0:01:01 > 0:01:07Yes, that's right. Galgate is a couple of miles south of Lancaster,

0:01:07 > 0:01:11near to Lancaster University. When the rain came down last night so

0:01:11 > 0:01:14heavily on the river it started to rise, it is the River Conda that

0:01:14 > 0:01:18runs through Galgate, as the rain came down in the middle of the night

0:01:18 > 0:01:22the River Conda burst its banks and many homes and businesses in this

0:01:22 > 0:01:26part of the county were flooded. There was a lot of destruction

0:01:26 > 0:01:30overnight to the roads, railways. Also schools. The local school here

0:01:30 > 0:01:34in Galgate is closed today because of that damage. People each year I

0:01:34 > 0:01:41left with the task of pumping out, as you can see, pumping out

0:01:41 > 0:01:46basements in this village. Lots of people have a really long job ahead

0:01:46 > 0:01:50of them today. Judy Hobson has more.

0:01:50 > 0:01:52The River Conda burst it's banks in Galgate

0:01:52 > 0:01:53near Lancaster last night,

0:01:53 > 0:01:56flooding houses and forcing others to abandon their cars.

0:01:56 > 0:01:57In Lentworth Drive, more devastation.

0:01:57 > 0:01:58The Coastguard had to rescue people.

0:01:58 > 0:02:02One of the big concerns that I have tonight is that at the beginning

0:02:02 > 0:02:04of October I contacted Lancashire county council raising a concern

0:02:04 > 0:02:07about the way in which drains were not being cleared

0:02:07 > 0:02:09across the constituency.

0:02:09 > 0:02:12It's been seven weeks and I've not heard back from them at all.

0:02:12 > 0:02:14The drains have continued to be very much blocked.

0:02:14 > 0:02:17I think a lot of the people I've been speaking to are particularly

0:02:17 > 0:02:18concerned about drainage.

0:02:18 > 0:02:21But the county council said today there was nothing to indicate

0:02:21 > 0:02:25blocked drains or gullies had caused the flooding.

0:02:25 > 0:02:28The back has broken its banks further upstream and that's

0:02:28 > 0:02:31after the EA had recently done some additional works,

0:02:31 > 0:02:33flood protection works.

0:02:33 > 0:02:37We've had a lot of rain and it's not got anywhere to go, apparently.

0:02:37 > 0:02:39Cumbria was also badly affected.

0:02:39 > 0:02:42Roads including the main A590 closed, as well as

0:02:42 > 0:02:44two lanes of the M6.

0:02:44 > 0:02:48There were no rail services between Lancaster and Barrow,

0:02:48 > 0:02:52and 22 schools remain closed today.

0:02:52 > 0:02:54This morning, the clean-up.

0:02:54 > 0:02:58At its height, the water at this house in Galgate was waist high.

0:02:58 > 0:03:03It rose relatively quickly but gradually at that point and then

0:03:03 > 0:03:07it came through the back door as well, and through the back door

0:03:07 > 0:03:09it properly flew into the house, it rose very quickly from then

0:03:10 > 0:03:11on until about one in the morning.

0:03:11 > 0:03:15My housemate went to get his wellies from the car and had to climb out

0:03:15 > 0:03:17to climb out the window, because he tried opening

0:03:17 > 0:03:20the front door and water came through like a tsunami.

0:03:20 > 0:03:21It was like a film.

0:03:21 > 0:03:23In some areas of the county, seven inches of rain

0:03:23 > 0:03:25fell in just 24 hours.

0:03:25 > 0:03:27Several flood warnings remain in place.

0:03:36 > 0:03:41I think it is that risk of potential further flooding that really worries

0:03:41 > 0:03:45people and the fact it is still only November, the winter looks very long

0:03:45 > 0:03:49and hard ahead of us. Remember, put this into the context of the past

0:03:49 > 0:03:54couple of years, it was just two years ago that we had very

0:03:54 > 0:03:58significant flooding around Lancaster which was said to be a

0:03:58 > 0:04:03once in a century flood. At that point, the electricity was out for a

0:04:03 > 0:04:07week on and off. It was a huge amount of destruction. Just two

0:04:07 > 0:04:11years on, we are in a similar situation. The electricity lightly

0:04:11 > 0:04:15has remained on, but homes and businesses are suffering once again.

