:01:14. > :01:18.I was tempted for a swim. What about that for a backdrop. We shall

:01:18. > :01:23.be talking to some of the hardy souls that have taken on the

:01:23. > :01:25.challenge today. The manager of a private hostel for

:01:25. > :01:29.vulnerable adults in Manchester has been jailed for 14 months after

:01:29. > :01:34.admitting exploiting them as a loan shark. Winston Mills charged

:01:34. > :01:36.interest rates of up to 50%. One of his victims was filmed handing over

:01:36. > :01:45.her entire benefits payment to him immediately after collecting it at

:01:45. > :01:50.the post office. Stuart Flinders reports.

:01:50. > :02:00.Winston Mills claimed to be providing a service. As a judge

:02:00. > :02:00.

:02:00. > :02:04.told him today, he was exploiting the vulnerable. Winston Mills was a

:02:04. > :02:08.house manager at a house full football adult. He was meant to be

:02:08. > :02:12.looking after people with drink, drugs and behavioural problems.

:02:12. > :02:20.Instead, he took advantage of them, lending them money at extortionate

:02:20. > :02:23.rates. On one occasion, he filmed accompanying one of his victims to

:02:23. > :02:26.the post office. Immediately after collecting benefit payments for

:02:26. > :02:32.herself and her bedridden mother, she turns to Mills and hands it all

:02:32. > :02:42.over to him. He returns a small amount to see her through until her

:02:42. > :02:43.

:02:43. > :02:47.next benefit payment. He was at the particular flat to be there to help

:02:47. > :02:53.and assist. They were particularly vulnerable adults. That has come

:02:53. > :02:57.out in court today. He just abused that position. He started running a

:02:57. > :03:01.loan sharking business. When his flat at the hostel was raided,

:03:01. > :03:04.around �500 in cash was found hidden under a carpet. A list of

:03:04. > :03:07.names and loan details was also there. The judge at Manchester

:03:07. > :03:14.Crown Court told him today, you were in a position of

:03:14. > :03:17.responsibility. You ruthlessly exploited the vulnerable. Mills was

:03:18. > :03:20.sentenced to 14 months in prison. Doctors at a Merseyside Hospital

:03:21. > :03:24.say plans to move some services will affect some of the sickest

:03:24. > :03:28.patients in the area. North West Tonight has seen a copy of a letter

:03:28. > :03:31.from consultants at Arrowe Park Hospital outlining their fears. In

:03:31. > :03:37.it, they say removing vascular surgery from the hospital will turn

:03:37. > :03:40.it into a second rate centre. The trust which runs Arrowe Park says

:03:40. > :03:45.it's seriously considering the doctors' concerns. Andy Gill has

:03:45. > :03:49.this exclusive report. Arrowe Park Hospital in Wirral has

:03:49. > :03:53.a well regarded vascular surgery department. Operations involving

:03:53. > :04:02.veins and arteries. But managers here plan to move part of the

:04:02. > :04:06.department to the Countess of Chester Hospital. We have seen the

:04:06. > :04:10.copy of a letter written by consultants in which they lay out

:04:10. > :04:14.in detail how they think patients will be affected if Vascular

:04:14. > :04:20.Surgery moves. Earlier this week, the trust which runs the hospital

:04:21. > :04:28.told us that the move would only affect 150 patients annually

:04:28. > :04:33.treated at the hospital. Now a letter obtained by North West

:04:33. > :04:35.Tonight shows just how worried the Wirral doctors are. It says: "The

:04:35. > :04:44.vascular surgeons performed 326 major vascular related operations

:04:44. > :04:54.last year. We challenge the notion that the impact of the proposed

:04:54. > :04:57.

:04:57. > :04:59.move would be relatively minor. These are amongst the sickest

:04:59. > :05:02.patients in the Trust. The consultants say that scenario makes

:05:02. > :05:06.their job impossible for those significant number of patients with

:05:06. > :05:09.renal and arterial disease. This will ensure that we become a second

:05:09. > :05:12.rate centre. Wirral Hopsital Trust said doctors accept the need for

:05:12. > :05:22.fewer and better vascular centres. Discussions are ongoing on how best

:05:22. > :05:23.

:05:23. > :05:24.to achieve this without reducing the quality of care.

:05:25. > :05:30.Police investigating the disappearance of the Ulverston

:05:30. > :05:32.student William Appleby have recovered a body from a canal. Last

:05:32. > :05:38.seen early on Sunday morning in a Bristol nightclub, William didn't

:05:38. > :05:42.appear on Monday and failed to catch a bus home to Ulverston. A

:05:42. > :05:44.formal identification is yet to be carried out. William's

:05:45. > :05:47.disappearance is not being treated as suspicious.

:05:48. > :05:51.A Lancashire police officer is to appear in court charged with drug

:05:51. > :05:56.dealing. 24-year-old PC Thomas Hatton, who was based in Blackpool,

:05:56. > :05:59.is charged with intent to supply cannabis and anabolic steroids.

