with a five-year NHS plan going forward there is talk of actually

:01:27. > :01:30.cutting planned operations back 20% but they have hit on what is going

:01:31. > :01:34.on here in Worcestershire. We have been today to see one lady, Susan

:01:35. > :01:39.Morris. She actually started trying to get onto a waiting list about a

:01:40. > :01:45.year ago in January and September because of a severe arthritis she

:01:46. > :01:48.got onto that waiting list for a knee operation but she doesn't know

:01:49. > :01:52.yet when that operation will take place and is clearly extremely

:01:53. > :02:00.distressed by the pain. They just don't seem to understand exactly

:02:01. > :02:04.what the patients go through. I'll go anywhere, I said I will go

:02:05. > :02:08.anywhere to have this operation, I don't even mind going up to Russell

:02:09. > :02:17.hall or somewhere like that, it's just as long as I can get it done. I

:02:18. > :02:22.can't afford to go private so I'm stuck. Well, I am joined now by the

:02:23. > :02:25.chairman of Bromsgrove clinical commissioning group and I had to ask

:02:26. > :02:28.you the question why are you changing the criteria, why are

:02:29. > :02:37.people going to have to suffer more pain before they can get these

:02:38. > :02:41.operations quiz green? The NHS only has a certain amount of money and I

:02:42. > :02:43.don't want patients in pain but we are clear that these are life

:02:44. > :02:49.changing operations and they should take place. We also very clear that

:02:50. > :02:53.in many cases actually if they could lose weight, perhaps we did use

:02:54. > :02:56.physiotherapy, and actually many patients don't need that surgery and

:02:57. > :03:01.I think that is probably the main thing. But you are rationing, aren't

:03:02. > :03:06.you? The Royal College of surgeons said there is no justification. The

:03:07. > :03:09.NHS is in a very, very difficult place at the moment, a certain

:03:10. > :03:12.amount of money can an ageing population, a good thing here in

:03:13. > :03:15.Worcestershire, but we only have a certain amount of money so we have

:03:16. > :03:19.to draw a line somewhere. So what we try to do with the money that we

:03:20. > :03:25.have, we have a statutory responsibility to make sure that the

:03:26. > :03:28.CCG comes in even, that actually we need to do that properly. The other

:03:29. > :03:31.night I thank you. There is going to be a lot of playing clearly for the

:03:32. > :03:36.people and the NHS in the years to come. That occurred a lot of pain.

:04:06. > :04:09.centre of Burton upon Trent. And police have discovered more than 800

:04:10. > :04:14.cannabis plants and as is so often the case with these illegal cannabis

:04:15. > :04:18.factories, the smell is almost overpowering. With me now is Chief

:04:19. > :04:28.Inspector Rob Neeson. Rob, how did your officers discover the place? It

:04:29. > :04:37.is as simple as a member of the public calling us about some

:04:38. > :04:43.suspicious activity with a tractor. There was a tractor? Yes, it is

:04:44. > :04:48.incredible the length these people go to. As I have said they have

:04:49. > :04:52.discovered more than 800 and are going through forensics at the

:04:53. > :04:57.moment and they think the street value could be as much as ?400,000.

:04:58. > :05:01.Everywhere around here, and it bridges right the way around the

:05:02. > :05:06.corner you can see these garlic plants just hanging up here. That's

:05:07. > :05:08.not to mask the smell it in fact to keep bugs away but it certainly

:05:09. > :05:12.hasn't kept the police away. A 25-year-old man from Birmingham

:05:13. > :05:15.has appeared in court charged with murdering a man on a bus

:05:16. > :05:18.on Monday night. 36-year-old Leon Barrett-Hazle

:05:19. > :05:23.from Smethwick was stabbed and killed as he rode on the top

:08:41. > :08:42.to six celsius today - With another cold front working

:08:43. > :08:46.in from the west overnight, there will be more rain to come,

:08:47. > :08:49.slowly moving in from the west, that will keep temperatures up

:08:50. > :08:52.to between three and five Celsius. Although it's a wet start

:08:53. > :08:56.to Saturday, that weather front will clear away and there will be

:08:57. > :08:59.sunny spells left behind, but showers will follow

:09:00. > :09:01.on through the afternoon. Temperatures up to eight Celsius,
