:00:46. > :00:49.holding a cabinet meeting outside London for the first time.

:00:50. > :00:57.The Government's launching a new industrial strategy -

:00:58. > :00:59.offering support to businesses - including more than ?300 million

:01:00. > :01:01.here as part of the northern powerhouse project.

:01:02. > :01:03.But critics are questioning whether that's enough.

:01:04. > :01:05.Our political editor Nina Warhurst is in Daresbury

:01:06. > :01:21.whole and this is a science and innovation campus which supports

:01:22. > :01:25.companies across the north-west. It works out how we can use space

:01:26. > :01:30.technology here on the ground. This sort of place is exactly what the

:01:31. > :01:35.Prime Minister wants to see more of as part of her industrial strategy.

:01:36. > :01:38.She has invited the Cabinet here to talk about it. It is the Government

:01:39. > :01:43.offering guidance and support and going out to companies and saying,

:01:44. > :01:48.what would you like to see us doing's what do you need? Some

:01:49. > :01:58.Labour MPs have met this with scepticism. Some business owners

:01:59. > :02:01.have told me what they would like to see is hard cash invested, not just

:02:02. > :02:03.offers of guidance. There is potential for this to be beneficial

:02:04. > :02:05.for the north-west and the long-term. It could overtime have an

:02:06. > :02:09.impact on the north-west. We will wait and see. They have formulated a

:02:10. > :02:16.strategy. We have not seen great detail of it but it has a great deal

:02:17. > :02:19.of potential to grow the north-west industries, energy and digital,

:02:20. > :02:23.these are things at the north is really good at and it needs support

:02:24. > :02:27.from central undergo Government. Nina, we have had more detail from

:02:28. > :02:33.funding for the Northern Powerhouse today. -- for the Northern

:02:34. > :02:38.Powerhouse. Back in the Autumn Statement, we heard 556 million

:02:39. > :02:42.pounds that will be invested in the Northern Powerhouse. We have heard

:02:43. > :02:47.today that have the pie is going to be sliced up. We do quite well at

:02:48. > :02:52.out of it. This is money that will go to local enterprise partnerships.

:02:53. > :03:00.These are governments that pitch. Greater Manchester will receive ?130

:03:01. > :03:05.million. Liverpool region will receive 72 million. Lancashire 72

:03:06. > :03:09.million and Cheshire and Warrington 43 million. We have not had detail

:03:10. > :03:13.about the projects but the two we have been told about is a

:03:14. > :03:17.reorganisation of the Blackpool Winter Gardens which will hopefully

:03:18. > :03:22.become a national conference centre. Another one is a new science Park

:03:23. > :03:26.for gesture. It is important to remember that unemployment in the

:03:27. > :03:30.north-west still a percent higher than the national average. It will

:03:31. > :03:34.take time to see whether this visit the Prime Minister is simply a

:03:35. > :03:39.hollow or whether it will translate to real jobs. Thank you, Nina. We

:04:25. > :04:26.strict circumstances - meaning many women travel to the UK

:04:27. > :04:31.Some want the law brought into line with the mainland -

:04:32. > :04:35.but others don't agree - as Jacey Normand reports.

:04:36. > :04:46.In Britain, abortion is legal at 24 weeks.

:04:47. > :04:51.On the Isle of Mann, terminations are restricted

:04:52. > :04:55.pregnancy risks posing grave or permanent injury to the woman's

:04:56. > :04:58.The number of official abortions on the

:04:59. > :05:02.Anyone wishing to access the procedure therefore would either

:05:03. > :05:06.have to travel to Britain or order tablets online -

:05:07. > :05:08.an offence that carries a two year prison sentence.

:05:09. > :05:11.Since April last year, a group of Manx women have been

:05:12. > :05:15.We are aware that there's 479 women in the last five years

:05:16. > :05:19.That is around 98 women a year who are travelling.

:05:20. > :05:21.Those are just the ones we know about.