:05:59. > :06:02.He's also accused of attempting to pervert the course of justice, and

:06:02. > :06:07.offences related to the disclosure of police information. He's due

:06:07. > :06:10.before magistrates in Liverpool next month.

:06:10. > :06:14.A dispute about how pupils' behaviour is dealt with at Darwen

:06:14. > :06:17.Vale High School has been resolved. In April staff went on strike,

:06:17. > :06:20.claiming management had failed to support them in dealing with bad

:06:20. > :06:25.behaviour. The headteacher was suspended and new behavioural

:06:25. > :06:31.policies were introduced. Unions have now say they're confident the

:06:31. > :06:34.school will soon recover from the recent troubles.

:06:34. > :06:39.Cheshire Police have set up an account on auction site eBay to

:06:39. > :06:42.sell off criminals' assets online. Under the proceeds of crime act the

:06:42. > :06:45.public are allowed to purchase the items - the funds raised from the

:06:45. > :06:50.sales will be shared between the Home Office and the Cheshire

:06:50. > :06:55.Constabulary. Items currently for sale include a flat screen

:06:55. > :06:58.television, a games console and a vacuum cleaner.

:10:29. > :10:36.Question of Sport and Mastermind amongst those still being produced

:10:36. > :10:42.at Oxford Road, MediaCityUK has a very hard act to follow. Just some

:10:42. > :10:47.great nostalgia. And you can see in the reception, an old bit of kit,

:10:47. > :10:55.an old microphone from the 1950s. This is lovely in reception. There

:10:55. > :11:05.is a beautiful exhibition. This is our friend, Dalek. Doctor Who was

:11:51. > :11:54.IMA Princess. A young woman has made medical history in Manchester

:11:54. > :11:57.after a ground breaking lung transplant. Becky Jones had a

:11:57. > :11:59.series of complicated infections caused by Cystic Fibrosis but

:11:59. > :12:08.surgeons decided to go ahead with the operation at Wythenshawe

:12:08. > :12:11.Hospital. Elaine Dunkley has been to meet her.

:12:11. > :12:21.Becky Jones has spent the last three weeks in hospital recovering

:12:21. > :12:22.

:12:22. > :12:26.and reading about celebrities and today she feels like one. Amazing.

:12:26. > :12:31.Completely different. I am a different person. I can breathe. It

:12:31. > :12:37.is so different. I am walking with no oxygen. I can do anything I want

:12:37. > :12:40.now. And it's no surprise this is a world first. A lung transplant made

:12:40. > :12:43.even more complicated by these- fungal balls growing inside Becky's

:12:43. > :12:49.lungs on top of that a host of nasty infection which had build up

:12:49. > :12:54.resistance to treatment. If she did not have a transplant, she would

:12:54. > :12:58.not be with us in two years' time. It was either have a goal and try

:12:58. > :13:03.and do it as best we possibly could or left to drift downwards over the

:13:03. > :13:09.next few years. It is like a new lease of life. It is fantastic that

:13:09. > :13:17.she has done so well with this transplant. It all was a bit of a

:13:17. > :13:19.shock. I was a bit oblivious to it all. Becky can soon go home and

:13:20. > :13:25.like most 20-year-olds, she's already planning her busy social

:13:25. > :13:30.life. I can travel again, I can go

:13:30. > :13:35.shopping again, I can go to college. I can just go to lunch at the drop

:13:35. > :13:39.of a hat with my friends. Previously, I would have to plan

:13:39. > :13:42.weeks in advance. More groundbreaking science now because,

:13:42. > :13:45.tomorrow on the Isle of Man, locals will have a chance to see the

:13:45. > :13:50.future of space transportation. One of companies based there Excalibur

:13:50. > :13:52.Almaz is working on two space stations at their hangar in Jurby.

:13:53. > :14:02.They're opening up their doors tomorrow to the public. Sarah

:14:03. > :14:05.

:14:05. > :14:11.To space stations and aid vehicle. They are not in Russia but they are

:14:11. > :14:17.here in a hangar on the Isle of Man. Excalibur Almaz is a space

:14:17. > :14:25.exploration company based here. Our goals are to take people in

:14:26. > :14:29.cargo to space. In orbit. This is no low earth orbit and come back

:14:29. > :14:35.but it is laps around the planet. The stations will undergo rigorous

:14:35. > :14:41.testing. The Isle of Man offers 80 % tax rate for space related

:14:41. > :14:45.companies here. 12 house -- 12 have taken advantage.

:14:45. > :14:50.We had an independent survey carried out and they estimated that

:14:50. > :14:54.in the next three years, the company is based on the Isle of Man,

:14:54. > :14:59.their turnovers would exceed �3 billion.

:14:59. > :15:02.Lucky children had a chance to meet a space cosmonaut who spent six

:15:02. > :15:11.months on the international space station.