0:04:15 > 0:04:21Just down the road and Lancaster I spoke to a business. We featured

0:04:21 > 0:04:24them on north-westerly and North West Tonight before. They have been

0:04:24 > 0:04:29flooded several times and again overnight were flooded. Later on

0:04:29 > 0:04:32North West Tonight we will be speaking with Kat Smith about the

0:04:32 > 0:04:38responsibility on local Government to help to ameliorate the situation.

0:04:38 > 0:04:42We will get more into that later. For now it is a long and slow

0:04:42 > 0:04:46clean-up for people living in this area. Back to you. Very difficult

0:06:04 > 0:06:07rebuilding a school in Nepal, say the experience has changed them.

0:06:07 > 0:06:10More than a dozen teenagers made the trip to an earthquake damaged

0:06:10 > 0:06:11region of the Himalayan country.

0:06:11 > 0:06:14They raised tens of thousands of pounds to pay for it,

0:06:14 > 0:06:15and they've just returned.

0:06:15 > 0:06:18Mark Edwardson's been to see them.

0:06:18 > 0:06:20Cheshire Fire Cadets - 16 of them on a two week trip

0:06:20 > 0:06:24to a remote and isolated Nepalese village.

0:06:24 > 0:06:28Ravaged by an earthquake in 2015, rebuilding takes a long time

0:06:28 > 0:06:34in this impoverished place.

0:06:34 > 0:06:36That's what spurred these teenagers into action.

0:06:36 > 0:06:39The school, well, it was more than I ever expected it

0:06:39 > 0:06:40to be, to be honest.

0:06:40 > 0:06:42It was huge!

0:06:42 > 0:06:46I only thought we were building a small, little school,

0:06:46 > 0:06:49but it turned out to be an amazing high school that will benefit

0:06:49 > 0:06:50so many people in the future.

0:06:50 > 0:06:53The Cadets funded the trip entirely by themselves, raising £70,000

0:06:53 > 0:06:55for their mercy mission.

0:06:55 > 0:06:58It took them four days to reach their destination and the welcome

0:06:58 > 0:07:01they received was humbling.

0:07:01 > 0:07:04Flower garlands over our necks, sitting there, bit of a speech.

0:07:04 > 0:07:07But just looking round and seeing the smiles on all the kids' faces

0:07:07 > 0:07:10and the teachers and everyone in the village, it's

0:07:10 > 0:07:15their life in that school, and for generations to come.

0:07:15 > 0:07:18It just made me really happy to know that I've helped

0:07:18 > 0:07:22contribute to their happiness.

0:07:22 > 0:07:24Remaking and remodelling, bricks and brushes occupied

0:07:24 > 0:07:27the Cadets for six days.

0:07:27 > 0:07:30And they too have been changed.

0:07:30 > 0:07:33I honestly do feel like I've grown up quite a bit since I've been

0:07:33 > 0:07:36in there because I could have been a bit selfish, a bit moody.

0:07:36 > 0:07:39But when I came back, I was more into helping around

0:07:39 > 0:07:41the house and the local community more because it shows

0:07:41 > 0:07:44you what a difference you can make on people's lives.

0:07:44 > 0:07:48It was a whistle stop trip, but they'll remember

0:07:48 > 0:07:50it for a long time.

0:08:25 > 0:08:27The impressions I've got off the lads have all been positive,

0:08:27 > 0:08:30and the calibre of players that we've got is more than good enough

0:08:48 > 0:08:51But also some bright spells in between and highs of around

0:08:51 > 0:08:53nine degrees Celsius.

0:08:53 > 0:08:56Tonight, a yellow weather warning for ice so do take care.

0:08:56 > 0:08:58There could be some tricky driving conditions.

0:08:58 > 0:09:00It will drop cold tonight, lows of around zero degrees

0:09:01 > 0:09:04Celsius in rual spots.

0:09:04 > 0:09:06A mostly dry night, perhaps some wintry showers over higher ground.

0:09:06 > 0:09:09Then tomorrow we're expecting drier and brighter weather,
