:01:31. > :01:35.reveal that doctors at a Merseyside hospital are so concerned about the

:01:35. > :01:39.way it is being run that they have August the ballot to engage the

:01:39. > :01:43.depth of feeling. Concerns about Arrowe Park Hospital in Wirral

:01:43. > :01:46.include allegations that managers want to move services away from the

:01:46. > :01:52.hospital against the wishes of doctors and that there is a climate

:01:52. > :01:56.of fear there. Our reporter Andy Gill is outside

:01:56. > :02:02.Arrowe Park Hospital. Tell us about the concerns senior medical staff

:02:02. > :02:07.have at the hospital. They are often grumbles within the

:02:07. > :02:13.NHS. It is an organisation would change happens a lot. It is unusual

:02:13. > :02:18.for doctors to take this kind of action. Morale I am told is very

:02:18. > :02:23.few low here. There are concerns to move vascular surgery from Arrowe

:02:23. > :02:27.Park Hospital here to Chester. There is no decision based on that

:02:27. > :02:30.yet but the doctors feel so strongly about it that that is one

:02:30. > :02:35.of the issues that they are being balloted on. There is also a

:02:35. > :02:39.feeling amongst doctors here that of the speak out too much against

:02:39. > :02:44.management decisions then the cat - - they could face a disciplinary

:02:44. > :02:48.hearing. We have been told there is a climate of fear here. We

:02:48. > :02:51.understand that Dr -- family doctors have their own concerns

:02:51. > :02:56.that there changes happening here which the senior hospital doctors

:02:56. > :03:03.are not happy with. You mention the ballot their by

:03:03. > :03:07.doctors. Tell us more about that. My understanding is that the

:03:07. > :03:12.consultants have organise their own ballot to gauge the depth of

:03:12. > :03:15.feeling here. It is important to stress this is not a formal vote of

:03:15. > :03:19.no confidence in the chief executive of the hospital board.

:03:19. > :03:23.But the ballot had three questions on and one of the questions related

:03:23. > :03:27.to whether the senior doctors here believed that senior management

:03:27. > :03:33.listen to their concerns properly. My understanding is that this

:03:33. > :03:36.ballot is underway now but summoned some doctors have already voted.

:03:36. > :03:39.What is the hospital's response to this?

:03:39. > :03:43.Arrowe Park Hospital is run by an organisation called Wirral

:03:43. > :03:47.University Teaching Hospital NHS Foundation Trust. It is said it is

:03:47. > :03:52.an active dialogue on a number of issues with the Medical Board. That

:03:52. > :04:01.is the doctor's body here at the hospital. It also says that the

:04:01. > :04:09.disagreement on issue -- critical issues. Staff need to have the

:04:09. > :04:13.disability -- the ability to have their say. People have a longer

:04:13. > :04:20.journey time to hospital and they would have better outcomes to

:04:20. > :04:27.treatment. On a disciplinary matter, it follows national NHS guidelines

:04:27. > :04:31.on disciplinary matters. It can begin with presents - mobile

:04:31. > :04:38.phones, close and alcohol. Soon there is a demand for something

:04:38. > :04:43.more, sex. This is what is known as sexual exploitation are grooming.

:04:43. > :04:48.In the last six months they have had more than 570 cases, some

:04:48. > :04:52.children as young as 13. Today the mother of a victim told her story

:04:52. > :04:56.to a Conference to highlight the issue.

:04:56. > :05:01.We can assure you their names but on this wall there are 29 young

:05:01. > :05:04.girls. 29 children in Preston a loan that police believe are being

:05:04. > :05:08.sexually exploited. How worried are you about these

:05:08. > :05:12.children? We're very concerned. Some of them are very young. You

:05:12. > :05:18.are talking about 13 years old and upwards. It was at 13 that this

:05:18. > :05:25.girl was targeted by a group of men. They pick me up by texting made and

:05:25. > :05:32.we would go out and drink. And we would do his stuff off. She was

:05:32. > :05:38.being given alcohol, cigarettes, credit for her phone in return for

:05:38. > :05:43.sexual favours. Police found she was groomed by over 10 men aged 18

:05:43. > :05:53.to 28, some married. But like many victims, she did not realise she

:05:53. > :05:57.was one. I just felt nice, I had Vernes. -- I had friends. It is

:05:57. > :06:03.this that makes it harder for the police teams to help and talk to

:06:03. > :06:08.victims. It takes social workers and nurses to speak to them. We are

:06:08. > :06:13.looking at two or three times a month, Friday evenings. In my view

:06:13. > :06:17.as a result of that we will get further cases to investigate.

:06:18. > :06:23.the last six months, cases of child exploitation in Lancashire have

:06:23. > :06:28.risen by 54%. There have been more than 570 new cases referred. Some

:06:28. > :06:32.victims are especially vulnerable. Greater Manchester Police yesterday

:06:32. > :06:37.arrested 12 men suspected of luring girls in care in Stockport his

:06:37. > :06:42.expertise. In Lancashire, police say around 90% of victims love with

:06:42. > :06:48.a run family. Many run not on the street but through the internet. --

:06:48. > :06:58.many victims live with their families. This is following an

:06:58. > :06:58.

:06:58. > :07:01.allegation by a 14-year-old girl. We are in a run-of-the-mill family.

:07:01. > :07:06.Across Lancashire Police say offenders are mainly aged between

:07:06. > :07:11.20 and 40. There have been high profile cases of Asian men grooming

:07:11. > :07:16.white girls in the North West and here in Preston there are a

:07:16. > :07:22.disproportionate number of Asian offenders. But police say across

:07:22. > :07:26.the county 80% of offenders are white. It is important to emphasise

:07:26. > :07:30.that offenders come from all areas of to the community. It would be

:07:30. > :07:33.misleading to focus on one group. This women shared our experiences

:07:33. > :07:38.with police and other agencies today to plead with them and

:07:38. > :07:43.parents to pick up warning signs. Make sure you know that they are

:07:43. > :07:46.safe. If you feel at all that they are not, then act upon it. Do not

:07:46. > :07:51.be frightened that you will be judged as a parent. Her daughter

:07:51. > :07:59.has now moved out and is then a steady relationship. Prove that

:07:59. > :08:03.with help, children can break free. More news stories from around the

:08:09. > :08:13.here in the North West. The number went up by 30,000 to 277,000