:05:22. > :05:22.Just before the elections in September,

:05:23. > :05:28.They represent the life of the unborn child.

:05:29. > :05:31.The thing is, we have to balance the right

:05:32. > :05:33.of the women to life and health and the

:05:34. > :05:38.right of the baby to life and health.

:05:39. > :05:42.In my view, you cannot say that the baby is not a human being.

:05:43. > :05:44.Both camps have been vocal and are hoping to

:05:45. > :05:46.influence the Government during the course of this Parliament.

:05:47. > :05:55.We are going to review it to see if it needs updating.

:05:56. > :05:58.Obviously, it is too early to say which way that is coming to go.

:06:03. > :06:07.The Lancashire village of Chipping risks losing

:06:08. > :06:19.Brabin's shop opened in 1668 and has been trading

:06:20. > :06:22.in various forms ever since, but next month, it faces

:06:23. > :06:26.The current owner is selling up, and if a buyer isn't found

:06:27. > :06:28.by the end of February, the shop could close its doors.

:06:29. > :06:32.For almost 350 years, Brabins shop has been at the heart

:06:33. > :06:34.of the Ribble Valley village of Chipping, but possibly

:06:35. > :06:38.Roy Pinkett bought the business in 2014, but his wife Sharon

:06:39. > :06:41.is suffering ill health and so they've put it up for sale.

:06:42. > :06:43.We've probably had about a dozen people showing a bit of interest.

:06:44. > :06:47.I think the furthest one came from Kent to view it

:06:48. > :06:50.No firm offers or anything like that.

:06:51. > :06:52.Brabins is by some accounts the longest trading

:06:53. > :06:58.shop in the country - havng been a butchers, bakers

:06:59. > :07:00.and undertakers, amongst other things.

:07:01. > :07:03.If a buyer isn't found by the end of February, that

:07:04. > :07:08.If we don't have a buyer, we will have to close the doors.

:07:09. > :07:11.John Brabin was a wealthy cloth merchant here

:07:12. > :07:18.Upon his death, his will instructed the creation of a Brabin trust

:07:19. > :07:21.They still manage almshouses and give out educational bursaries

:07:22. > :07:30.I just wish the trust would have supported us a bit more.

:07:31. > :07:33.The mobile post office opens up at Babins twice a week

:07:34. > :07:35.and would have to find a new home if it closes.

:07:36. > :07:37.It would mean the loss of another feature of

:07:38. > :07:42.I have been here for 53 years and gone in there for sweets

:07:43. > :07:48.My mum and dad always used to shop in there.

:07:49. > :07:58.Chipping itself is getting bigger with houses.

:07:59. > :08:06.It is probably disappearing at the wrong time.

:08:07. > :08:08.The business comes with a home, outhouses, land and even

:08:09. > :08:12.There is still time for potential buyers to save the doors

:08:13. > :08:22.closing on this slice of Lancashire heritage.

:08:23. > :08:26.could be a great opportunity for someone.

:08:27. > :08:34.Quite a cloudy afternoon in store as well.

:08:35. > :08:36.Where that cloud is thick enough, you might get

:08:37. > :08:44.In the main, a dry afternoon and occasionally a fine one with a

:08:45. > :08:46.little bit of brightness peeking through the clouds.

:08:47. > :08:51.A touch milder on the Isle of Man s it will be overnight as well.

:08:52. > :08:53.Overnight, there is some clear clear sky for a time,

:08:54. > :09:03.We then go through to Tuesday daytime, some cloud around

:09:04. > :09:05.through the morning and brighter weather in behind it.

:09:06. > :09:07.Generally cloudy as we go through the afternoon.

:09:08. > :09:09.Temperatures at around six, seven, maybe eight Celsius.

:09:10. > :09:10.Starting to turn breezy from Wednesday onwards.

:09:11. > :09:13.In the main, generally dry and occasionally bright as well.
